A new microcompt. er-based occupational projections system makes it possible for individuals owning an MS-DOS microcomputer to develop state and substate supply-demand occupational projections. Two other new software enhancements to the network make it possible to identify education and training institutions and program offerings by geographic area and to retrieve data on industries that employ a certain share of workers in selected occupations. A census occupation /industry matrix file has also been developed for each state. In 29 states, occupational information is being used to plan programs at local community colleges, and 37 SOICCs report that their information is being used to plan programs for local Job Training Partnership Act service delivery areas. During the past year, SOICCs in 36 states provided training on the use and analysis of occupational information for program planning. Forty-six states now computer-based career information delivery systems (CIDS). In the 1986 program year, these systems served 6-8 million people at approximately 15,000 sites nationwide, with almost 67 percent of the systems' users being school students. Pilot progrP.ms involving the U.S. Naval Reserve and Department of Defense were also launched during the program year. (MN)

ABSTRACTBetween July 1, 1986, and June 30, 1987, the National

Occupational Information Coordinating Committee (NOICC)/StateOccupational Information Coordinating Committee (SOICC) network hasmade significant gains in meeting the information needs of plannersand administrators of vocational education and employment andtraining programs as well as of individuals making career decisions.there are now microcompute....-based occupational information systems inplace in 38 states and territories. Foreword

This document is the eighth annual report of the National OccupationalInformation Coordinating Committee (NOICC) and is network of StateOccupational Information Coordinating COMMiZt'7^ (SOICCs).

This report highlights the initiatives, activities and accomplishmentsof the NOICC/SOICC Network during Program Year 1986 -- July 1, 1986 toJune 30, 1987. It also reports on the status of state occupational andcareer information delivery systems in mid-1987 and highlights some ofthe outstanding occupational and career information projects initiated byState Occupati,aal Information Coordinating Committees.

Because PY 1986 marks the tenth year of the NOICC/SOICC Network, thisreport includes a chapter, "The NOICC/SOICC Network: An Historical Per-spective," that outlines the development of the Network and the programsand projects it has initiated over the past ten years to help meet labormarket and occupational information needs in vocational education,employment and training, counseling Jna career development.

THE NOICC/SOICC NETWORK: AN INTRODUCTION

The National Occupational

Information Coordinating Committee(NOICC) is a Federal incerageacycommittee that promotes the develop-ment and use of labor market

information -- that is, informationabout education, ..obs, occupationsand careers. It was established byCongress in 1976 and its members

include representatives from theDepartments of Labor, Education,

Commerce, Agriculture and Defense-- all producers and users ofoccupational information.

NOICC's primary mission is toimprove coordination and communica-tion among developers and users ofoccupational information and to helpstates meat the occupational infor-mation needs of planners and admin-istrators of vocational education,and employment and trainingprograms, as well as individualsmaking career decisions. Thismission is accomplished through anetwork of State Occupational

Information Coordinating Committees(SOICCs).

Like NOICC, the SOICCs are inter-agency committees -- their membersrepresent state producers and usersof occupational triformation includ-ing, vocational education aRenties,vocational rehabilitation agencies,job training coordinating councils,employment security agencies andeconomic development agencies, amongothers. NOiCC and the SOICCs do notcollect occupational and labormarket data, but rather promote andfacilitate the use of data that iscollected by their member agenciesand other organizations.

It is the goal of the NOICC/SOICC Network to promote thedevelopment and use of occupationalinformation, and the intergovern-mental structure of the Network :san important factor in its success.

The committees encourage.00rdination and communicationamong their respective memberagencies at the national and statelevels. They also work together :na larger Federal/State Network and,as a result, data producers andusers become more aware of eachother's programs and services,requirements and needs. Informa-tion on new products and researchis circulated and exchanged.Projects of mutual interest areidentified and carried out cooper-atively at the state and Federallevels. Successful productsdeveloped in one state are madeavailable for others to adapt andase.

When congress established NOICC,it specifically charged it withdeveloping a system that would meetthe occupational information anddata needs of state planners ofvocational education and job-related programs. Ia response tothat mandate, NOICC developed theconcept, framework and design forOccupational Information Systems(OIS), which bring together labormarket and occupational data fromnumerous sources to betterintegrate the information, andformat it to meet the needs ofdifferent users. The SOICCsdevelop, maintain and use thesystems, with technical andfinancial support from NOICC.

OCCUPATIONAL INFORMATION SYSTEMS

An Occupational InformationSystem (OIS) is an extensivedatabase of labor market informationalong with the mechanisms forformatting and disseminating thedata so that it can be used andunderstood by a variety of audi-ence:. An OIS database containsdata that is developed by nume"ousFederal and state agencies,including state employment securityagencies; state vocational educationand rehabilitation agencies; JobTraining Partnership Act (.TPA)programs; the Bureau of LaborStatistics; the Employment and

Training Administration; the Centerfor Education Statistics; theDepartment of Defense, and others.

The systems are implemented by

SOICCs at the state level since thatis where most economic developmentand employment and job-relatedprogram decisions are made. Eachstate system contains information on

current and projected demand for thevarious occupations in that state aswell as information about thecurrent supply of graduates fromeducational and training programs.

An Occupational InformationSystem also contains information oncharacteristics of occupationsincluding occupational duties andslr.i-1 requirements, tools and

equipment used, working conditions,education and training requirements,licensing and certification require-ments, wage and fringe benefits and

occupational demographics. Occupa-tional Information Systems alsocontain information about trainingprograms and educational institu-tions.

From this extensive database,SOICCs, their member agencies andother experts prepare informationfor different purposes and groupsof users.

NOICC provides financial supportand technical assistance to helpSOICCs compile, organize anddeliver the information for twobasic purposes -- designing andplanning vocational education,economic development, employment-and job-related programs that meetthe needs of the local ana stateeconomy and labor market; andhelping individuals make informeddecisions about jobs and careers.

THE NETWORK AND CAREER INFORMATION

In 1977, Congress reinforced andexpanded the NOICC/SOICC role inthe development and use of occupa-tional information by involvingthem in helping to meet the labormarket information needs of youngpeople and adults making careerdecisions. Thus, NOICC and theSOICCs became involved in thede elopment of Career InformationDelivery Systems (CIDS).

CIDS are computer-based systemsthat provide individuals withcurrent, accurate and locallyrelevant occupational and educa-tional information -- informationon civilian and military occupa-tions and training programs andeducational institutions. The datain the OIS are used to help buildthe CIDS database. CIDS serve ascareer guidance tools, helpingindividuals elite personal charac-teristics, such as interests,

abilities, experience and educa-tional goals with compatible joband career, and training opportun-ities.

The systems describe occupa-tional duties, working conditions,worker requirements and employmentoutlook. They also describe occu-pational wage and salary levels andeducational and training require-ments. CIDS typically containdescriptions of 250 or more

occupations. Many include infor-mation on financial aid, majoremployers in the state and joboperings listed with the stateemployment security agency. Inaddition, the systems provideinformation on postsecondary

institutions such as admissionsrequirements and programs offered.Most CIDS now include militaryoccupational and traininginformation.

As with Occupational InformationSystems, NOICC has helped fuzd thedevelopment and start-up of stateCIDS. Within each state, SOICCspromote the use of the systems andthe information la them.

State CIDS are located at some15,000 sites nationwide, includingschools, colleges, libraries, jobtraining centers, ccrrectionsfacilities, vocational rehabilitat-ion centers and community organiza-tions. It's estimated that thesystems serve six to eight millionpeople each year. More than half ofthe 46 state CIDS systems now inoperation were originally developedwith NOICC funding. Today NOICC isthe Federal program with respon-sibility for assisting statewideC1DS.

In -ddition to supporting CIDS,the NOICC/SOICC Network is involvedin a variety of other projects thatpromote career information forindividual decision-making. NOICCconducts special training programsfor labor market intermediaries --

that is, career development person-nel and vocational guidance counse-lors, who help individuals make

decisions about jobs and careers.

