TRANSITIONAL BILINGUAL EDUCATION PROGRAMS
The purpose of the awards is to establish, operate, or improve programs of bilingual education to assist childrenof limited English proficiency and to build the capacity of grantees to continue those programs when funding underthe Act is reduced or no longer available. These programs provide structured instruction in English as well as instruc-tion in the native language.

EDUCATIONAL PERSONNEL TRAINING PROGRAMS
The purpose of the awards is to establish, operate, and improve bilingual education training programs for per-sons preparing to participate in, or participating in, programs of bilingual education or special alternative instructionalprograms for limited English proficient students. They may emphasize: 1) career development, advancement, and lat-eral mobility for teachers, administrators, counselors, paraprofessionals, teacher aides, and parents; 2) the training ofpersons conducting training for such persons; 3) the reform, innovation, and improvement of graduate education cur-ricula, structure, and recruitment and retention of graduate bilingual education faculties; 4) short-term institutes; 5) in-service training and technical assistance.
