buildings are being used. Most of the IEEE 802.11 meetings are in this building, except the closing plenary on Friday, which is in the ITU tower.

9.4.2. Chair: Please note that at 6.15p, there will be departure announcements in the CICG and CCV buildings. Hence the tutorials are in the ITU tower. The power will be turned off in some of the buildings after 9pm on Tuesday evening.

9.4.3. Chair: Please note that eating and drinking (except water) is frowned upon within the CICG and CCV building rooms. This is due to the expensive electronics in the tables.

18.1. Local Server18.2. Please can you all use the local server for downloading documents. It has been pointed out that

there are also some dead spots regarding the IEEE 802.11 coverage in this building. Unfortunately there is nothing we can do at this time. The backhaul connection is fine.

18.3. In addition, there is no AP roaming in the CICG building, so if you move, please re-associate; otherwise you’ll find your signal rate adapting down to 1 Mbps.

19.3.1. Chair: Ian Sherlock cannot be here this week, but has nominated a representative instead.19.3.2. The 11ac certification was launched in June and so far 63 products have currently been

launched. This is a certification of 11ac draft 3.0. Therefore there will be a further certification of the complete 11ac amendment in the future.

19.3.3. There is also:19.3.3.1. Miracast (1000 products)19.3.3.2. Wi-Fi Direct Services

19.3.4. Regarding IEEE 802.11u, Hotspot 2.0 which is official known as Passpoint. The initial take up was rather slow, but there are now 128 products which have been produced. Passpoint Release 2 will be launched later this year.

19.3.5. Regarding IEEE 80.11 ad (60 GHz), the WiGig Alliance has now merged into the WFA and this will help to push this technology.

19.3.6. There is also a network power save (from IEEE 802.11v) initiative which should be complete in 2014.

19.3.7. It is important for many people to be involved in the certification of products, so please consider coming along to the Wi-Fi Alliance.

19.3.8. The next WFA meeting is in Brussels in October 2013.19.3.9. Chair: There was a liaison regarding HEW SG that was sent to the WFA regarding HEW

SG use cases. Does anyone know what the status of the HEW SG use case document is?19.3.10. HEW SG Chair: It will be reviewed tomorrow and hopefully sent by the end of this

week.19.3.11. Chair: So, hopefully the WFA can then provide some feedback in our November 2013

meeting.

and WORM. Within RAN, they also have a project working on WLAN-Cellular interworking.

19.9.2. IEEE Executive Director: I would like to thank the ITU for not only hosting this IEEE 802 plenary but also for their ongoing co-operation and support with the IEEE.

19.9.3. I’d also like to thank the IEEE professional staff and of course the IEEE volunteer members. IEEE 802.11 is one of the jewels in the crown of the IEEE and has an amazing impact on the world.

19.9.4. There are now over 450,000 members of the IEEE and it will run 1400 conferences this year.

24. Proposed Rule Changes for IEEE 802 (ec-013-32r1 & ec-013-9r10)

24.1. VC1: This is a presentation about proposed IEEE 802 rule changes.24.2. In addition to the 5 Criteria section, there are also other changes to the document.24.3. These will be potentially adopted from July 2013.24.4. Q: regarding the 3 stages of checking the CSD (5C), it is because they change?24.5. VC1: Yes, it does quite often change during the course of a project.24.6. Q: Is this to be voted this week?24.7. VC1: Yes, during the Friday plenary.24.8. Q: Regarding TGaf, it has progressed from being a TV Whitespace technology to a form of

control for all bands. The use of this technology is much more widespread than initially expected.

24.9. VC1: Specifically for TGaf, the answer is no. Anything before July 2013 is exempt from the extra review steps.

24.10. Q: How could something like OmniRAN or Emergency Services comply with these reviews, regarding business plans and market share?

24.11. VC1: Not sure. That’s a detailed question specific to those sort of projects, but does not affect the new rules about the new review process itself.

24.12. Chair: Comments on these changes will still be accepted up to 5pm today. If you have any, please let myself or the VC1 know.

