TERMS AND CONDITIONS OF SERVICE

1. Terms and Conditions of Service

The terms and conditions applicable to this post are those of all NHS Employees.

2. Superannuation

You have the option to join the NHS Superannuation Scheme, to participate in the State Earnings Related Pension Scheme or to take out a Personal Pension.

Employee’s contributions to the NHS Scheme amount to 5.2% to 14.7% of salary (depending on rate of Pensionable Pay) and the employers’ contribution equates to 13.5% of salary. Employees in the NHS Scheme are “Contracted-out” of the State Earnings Related Pension Scheme and pay a lower rate of National Insurance contributions. Employees who choose to participate in the State Earnings Related Pension Scheme pay the higher rate of National Insurance contribution. A Stakeholder Pension is also available.

2. JOB PURPOSE

The department provides highly specialised advice to directors and senior managers on compliance with national mandatory requirements, standards and best practice and takes the lead in implementing these throughout the organisation.

The department advises operational staff on the implementation of both national and NWTCB infection control policies and procedures. The service is provided to all clinical and non-clinical disciplines within the organisation.

The post holder reports to Line Manager and supports this post in delivering Board wide infection prevention and control, decontamination, surveillance and cleaning services standards.Assists with the development and delivery on the proposed plans to facilitate adoption and compliance with National Standards, legislation and authoritative guidance, ensuring that all decisions and actions are based on sound risk management principles. The post holder will be a valuable member of the Infection Control Team who are responsible for developing and implementing an effective Infection Control Programme throughout NWTCB.

The post holder will assist in the day-to-day implementation of the Infection Control Programme, providing support and advice to the diverse range of departments within the Health Board and dealing with issues addressed within the main responsibilities of this job description.

3. ORGANISATIONAL POSITION

4. SCOPE AND RANGE

With the support of the Infection Control team, the ICN will provide advice, education and monitor the implementation of infection control policies and procedures board wide.

Functions delivered by the post holder:

Advice in relation to decontamination.Advice in relation to Healthcare Associated Infection (HAI). The post holder will assist the line manager with the management of the task/project work of the Infection Control programme.Statistical records will be kept to demonstrate monitoring of alert organisms, audit analysis, surveillance. No budgetary control.

5. MAIN DUTIES/RESPONSIBILITIES

Under the direction of the line manager:

Advise staff on the development of structures, strategies and processes to support a coordinated and effective approach to the management of infection control, decontamination, surveillance and housekeeping which meet all national standards and contribute to quality patient care.

Interpret and advise staff on national requirements and guidance in relation to infection control, decontamination and HAI. Assist the Line Manager in coordination, development and implementation of action plans to address these where necessary.

Provide professional advice in the area of infection control and promote high levels of competence in this area through developing policies, setting standards and educating, training and motivating all staff to adhere to these.

Provide clinical advice in the areas of infection control and promote high levels of competence in this area. Assist in the development of policies, setting standards and educating, training and motivating all nursing staff to adhere to these.

The post holder will contribute, as part of the Infection Control Policy Review Group, to the production of Control of Infection Policies, taking the lead in producing and reviewing assigned policies.

Identify and investigate outbreaks or incidents of infection should they occur. Advise on corrective action and monitor/ follow up to ensure that the incident or outbreak is effectively resolved and appropriately reviewed to inform future risk assessment and minimise the opportunity for recurrence. This includes informing Public Health where appropriate.

The post holder will coordinate with line manager, develop and maintain comprehensive infection control audit programmes to ensure the continuous review of infection control practices and of clinical environments. The post holder will ensure that results are reported back to clinical and non-clinical operational staff, managers and relevant committees promptly in an appropriate format to allow remedial action and service improvements to be undertaken. The post holder will review all action plans submitted by the appropriate staff.

Coordinate with the Line Manager, record keeping activities in relation to infection rates and correlate information for provision to national surveillance monitoring bodies. Liaising with these as necessary to ensure that NWTCB conforms to requirements and that feedback is appropriately interpreted and utilised for the benefit of the services.