NOICC career-related projectsalso include publications and majorprograms that train counselors touse labor market information andpromote the use of career informa-tion in the classroom. NOICC is

sponsrring a national project todevelop guidelines for statestandards for enmprPhg.nsiv°

guidance programs.

The SOICCs promote the use ofcareer information through avariety of methods including CIDStraining, telephone hotlines, jobrairs and career informationtabloids. These services andproducts are provided to schools,colleges, state library systems,job-training facilities andemployment security agencies. Thetaoloids are sometimes distributedas supplements to daily or weeklynewspapers. In addition, thestates often conduct studies andouLlish reports that are publi-izedin the news media, identifyingtrends and changes in the state andlocal labor markets.

THE NETWORK IN 1987

Over the past teh years.NOICC/SOICC Network has become aneffective instrument for bringingtogether data producers and usersto help meet the natir.:, s need for.ccupational and labor market1..Pormation. Today the NOICC/SOICCNetwork extends to a large andvaried universe of state and Federalagencies. But een more important,it involves a substantial communityof individuals who are committed toproviding high quality, timely andaccurate occupational and careerinformation to a growing number ofpeople.

SOICCs in most states have nowdeveloped and implemented Occupa-tional Information Systems and areconcentrating on enhancing theusefulness of mPir systems.

Through NO1CC grants, approxi-ma -fly 38 states have implemented

the NOICC-developed Micro-OIS -- amicrocomputer-based OIS system thatutilizes the increased capabilitiesof microcomputer hardware andsoftware. An additional seven stateseither have in place (r are imple-menting mainframe computer OISEvsteas.

SOICCs are refining their systemsand expanding applications o, theOIS beyond the originally targeteduser groups of vocational tlucation

and employment-related programplanners and administrators toinclude economic development, jobplacement and other uses. They areproviding training for new usergroups and are placing the systemsin employment service offices andother sites.

In addition to automateddciivery of occupational informa-tion, many states publish periodicoccupational supply/demand reportsfor state program planners andadministrators, while othersproduce labor market informationdirectories, drawing their informa-tion from regularly updated

Occupational Information Systems.

Forty-six states now havecompulr-based Career informationDelivery Systems -- 26 of themimplemented with NOICC funding,including five that are currentlysetting up their systems withstart-up grants from NOICC. Thesesystems are available at some15,000 sites nationwide and servesix to eight million people eachyear.

During the 19808, the processof connecting individuals who aremaking career and occupationaldecisions with the information tneyne i to make informed decisions hasbeen characterized by rapid change.Improved microcomputer technology,and the pressure of budgetary con-swaints have resulted in asignificant mr.vement away frommainframe computer delivery tomicrocomputer delivery in state-developed CIDS systems and byprivate vendors.

CIDS systems are increasinglyavailable at locations that providecareer development services toadults, including continuing educa-tion centers, private employers,employment service offices, rehabil-itation agencies, military bases,counseling agencies, welfareoffices, sate correctional institu-tions and libraries.

During the 1970s, high schoolstudents were the primary usersof CIDS systems, but by 1981, one-fourth of CIDS users were non-secondary school students. Lastyear, more than a third of thepeople who used CIDS systems wereadults or college students.

In addition to computer-basedCIDS systems, states continue touse a number of different methodsto deliver career information totheir citizens. SOICCs publishcareer information tabloids anddirectories of licensed occupationsand apprenticeship programs. SOICCssponsor career and job fairs andoperate telephone hotlines thatprovide information about occupa-tions and careers in their states.

Network increasingly are being usedto deliver current and accurateoccupatio:ial and training informa-tion to those providing planning,employment and career developmentservices for the workforce of todayand tomorrow -- as well as toindividuals making decisions abouttheir occupations and careers.

MAJOR OIS INITIATIVES & PROJECTS 1987

The Micro-OIS is an excellentexample of how the NOICC/SOICC

Network cohtinually works to refineand improve its systems. While theNetwork's original efforts an

implementing Occupational Informa-tion Systems focused on mainframecomputerized systems, the rapidadvance in the capabilities of

microcomputer hardware and softwareled NOICC to develop a micro-

computer-based OIS system, calledthe Micro-OIS. As mentionedpreviously, approximately 38 stateshave now implemented the Micro-OIS.

Micro-OIS Enhancements. Thispast year, NOICC and the NationalCrosswalk Service Center developedtwo new software enhancements forthe Micro-OIS -- the Training(School) Directory and the Occupa-tion/Industry Matrix module. Whilethese modules are designed to

operate as an integrated part of theMicro-OIS, they also can be run asstand-alone modules.

The Training or School Directoryis designed to identify education

and training institutions and theirprogram offerings, by geographicarea. Among the potential users arestaff of JTPA service delivery areas(SDAs), employers and personsworking in economic development.

For example, SDA staff may contractout training for JTPt clients to

nearby institutions T.i.at offerappropriate programs. The informa-tion in this module will assist inthat process and in the generalcoordination of vocational educationprograms with JTPA, as mandated intheir respective Federal legisla-tion. Employers can use it to

identify institutions that may beable to help them with employeeretraining, or customized trainingon new equipment or processes.Economic development staff can useit to demonstrate the capacity otrain workers in the skillsrequired by a firm that Is consid-ering locating in a specific area.

To meet the needs of differenttypes cL users, data in theTraining Directory can be sortedin a number of ways. For example,the module can produce a list ofschools in the state or selectedgeographic areas; a list of allschools in a Gpecified area thatoffer selected training programs;or a listing of the programsoffered by specified institutions.The information can be accessed ina variety of ways including

appropriate program codes, bygeographical area, type of institu-tion or by program title.

The Occupation/Industry Matrixmodule provides data on the indus-tries that employ a certain shareof workers in selected occupations,specified by supply/demand clustercode or occupational code. Wherethe information is available, themodule can display the names ofmajor employers within industries,for the state or selected sub-statearea.

The information in this moduleis useful in a variety of tasks,including job development, jobplacement and economic development.For example, it can be used tolocate on-the-job training andcooperative education positions.It can be used to find jobs for

program completers. It can aiddislocated workers by identifyingthe industries and firms that employpeople with the same occupationalskills. It may even be useful toemployers to identify possiblesupplier firms, or to identify amarket for companies that primarilysell to other firms, rather thandirectly to consumers.

Micro-OIS Review. This past year,NOICC reviewed the various stateMicro-OIS systems to identifyfeatures that states have introducedto the original Micro-OIS. TheNational Crosswalk Service Centerreviewed each state Micro-OIS toanalyze the features available inorder to determine whether thesystem is working properly, and toget a general idea of how thesystems are being used.

Summaries of each system wereprepared and the information isbeing used to identify new state-added features/modules that may beof interest to other states and toidentify problems that need to beaddressed to improve operation ofthe system.

NOICC is also using the informa-tion from the review to determinewhether it will consider developingan entirely new dBASE III or dBASEIII Plus version of the Mic "o -OIS

that incorporates the best featuresof the various state systems.

NOICC and the Crosswalk Centeralso developed a 'benchmark test'that was used by states to checktheir Micro-OIS systems to seewhether they were working properly,and if not, to identify the prob-lems. Because each state versionhas some differences from otherstate versions, the test providedonly a framework for reviewing thesystems. NOICC plans to work with

MICROCOMPUTER MATRIX OCCUPATIONALPROJECTIONS SYSTEM

This past year, NOICC announcedthe availability of a micro-computer-based MATRIX OccupationalProjections System. With thissystem, states can develop stateand sub -state supply/demand

projections on an MS-DOS micro-computer. It is expected that overhalf of the state3 will adopt thesystem in the first year of itsrelease.

The Microcomputer MATRIX

Occupational Projections Systemwas developed by the Occupational

Projections Service Center of theUtah Department of EmploymentSecurity, with major fundingprovided by NOICC under a contractwith the Interstate Conference ofEmployment Security Agencies(ICESA).

The system uses Occupational

Employment Statistics (0E0) programsurvey data and independentlyderived industry projections toproject detailed occupationalemployment and openings. It

operates on IBM PC-compatiblemicrocomputers and is written indBASE III Flus. The microcomputer-based system provides an alter-native to mainframe computersystems, which are often costly andin some states more difficult toaccess because of competingpriorities for processing andprogramming time and support.

