PUBLIC HEARING FOR LIMESTONE MINING (KARNATAKA)

Introduction :

M/s. Murli Industries Ltd. (MIL) is a well known industrial house in Central India,

based at Nagpur. They have rich experiences in operating solvent extraction plants,

paper & pulp mills in and around Nagpur.

MIL group with a turnover of Rs.1000 crores is constructing two captive limestone

mines at Nandgaon- Ekodi and Sangoda in Korpana tehsil of Chandrapur district,

Maharashtra after receiving Environmental Clearance. MIL have further decided to

implement an integrated project comprising of : Cement plant & a 50 MW thermal

power plant.

Limestone mining.

MIL has obtained terms of reference (TOR) from MoEF, Delhi for the proposed

integrated project (cement plant& captive limestone mining) in Gulbarga in

Karnataka. (vide MoEF letter No.J-11011/1205/2007-1A II (1), dated 23.04.2008 )

Total mining area will be 674.65ha and the project will be in two phases. Phase I will

be mining over 130.81 ha and in Phase II with balance 543. 84 ha. Please see

Figure 1 for the location of the mine lease area

Mining will be @ 12,000 tons per day. Open cast mining method with shovel and

dumpers has been proposed.

Selection of site

Location is identified at Villages Aloora & Bhomanhalli, Taluka Chittapur, and

District Gulbarga ,Karnataka State. Latitude 17° 02’ 47” – 17°

03’ 25 – N &

LOCATION OF THE SITE

The site is easily accessible by road and rail. Nearest railway track of South central

railway is at a distance of 2.2-2.5 km from the site. Chittapur taluka town is at a

distance of 10 km and within buffer zone. There are no industries in the area.

Baseline environmental status & assessment of impact

Air Environment : Ambient air quality was monitored at eight stations around the

project area during the period March - June 2007. Air quality data is given in

Annexure 1.

All criteria parameters are within permissible limits for AAQ prescribed by CPCB for

rural areas. Ambient air quality includes maximum, minimum and 98 percentile are

SPM 101.2 – 246.6 µg/m3, RPM, 42.5 – 76.1 µg/m

3 and values for SO2 & NOx were

below 20.0 µg/m3. All values for air quality criteria pollutants are within permissible

limits. Higher value at Balram chowk (246 .6 µg/m3) was observed which is due to

Wadi junction as well as the presence a cement plant in operation.

Micrometeorological data was collected. Wind rose for the site is given in Figure 2.

Noise Environment

Noise levels were monitored at two locations in the project area at Aloora village. and

mine lease area.

The data indicates typical rural environment as far as noise levels are concerned and

in the range of 30.6 ~43.6 dBA and 35.9~ 51.3dBA at Aloora.

Anticipated Impact:

Major sources of noise during the operational phase will be from Blasting, Drilling

and Transportation.

It would be 65-70 dBA depending on time of a day. Highway noise model was used

to calculate equivalent noise levels.

Mitigation Methods:

The most convenient method for control of noise is plantation.

Water Environment

The imagery as well as topo sheet indicates that project area itself is devoid of any

surface water bodies. The location of Bhima River is beyond buffer zone. Some

seasonal drains do exist in the area and some water is retained till the month of May.

Water Resources Department, Karnataka confirms that flow data of Bhima River at

Devanagaon is between 0.365- 1.203 m3/sec in May.

Average rainfall is 700 - 800 mm per year. Rainfall is restricted to June to September

months.

Water quality:

Water samples were collected and analyzed for routine water quality parameters from seven

sampling stations, including two surface and five ground water sources (hand pump and dug

well) and analyzed for routine water quality parameters. Please see Annexure 2.

All samples are suitable for human consumption after disinfection as per 10500 ISO standards.

TDS levels between 479 and 496 mg/L indicate relatively low dissolved mineral

matter. Non-carbonate hardness was observed. Higher chloride value in Sulhalli

indicates remote pollution of the well. Presence of iron is in-consonance with pH

which is near neutral. The ground water table in the area varies between 16 – 20 m.

