1.0 OBJECTIVES

To set out in simple terms easily understood by all employees, AlMansoori’s philosophy and commitment to road safety management in all its operational activities.

This philosophy is based on AlMansoori’s commitment to the belief that all road accidents are preventable and road safety is a line management responsibility.

The following rules and conditions are designed to ensure that all AlMansoori owned or hired vehicles are fit for purpose and maintained to the highest standards. Safety work practices are designed so as to ensure the safety of all vehicle drivers.

1.1 Targets

Zero road accident fatalities to employees or any other persons who may be affected directly or indirectly by AlMansoori corporate operational activities.

To make all personnel aware of the importance of road safety with a view to reducing the number of driving related incidents.

Providing sufficient information, instruction and training to all employees - providing them with the necessary knowledge and skills to achieve these targets.

2.0 SCOPE

This procedure covers all AlMansoori activities, world wide

3.0 RESPONSIBILITIES & AUTHORITIES

3.1 Managers are responsible for:

Road safety management within their divisions.

Enforcing company driving rules and regulations within their activities.

Ensuring staff have received required road safety training complying with the HSEQ standard training matrix.

Providing the necessary commitment and resources to enable road safety objectives to be met and targets achieved.

The effective planning of work activities in order to minimize the number of journeys required and distance travelled together with the time of travel.

The investigation of motor vehicle incidents and recommending remedial actions.

It is the responsibility of managers to ensure that drivers follow the laws of the land regarding traffic, AlMansoori and clients’ transportation and road safety procedures. All drivers must hold a license that is appropriate for the type of vehicle being driven and must be medically fit to drive. In addition, all drivers must have road safety training and hold a document for safe driving.

3.2 Superintendents/supervisors are responsible for:

Road safety in their operational field.

Ensuring that all drivers under their control comply with company and clients’ road safety rules and regulations.

Reporting all vehicle incidents to their division manager for implementing any remedial actions recommended as a result, with no blame culture.

Ensuring that all drivers are aware of all precautions to be taken as per the company and clients’ rules and regulations.

4.0 PROCEDURE

4.1 Policy

AlMansoori recognizes the importance of road safety management and the potential for serious injury or fatality. AlMansoori will enforce the company driving rules and regulations strictly to ensure that driving-related incidents are reduced to a minimum. Performance will be measured and continuous improvement sought against objectives and targets.

4.2 General

All driving operations must only be undertaken in full compliance with AlMansoori/clients’ driving regulations and the laws of the land.

All driving safety violations that occur will be subjected to the AlMansoori violation points system.

A road safety strategy, which fulfills this policy, should be maintained.

4.3 Drivers Fall into Two Categories:

Professional Driver – These are personnel who are employed by ALMANSOORI, specifically to drive. They will be driving as part of their job (for example light field vehicle and heavy goods vehicle (HGV) drivers).

Non-Professional Drivers – These are personnel who are not employed as drivers, but have to drive as part of their job. They will be required to train for safe driving.

4.3.1 Driver’s Responsibilities

Sign the company road safety declaration form (F – 559)

Wear the correct PPE for hazardous materials.

Where applicable check the vehicle monitoring device (VMD).

Wear sturdy footwear when driving (not slippers, flip-flops or loose sandals).

Never drive if too tired to concentrate, or if under the influence of alcohol, drugs or medication.

Only use a vehicle that is suitable for the task being undertaken.

Always report vehicle defects to supervisors and never use a vehicle that is malfunctioning.

Always carry out regular vehicle safety checks.

Never leave a vehicle with the keys in the ignition.

Always ensure that the vehicle is maintained according to its schedule.

Report all accidents/near misses.

Always ensure the safety of vehicle passengers and make sure they fasten their seat belts.

Personnel must drive within the terms of the laws of the land and AlMansoori requirements.

Smoking is prohibited in all company vehicles, drivers must ensure implementation of the company no smoking policy.

Drivers shall neither initiate no answer a mobile telephone call while driving a vehicle, including text messaging.

Ensure that they are licensed for the vehicle that they are operating.

Drive safely and show consideration to other road users.

Switch off vehicle engine and make sure hand brake is engage when refueling

The requirements for all Almansoori personnel who drive are as follows:

Personnel must have a driving licence applicable to the laws of the land and that is appropriated to the type of vehicle being driven

Personnel must be fully conversant with both the laws of the land regarding traffic and AlMansoori’s requirements.