The system is primarily intendedfor use by State Employment SecurityAgencies, which are usually respon-sible for producing state and localoccupational projections. Thesystem will allow them to produceand revise projections in-houserather than relying on externaldata-processing facilities.

Perhaps one of the most signifi-cant improvements of the micro-computer-based MATRIX system overthe old mainframe processing systemis that it allows users to reviewand edit the data as it is beingprocessed. In addition, the systemcan create estimates of self--employed and unpaid family workers.It also allows the use of Censusdata in those cases where no OESsurvey are available.

Because the new system is writtenin dBASE III Plus and operates onIBM PC-compatible computers, outputfrom the system can easily be inputinto the Micro-OIS. It was reviewedand tested by each of the sponsoringagencies and design assistance wasprovided by Bureau of Labor Statis-tics staff.

INDUSTRY/OCCIPATIOFAL PROJECTIONS

NOICC, along with the National

Governors' Association (NGA) and theInterstate Conference of EmploymentSecurity Agencies (ICESA), sponsoredthree national Industry /Occupational

Employment Projections TrainingConferences in 1986 and early 1987for state employees responsible fordeveloping state and sub-stateindustry and occupational employmentprojections. These conferences wereattended by more than 130 partici-pants from 48 states.

NOICC, NGA and ICESA alsoproduced a handbook for developing,industry and occupational pro-jections that was used in thetraining conferences and can serveas a reference handbook for use ineach state.

NATIONAL CROSSWALK SERVICE CENTER

Demand for Crosswalk ServiceCenter products and services was upsubstantially this past year fromlevels of the previous two years,with a significant increase indemand for microcomputer-basedproducts.

As noted previously, theCrosswalk Service Center has beeninvolved in a number of majorprojects with NOICC this past year,including the development of theMicro-OIS School Directory andOccupation/Industry modules; thereview of various Micro-OISsystems; and the development of the'benchmark' test used by states tocheck their Micro-OIS systems.

The Crosswalk Center alsodeveloped a Census Occupation/Industry Matrix file for each stateand worked with the Bureau of LaborStatistics and the state of Utah indeveloping the specifications forthe files. Thirty-five states arenow using the Census Occupation/Industry Matrix files developed forthem by the Crosswalk Center.

This past year, the Center alsobegan updating the CIP codes andthe NOICC Master Crosswalk. It'sestimated that the new Crosswalkwill be completed by the end ofcalendar year 1987.

PROJECTS WITH THE MILITARY

Military Occupational andTraining Data. During the pastyear, the National CrosswalkService Center has customized the1987 Military Occupational andTraining Data (MOTD) by includingrelated state CIDS titles. Statesprovide the Center with a listingof their civilian CIDS titles andthe Center matches these titles withthe MOTD titles and codes. Alsoduring the past year, the CrosswalkCenter implemented a new deliverysystem for Military Occupational andTraining Data -- the information isnow available on diskettes for usewith microcomputers.

Naval Reserve Project. The

U.S. Naval Reserve and NOICC havelauncLed a pilot project to developIBM PC-compatible microcomputersoftware that would provide theNaval Reserve with flexible accessto information on existing civiliantraining programs that might be usedto address the needs of the Reserve.

This information would be usedby training officers to contactlocal institutions and, as appropri-ate, contract for civilian trainingservices. NOICC is developing thesystem software using the same data-base programming language used inthe Micro-OIS.

In this project, NOICC isdeveloping a Civilian TrainingInventory (CIVTRAIN) that willprovide four types of basic reportsfor Naval Reserve training officers,including: schools that offertraining related to selected Reserveoccupations; schools that offertraining for selected civilianinstructional areas; trainingprograms at selected schools;and lists of schools in selected

geographic areas. The data can beaccessed by Reserve occupation,civilian program, civilian schoolor geographic area.

CIVTRAIN utilizes elements fromtwo key crosswalk filas -- theMilitary-Civilian OccupationalCrosscode (DoD) and the NOICCMaster Crosswalk.

SOICC OIS ACTIVITIES

As noted previously, Occupa-tional Information Systems areactually implemented by SOICCs atthe state level, since that's wheremost job and employment-related

program planning decisions aremade.

This past year, a total of 38states had microcomnuter-based OISsystems in place and seven wereusing interactive mainframecomputer OIS systems.

Thirty-nine SOICCs report thatoccupational information from theirOIS systems is used in some formalway to develop local plans for

vocational education schools. In 29states, occupational information isused for planning programs at localcommunity colleges. Thirty-sevenSOICCs report that their OISinformation is used to planprograms for local JTPA servicedelivery areas.

According to the SOICC Direc-tory, SOICCs in 46 states usesecondary school completers as asource of information on workersupply for their OIS. SOICCs in47 states include information aboutpublic junior or community collegesin their OIS and 31 includeinformation on four-year highereducation and professional degree-granting institutions.

SOICCs in 25 states use informa-tion on apprenticeship programs intheir OIS; 29 use information onJTPA programs; 26 use Job Corpsinformation; and 14 use informationon vocational rehabilitationprograms.

Other types of data are commonlyincluded in the systems. Thirty-nine states display data on jobservice applicants and openings.Thirty-six states provide some sortof wage data. Almost half of thestates now include narrative outlookor analysis statements to supportinterpretation of the numericaldata.

Fifteen SOICCs have incorporatedsome type of school/program direc-

tory file into their OIS and sixhave added an industry/employerdirectory.

Thirty-six SOICCs produce occupa-tional/labor market data for sub-state areas, including JTPA servicedelivery areas; MSAs/LMAs; andeducational planning regions. In PY1986, SOICCs in 36 states provideduser training on the use andanalysis of occupational informationfor program planning.

MAJOR CAREER INFORMATION INITIATIVES & PROJECTS: 1987

CAREER INFORMATION DELIVERY SYSTEMS

The need for reliable occupa-tional and educational informationby individuals making decisionsabout careers has grown signifi-cantly in the past few years. Thisincreasing need is prompted in partby dramatic changes in the Americanlabor market such as demographicshifts, the impact of foreigncompetition and technologicaladvances. The NOICC/SOICC Networkcontinues its work in supporting,updating and refining Career

Information Delivery Systems tohelp address these needs.

In 1987, NOICC provided second-year funding to five states --

1Zen;ucky, Mississippi, Nevada,Pennsylvania and Vest Virginia --

for the development and implemen-taticn of statewide CIDS. Oncethese systems are in operation, atotal of 46 states and territorieswill be using statewide Career

Information Delivery Systems toconnect youth and adults makingcareer or occupational decisions

with the information they need tomake informed choices.

Also in 1987, NOICC issued anRFP for a third round of grants toprovide assistance to integratemilitary information from theMilitary Occupational and TrainingData into Career Information

Delivery Systems. These DoD fundedgrants continue the cooperativeeffort between NOICC and DoD on

improving the availability and useof military career information.Since 1983, 14 grants for theintegration and use of tne MOTD datahave been funded.

IMPROVE CAREER DECISION MAKINGPROGRAM

The goal of the Improve CareerDecision Making (ICDM) Progr'r isto train both inservice and pre-service counselors to help individ-uals make career decisions based onan improved understanding of thelabor market.

In PY 1986, 21 states conductedICDM inservice training. A total of2,696 counselors were trained atthe 157 training sessions providedby the 21 SOICCs. The PY 1986 ICDMinservice program was funded fromCarl Perkins Vocational EducationAct supplemental funds providedthrough NOICC's Basic AssistanceGrants to the SOICCs.

SOICCs that participate in theprogram conduct two to three-dayworkshops covering 28 competencies.The workshops are conducted byteams of counselor educators, SOICCstaff, career information deliverysystem representatives anu stateresearch and analysis staff. Nextyear, the ICDM inservice programcurriculum will be completelyrevised and modeled on the text-book, Using Labor Market Informa-tion for Career Exploration andDecision Making: A Resource Guide.