Presence of iron in all the samples can be attributed to dissolution of ferruginous soil

in relatively low pH water.

Land Environment

The area is under black cotton soil of varying thickness from 0.1 to 1.5 m. The

limestone in this area occurs as an extensive bedded deposit, colour varies from light

grey to dark grey and to pink. The limestone deposit in this belt is well developed in

Gulbarga and Bijapur districts. The sediments belonging to this group occur in a

linear stretch for about 160 km in an N-S direction .The maximum width it attains is

40 km.

Various type of Bhima series :

i) Lower (110 m) - Black, Blue, Buff and Purple shale and local sandstone

ii) Middle (165m)- Creamy, Grey, Bluish, and Buff limestone and flaggy limestone.

iii) Upper (100m)- Sandstone, Green, Purple shales.

Local Geology:

The Area was regionally surveyed by Department of mines and Geology, Karnataka

state in the year 1975 to 1977 and indicated the availability of adequate limestone

reserves.

The satellite imagery of the area show that the limestone quarries/stone quarries are

scattered around the applied mining lease area and rest of the area are covered with

black cotton soil. The terrain contains, sparse vegetation, the limestone quarried

around the area and the typical top black cotton soil is indicative of occurrence of

limestone in the entire area.

Ground Water:

The report of ground water resources of the Taluka by the State Department of

Ground Water Sources ,Karnataka are :

(i) two perennial streams viz., Benniphora and Kagina of the Taluka Chittapur have

not been utilized for irrigation,

(ii) there is scope for utilization of ground water for irrigation,

(iii) rainfall infiltration in the area will be 0.6847 Mm3/year.

Mining Plan:

The overall mining programme in totality till such time all the valuable mineral ores

are exhausted and the area is reclaimed to the extent possible, simultaneous to all the

corrective measures maintaining environmental balance forms conceptual mining

plan.

Development and production programe:

The limestone is beneath the layer of black cotton soil, development is in the form of

removal of black cotton soil. The mineral production in first year operation is

proposed at 1.5 million tonnes , whereas from second year onwards it will be 3.0

million tonnes .

Disposal of Waste:

Generation of waste other than black cotton soil is not expected, hence, no provision

for its disposal is made. Black cotton soil will be stacked separately for future use.

During mining, it is expected that some quantity of sub grade/low grade over will be

generated. The low grade will be termed when CaO is of about 38% and silica more

than 15%. During the excavation of limestone, this low grade limestone will be

blended with high grade limestone.

Drilling and blasting:

Drilling will be restricted to high and low grade limestone. Single shift operation is

proposed for 300 days per annum.

Maximum limestone production per annum = 33,21,000 tonnes.

No. of working days in a year = 300 days

Blasting:

Blasting will be carried out as per the provision of MMR 1961 under the supervision

of manager/Asst manager. Competent personnel such as blasting foreman and

blasters will carry out the actual blasting.

Type of Explosives to be Used: ANFO, slurry explosive, high strength

breaker, etc. will be used.

Storage of Explosives:

Explosives will be stored in a magazine, which will be constructed as per the

Controller of Explosives.

The explosive will be transported by an approved explosive van equipped with

safety features while carrying out the blasting.

300 m radius circle area from blasting site would be considered.

Biological environment:

Baseline status:

Only shrubs and not trees survive in the area. There are no water sources either.

Hence wild life, sanctuary, biosphere or tiger reserves are not a part of 10 km radial

distance.

Anticipated impacts:

There is no forest. Shrubs and bushes will have to be removed. Tree felling will not

be required. There are no endangered species in the area.

Proposed mitigation:

Initially deliberate efforts will made to carry out rain water harvesting. It will be

quantified and utilized for plantation.

A biologist from nearby University will be engaged to prepare an inventory of flora

present in the area and most proliferating species of grass / shrubs will be preferred to

ensure control of erosions. OB dump also will be covered first by rapidly growing

grass, shrubs will be used. Horticulturist and selected minors will constitute a cell

which will carry out.