Personnel must be trained for safe driving.

No black listed driver will be employed by AlMansoori.

Personnel who are employed as professional drivers must be over 21 years of age, have at least one year’s relevant experience and not be more than 55 years of age.

Personnel must be medically fit to drive as recognised under the terms of the laws of the land. This includes having an eye test and, if necessary, wearing glasses to correct vision.

Personnel operating HGVs or other vehicles not classified as “light” must have the correct training and a minimum of one year’s experience.

4.3.3 Drivers’ Hours

Almansoori’s drivers must work within the following terms:

Drivers shall not work more than 12-hours in total.

Drivers shall not drive in the desert at night.

There should be no more than eight hours spent driving within the 12-hour shift.

A minimum 15 minutes rest must be taken at the end of every journey that takes one hour or more.

When off duty, drivers must take a minimum of eight hours uninterrupted rest.

Off-duty rest shall not be taken in the cab of a vehicle unless the vehicle has bunk facilities.

Note 1: Taking a rest under a vehicle or its trailer, for the purpose of shade, is not permitted.

Note2: Overtime payment and/or incentive payments must be structured so as not to encourage driving in excess of the allowable hours.

Assessing Authority

Assessment and award of the document for safe driving will be carried out by an approved third party (eg GTSC).

4.4 Vehicles

AlMansoori will ensure that all vehicles used / hired or arranged must be fit for purpose and correctly equipped for the job undertaken.

In order to ensure this, the following minimum acceptable standards are given:

All vehicles to have adequate capacity and be suitable for the work allocated.

All vehicles shall comply with local applicable standards, will be fully insured, registered in accordance with traffic regulations and equipped with the standard safety devices as defined in the company HSE policy manual.

All light operational vehicles shall not exceed four years and will to be sold after four years of operational use.

4.4.1 Vehicle Standards

All vehicles used or hired must be fit for purpose and correctly equipped for the job being undertaken.

In order to ensure this, the following minimum acceptable standards are given:

All vehicles shall be of adequate capacity and of a design suitable for the work for which they are allocated. Additional preventative and protective measures should be used in support of a specific operation. Any recommended additional safety modifications must be reviewed with the corporate technical services advisor and the HSEQ manager for details and documented approval.

All vehicles shall comply with the laws of the land construction standards, will be fully insured, registered in accordance with the laws of the land traffic regulations and have a valid security pass for field vehicles as applicable.

All light vehicles and buses shall be fitted with high intensity rear lights and fog lights.

All light vehicles shall be provided with neck restraints (head rest) in both front and rear outer seats.

Air bags (all possible, but at least driver’s seat).

Anti-lock brakes.

Side impact protection.

Seatbelts.

Fire extinguisher (dry powder).

First-aid kit & flashlight / torch.

Approved driving monitor device as applicable.

Driver and passenger side mirrors.

Suitable spare wheel and tire.

Disabled vehicle marker (eg warning triangle).

Additionally, the following equipment should be installed on heavy-duty vehicles:

Under-run protection.

Single-piece rims as available.

Reversing alarm system (including other vehicles with limited rear-visibility).

Wheel chocks (on passenger side).

If the vehicle is fitted with a trailer, the coupling must be intact and functioning correctly.

The trailer must have coupling chains, rear brake lights, tail lights, indicators and a rear number plate that is lit.

Vehicles which carry tools/goods along with passengers should be provided with partitions/compartments in the luggage area. This provision is intended to protect the passengers from any possible injury from loose tools/goods should the vehicle overturn.

All vehicles must be fitted with an air conditioning (ac) unit in the driver’s cabin (this does not apply to specialist vehicles such as

forklifts). The ac unit must be able to maintain a cabin temperature that does not exceed 22°C.

Appropriate tires shall be fitted to all light and medium vehicles. All tires shall be of the same size, ply rating, tread pattern, profile and be in good condition with a minimum of 2mm tread depth.

If the vehicle is a semi-trailer the trailer shall be fitted with side restraints to contain long loads, eg casings and tubular.

4.5 Desert Driving Hints And Techniques

4.5.1 Whatever happens ‘en route’ never leave your vehicle – it contains your water supply and all the other means of your survival.

4.5.2 Whenever possible avoid mid-day travel in the summer, when the sun is overhead, because the sand is softest at this time, and bumps and other pitfalls in the road are hardest to see because of the lack of shadows. The best time to travel is the early morning, when some moisture has formed on the sand during the night, making the going firmer.