The ICDM preservice program ledto the publication of the "ResourceGuide" in 1986. A companiontraining handbook was produced byEastern Illinois University througha NOICC grant to the Illinois SOICCIn the Fall of 1986.

NOICC awarded a grant to theAmerican Association for Counselingand Development (AACD) for a seriesof workshops to promote the use ofthe new textbook and traininghandbook in counselor educationprograms at colleges and universit-ies across the country.

An AACD cadre of six ICDM-

experienced counselor educatorsconducted 12 one-day regionalworkshops throughout the U.S. in1986-87, which were attended by 243people -- 46-percent of whom werecounselor educators. The rest werecounselors.

NOICC and AACD plan to conduct 12more workshops in 1987-88, three ofwhich will be scheduled at theregional conferences of the AmericanAssociation for Counselor Educationand Supervision.

NATIONAL CAREER DEVELOPMEYTGUIDELINES

In response to the need for

national ,uidelines and standardsfor quality career guidance programsat all educational levels, NOICClaunched a major, two-phase project

for the development and implemen-tation of national gLidelines forcareer guidance and counselingprograms in 1987. The North DakotaOccupational Information Coor-dinating Committee is implementingthe project, under a $237,000 grantfrom NOICC.

The first phase of the projectconsists of establishing guidelinesfor standards including a crmprehen-sive list of desired student/client

outcomes; an outline of activitiesnecessary to meet the outcomes; and

competencies that counselors need inorder to be able to deliver theprogram.

The second phase in..-olves thedevelopment of implementationmaterials and a field test of theguidelines and implementationmaterials in four states. In thefall of 1987, four states will beawarded grants of $25,000 each .r,opilot the use of the guidelines andimplementation materials at allfive educational levels. The fourdemonstration models will serve ascase studies in using the productsand will be included with theappropriate level products whentney are published in the fall of1988.

DISTRIBUTION OF CIDS AUDIO-VISUALS

In 1986, NOICC and other membersof the Audiovisual CIDS Enhance-ments (ACE) Consortium establisheda distribution center at KansasState University to promote, marketand distribute ACE Consortiumproducts to the public. In thespring of 1987, the ACE Distribu-tion Service began a marketingcampaign for the "Kaleidoscope ofCareers" videotapes including thedistribution, of a free demon-stration set to each SOICC and amass mailing to state guidancesupervisors.

Many SOICCs decided to serve asdistribution centers for theirstate's school systems and obta'nedvolume discounts for statewideorders of one hundred or more setsof 'Kaleidoscope.' A similarcampaign is planned for "PickingYour Path," in the Fall of 19C7.

ACE products are also exhibitedat many major professional associa-tion conferences.

NOICC and the ACE Consortium

plan to continue working with theNational Aeronautics and SpaceAdministration and the National

Science Foundation regarding thepossibility of producing two newvideotape products. The first is avideotape for use with CIDS systemsusing star talent to motivatechildren in grades four through sixto choose science, math and foreignlanguage courses in planning forhigh school. The second is a"Kaleidoscope of Science andTechnology Careers" -- a sixthvideotape in the "Kaleidoscope ofCareers" series that focuses oncareers in science and technology.

MILITARY CAREER PATHS

During PY 1986, NOICC served as

the "civilian" representative on aDoD project that traces typicalcareer paths of 38 military enlistedand officer occupations for apublication to be distributed tohigh schools and colleges.

Military Career Paths, to bepublished in 1988, describes thework performed at selected stagesof a 20-year military career. Fromthe perspective of an entire career,it describes advancement, trainingand possible duty assignments.

It also describes the actualcareer progression of an individualin the illustrated occupation. Theprofiles arc part of each careerpath description, which alsoincludes information on tl'e various

entry and promotion points and thequalification requirements forcertain occupations in the careerpath, along with a diagram of atypical ca er progression includingbranches for various relatedspecialty careers.

Also scheduled for nationaldistribution next year is the1988-89 Military Career Guide.

SOICCS, CIDS & CAREER INFORMATIONACTIVITIES

The numoer of CIDS sites in theU.S. totaled 15,000 in PY 1986.Seventy-four percent were locatedat schools -- kindergarten through

secondary levels; more than 7percent were located at post-secondary institutions and almost'0 percent were located at stateemployment and training agencies.

Almost 67 percent of CIDS users inPY 1986 were school students

(kindergarten through 12th grade).However 23.7 percent of CIDS usersin PY 1986 were at community

colleges, four-year colleges oruniversities, and 7.7 percent ofCIDS users accessed the systemsthrough their state's employmentand training agencies.

SOICCs and state agencies thatoperate CIDS are continuallydeveloping special system featuresthat address the needs of thecitizens of their states.

Some of the special CIDSfeatures currently in operation or

under development include gradu-teschool files, Connect cut SOICC;financial/scholarship and employerfiles, Florida CIDS; entrepreneur-ship file, Nevada; and job bankfile for the handicapped, NewJersey SOICC.

Ohio's CIDS has an informationfile about the world of work,resumes and interview techniques;the South Carolina SOICC's systemincludes current job listings from

the state job service agency. RhodeIsland's business and industry filewill be complete and updated in1987.

The Ohio CIDS is also piloting acareer education file for teachersand career counselors and isidentifying adult education programsin the state. The Minnesota systemis developing an information file

for displaced homemakers and the NewHampshire SOICC is developing entre-preneur and high school plannerfiles. In Pennsylvania, the SOICCis developing a transferable skills

assessment system and has alreadyadded an inventory of Pennsylvania

postsecondary institutions thatoffer training in specific occupa-tional areas.

Maine is involved in a specialresearch project to test the use ofCIDS software in a variety ofsettings. Currently, seven rural,isolated schools are participatingin the project and participants haveattended a three-day trainingworkshop to learn how to use thesystem and software.

CIDS usually have an interageocy

advisory group active in settingsystem policy. Nationwide, 61percent of CIDS system advisory orgoverning boards include represen-tatives from colleges or universi-ties; 55 percent have representa-tives from the field of economic

development; 40.7 percent includeindividuals from the private sector;and more than 70 percent have

representatives from JTP:. programs.

To promote the use of careerinformation this past year, 23states published career tabloids and28 sponsored Jo' career fairs.Ten states operated career informa-tion hot-lines for the citizens oftheir state:. and eight published

'helpful hints' guidebooks for job-seekers.

PUBLIC INFORMATION PROGRAM

This past year, NOICC developedand began implementing a publicinformation program designed toinform targeted audiences of NOICCactivities, programs and projects.

As part of that effort, the

Executive Director and NOICC staffhave been meeting with representa-tives of key organizations and

conducting briefings on NOICCprograms and goals. These organiza-tions include the National

Governors' Association, the AmericanVocational Association, the AmericanAssociation for Counseling &Development, the Association ofComputer-Based Systems for CareerInformation, the Interstate Confer-ence of Employment Security Agen-cies, the State Higher EducationExecutive Officers, the NationalCareer Development Association andthe National Association of StateDirectors of Vocational Education,among others. NOICC's ExecutiveDirector and other staff have alsogiven major presentations atnational conferences.

In addition, NOICC has hostedrepresentatives of a number offoreign countries that have ex-pressed interest in the NOICC/SOICC

organizational structure as well asits programs, products and systems.NOICC's Executive Director has madepresentations about the Network atseveral international conferences onoccupational and career informationand NOICC has participated in

regional career development andrelated conferences in Maine andWisconsin. There is also a growinginvolvement by NOICC staff in SOICCmeetings and conferences around thecountry.

Currently, NOICC Aeministrativeand Information Memoranda aretransmitted to SOICCs via ETN aswell as through the mail and mostmajor NOICC projects also use ETN tospeed communications.

Future uses of ETN may includecommunication with other systems;bulletin boards; survey completionand tabulation; and databasetransmission.

NOICC/SOICC CONFERENCE

Since 1978, NOICC has sponsoreda yearly conference to promote theexchange of ideas and informationamong the National and statecommittees and staff. The TenthAnnual National SOICG Conference washosted by the Oregon SOICC and washeld in Portland in July 1987. Theconference was held in conjunctionwith the annual meetings of theInterstate Conference of EmploymLatSecurity Agencies LMI Directors and

the NatiLaal Association of StateCareer Development Guidance Super-visors.

