Among the general findings reported here are: total expenditures for 1976 were $3,781,692; 92% of the projects are contracted and administered by tribes or American Indian school boards; most of the projects are showing student gains of a year for a year in school; 65% of the math programs show gains of more than a year for a year; 35% of the reading programs show gains of more than a year; and 45% of the language programs show gains of more than a year. INTRODUCTION

In Fiscal Year 1976, the Aberdeen Area operated 37 Title I ESEA directinstruction projects and one Area Technical Assistance project, utilizing atotal athount of $3,781,692.00. See page iii for a breakdown of Area expend-ituzes. During 1976, ninety-two percent of the projects were contractedand adthiniatered.by.tribes.or1Indiamachoal baatds.

On the following pagesi.-academic.gains of studenta in each program irereported. The FY 76 year's gain is compared ro the-yearly gain that thatparticular group of studenta had averaged over their previoui7-Years-in-school,:Gains for FY 76 for all projects are reported as if for a full school yearperiod even though some projects had,only five or six months between the preand post-test.

General findings indicate that most of the Aberdeen Area Title I projectsare now showing student gains of a year for a year in school. This indicatesmaintenance of achievement but is not enough gain to decrease the number ofstudents needing Title I remedial services. Math programs are.showing thebest gains in FY 76 with 65% of the programs showing gains of more than a yearfor a year, therefore reducing the number of target students in math. Coly 352of the reading programs, however, are showing gains of more than a year for ayear. Foty-five percent of the language programs are showing gains of more thana year for a year in school. Quality of all Title I services must be improvedin order to iucrease the achievement of target stu0.ents and to work towardclosing the achievement gap. Further analysis of gains indicates that thoseprojects which have close coordination With regular program instruction andemploy a diagnostic/prescAptive approach appear to be the programs which areshowing the best gains. Brief descriptions of the programs are given on thefollowing pages.

Breakdowns of expenditures of projects are also given on the followingpages. Sometimes items, such as parent council expenditures, dissemination,or administration, are funded under one project for an agency but serve allof the projects at that agency. In this report, all expenditure are brokenout in an attempt to show the costs for each praject, therefore showing eachproject's share of dissemination, etc., as a part of the cost for that project.
