INTRODUCTION
The decade of the sixties was one of unparalleled growth and developmentfor higher education in tha Commonwealth. A few of the highlights of thispublication reveal the significant progress made by the state-supported collegesand universities.
Earned degrees granted by the five regional colleges and universities,University of Kentucky, and the Community College System increased from3,748 in 1960 to 10,718 in 1969.
Enrollments of the six state-supported institutions of higher educa-+ tion and the community colleges increased from 19,856 in the 1959-60
academic year to 62,376 for the FaZZ Semester of the 1969-70 academicyear.
The University of Kentucky extension centers enrolled 1,099 students1.'n 1959-60. These centers evolved into a network of fifteen CommunityColleges enrolling 10,147 students in the 1969-70 academic year.
State general fund appropriations increased from $14,163,995 in the1959-60 academic year to $92,216,310 for 1969-70 to meet the needsof new programs, increased enrollments and new facilities at thesix state-supported institutions of higher education.
Capital construction completed from 1960 through 1969 exceeded 12 millionsquare feet in academic, laboratory, library, graduate and professionalschool, administrative, residential and student union facilities at thesix institutions, the Community College System and the University ofLouisville.
The University of Louisville through an Act of the 1968 General Assemblybegan receiving a state appropriation for the reduction of tuition forKentucky students.
The 1968 General Assembly enacted legislation to establish NorthernKentucky State CoZZege in the Covington area. Northern is a trans-formation of the Community College and will enroZZ its first upperdivision class the Fall Semester of 1971.
The U. S. Office of Educa ion recently published figures relating to thegrowth in enrollment and degree productivity at the public institutionsthrough the sixties. Based on a comparison of percentages, Kentucky publicinstitutions exceeded the national growth for this period in enrollment anddegrees conferred.

SECTION I
SUMMARY OF ENROLLMENT AND GENERAL FUNDAPPROPRIATIONS 1959-60 THROUGH 1969-70
During this decade total enrollment at the state-supported colleges
and universities expanded by 45,139 students. The cost of education
increased in Kentucky as it did elsewhere across the nation throughout
the sixties. To accomodate the requirements for new programs and
enrollment growth general fund appropriations to the state-supported
colleges and universities rose from $14 million to $C5 million during
thip period.
Although the University of Louisville has not been a fully financed
state university, its enrollment and appropriation was included in the
summary for all state-supported colleges and universities. The University
of Louisville general fund appropriation was primarily utilized by the
medical and dental schools for research purposes until 1968 when an
additional $2 million was appropriated to reduce tuition for Kentucky
residents. The University of Louisville will officially become a state
university July 1, 1970.
The summary page for the University of Kentucky Lexington campus
includes the general fund appropriation to all sectors of the University
of Kentucky.

ENROLLMENT SUMMARY
Enrollment on the campuses of the six state-supported institutions
of higher education and the University of Kentucky Community College
System has increased by approximately 214 percent since the 1959-60
academic year. The enrollment at Western Kentucky University increased
279 percent, Eastern Kentucky University 255 percent, Morehead State
University 209 percent, Murray State University 168 percent, Kentucky
State College 140 percent, and the University of Kentucky Lexington
campus 118 percent.
Changes also appeared in the number of students in each classification.
From the FaZZ Semester 1965 to the Fall Semester 1969 the percentage in
the lower division student classifications decreased while the percentage
in the upper division and graduate levels increased.

The shift may be attributed to several factors. Among these
factors are the rapid growth in community college enrollment, com-
munity college students transferring to the upper division, expansion
of undergraduate and graduate programs, increased desire for bachelor
and graduate degrees, returning veterans, and expanded financial aid
opportunities.

FRESHMAN MATRICULATION
Analysis of the data included in this section is limited since the
data illustrates only numerical relationships and does not portray matri-
culation of individuals.
The summary page depicts matriculation of the 1966-67 freshman
class of the six state-supported institutions of higher education. It
does not include the University of Kentucky Community College System.
The FaZZ Semester 1969 senior class enrollment was 66.6 percent of the
number of students enrolled in the freshman class. The matriculation
percentage for Kentucky students in this class is 65.5 and for out -of-
stale students 70.6.
This summary indicates the holding power of the state-supported
institutions has increased. The senior class of 1968 was 62.8 percent
of the number in the 1965 freshman class with Kentucky students at 61.6
percent and out-of-state students 66.9 percent.
A mobility factor is recognizable in the numerical relationship of
the senior class to the junior class and the junior class to the sopho-
more class. In addition to mobility, other factors such as returning
veterans, the increasing number of community college transfers, married
students and students who withdrew and later elected to return, among
other reasons, wiZZ probably cause a continuation of the high percentage
relationship of numbers in the junior and senior classes and to the number
of freshman.

FALL 1969 FRESHMAN ADMISSION
An aggregate of 17,486 applications (excluding University of
Kentucky Community College System) from in-state and out-of-state
students received consideration for admission to the 1969 freshman
class. This is a 10 percent increase over the number acted on for
the 1968 class. 89.2 percent of the applications for admission to
the 1969 class were accepted by the six instituons and 74.1 per-
cent of those students accepted actually enrolled in the 1969 fresh-
man class.

Nearly 6,000 requests for financial assistance were filed by full -
time freshmen at the Kentucky state-supported institutions of higher
education for the Fall Semester 1969. Basically the applications
represent requests for National Defense Loans, Economic Opportunity

these requests. The total of 3,249 applications approved represents
16.:! percent of the full-time freshman class in the state institutions.
Me applications approved represent 55 percent of the number filed for
consideration. While some students may have been successful in pursuing
other sources of assistance, tne demand still substantially exceeds the
available funds. The number of applications increased by approximately
1,500 over the 1968 fall term, yet the applications approved fell just
below the 1968 level.
Students who may be interested in applying for fihan,.-:al aid often find
that funds are already exhausted and as a result do not file an
application. Therefore, the number of applications filed does not
necessarily represent the number of students in need Jf financial
assistance.

The six state-supported institutions of higher education, the
University of Kentucky Community CoZZege System, and the University
of Louisville awarded 69,470 degrees during the decade of the sixties.
Approximately 6 percent were two-year diplomas; 75 percent four-year
or first professional degrees; 17 percent masters degrees; and 1
percent doctoral degrees.
12,356 degrees were awarded in 1969 by the state colleges and
universities. This was an increase of 157 percent over the base
year 1960.