"The Challenge of Change," was theconference theme and sessions

featured the proposed NOICC I.LngRange Plan; Public RelationsStrategies for SOICCs; FinancingStrategies for SOICCs; and NOICC'sElectronic TelecommunicationsNetwork. For the first time,

NOICC's Technical Steering Groupheld an open meetirg at theconference.

There were also sessions on theuse of data by vocational educationand JTPA personnel; the newlydeveloped Microcomputer MATRIXOccupational Projections System;career information and at-riskpopulations; and the use of data byeconomic development professionals.

The conference closed with aspeech from NOICC Executive DirectorJuliette Noone Lester, "Planning forand Managing Change: New Demands.New Directions."

APPRENTICESHIP CONFERENCE

NOICC, the Bureau of Apprentice-ship Training, the Office ofVocational and Adult Education andthe Illinois SOICC began to plan aconference to promote the exchangeof information on apprenticeship andoccupational data.

The conference provides a forumfor discussing the use of appren-ticeship and occupational data, dataneeds of the apprenticeship commun-ity and the availability of currentapprenticeship data. Scheduled forNovember 1987 in Chicago, theconference also serves as a proto-type for additional regional

apprenticeship conferences.

NEXT STEPS

Over the next decade and a half,new and changing technology, growinginternational competition and demo-graphic shifts will create majorchanges in the American labormarket.

Technological changes and inter-national competition are alreadycausing significant declines inemployment in certain industries,while employment in high technologyand service-related industries isincreasing dramatically.

Demographic changes in theAmerican population are also havingan impact on the economy and laborforce and, as a consequence, thereis a strong likelihood of increasingmismatches between the capabilitiesof the population and the skillsrequired in the workplace.

Labor market, occupational andcareer information can serve as keytools in identifying and imple-menting strategies and programsdesigned to address these and othereconomic issues.

NOICC and the SOICCs offer someof the best resources to address thelabor market and occupationalinformation needs that will arisebetween now and the year 2000. T3effectively address these new andemerging information requirements,the Network plans to take anaggressive, pro-active stance inexploiting the use of occupationalinformation.

NOICC LONG-RANGE PLAN

NOICC and the SOICCs are workingon a long-range plan that isidentifying new directions for theNetwork. The plan is expected to hefinalized by early 1988 and will berevised annually in response tochanging conditions, as appro-

priate. The plan represents aneffort by the NOICC/SOICC Networkto outline strategies and activi-ties for meeting the changing

occupational information needs ofthe economy as well as individualsin the labor marke.. The NOICCfive year plan consists of twomajor thrusts, one addressing theimprovement of existing programsand systems and the second focusingon efforts that respond to criticalneeds.

Specific activities that maybe considered include the develop-ment of dissemination strategies,

beginning with an assessment ofcurrent OIS usage and the ,4evelop-ment of guidelines for usertraining and marketing of the OISto better meet state and localplanning needs.

Within the context of a five-year plan, the Network is consider-ing a new training program onapplications of the OIS includingthe development of resourcematerials and training on theapplication of OIS in JTPA andvocational education planning.Training materials and train-the-trainers sessions could be offeredfor in-state training, using ICDMas a model.

The proposed five-year plan alsoconsiders the development of newenhancements for the Micro-OIS,possibly including new modules thatcould oe added to existing versionsof the Micro-OIS and/oi part of anew dBASE III prototype system ifone is developed. Modules underconsideration could includeindustry analysis, graphicsroutines and demographic informa-tion reports.

The proposed five-year plan alsocontemplates the development of aMicro-OIS maintenance manual that

provides guidelines on maintainingthe Micro-OTS and techniques forusing dBASE III Plus to support

system maintenance. The plan alsocontemplates the establishment offormal Licro-OIS user groups thatcould provide assistance to memberson system maintenance Ind use.

Also under consideration re waysto improve wage data and occupa-tional projections capabilities.

Activities could include a study andreport on wage data; the developmentof a guidebook outlining bestpractices in compiling wage data;and continuing efforts with theEmployment Standards Administrationto develop improved wage data onconstruction trade occupations.

The plan considers the develop-ment of improvements to the Micro-computer MATRIX Projections System,including confidentiality screeningand the incorporation of newnational projections information.

Another effort under consider-atio- is the establishment of anati,dnal center to support the

Microcomputer MATRIX ProjectionSystem -- ti.. add new national data

To improve CIDS databases, NOICCcould provide technical assistanceon the availability of nationalschool file information; identify

CIDS information topics that aresubject to change and revision; andidentify CIDS information topics ofmajor interest to users. Trainingmodules on maintaining and improv-ing CIDS databases could then bedeveloped and implemented atational and regional conferences.

THE NOICC/SOICC NETWORK: AN HISTORICAL PERSPECTIVE

In 1977, there were no precedentsfor organizing one Federal and 57state interagency committees to worktogether on the development anddelivery of occupational informa-tion. Thus, NOICC's first majortask -- and its first major

achievement -- was establishing aFederal/State Network, with SOICCsoperating in all of the states andterritories.

Once the Network was in place,one of NOICC's initial tasks wc3to set up a systematic way to takeoccupational data from a variety ofsources and format it so that itcould be used to plan vocationaleducation and employment-related

programs that meet the needs ofindividuals and the economy.

At that time, relatively littlehad been done to examine the

relationships between c fisting datasources or their potential relevanceto vocational program planning.There was no framework for definingwhat information was needed toaccomplish this -- and no system fororganizing the available data tomeet this need. NOICC and theSOICCs were given the responsibilityof designing and implementing such asystem.

Subsequent legislation broadenedNOICC's mandates to include the pro-vision of career information foryouth and adults. This led toNOICC's involvement in supportingthe implementation and enhancementof Career Information DeliverySystems (CIDS) in the states.

This section outlines NO1CC/SCICC activities in reveloping,implementing and refining informa-tion delivery systems and tracessome of the major steps and accomp-lishments achieved by the Networkin meeting its mandate to addressthe occupational information anddata needs of program planners andindividuals making careerdecisions.

DEVELOPING & REFINING THE OIS

NOICC and the SOICCs played verydifferent roles in producing aworkable Occupational InformationSystem. In general, NOICC definedthe basic concepts for the system,established the national guidelinesand provided funding to the statesfor the development and implementa-tion of the systems. The SOICCsdeveloped individual systems andtypes of delivery geared to stateand local needs.

OIS DEVELOPMENT & IMPLEMENTATION

Publications. NOICC developed anumber of key documents to estab-lish the basic paraTters of an OISand the procedures for interfacingoccupational demand and specificcomponents of occupational supply.The first, A Framework for Develop-ing an OIS, was published in 1978.This document represented the firsteffert by NOICC to define the basicconcepts and ccmponents of an OIS.

It presented the basic parametersof an OIS and provided the core onwhich states could build.

By January 1981, NOICC haddeveloped and published a two-volume handbook to help SOICCsdevelop and implement an Occupa-tional Information System. Thefirst volume, OIS Handbook -

Occupational Information Develop-ment describes the basic sourcesof occupational, educational andrelated characteristics data thatare needed for an OIS. The secondvolume, OIS Handbook - OccupationalInformation Analysis, Presentation,and Delivery was the first majorresource ever that provided detailedtechnical assistance in the com-pilation and analysis of occupa-tional information within thecontext of an OIS.

Training. In 1980 and 81,NOICC held two regional sessions tointroduce states to the OIS Handbookand its application. In 1982, :TOICCand the Office of Vocational andAdult Education (U.S. Department ofEducation) sponsored three regionaltraining sessions for state voca-tional education personnel on theuse of occupational information inplanning vocational educationprograms.

Since 1983, NOICC has sponsoredthree national OIS TechnicalConferences. These conferencesserved as a major forum for address-ing key issues in maintaining anddelivering occupational informationin a _ystematic and useful way. Thethird and largest conference washeld in January 1986 in Kansas City,Missouri.

delivery and use. More than 135participants fron 52 states andterritories attended theconference. Two pre-conferenceworkshops uifered a review of thebasic concepts of an OIS andtraining in the maintenance ofstate systems using OIS micro-computer -based software (Micro-OIS).

