This publication of 1991-92 Elementary and Secondary Education Act (ESEA) Title VIIPrograms in New York State has been developed by the Division of Bilingual Education, StateEducation Department, Albany, New York. It is a comprehensive listing of 1991-92 funded pro-jects by district, number of pupils in the program, grade level, language or type of program,grant amount awarded, and project director or contact person. It was compiled by the staff ofthe Division of Bilingual Education, under the direction of Peter M. Byron, Supervisor. ELEMENTARY AND SECONDARY EDUCATION ACT (ESEA)TITLE VII BILINGUAL EDUCATION PROGRAMS

TRANSITIONAL BILINGUAL EDUCATION PROGRAMS

The purpose of the awards is to establish, operate, or improve programs of bilingual education to assist childrenof limited English proficiency and to build the capacity of grantees to continue those programs when funding underthe Act is reduced or no longer available. These programs provide structured instruction in English as well as instruc-tion in the native language.
