V. Construction Schedule (Proposal Form)
The bidder will substantially complete all base bid work required such that the Lift Station is operable by August 31, 2018. Bidder further agrees to pay as liquidated damages the amount specified in the City of Sioux Falls’ current edition of the General Conditions for Public Improvements, Section 8.10, for each working day thereafter all base bid work that remains uncompleted beyond the substantial completion date. All remaining work not required to be completed by the substantial completion date and punchlist items will be completed by the final completion date of October 31, 2018. Bidder further agrees to pay as liquidated damages the amount specified in the City of Sioux Falls’ current edition of the General Conditions for Public Improvements, Section 8.10, for each working day all remaining work is uncompleted beyond the final completion date.

X. Project Review
Summary of Work (Section 01 11 00):
A. Description of the Project: Foundation Park Lift Station, LS No. 243, 47196 260th Street, Sioux Falls, SD 57107.
B. Concurrent Work: City will award separate construction contracts for lift station force mains (bids in July), Foundation Park sanitary sewer collection system and other utilities (Metro Construction Co.). Also, coordinate with the Marion Road Paving Contractor, Asphalt Surfacing Co.

A. Owner is responsible for hiring an independent testing laboratory to perform tests called for in specification (Section 01 45 10), except as otherwise noted.
B. Piping pressure testing by Contractor (Section 40 23 50).
XII. Contractor Questions
A. Questions during Pre-Bid Conference:
Question: Regarding American Iron and Steel (AIS) Certification, are waivers required to be submitted before the bid?
Answer: According to Page AIS-21 of the AIS Certification Form, documentation regarding any non-American made iron or steel proposed for the project must be submitted with the bid. The waiver process for any non-American made iron or steel must be initiated prior to the bid, as stated in Paragraph 5. b. of the form. Waivers that have not been initiated before the bid date and submitted with the bids will not be considered. Refer to Pages AIS-1 through AIS-20 of the SRF General Conditions for more detailed information.
Question: Will a backflow preventer be required on the building potable water supply, as well as the non-potable water supply?
Answer: Yes, to be addressed as a part of Addendum No. 1.
Question: Should piping supports and hangers be zinc plated or stainless steel?
Answer: Stainless steel.
Question: Who will be installing the Foundation Park sanitary sewer collection system?
Answer: Metro Construction Inc. Also, coordinate with the Marion Road Paving Contractor, Asphalt Surfacing Co.
B. Questions after Pre-Bid Conference:
Question: Is there retainage and if so how much?
Answer: The City of Sioux Falls does not withhold any retainage from construction progress payments.
Question: On the Bidder’s Activity Report are you wanting the subcontractors/suppliers that we are using in our bid on that form or everyone that bids us?
Answer: Regarding the Bidder's Activity Report, according to 49 CFR Part 26.11(c)(2): ""You must obtain the following information about DBE and non-DBE contractors and sub contractors who seek to work on your Federally-assisted contracts”.
Question: Are there any specific bid bond forms that the City of Sioux Falls prefers?
Answer: The City of Sioux Falls does not have a standard bid bond form. Provide bid security in accordance with Paragraph 4 of the Instructions to Bidders.

Question: Is the fiber cable being brought to the building by someone else or where does this come from? If so, will it be left long enough to go from the handhole to the fiber panel. If so, will they also handle the terminations?
Answer: In accordance with Drawing C106, all fiber optic cable will be provided by others (meaning the force main contractor, which will bid in July). The intent is for enough fiber optic to reach the lift station electrical room plus 50 feet of slack, which will be coiled in a junction box at the contract interface point where indicated. The Lift Station contractor will pull the coiled fiber optic cable provided by others to the lift station electrical room and make terminations as shown on the Network Diagram on Drawing E105.
Question: According to drawing E105, the fiber panel will also house the fiber to Ethernet switch. Will we also need a 120V receptacle in or near the panel for switch power?
Answer: Yes, provide need a receptacle inside the panel to feed a power strip.
Question: On the disconnect switches for the 100 HP VFD Raw Wastewater Pumps 1, 2, and 3 do you want auxillary switches installed in them to prevent VFD start while disconnect is in the off position. If so, will these wire back to the VFD or to the PLC panel?
Answer: Contacts are shown on Drawing E106 – Detail 1 (P-1-5-1 Pump Schematic). Provide wiring from disconnects back to VFD’s. This will be addressed as a part of Addendum No. 1.
Question: Can cables shown on the electrical one-line and PLC one-line diagrams be combined or do you want a conduit for each as detailed on E104 and E105? For example, the Ethernet cable from VFD to PLC shows a 1” conduit for each, but all 3 would fit in one 1” conduit piped from PLC and jumpered between each VFD?
Answer: Circuits can be combined, but need to keep each type separate (power, digital, analog, ect), If you are adding the Ethernet cables together, this conduit should be increased to 1-1/2" at a minimum. Still need to follow fill requirement for Ethernet cables.
XIII. Site Investigation
In accordance with the project specifications and City of Sioux Falls General Conditions, the Bidder is allowed, and encouraged, to investigate the site prior to bidding.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example: PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those

classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination * a survey underlying a wage determination * a Wage and Hour Division letter setting forth a position on a wage determination matter * a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

DESCRIPTION AIR-SHIELD LSR (liquid synthetic rubber) is an asphalt-free, single-component, synthetic rubber based liquid air/vapor and liquid moisture barrier. AIR-SHIELD LSR cures to form a tough, seamless, elastomeric membrane, which exhibits excellent resistance to air and moisture transmission.
USES AIR-SHIELD LSR has been specifically formulated to act as an air/vapor and liquid moisture barrier within the building envelope. It may be applied to most common surfaces and integrated into various wall systems. AIR-SHIELD LSR is suitable for both new construction and restoration.