4.5.3 Desert travel at night should also be prohibited because of the comparatively poor visibility provided by the headlight, thus making it more likely for you to lose your way or run into obstacles. In case of an urgent trip a night driving permit is required.

Night driving permits shall be approved and signed by the line manager.

4.5.4 Always travel by recognized routes, where the numerous tire tracks of other vehicles will be easiest to follow and whenever possible, travel in company with another vehicle. Be sure you know the way to your destination and that you know how the route is marked (eg is it just a question of following the tracks of the vehicles which have gone before, or are there, in addition, a series of route markers such as drums – and, if so – what color are the drums and at what distance are they spotted? If you are not sure of the way then do not go without a guide.

4.5.5 Do not take so called ‘short-cuts’ because if you get stuck or lost while on this non-standard route you will then be much harder to find.

4.5.6 If you come across someone who has got stuck in soft sand do not attempt to drive right up to him. Stop your vehicle on firm ground and then go and help him. (Similarly, if you are traveling in company with another vehicle, do not follow too closely, because if he gets stuck, so may you).

4.5.7 Never drive down slip-faces just for ‘kicks’ as you may roll over. If you cannot avoid having to take your vehicle down one then drive it down sedately in the first and second gear of the ‘low’ box, and be very careful to go straight down. Engaging this low gear ensures that you won’t go too fast and you will thus avoid having to apply the brakes, which might make the car swing around and cause you to overturn.

4.5.8 When traveling sabkha, and especially in winter, keep very carefully to the main tracks. Particularly after rainfall, the ‘virgin’ areas of sabkha will be very soft and it is all too easy to get thoroughly bogged down.

4.5.9 When traveling on sand avoid hard braking or sudden acceleration (especially in low gears), since this will dig the tires in and you may become stuck.

4.5.10 If you get lost, or stuck, the biggest danger is panic. Panic will not only make you do things that, in your right mind, you know are stupid, but it will also cause your body to spend its reserves at double the normal rate. If a mishap occurs sit down calmly and size up the situation – have a cup of coffee perhaps – but don’t panic.

4.5.11 In the view of the importance of the correct tire pressure for getting out of soft sand look after your tire pressure gauge – is very valuable to you.

4.5.12 Trucks equipped with air compressors should inflate tires to an acceptable pressure when traveling on asphalt or hard top roads.

4.5.13 Vehicles travelling in remote areas must carry a desert box containing the contents as:

A dry powder fire extinguisher of at least (2kg) shall be fitted in every vehicle.

AlMansoori will mark in English and Arabic the company name and if appropriate company logo on the left and right front doors.

AlMansoori will also display the passenger carrying capacity of the vehicle, as stipulated on the vehicle registration document.

All vehicles shall carry a reflective safety triangle to be used in the event of a breakdown or accident.

All vehicles must be fitted with seat belts per passenger (this does not apply to specialist vehicles such as forklifts, but does include buses).

A spare tire, jack and the appropriate vehicle tool kit must be kept in each vehicle.

Light vehicles must carry a hand shovel and block of wood (for the jack and a tire pressure gauge).

All light vehicles hired or owned by AlMansoori will be fitted with a vehicle-monitoring device (VMD) as applicable.

Heavy goods vehicles (HGV) shall be fitted with approved automatic audible reversing alarms and vehicle monitoring advice.

Spark arrestors shall be fitted to vehicle exhaust systems, vehicle electrical systems and any relevant auxiliary equipment (eg pumps powered by diesel or gasoline), where this vehicle/ equipment is entering hazardous areas.

Vehicles transporting any fluid material must have a partitioned tank and have a lockout on the discharge valves to prevent spillage during transit.

All field vehicles must be fitted with fog lights.

All vehicles must carry a first aid kit.

All field vehicles must be fitted with roll over bars.

5.0 VEHICLE MONITORING DEVICE (VMD)

5.1.1 A vehicle monitoring device shall be fitted in all field light and heavy vehicles whether used or hired by AlMansoori in order to assist in the improvement of driving safety standards.

5.1.2 The divisional manager must ensure that no light vehicle is allowed to work in the field without a functional VMD. No driver must drive a vehicle without a VMD key issued to the driver.

5.1.3 Maintenance of the VMD equipment will be undertaken solely by the division in co-operation with the supplier under a maintenance agreement.