NOICC MASTER CROSSWALK

To facilitate the use ofexisting sources of occupationalinformation, NOICC funded thedevelopment of a spec'al cross-coding instrument called theCrosswalk, which is now known asthe NOICC Master Crosswalk. A

computerized database, the Cross-walk shows relationships among tnamajor occupational and educationalclassification systems used by theFederal government. Through theCrosswalk, data classified accord-ing to one of these different

classification systems can becompared with data from one or allof the other systems.

Publications. Building onprevious efforts to cross - referenceoccupational and education data,NOICC began working on the Cross-walk in 1979 in an effort to matchvocational education programs withrelated occupations for publicationin a reference manual called Voca-tional Preparation and Occupations-- commonly known as the VPO. TheVPO explained the classificationsin the Crosswalk, provided techni-cal references to facilitate theiruse and presented extensive tableswith information from the Crosswalkorganized by vocational program.

Training. In 1983. with therelease of the third edition of theVPO, NOICC, the Office of Vocationaland Adult Education and the NationalCenter for Education Statistics(U.S. Department of Education)sponsored one national and fourregional training sessions for statevocational education personnel onthe use of the VPO. NOICC alsodeveloped a VPO training packagethat was made available to statesthat preferred to offer their ownVPO training to state and localpersonnel.

Today, the VPO is no longer inprint as a single document, but hasbeen replace'4 by National CrosswalkService Center reports.

NATIONAL CROSSWALK SERVICE CENTER

In 1983, NOICC established theNational Crosswalk Service Centerwithin the Iowa State OccupationalInformation Coordinating Committeeto update and manage the Crosswalkand provide technical assistance inits use. The Crosswalk is used as atechnical tool in developing andmaintaining state Occupational

Information Systems and CareerInformation Delivery Systems.

Since the Center was established,its products and services have

expanded considerably. It providesspecial reports custom-designed forindividuals or organizations;

technical assistance in the use ofthe NOICC Master Crosswalk and

classification systems; and copiesof data tapes. print tapes and dataon microcomputer diskettes.

The Center maintains the com-puterized SOC Career Profilesdatabase, which provide guidance-based descriptions of workingconditions for the 832 SOC coded andtitled occupations. The Center alsoserves as a depository of computer-

ized occupational and educationalinformation resources, includingcurrent and former NOICC MasterCrosswalks; Bureau of Labor Statis-tics Crosswalks; OccupationalEmployment Statistics Matrices;Dictionary of Occupational Titlesand Standard Occupational Classifi-cation Manuals; and Occupational

Employment Statistics SurveyDictionaries.

Specific Crosswalk ServiceCenter products include NOI-CMaster Crosswalks on tape or ondiskettes fo. use on MS-DOSmicrocomputers; standard runs basedon the NOICC Master Crosswalk; theSOC Career Profiles data tape orSOC Career Profiles on diskettesfor use with MS-DOS microcomputers.

The National Croaswalk ServiceCenter has also been working withthe Department of Defense inrelating mili,ary and occupationalspecialties to civilian occupa-tional and training programs.

DEVELOPING UNITS OF ANALYSIS

Information that relatesemployment demand to the supply ofqualified workers in an cccupationis very useful in evaluatingopportunities for employment andtraining, and the NOICC/SOICCNetwork has made a unique contri-bution in this area.

Using the Crosswalk, theNOICC/SOICC M-twork formulatedprocedures for relating occupa-tional supply data from educationaland training institutions to dataon employment demand in relatedoccupations in clusters or group-ings called units of analysis.This helps states group or clusteroccupational demand with vocationaleducation and other training datain their Occupational InformationSystems. Units of analysis are

actually developed by the states --not NOICC. This provides flexi-bility to the states in best meetingtheir needs.

Publications. In 1982, NOICCissued a comprehensive Guide toForming Units of Analysis, atechnical manual specificallydesigned to aid states in clusteringoccupational demand with vocationaleducation and other training data inan OIS. Since then, NOICC hasprovided on-site technical assist-ance in developing units of analysisappropriate ti specific states.

Drawing on this experience, NOICChas worked with the Departments ofEducation and Labor to developnational prototypes that provide astarting point for defining state-specific units. The prototypes areon computer diskettes and can bemodified for individual states, thusexpediting the preparation ofsimilar data clusters.

In 1984, NOICC issued the Guideto Using the National Units of Anal-ysis, which explains the procedurefor adapting the prototypes for astate Occupational InformationSystem. In 1985. the New Occupa-tional Employment Statistics (OES)codes were incorporated into thenational prototypes and in 1986,NOICC added the new CIP codes to thenational prototypes. NOICC contin-ues to offer technical assistance toindividual states and to work withthe Departments of Education andLabor to keep the national units ofanalysis up-to-date.

Training. NOICC staff conductedunits of analysis and WO trainingsessions at six different sites in1983, to assist states in inte--facing supply and demand data for anOIS.

NOICC/NGA OIS PROJECTS

In 1982, NOICC launched -L major

effort with the National Governors'Association for the development andimplementatIcin of OIS systems thatwould provide occupational informa-tion to administrators and plannersof employment and vocational educa-tion training programs. Elevenstates received OIS technicalassistance grants to adopt existingcomputer-based OIS systems.

The idea behind the project wasto build on computerized OIS

systems developed in some statesand make them available to otherinterested states.

As part of the OIS implementa-tion effort with NGA, in 1984.NOICC also sponsored the pre-paration of An Introduction toUsing an Occupational InformationSystem: A Reference for ProgramPlanning, which provides anintroduction to the use ofoccupational information inplanning vocational education andemployment and training programs.It provides a review of fi.ndamental

labor market concepts and datasources and offers sample casesthat demonstrate the application ofinformation from an OIS in nrogramplanning.

In 1984, NOICC and the Employ-ment and Training Administrationfunded a project with NGA todevelop material and training forplanners of JTPA (Job Training

Partnership Act) programs. UsingLabor Market and OccupationalInfcrmation in Human Resource

Program Planning, published in1985, was a result of this effort.In October of that year, NOICC,NGA. ETA, ICESA and the Bureau ofLabor Statistics sponsored a

national conference in Miami,Florida, to Lelp states developtheir own training programs usingthe new LMI training package.

NGA has since combined the firsttwo volumes of the training packageand an annotated bibliography into a300-page textbook for participantsin state training sessions. It iscalled Cracking the Labor Market forHaman Resource Planning and isavailable from NGA.

THE MICRO -OIS

Because of the rapid increase inthe capabilities of microcomputerhardware and software, in 1983,NOTCC developed a microcomputer-based OIS referred to as the Micro-OIS. This interactive systemprovides data in a cluster-basedformat and also has the capabilityto allow users to search foroccupations or training programsthat meet certain criteria, such asemployment size, entry wages, growthrates, or job placement rates. Thusthe system consists of two compo-nents: an interactive structuredsearch component to access thesupply-demand clusters, and a reportgenerating component for preparingsupply!demand displays.

The Micro -'IS is cost-effective

and relatively easy to update andmaintain. It offers the advantagesof computerized delivery to localjurisdictions without the expense oflong-distance telephone chargesinvolved in on-line computer use.It can b- used to produce supply/

demand publications for statewide orselected substrte area distribution.The interactive access routineenables planners to request specificdata directly or through a struc-tured search.

NOICC has established an activetechnical assistance program tohelp states maintain their systemsand has designated the NationalCrosswalk Service Center as therepository for various stateversions of the Micro-OIS. TheCenter analyzes each version andalerts the Network to uniquefeatures that may be of interest toother states. In addition, Centerstaff work with NOICC to identifypotential Micro-OIS enhancements.

ENLARGING THE DATABASE

The Military. In 1985-86, NOICCworked with the Department ofDefense to furnish SOICCs with dataon people leaving the militaryservices, providing an additionalsource of data on the ...apply oftrained workers for inclusion instates's Occupational InformationSystems. The information includesnine-digit DOT and military occupa-tional specialty data by state, allcounties and the four militaryservices. It will be updated andissued annually.