Socio-economics:

Baseline data: Demographic pattern of 132 villages in buffer zone of project area

was studied using 2001 census. Total population is 3, 66,802 souls, rural population

is 65 % (2, 38,532) and Urban 128270 (35%) of the total. The Scheduled caste

population (M + F) is 1, 07,406 and schedule tribe is 5,789 souls. These are 29.28 and

1.59 per cent respectively of total population. Others are 69.14 per cent. Total number

of household is 63,214. Total male and female workers are 74,556 and 50,335

respectively.

Some private land owners had carried out mining of flag – stone or tiles for domestic

use as a cottage activity. This practice has been abandoned for associated hazards.

Jowar, bajra, wheat, pulses are grown in the project area. Yield per hectare is

about 800 – 1000 kg/ha. Net income per hectare will be Rs. 12,000 – 15,000 per year

per hectare, since traditional farming is being practiced. Social welfare measures have

been provided by government since there are no private entrepreneurs. Present needs

are transportation, communication and health care. There are no historical, cultural or

ecologically important monuments.

Anticipated impacts:

The following changes are expected as a result of change over from private land

ownership to the proposed industrial activity viz., cement plant and mining.

Total commitment towards corporate social responsibility will be about Rs. 96 lakhs /

year.

Occupational safety

Mining activities do not release any type of flammable and toxic substances.

Nevertheless it is necessary to have a safe work environment during open cast

mining. Guidelines for safety are

The moving parts of any prime mover, motors should be securely fenced / guarded.

Easily accessible parts of transportation machinery should be securely protected.

Every hoist or crane should be properly maintained and regularly examined. Special

care should be taken for machines carrying persons. All working places should have

safe means of access, safe working platform and exit. Persons working in hazardous

dust prone area should be provided with dust mask.

Occupational health:

Fluorsis is endemic in the area mottling of teeth is more common. Average height and

body weight are 170 cm-180 cm and 65-80 kg respectively. PPE will be issued to

each worker as per the nature of risk.

Persons working in high risk area will be insured at the cost of the proponent as per

factory act. A personal record will be kept with regard to the health in the area e.g

blood pressure, blood sugar, eye sight, chest infection, anemia etc

Accidents Prevention Procedures/Measures

Fire is one of the major hazards, which can result from hydrogen storage tanks & coal

yards. Fire prevention and code enforcement is one of the major areas of

responsibility for the fire service e.g Water supply, Fire hydrant ,monitor nozzle

installation, Foam system, Water fog and sprinkler system, Mobile fire-fighting

equipment, First aid appliances etc. Essential components of an emergency response

are the communication links necessary for gathering information needed for overall

co-ordination at Emergency Control Center. Most accidents during movement of

dumpers, trucks, proclaim, ripper dozers ,heavy vehicles are attributable to

mechanical failure, poor visibility on haul roads or human errors. Weekly vehicle

maintenance & repairs by competent technicians. Traffic signs & speed breakers on

roads at every turning point

Disaster management:

Blasting: Following measures will minimize the risks

• Shots not be fired except during day

• Muffled blasting to restrict flying fragments within 10 m.

• Adequate shelters or other protective structures to the workers at all times.

• Warning by siren to be audible within a radius of 500 meters.

Overburden

• A stone wall at a distance of about 50m around the toe of each active dump

• Prevention of failure of overburden slopes during the rainy season by

proper terracing of dump slopes. Maximum bench height of 30 m. will

be maintained.

Planting vegetation as early as possible over the overburden dump slopes;

• Provide drainage channels along the toe for additional protection to ensure a

distance 15 m between a dump and a bench. At mine closure a bench and

overburden dump to be separated from each other by a 6 to 10m wide trench.

General precautions:

Miners will be provided with personal protective equipments.

A small jeep will be used as ambulance for medical assistance.

Walky-talky communication between workers, drivers and a guard room at the foot

of hills will be provided.

A report of social activities will be submitted to the local authority, if desired.

Mining is restricted to one shift during the day will not warrant extra precautions.

Provision for transport of miners will be by the proponent.

There will not be any damage to property because there is none at the top.

Care will be taken for Emission control, Conservation of water, CSR. and safe

mining.