5.1.4 Download of the VMD data :

a) Each driver has a VMD key. It is the responsibility of the driver to take the VMD key once a week to his downloading station and get the data downloaded into the computer.

b) HSEQ coordinators are responsible for downloading VMD data from the computer and generating reports weekly. HSEQ coordinators submit the reports to the division manager and the HSEQ manager within three days of generating reports.

c) HSEQ division takes corrective action and cascades down through the divisional manager, superintendent, HSEQ officer, supervisor and driver.

6.0 SEATING AND SEAT BELTS

6.1 In all cases, the number of passengers carried in an AlMansoori vehicle must be strictly limited to the authorized seating capacity. The authorized seating capacity in a vehicle shall be equal to the number of the available seats with correctly fitted seat belts, in accordance with the manufacturer’s design and guidelines and as shown on the vehicle registration document. The only exception to this rule is specialist vehicles such as forklift trucks.

6.2 For any vehicle, including buses, drivers and passengers must, at all times, use the seat belts provided.

6.3 Drivers are entitled to refuse to transport passengers who will not fasten their seat belts. Equally, passengers may refuse to travel with a driver who is not wearing a seat belt or in a vehicle that does not have belts correctly fitted.

6.4 Front seats must be fitted with approved three points, inertia reel, seat belts.

6.5 As a minimum for rear seats, including those in buses, two point lap belts must be used. Preferably and where possible, the three-point inertia reel type seat belt should be used.

6.6 All seatbelts must be regularly checked by the driver utilizing the vehicle daily check list form.

7.0 TRANSPORTATION OF PERSONNEL IN THE REAR OF PICK-UP TRUCKS OR CARGO VEHICLES

7.1 The transportation of personnel in the rear of pick-up trucks, or the cargo compartments of any vehicle, is strictly prohibited.

8.0 GENERAL NOTES REGARDING PASSENGER SAFETY

8.1 Drivers must ensure that the vehicle they are driving is fit for purpose and is suitable for carrying passengers.

8.2 Passengers should not distract the driver’s attention or request them to drive beyond the speed limit.

8.3 Field vehicle drivers must ensure that the correct safety equipment is carried (eg a desert box) and that there is always sufficient drinking water for the number of passengers being carried.

8.4 Drivers must always ensure that passengers wear their seat belts.

8.5 Drivers must not move a vehicle until all passengers are comfortably seated with seat belts fastened.

8.6 Drivers must not carry unauthorized passengers.

8.7 No passenger must mount or dismount from a moving vehicle.

8.8 In addition to the above, drivers must always do everything they can to ensure the safety of their passengers.

9.0 MOBILE EQUIPMENT

9.1 Use of Mobile Equipment in Restricted Areas

9.1.1 Mobile equipment that is used in restricted areas must have spark arrestors fitted to their electrical and exhaust systems and certification as evidence.

9.2 Mobile Equipment Certification

9.2.1 All mobile equipment, lifting or other hired or owned by AlMansoori or sub-contractors must be certified before it can be used. Certificates must be kept with the equipment, or the person operating the equipment or their supervisor. The certification must be kept up to date and is subject to auditing at any time by the company.

9.2.2 It is the responsibility of the person operating the equipment to ensure that it has the correct certification before commencing an operation. In addition, it is his responsibility to advice on what certification a piece of equipment should have and can be supplied.

10.0 VEHICLE AND MOBILE EQUIPMENT MAINTENANCE

10.1 One of the major contributory factors to road traffic accidents is poorly maintained vehicles. Regular maintenance prolongs the life of a vehicle and will identify problems at an early stage before they become a threat to safety.

10.2 All vehicles used, hired or owned by AlMansoori must be maintained and able to operate at a high standard to comply with the company preventive maintenance management system and manufacturing recommendation vehicle standards.

11.1.1 It is the responsibility of the division manager to ensure that any vehicle they intend to drive is roadworthy and fit for the purpose as laid down in the driver’s responsibilities.

11.1.2 Minor defects such as an interior light not working properly, which do not impair the roadworthiness of the vehicle, should be reported to the driver’s supervisor and will be repaired during routine maintenance.

11.1.3 Other defects that make the vehicle un-roadworthy or unfit for purpose are to be reported to the driver’s supervisor immediately. The vehicle must not be used until the defect is rectified.

11.2 Preventive Maintenance

11.2.1 AlMansoori will carry out regular routine maintenance to its vehicles. All maintenance must be in accordance with the vehicle manufacture’s recommended schedule and as per the company’s preventive maintenance procedure.