Job Corps. In another effort tohelp states reduce gaps in informa-tion on occupational trainingsupply, NOICC arranged for the(10ICCs to receive data on traineescompleting Job Corps programs.Each SOICC now receives a specialtabulation prepared annually by theJob Corps that provides informationon trainees returning to theirstates. In PY 1985, data werepresented by CIP program cede forthe first time.

Apprenticeship. In PY 1985,NOICC and the Bureau of Apprentice-ship and Training (BAT) beganworking together to impro.t coor-dination between state and regionalapprenticeship bureaus and SOICCs.BAT is establishing apprenticeshtp

management systems that are apotential source of training supplydata for the states. State appren-ticeship bureaus are also potentialusers of state occupational andcareer information systems.

ENHANCING THE DATABASE

Improving_ Projections. Over theyears, NOICC and the SOICCs have

participated in a number of projectsto improve the OIS database. Theyhave contributed funds or servicesto help member agencies maintain or

enhance important data collectionprograms, such as the OccupationalEmployment Statistics (OES) program.

In 1985, NOICC and the InterstateConference of Employment Security

Agencies (ICESA) launched an effortto develop an exportable micro-

computer matrix system for develop-ing state occupational employmentprojections. The Utah Occupational

Projections Service Center developedthe system and the package wasreleased by NOICC in 1987.

In PY 1985, NOICC and the

National Crosswalk Serw,ce Centerdeveloped state occupation-specific

labor force separation rates anddistributed them to the states. Thenew rates are based on unpublished1980 decennial Census data andworking life tables prepared by theBureau of Labor Statistics fromCurrent Population Survey data.

Updated for the first time sincethe mid-70s, the separation ratesare used to develop estimates of jobopenings that are a result ofreplacement needs by each state.

Filling in the Gaps. In 1982,NOICC awarded a grant to the IowaSOICC to prepare a guide forcollecting employment data foragriculture and agribusiness. The

guide outlines procedures similarto those used in the OES program.which does not collect informationon the agricultural sector.

States have had a longstandingconcern about the lack of informa-tion on the employment outlook forplanning at the local labor marketlevel. In response, in 1984, NOICCsponsored the development by theUtah SOICC of computer software tohelp states produce estimates ofoccupational employment for sub-state areas. The estimatingmethods it employs were developedby the New Jersey Department ofLabor and Industry, using relatedresearch in Texas, Colorado, Oregonand Utah. Called OASIS, the systemis used to generate sub-state

estimates from statewide OES surveydata files.

In PY 1985, NOICC continued toaddress a major gap in OIS occupa-tional characteristics data -- thelack of wage and salary informa-tion. With furding from theEmployment Standards Administra-tion, NOICC supported efforts tocollect wage data on occupations inthe ,:onstruction industry. Thesedata, which meet ESA needs inadministering the Davis-Bacon Act,were released to NOICC and madeavailable to the states in 1986.Although the surveys coveredrelatively few occupations, thedata were developed for sub-stateareas in each state and shouldprovide useful information for anOIS.

Encouraging Standardization.The NOICC Master Crosswalk is justone means of addressing the

problems stemming from the use ofdifferent class'fication systems.NOICC has also encouraged effortsof Federal agencies to move towardgreater standardization among thesystems. NOICC supported the 1980

revision of the Standard Occupa-

tional Classification (SOC) and theDepartment of Education's effort toreplace two classification systemswith a single Classification ofInstructional Programs (CIP). NOICC alsodeveloped materials and trainingprograms to help states use the 1980SOC and CIP.

THE OIS AND PROGRAM PLANNING

Careful analysis of the data in astate's Occupational InformationSystem can help identify majorchanges and trends 1 local, stateand regional labor markets.

Information developed from the datain an Occupational InformationSystem can identify current andpotential shortages of workers inspecific occupations in specificgeographic areas.

With this kind of information,planners and administrators ofvocational education and job-training programs, for example,can make informed decisions aboutwhether to offer or discontinue aparticular program in a particularcommunity. The data also can helpidentify potential trouble spots inthe performance of prograwl.

Although the data in the Occupa-tional Information System are usedprimarily by planners of vocationaleducation and job training programs,they have many other applications.OIS data can provide local govern-ments trying to attract new busi-nesses with up-to-date informationabout current and projected employ-ment, the supply of skilled workersand education and training programs.

The data in an OIS can helpservice providers planning programsto help people on welfare, dis-located workers or unemployed youthidentify job opportunities in thelocal and state labor market. AnOIS can help vocational rehabil-itation counselors match possibleoccupations with the job skills ofindividuals who may have becomephysically handicapced.

It is NOICC's goal to increasethe use of OIS by program planners,researchers and others and to thisend it conducts and sponsorstraining programs and publiohesmaterials to assist users inlearning to use the systems.

THE OIS AND CIDS

Although Occupational Informa-tion Systems for program plannersweco virtually nonexistent whenNOICC was established, a number ofstates and private vendors hadalready developed Career Informa-tion Delivery Systems, many ofwhich were initiated through grantsfrom the Department of Labor in the1970s.

NOICC, SOICC8 AND CARL'RINFORMATION

Individuals who are exploringcareer options, making plans forrelated education or training,changing careers, or seekingemployment, need reliable occupa-tional and educational information.

In 1977, NOICC and the SOICCswere asked by Cong-ess to help meetthe labor market information needsof youth and adults. In response,the NOICC/SOICC Network has helpedprovide career information tomillions of Americans nationwide.

The Network uses a variety ofmethods for ccordinating and

delivering career information, butperhaps ita most important effcrt isin connection with Career Informa-tion Delivery Systems (CIDS).

CAREER INFORMATION DELIVERY SY1TEMS

The NOICC Career InformationDelivery System (CIDS) program isbased upon a Department of Labordemonstrat in program Initiated in1974 that supported the developmentof career information syste-..s --

nine states participated in the DOLprogram.

Five years later, NOICC assumedthe Federal-level responsibility forCIDS and in 1980 and 81, it providedstart-up funding to 21 SOICCs forthe development and implementationof CIDS in their states. Anadditional five SOICCs were providedfunding by NOICC in 1986 and 1987for CIDS development. Forty-sixstates now have or are implementing

SUCC-recognized computer-based CIDS-- 26 developed with NOICC funding.

In aadition to financial support,NOICC provides technical assistanceand training in the use of the

systems -- and it also fosters CIDSdevelopmen: by providing opportun-ities for the exchange of informa-tion, ideas and expertise amongsystem developers and users.

THE ACE CONSORTIUM

In 1984, NOICC began funding

audiovisual enhancements of CIDSsystems, which combine computerizedcareer information with audiovisualcapabilities. The computers allowstructured searching of careerinformation databases by variouscriteria. The program provides bothprinted information and audiovisualdisplays or selected occupations bylinking the computer and avideotape player. The Colorado,North Carolina and South CarolinaSOICCs collaborated with NOICC onthe project and formed the ACEConcortium.

Their work has generated videofootage, occupational informationnarratives and software that havebeen used in a number of products.One is an interactive videotape

system that uses an Apple IImicrocomputer linked to a commer-cial videotape player to providenarrative audio and visual informa-tion on about 200 occupations.

Several audiovisual productsintended for use with elementarythrough junior high school studentshave also been developed, including

the "Kaleidoscope of Careers" and"Picking Your Path."

CAREER INFORMATION WORKSHOPS ANDCONFERENCES

NOICC's mandate to give specialattention to the labor marketinformation needs of youth andadults has been translated intoprograms serving individualsdirectly. such as CIDS systems.

and also into programs that aid thelabor market intermediaries whoassist individuals -- career,guidance and employment counselors.

In cooperation with otherorgani "ations, NOICC has sponsoredthree national career informationconfere. ;es and five major workshops. A session in 1984 was thefirst ever national invitational

conference on career informationdelivery and use. It was an initialstep in bringing together nationalrepresentatives of the professional:ommunities concerned with careerinformation development and deliveryand guidance counseling.