The post holder will contribute to the development and implementation of the Annual Infection Control Planned Programme.

The post holder will contribute to the development of the Annual Infection Control Report.

Ensure the provision of housekeeping services complies with infection control standards.

Instigate and support research and development to advance patient care and service development.

The post holder will assist in risk assessing all aspects of the infection prevention and control programme for NWTCB.

The post holder will help develop the mandatory requirements for induction and in-service education within the Infection Control Programme and Learning and Development. This includes collaborating with the Line manager in the implementation of the NES programmes.

Patient/Public LiaisonThe post holder will provide written and verbal advice to patients, relatives/carers and visitors on infection prevention and control. Where required the post holder will advise the complaints department on the infection control aspects of any complaint from patients, visitors or staff.

Built Environment and Ancillary ServicesThe post holder will give infection control advice on engineering and building services; purchase of medical equipment; and contracting for hotel and other services which have implications for infection control such as cleaning, laundry, clinical waste and catering.

Quality StandardsThe post holder will work with colleagues and staff within their designated department to implement appropriate Clinical Governance Standards so that NWTCB may be assured that the security and quality of clinical services delivered conform with standards developed by NHS Quality Improvement Scotland and other appropriate bodies.

The post holder will work with colleagues and staff within his/her designated department to implement appropriate HAI Standards and in partnership with all appropriate clinical, non-clinical staff ensure that effective clinical and non clinical risk management and assessment processes are developed and implemented, within his/her designated areas, to eliminate or reduce potential hazards and safeguard the security of clinical services.

Time AllocationThe main function of this post is in the provision of a supportive clinical and educational role and with respect to the nature of the department the demands of the service can be unpredictable. The department provides an on call service and the post holder is expected to assist in the delivery of this service.

6. SYSTEMS AND EQUIPMENT

The post holder will be required to use the Microsoft Office Package in the completion of statistics. In addition the post holder will use Office Systems in the production of reports and presentations.

In performing and monitoring clinical care, competence is required in using LAB Centre, Ward View, Trackcare, Excel word and Powerpoint.

The post holder will also be confident in all aspects of caring for patients that require the use of

7. DECISIONS AND JUDGEMENTS

Under the Direction of the Line Manager:

Policy generation and reviewThe post holder will assist the Line Manager in the generation and review of all department policies within their allocated areas. In addition the post holder will be expected to help in the development of policies that have wider hospital influence.

Clinical CareConfident patient assessment is an important aspect of the role. The post holder will be a nursing professional with demonstrated knowledge and skills in their area of expertise.

8. COMMUNICATIONS AND RELATIONSHIPS

The post holder is expected to communicate with all levels of senior clinical and non-clinical staff within the NWTCB. Excellent communication skills are required since communication is a major component in persuading others to change their practice and adopt new policies and procedures.

The post holder is expected to have strong presentation skills and to be able to express a view convincingly and coherently, verbally and in writing.

The post holder will build and maintain effective communication between all members of the multidisciplinary team; across clinical and interdepartmental boundaries with confidence and sensitivity in pursuit of establishing trust and respect throughout the team.

The post holder will be required to occasionally deal with complex or stressful situations – negotiating with patients, staff and relatives. S/he will be required to provide advice, information and guidance and should be equipped to counsel patient’s staff and relatives where this is necessary.

This post holder must summarise and present complex information in a manner that is easily understood by the target audience, which includes staff at all levels of the organisation. Strict deadlines set by the Line manager, directors, committees and the SEHD all have to be met.

The work pattern is very unpredictable based on the requirements of clinical and non-clinical departments. Infection Control emergencies such as outbreaks take priority and require immediate action. As well as having to adjust and respond to the constantly changing and developing situation the post holder must be able to re-prioritise and address the original goals

The post holder will occasionally deal with distressed patients and relatives and explaining the rationale for infection control measures such as isolation.