11.2.2 Maintenance is carried out on site daily by the driver and recorded in form No. (F. 364/ 2004). The supervisor in charge of the vehicle wil make a random inspection of each vehicle weekly to verify that the drivers are performing daily maintenance as per the procedure laid out by AlMansoori Specialized Engineering.

11.2.3 A weekly Inspection of vehicles is carried out by a designated mechanic of the division as per the AlMansoori maintenance management system (MMS). It is the responsibility of the corporate technical advisor to verify that the vehicle’s weekly inspection is carried out in compliance with the MMS.

11.2.4 Periodic maintenance at every 5,000km or every three months is carried out by the designated technician or by an approved subcontractor as per the AlMansoori maintenance management system (MMS). It is the responsibility of the corporate technical services advisor, through a quarterly audit, to ensure that the periodic maintenance is in compliance with the MMS.

11.2.5 Maintenance work is subject to independent inspection by authorized members of HSEQ staff and the corporate technical services advisor and/ or by his designated staff member, without notification.

11.2.6 Tires must be replaced if any of the following occur:

Tire’s age exceeds 2 years from tire’s manufacturer date

Tires exceed 40,000 km

Tire is damaged (tread depth become less than 2mm), torn, or cracked

12.0 FORKLIFT TRUCKS

12.1 In addition to the above, inspection and maintenance will be undertaken as required by the machine’s manufacturer and shall include a recorded weekly check. An extensive examination will be carried out at six monthly intervals and after any accident, major repair or modification.

12.2 The six monthly extensive examinations will be carried out by an approved third party inspection authority. A copy of the test certificate will be kept at the site.

13.0 MAINTENANCE RECORDS

13.1 Vehicle maintenance check sheets and log (daily, weekly and periodic) are completed by the maintenance service provider for the duration of the contract.

13.2 Test, inspection certificates and maintenance records (daily, weekly and monthly) for mobile equipment are to be retained on site by the driver or their supervisor.

13.3 These documents are subject to internal audit in accordance with auditing and inspection procedures.

14.0 AUDITING

14.1 All audits and subsequent corrective actions concerning transportation and road safety will be carried out as detailed below. The information required for transportation/road safety audits will be derived from a variety of sources including the AlMansoori driver database.

14.2 Regular vehicle audits will be carried out by the HSEQ department. The audits will assist in identifying problem vehicles or vehicle types and their correct usage. All vehicles will be audited periodically for:

14.2.1 Vehicle breakdown – information supplied by drivers to identify specific problems and weaknesses.

14.2.2 Vehicle maintenance/repair – information supplied by drivers and mechanics, regular routine maintenance and repairs identifying recurring problems.

14.2.3 Vehicle involved in accidents – identify the vehicle types and accident scenarios particular to a type of vehicle.

15.0 HAZARDOUS LOADS

For the purposes of this part, hazardous loads are classified one of two types: explosives and other types of hazardous loads.

Smoking in or near a vehicle carrying explosives is strictly forbidden.

When transporting explosives on pubic highways special attention should be given to planning a route that keeps away from populated areas.

Detonators and explosives should preferably not be transported together, however if there is a necessity then they must be packed in separate containers.

Should any explosive material be observed to be exuding liquid, it must not be touched and expert advice should be sought on its removal (this can be sought from the manufacturer or their agent).

No petrol, oil flammable solvents, waste paper or other flammable materials should be transported with explosives.

All vehicles will carry a minimum of two qualified personnel and should never be left alone while carrying explosives.

15.1.1 Only properly trained and qualified persons over 21 years of age shall transport explosives.

15.1.2 Handling of explosives shall only be undertaken under the supervision of a person certified by the licensing authority governing the use of explosives. Copies of certification will be kept in the individuals personnel file.

15.1.3 The site supervisor is responsible for receipt and accountability of transported explosives.

15.1.4 The following occurrences must be reported immediately:

Any deficit in the stock of delivered explosive materials.

Any theft or missing explosive materials.

Any deficiency in the condition or packaging of explosive materials.

15.2 Vehicles Used for Transporting Explosives

15.2.1 All vehicles used for transporting explosives must conform to the following criteria;

All vehicles must be well maintained and conform to laws of the land vehicle standards.

All vehicles must carry at least one fire extinguisher.

All vehicles must have a non-sparking floor and all other parts that are in contact with the load will have a non-sparking surface.