A year later, more than 100individuals from 48 states andterritories attended the secondannual Career Information Con:-er-ence. Hosted by the Georgia SOICC,it was held in Atlanta, Georgia,prior to the annual convention ofthe American Vocational Association.

Twelve professional guidance andcounseling associations and otherorganizations joined NOICC assponsors of the conference.

IMPROVE CAREER DECISION MAKING

One of NOICC's majo: programsaimed at helping counselors improvetheir knowledge and use of careerand labor market information incareer counseling is the "ImproveCareer Decision Making Program"(ICDM).

Since 1981, almost 17,000counselors in S4 states andterritories have received in-service training through theICDM Program.

The original ICPM project wasdesigned and developed by the LaborMarket Information Division of theEmployment and Training Administra-tion (ETA) in 1979 and 1980, wit),

the assistance of NOICC. At thatTime, most counselors in schools,colleges, Job Service offices,vocational rehabilitation and othercounseling settings had little orno knowledge of the availabilityand prcential for the use ofoccupational, career and labormarket information for careercounseling.

ICDM was designed to addressthat problem by providing trainingworkshops for practicing counselorsto upgrade their capabilities inusing labor market and occupationalinformation in career counseling.Funding for the program wasprovided by ETA, NOICC and theDepartment of Defense.

The ICDM inservice program hasproved to be a very popular andenduring mechanism for SOICCs toreach the counseling community andprovide information about whatlabor market information productsare available in their states.

The success of the inserviceICDM training led to recognition ofa similar need for such trainingfor pre-professional counselorswhich in turn led to a second ICDMeffort -- a project to train pre-service counselors.

Funded l)y the Department ofDefense, the project has producedcurriculum materials for educatorsto use in college and universitycounseling courses. The projectalso resulted in the publicationof a textbook, Using Labor MarketInformation in Career Explor...cionand Decision Making: A ResourceGuide and a companion traininghandbook. The guide is designed asa primary or supplementary text fora college course in career develop-ment for counselors in training.It can also be used as a referenceguide for teachers and counselorsor ls a resource in professional

development theory, labor marketconcepts, occupational informationresources, career counselingpractices and professional develop-ment plans.

NOICC sponsored a series ofregional workshops for counseloreducators in using the ResourceGuide to improve the knowledge anduse of occupational, career andlabor market information by coun-selors-in-training. The seminars,held in PY 1986, were conducted bythe American Association forCounseling and Development (AACD),under a NOI= grant.

Another ICDM project, sponsoredby NOICC and tLe Rehabilitation

Services Administration, produced anICDM curriculum designed forrehabilitation counselors. Theproject was conducted by theUniversity of Northern Colorado.It also resulted in the ICDM ProgramTraining Manual, which was intro-duced to trainers from the RegionalRehabilitation Continuing EducationPrograms in the spring of 1984, tobe used in courses at their institu-tions.

CAREER INFORMATION IN THE CLASSROOM

NOICC/DoD AND MILITARY CAREERINFORMATION

NOICC and the Department ofDefense have been working togethersince 1979 to improve the linkagebetween military and civilianoccupational information. In 1982,DoD initiated the Military Civilian

Occupational Crosscode project,which resulted in the developmentof a database linking 4,000

military occupations with relatedcivilian occupations. The NOICC/SOICC Network has served in anadvisory capacity for the develop-ment of two career information

resources based on the crosscodeproject.

One resource is a data tape,"Military Occupational and TrainingData," (MOTD), which provides

composite, cross-service militaryoccupational and training narrativeand coded information in a formuseful for integration into CareerInformation Delivery Systems. TheMOTD is designed for use bydevelopers of CIDS and other careerinformation resources.

The MOTD conta ns narrative andcoded data on military occupationaland training specialties. Occupa-tional titles are based on theStandard Occupational Classifica-tion three or four digit unitgroups and joint-service, compositeinformation is provided for 134enlisted and 76 officer occupa-tional areas. With funding from the Departmentof Defense; NOICC awarded 6....ts in1984 and 1985 for integrating MOTD

into computerized CIDS systems in 32states. The integration efforts ofthese states were evaluated in aresearch project monitored by theOregon SOICC. Information from theevaluation is reflected in theupdated MOTD, released in June 1986.

A second career counseling

resource developed by DoD in 1984was the Military Career Guide:Employment and Training Oppor-tunities in the Military, acompendium of information onenlisted occupations and training.

Designed for students to use in

exploring military careers, it wasdistributed in May 1985 to more than19,500 secondary and postsecondaryschools and to recruiting stationsnationwide. It was developed withthe assistance from three major workgroups, including a civilian taskgroup organized by NOICC.

In response to requests fromcounselors and educators, informa-tion currently is being developed onofficer occupations and will beincluded in the 1988-89 edition ofthe Guide.

NATIONAL CAREER DEVELOPMENTGUIDELINES

In PY 1986, NOIr"7 launched amajor, three-year project todevelop national guidelines andimplementation materials forcomprehensive career developmentprograms at all educational levels,including elementary, middleschool, secondary, postsecondaryand adult.

Counseling professionals fromacross the country -- from stateagencies, community colleges anduniversities as well as elementaryand secondary schools -- areparticipating in the development ofthe guidelines. Representativesfrom national, state and localeducational and community agenciesare also involved.

FINANCIAL REPORT

NOICC's operations and grant programs are funded by the U.S. Department ofLabor and the U.S. Department of Education. In Program Year 1986 -- July 1,1986 to June 30, 1987 -- NOICC received $3,037,000 from the Department ofLabor ($2.871 million in basic funding and $166,000 from the EmploymentStandards Administration for a special project) and $2,201,000 from theDepartment of Education. The Department of Defense provided $1,042,000for NOICC/DoD nrojects in PY 1986.

NOICC grants are awarded on the basis of program priorities as well as need andavailability of funds. NOICC supports state activities through two major grantsprograms:

1. Basic Assistance Grants (BAGs), which support SOICC operations, staffleadership, OIS implementation and training and other activites coveredby the Job Training Partnership Act (JTPA) of 1982 and the Carl D. PerkinsVocational Education Act of 1984.

2. Special Purpose Grants, which support specific protects that addressNOICC's national priorities. Special Purpose Grants are used primarilyfor developmental research; technical assistance in implementing OIS orCIDS systems; and special training efforts such as the Improve CareerDecision Making (ICDM) Program. The majority of these grants are etardedon a competitive basis.

NOICC grants accounted for 50.5 percent of SOICC funding in PY 1986, for a totalof $6.6 million (this figure includes some efforts funded in late PY '85, butprimarily implemented in PY '86), with BAG grants amounting to $5.16 million andspecial purpose grants totaling $1.4 million.

The balance of SOICC funding came fr.-1._ JTPA funds, 11.6 percent; state appropriatedfunds, 10.0 percent; PVEA funds, 7.8 percent; and employment service monies, 2.9percent. Just over 17 percent of SOICC funding came from a variety of sourcesincluding CIDS user fees, economic development agencies and vocational rehabilita-tion agencies, among others.

The National Occupational Information Coordinating Committee aid the°-"ate Occur,ational Information Coordinating Committees were establishedoy the Vocational Education Amendments of 1976.

Subsequent legislation reinforced and expanded the primary mission andobjectives of the national and sate committees, including the CkeerEducation Incentive Act of 1977; ,he Youth Employment and DemonstrationProjects Act of 1977; the comprehensive Employment and Training ActAmendments of 1978; the Job Training Partnership Act of 1982; and theCarl D. Perkins Voca-,ional Education Act of 1984.

NOICC shall "...give special attention to the labor market informationneeds of youth and adults, including activities such as...assisting andencouraging the development of state occupational information systems,including care r information delivery systems...encouraging programsproviding c-reer information, counseling, and employment services forpostsecondary youth....provide training and technical assistance...in thedevelopment, maintenance, and use of occupational supply and demandinformation systems...conduct research and demonstration projectsdesi;ned to improve any asp,:ct of occupational and career informationsystems...."