APPLICATION Surface Preparation … All surfaces must be clean (free of all coatings and curing compounds), structurally sound, frost-free, and relatively smooth. Prepare substrate per manufacturer’s instruction prior to application of membrane. Exterior Sheathing Panels … Exterior sheathing panels are to be installed and fastened per manufacturer’s recommendation. Rough Openings and Protrusions … Refer to AIR-SHIELD ROUGH OPENINGS INSTALLATION GUIDELINES document available at www.wrmeadows.com for recommendations on protrusions and rough openings. Concrete Masonry Units … Before applying AIR-SHIELD LSR to CMU surfaces, patch all cracks, protrusions, small voids, offsets, details, irregularities, and small deformities with MEADOW-PATCH® 5 or MEADOW-PATCH 20 from W. R. MEADOWS at least two hours before application.
Application Method … AIR-SHIELD LSR may be applied by spraying or a 3/4" (19.1 mm) minimum nap roller. (For recommendations on spray equipment, consult W. R. MEADOWS technical staff.) AIR-SHIELD LSR may be sprayed on at the minimum coverage rate of approximately 17 - 22 ft.2/gal. (0.42 - 0.54 m2/L) (75 mils wet) (40 mils dry). Note: For roller applications or during periods of extremely hot weather, two coats may be necessary if the material begins to slump. Apply second coat after first coat has completely dried, approximately one to two hours after first coat. Frequently inspect surface area with a wet mil gauge to ensure consistent thickness. Work material well into any fluted rib forming indentations. Porous masonry block walls may require additional coats to obtain desired thickness. Curing and Drying ... Allow material to dry at air and surface temperatures of 20° F (-6.7° C) or higher. Curing times will be affected by relative humidity, temperature and airflow. The following times are given for average conditions
and standard thicknesses. Actual times may differ, depending on specific conditions present on job at time of application. It is recommended that AIR-SHIELD LSR be allowed to air dry to a tack-free film before application of specified insulation. Maximum exposure time for AIR-SHIELD LSR is four months. Tack-free film: 2 hours Full cure: 48 hours
Cleanup … Uncured AIR-SHIELD LSR cleans up easily while wet with water. Cured material is best removed by xylene or by mechanical means.
PRECAUTIONS AIR-SHIELD LSR is not designed to perform as a permanently exposed membrane. Maximum UV exposure period for membrane is four months. Keep containers tightly sealed. KEEP FROM FREEZING. Do not apply AIR-SHIELD LSR if rainfall or snow is forecast within 12 hours.

Joe has 21 years of experience dedicated to automation and control system integration. He attended North Dakota State University for three and a half years where he studied Electrical Engineering. Joe began his career at Sweeney Controls Company as a control panel technician, progressed to control engineer and to senior project manager. Joe now serves as the president of Sweeney Controls Company and provides leadership and direction for the Company's vision, growth and long term goals.

Josh Schoenberg – P.E. Systems Architect
Josh has 10 years’ experience in designing and implementing control systems for Sweeney Controls Company. He graduated in Electrical Engineering from North Dakota State University and continued his education receiving his professional engineering license.
As a System Architect, Josh is responsible for engineering functions that include system design and functional description as well as mentoring control system specialists.
As the son of a family owned construction business in Minot, ND, Josh learned early on his strong work ethics and family values. An area of special interest is process control systems.

Adam has over 7 years of experience working with controls and HMI systems. He attended North Dakota State University and is a graduate in Electrical Engineering. Adam pursued and obtained his Professional Engineering license from the state of North Dakota. As a Control Systems Specialist for Sweeney Controls, Adam is responsible for project engineering functions that include programming PLC, HMI, and reporting systems.

Jason Stewart - Field Service Technician
Jason has 4 years’ experience working with control systems and is a graduate in Construction Electricity from Minnesota State Community and Technical College. Jason started his career troubleshooting and repairing electrical, mechanical and hydraulic systems on automated machines in the oil fields of North Dakota. Jason started as a Control Panel Technician for Sweeney Controls Company and was responsible for the fabrication and construction of control panels. He was promoted to Field Service Technician and is now responsible for the interfacing, testing, startup and training for process control systems.
When Jason isn’t spending time with his wife and four daughters, he enjoys home remodeling projects and training with Brazilian Jiu Jitsu. Panel manufacturing experience with:

Berny Berndt - CAD Technician
Berny has 10 years of experience with control system building and design. He has a degree in Electronics Technology from the North Dakota State College of Science. Berny started his career as a control panel technician where he excelled and then progressed to a CAD Technician. He is responsible for project drawings, interfacing, testing, startup and training for various control systems.
In his free time Berny enjoy spending time with his wife and two children, fishing and running half-marathons in local events.