A closed cargo compartment is preferred. If an open compartment is used then the cargo must be covered with a fire and water-resistant tarpaulin.

All vehicles must have a ‘Danger Explosives’ sign in accordance with laws of the land.

Particular attention should be given to keeping the vehicle chassis, motor and underside free from oil, grease and dirt.

15.2.2 To minimize the need for refueling on route, vehicles should be filled

before being loaded. If it is necessary to refuel, the engine must be stopped and the ignition switched off (Note: always apply the hand break).

15.2.3 If large quantities of explosives are being transported the vehicle should be purpose built, fuelled by diesel rather than petrol, have a separate driver’s front mounted exhaust system cab, a fuel cut off switch and a front mounted exhaust system.

15.3 Transfer of Explosives On Site

15.3.1 The movement of explosives by vehicle at site must be governed by the following rules:

Vehicles must clearly show a red flag and a white sign stating ‘Explosives’.

The driver should be the shot-firer or specifically nominated by him.

The vehicle must stay on site.

Smoking is strictly forbidden while in or near the vehicle.

The vehicle should be of the type that has a separate cargo area.

The vehicle should be constructed so that there is a protective barrier (fire screen) between the driver and the explosives.

In the case of vehicles used for transporting a large quantity of explosives, these should have a driver’s cab that is separate from the rest of the vehicle body. The vehicle should be diesel powered.

If the vehicle is only required to carry a small amount of explosives, a wooden container shall be fitted in the rear of the vehicle. The box must be fixed in place and have a secure lid.

The cargo compartment of the vehicle shall carry no other equipment or material. Tools shall be carried in the driver’s compartment or toolbox.

Under no circumstances should detonators and explosives be carried in the same box. If the quantity of explosives carried exceeds 25 kg (55ib.) then detonators must not be carried in the same vehicle.

Under no circumstances shall explosives that already have fitted detonators be carried.

Small quantities of explosives must be carried in their original packaging or in properly constructed containers (constructed of non-ferrous material such as leather, wood etc. – plastic is acceptable for explosives but not for detonators).

15.4 Other types of Hazardous Loads

15.4.1 All vehicles carrying hazardous materials such as crude oil, diesel and waste material, must conform to the same standards and safety checks as any other vehicle used by AlMansoori. In addition, the following must also be observed:

Vehicles carrying hazardous material must only be driven by persons with the correct qualifications. For example, a tanker carrying crude oil will require a driver with a HGV classification and specialist training in bulk wagons and crude oil transportation.

Hazardous materials must be loaded, secured and labeled.

15.4.2 Always ensure that vehicles carrying hazardous loads show the correct load information, on clearly visible signs that conform to the laws of the land. All AlMansoori drivers transporting hazardous materials must be provided with written details of the type of hazard, prior to embarking on any journey. This must include details of flammability, flash point and toxicity of material.

15.4.3 All vehicles will be supplied with standard safety equipment (see vehicle

standards) and any additional specialist equipment that is appropriate to the material being carried (for example; suitable decontaminate).

15.4.4 All ALMANSOORI drivers will understand the emergency procedures appropriate to an accident and/or spill and carry AlMansoori and client’s emergency contact telephone numbers.

16.0 JOURNEY MANAGEMENT

16.1 Purpose

16.1.1 The purpose of the journey management system is to ensure that all off site vehicle movements are monitored. This enables a fast and efficient response to lost personnel and any vehicle incidents that may occur. Monitoring is controlled by a system that requires all drivers to give

their journey details to the relevant control room, book out when they depart and book in when they reach their destination.

16.2 Booking Out/In

16.2.1 Any journey that involves employees or contractors moving to off site at the fields must be booked out correctly with the Almansoori departure point:

All movements between Almansoori bases and field locations must be logged with that base

All movements between the field locations must be logged with the AlMansoori camp/base. The relevant telephone operator (secretary) will then notify the area(s) concerned and monitor until all movements are complete.

16.2.2 When booking out, the following information is essential:

Name of driver and number of passengers.

Destination.

Route (including any planned diversions or any anticipated stops).

Type of vehicle, color and plate number.

Time of departure.

Estimated time of arrival (ETA) at destination.

Communication contact, eg mobile number.

16.2.3 When arriving at the destination, inform the telephone operator. In the event of an overdue arrival (two hours after recorded ETA), the telephone operator will contact the base supervisor concerned. An emergency response procedure will be carried out.
