Initiativefor theBicentennialof theU.S. Constitution

he 200th anniversary of theUnited States Constitutionoffers a singular occasion for

encouraging renewed scholarlyinterer_ in, and public reflectionabout; the principles and foundationsof constitutional government. Towardthis end, the Endowment has initiateda number of new categories withineach of its regular grant-makingdivisions to promote the study andpublic appreciation of the history andprinciples of the Constitution.

According* the Endowmentwelcomes proposals involving studiesby scholars over the_whole range ofphilosophical and historical questionsraised by the Constitution and thefounding period. Moreover, theEndowment wishes to encourage thewide dissemination of the results ofsuch studies as well as of the_best worknow existing through conferences,public lectures, and exhibitions; _

through television, radio, and motionpicture:ph:Auctions; and throughcurricular and extracurricularprograms engaging students at alllevels,_teachers, and_general audiences.

Proposals are solicited on thephilosophical, literary, historical, andpolitical origins of the Constitution;the relation of the structure of theConstitution to American political,social, and intellectual culture; and theconnection between self-governmentand the_purposes of_hurnan life.

In the act that established theNational Endowment for theHumanities, the term humiznifiesincludes, but is not limited to, thestudy of the following disciplines:history; philosophy; languages;linguistics; literature; archaeology;jurispruderLe; thehistory. theory andcriticism of tne arts; ethics;comparative religion: and thoseaspects of the:so-dal sciences thatemploy historical or philosophkalapproaches.

Proposals are expectedto meet the guidelines of_theparticular division that best fits thecharacter of the-pi-eject. Division ofFellowships and SeminarsThrough its_fellowshipand summerstipend pmgrams. NEH encouragesand suppons advanced study andresearch in disciplines of thehumanities by_ people of diverseinterests;_backgrounds, andcircumstances._Projects_supported hyEndowment fellowships and summerstipends may contribute la scholarlyknowledge,-to the-conception andsubstance of individual courses in thehumanities, or to the general public'sunderstanding of the humanities.rujct may treat bmad topics or

_ In_1983 the division announced _

wecial competitions for ConstitutionalFellowships and Summer Stipends,and in 1985 a:special competition foryounger scholars-. These programsprovidesupport for_college-and-university teachers;_independentscholars; and students to pursue studyand research mlated to-the U.S.Constitution. The division alsowelcomes applications to conduct:summer seminars on bicentennialtopics within -its two seminar programs

one for college_teachers and_theother for secondary school teachers.

1n the summer_of 1986; the divisionwill sponsor-a series of three pilotBicentennial Seminars for LawProfessors facusing on the political,historical,- and philosophical originsand intentions_of the framers of theUS Constitution.-The_Endowmentexpects to_continue this program inthe coming yeas. _ _

The Office of Challenge Grantswelcomes applications:from :

institutions_ and organizations devotedto the study of the Constitution and itscontexts. Applicants-must meet thesame-criteria Of eligibility-establishedfor-all applicants to the ChallengeGrants_Progarm_Institutions solelydevoted to the_study ofconstitutionalism or of the U..S.Constitution; or institutions with:major ongoing programs devoted tosuch studies, may request a:matchingratio of two-to-one if it can bedemonstrated that private support onthe_otherwiserequisite three-to-onebasis is _not _available.

Challenge Grant.-The Endowment-isoffering the possibility- of conjoinedftmding experimentally throughtheoffice_of Challenge-Grants and the_Officeof the Bicentennial. Aproposalfor conjoined project and Challengefunding must represent a coherentand compelling plan that meets the :aiteria for both the Bicentennial andritallenge Grant programs. -Aninstitution-wishing to submit-a singleapplication for both typesof &ramsshould discussits_plans with the Officeof the Bicentennial

Office of PreservationThis office supports projects thataddress the phys',:al deterioration ofhumanities resc irces, i.e. Looks,journals, newsr apers, manuscripts,documents, snaps, drawings, plans,photographs, filin,and tapes._ Theprogram emphasizes cooperativemicrofilming projects that guaranteenational access. Because thesematerials are essential to alleducational and scholarly projects inthe humanities, the scope of thisprogram includes Bicentennialinterests. Moreover,-asonly a tinyfraction of whatis at risk can be saved,materials relating to the constitutionwould rink high among selection _

criteria. The officers overall priority isfor U.S. imprints and Americana.