25. IEEE-SA Board of Governors (BoG) update

25.1. VC1: There are elections in August for the IEEE-SA BoG. This includes the positions for IEEE-SA President 2015-2016 and the Association Board of Governors at Large 2014-2015. Please can any IEEE-SA members here consider these elections and look at the candidates as currently only 15% of IEEE-SA members vote.

31.3. Q: The maximum TGah attendance was just for the initial slot. After this it dropped considerably.

November and to encourage them to produce a PAR.34.5.4. Q: Ok, but it doesn’t sound as though there is a full endorsement for a SG extension at

this point. I’d prefer not to have yet another small IEEE 802 working group.34.5.5. OmniRAN Chair: I understand those concerns. The outcome should be that a PAR goes

into one of the existing IEEE 802 working groups, not create a new IEEE 802 WG. It looks as though discussions with IEEE 802.1 will occur if OmniRAN moves forward.

34.5.6. C: I think that OmniRAN had to address EC questions, which interrupted their progress. Therefore I think it would be unfortunate to terminate this study group at the moment.

34.5.7. Q: I don’t understand where this PAR would go.34.5.8. Chair: The PAR would be done by an existing IEEE 802 WG.34.5.9. VC1: Remember that we are used to the tradition that a PAR created by a study group

must reside within that working group. This is not necessarily true. A PAR can be exercised somewhere else. Indeed the work can be shared between many working groups.

34.5.10. C: The IEEE 802 standards lacks an intermediate level of description (e.g. a stage 2 description). It has evolved in many diverse directions. Therefore compared to 3GPP and wired standards, IEEE 802 appears to have no coherent structure. Therefore OmniRAN will move to repair a gap that exists in IEEE 802.

36.1. Chair: This is a summary of the comments that IEEE 802.11 made on the IEEE 802 PARs and what responses were received from those IEEE 802 groups working on the PARs.

36.2. Q: Regarding the statement about ‘recommended practice defining a protocol’, this would appear to be a standard not a recommendation.

36.3. A: There is already a precedent within IEEE 802.15 where a recommended practice defines a protocol. In addition, nearly everything in IEEE 802.15 is mesh based and this fills a gap.

36.4. VC1; Ok, but a recommend practice defines a way a doing things, not defining a new protocol. So, if the statement says ‘refers to protocols’ as opposed to ‘defines a protocol’.

36.5. A: Ok, that would be fine for IEEE 802.15.36.6. Chair: regarding IEEE 802.1, they have a concern about whether 802.15.4 could relay IEEE

802.1Q control frames?36.7. A: Yes, we did have that discussion. IEEE 802.15.4 uses short addresses, which are assigned

by the PAN coordinator. Therefore we don’t feel that this technology is suitable for IEEE 802.1Q bridging.

36.8. Chair: my feeling is if IEEE 802.1 is not happy about this, then this PAR may not be approved.36.9. Q: regarding the IEEE 802.3br comments on slide #25, what does ‘intersperse express traffic’

actually mean?36.10. A: Yes, I know that it does not make sense.36.11. C: Additionally I’d prefer the reference to the tutorial to be placed within section 8.1 of the

PAR itself.36.12. Q: As some of these IEEE 802 groups haven’t responded to our comments, how will the

40.1. VC1: This is an update to the document that was mentioned on Wednesday regarding various IEEE 802 rule changes based on comments received this week.

40.2. The new term for “5 Criteria” is “Criteria for Standards Development” (CSD).40.3. Q: Do you mean changes from the document that was presented in the IEEE 802.11 mid-week

plenary.40.4. VC1: Yes, from r10 to r1140.5. Q: Regarding making the CSD persistent, won’t you have to keep a consistent record through

the life of the project? Doesn’t this require extra effort to do this?40.6. VC1: IEEE 802.3 has been doing this for many years and this way forward has been suggested.40.7. Chair: There is broad support of these changes within the EC. I’d like to suggest that we

support this and see how it goes.40.8. Q: How are we going to perform such an IEEE 802.11 review?40.9. VC1: At sponsor ballot time, the PAR normally goes out with it. In future each working group
