The primary goal of the ISTE NETS Project is to enable stakeholders in PreK-12 education to develop national standards for educational uses of technology that facilitate school improvement in the United States. The NETS Project will work to define standards for students, integrating curriculum technology, technology support, and standards for student assessment and evaluation of technology use.

Scott City R-1 Schools and the NETSScott City R-1 Schools and the NETS

The Missouri Department of Elementary and Secondary Education identified 5 goals and 15 objectives to be realized by June 30, 2006. These goals state that Districts will establish and endorse state education technology standards for students, teachers, and administrators. Districts will also incorporate these standards in school improvement and technology plans. The state has adopted and endorsed the ISTE National Educational Technology Standards (NETS). The Scott City Board of Education and DESE have approved the Scott City R-1 CSIP and Technology Plans. Both plans call for the incorporation of the NETS. On January 21, 2004, the Scott City R-1 Board of Education adopted the NETS as applicable to the curriculum.

Educational Technology Standards and Performance Indicators for All Teachers

Performance indicators for each standard provide specific outcomes to be measured when developing a set of assessment tools. All teachers should be prepared to meet the following standards and performance indicators:

I. TECHNOLOGY OPERATIONS AND CONCEPTS.Teachers demonstrate a sound understanding of technology operations and concepts. Teachers:A. Demonstrate introductory knowledge, skills, and

understanding of concepts related to technology (as described in the ISTE National Education Technology Standards for Students)

B. Demonstrate continual growth in technology knowledge and skills to stay abreast of current and emerging technologies.

II. PLANNING AND DESIGNING LEARNING ENVIRONMENTS AND EXPERIENCES.Teachers plan and design effective learning environments and experiences supported by technology. Teachers:A. Design developmentally appropriate learning opportunities

that apply technology-enhanced instructional strategies to support the diverse needs of learners.

B. Apply current research on teaching and learning with technology when planning learning environments and experiences.

C. Identify and locate technology resources and evaluate them for accuracy and suitability.

D. Plan for the management of technology resources within the context of learning activities.

E. Plan strategies to manage student learning in a technology-enhanced environment.

III. TEACHING, LEARNING, AND THE CURRICULUM.Teachers implement curriculum plans that include methods and strategies for applying technology to maximize student learning. Teachers:A. Facilitate technology-enhanced experiences that address

address the diverse needs of students.

Technology Foundation Standards for All StudentsThe technology foundation standards for students are divided into six broad categories. Standards within each category are to be introduced, reinforced, and mastered by students. These categories provide a framework for linking performance indicators within the Profiles for Technology Literate Students to the standards. Teachers can use these standards and profiles as guidelines for planning technology-based activities in which students achieve success in learning, communication, and life skills.

Technology Foundation Standards for Students

1. Basic operations and concepts

Students demonstrate a sound understanding of the nature and operation of technology systems.

Students are proficient in the use of technology.2. Social, ethical, and human issues

Students understand the ethical, cultural, and societal issues related to technology.

Students practice responsible use of technology systems, information, and software.

Students develop positive attitudes toward technology uses that support lifelong learning, collaboration, personal pursuits, and productivity.

3. Technology productivity tools Students use technology tools to enhance learning,

increase productivity, and promote creativity. Students use productivity tools to collaborate in

constructing technology-enhanced models, prepare publications, and produce other creative works.

4. Technology communications tools Students use telecommunications to collaborate, publish,

and interact with peers, experts, and other audiences. Students use a variety of media and formats to

communicate information and ideas effectively to multiple audiences.

5. Technology research tools Students use technology to locate, evaluate, and collect

information from a variety of sources. Students use technology tools to process data and report

results.

1. Use input devices (e.g., mouse, keyboard, remote control) and output devices (e.g., monitor, printer) to successfully operate computers, VCRs, audiotapes, and other technologies. (1)

2. Use a variety of media and technology resources for directed and independent learning activities. (1, 3)

3. Communicate about technology using developmentally appropriate and accurate terminology. (1)

4. Use developmentally appropriate multimedia resources (e.g., interactive books, educational software, elementary multimedia encyclopedias) to support learning. (1)

As presented in the district technology plan, we have determined eight technology goals in order to meet the district mission statement, to educate students to be positive, productive citizens in current and future society, and the CSIP goal, that all graduates will be technologically literate. Goals 1, 2 4, and 5 relate directly to student achievement. Technology is integrated as a tool for learning in all disciplines. Through the study of technology, students find, analyze, and produce informative products; develop an awareness of the impact technology has on their individual lives as citizens of a world brought closer together via technology; and understand the ethical issues involved in technology.

Technology is integrated into all curricular areas and is specifically mentioned in Missouri Show-Me Standards Goal 2.7. Learning experiences gained through the use of technology will aid in the reaching of the following Missouri Show-Me Guidelines: Goals 1.1, 1.2, 1.4, 1.8, 2.1, 2.2, 2.3, 2.5, 3.6, 3.8, and 4.8 in addition to multiple Communication Arts, Social Studies, Mathematics, Science, and Fine Arts standards.

Guidelines (appropriate for grade level) are designed to promote student proficiency in their understanding of appropriate use of the equipment and software.
