    Union High School (UHS) Systems

    Each of the state's ten UHS districts receives incoming 9th graders from several of the 47 underlying elementary (K-8) districts, asshown below. Three of the K-8 districts overlap UHS boundaries. Brighton #1, Salem J2, and Wheatland J1 send students to more

    than one Union High School.

    Information on "complete annual school cost per member" is retrieved from finan-cial data on Annual Reports filed by school districts for the school years 1991-92,1992-93, 1993-94, and from Budget Reports for 1994-95.*

    Complete Annual School Cost (CASC) is defined as the gross cost of the general,special project, debt service and food service funds, plus the net cost of the buildingfund. General Aid Membership is the average of membership on the third Friday inSeptember and the second Friday in January, plus the prior year summer AverageDaily Membership (ADM) equivalent. "General aid membership" may differ fromthe number of pupils actually in attendance in a given district due to tuition andintegration transfer agreements.**

    Per member figures are computed by dividing district cost by district membership.Transportation cost is district gross cost of transportation. State share represents dis-trict state aid as a percent of CASC. Federal share represents district federal aid as apercent of CASC. Local share represents district local revenue as a percent of CASC.

    These figures are intended for general inter-district cost comparisons of grossrxpenditures, but cannot indicate the extent or quality of the educational programfrom one district to another. In general, it is expected that higher per-pupil costs canbe at least partially attributed to increased educational offerings. The DPI encour-ages people who want to compare costs to research reasons for cost differentials andinclude explanatory information in their publications. The Department also pro-duces the publication entitled School Performance Report. In that publication, a perpupil expenditure is given using General Find (Fund 10) only and should not becompared to CASC.
