REPORT TO MAYOR AND COUNCIL PRESENTED: JULY 20, 2009 - SPECIAL MEETING REPORT: 09-109 FROM: ENGNEERING DIVISION FILE: 5400-01 SUBJECT: RENAMING OF FRASER HIGHWAY IN ALDERGROVE RECOMMENDATION(S): That Council receive the “Renaming of Fraser Highway in Aldergrove” report; and further That Council approve the commemorating of Fraser Highway between 264 Street and 268 Street as Veteran’s Way. EXECUTIVE SUMMARY: At their regular meeting of May 25, 2009, Council requested that staff explore options of renaming a portion of Fraser Highway between 264 Street and 270 Street as Veteran’s Way to honour the many veterans and serving members of the Canadian Forces from Langley who have laid down their lives in service of their country in the first and second world wars. Changing the name of a road presents confusion in way-finding, cost implications for private property and business owners who must change all their stationary, ads, and billing information, and requires extensive mapping changes. As an alternative, a road or portion of a road c an be commemorated whereby additional signs are installed as a parallel or alternative reference to the exis ting road name. The Engineering Division recommends commemorating F raser Highway from 264 Street to 268 Street as Veteran’s Way, while retaining the name of the road as Fraser Highway. PURPOSE: This report responds to the request of renaming a portion of Fraser Highway as Veteran’s Way.

RENAMING OF FRASER HIGHWAY IN ALDERGROVE

Page 2 . . .

BACKGROUND/HISTORY:

Following a presentation by John L’Henaff of the Royal Canadian Legion, Branch 265; Councilrequested that staff to explore options of renaming a portion of Fraser Highway between264 Street and 270 Street as Veteran’s Way.

DISCUSSION/ANALYSIS:

In the past, the Township has commemorated roads as a way of preserving history andhonoring significant contributions to the community, while retaining existing road names.Retaining the existing name of Fraser Highway will avoid future way-finding confusion and willnot require any residents or businesses to undertake the costs of changing any of their billinginformation, business cards, ads, or company stationery. At the same time, this approach willallow all existing mapping information to remain current.

In order to commemorate the portion of Fraser Highway between 264 Street and 268 Street, theEngineering Division is proposing the installation of three signs as shown on Attachment A.These locations were chosen where sufficient space is available to place the signs.

Correspondingly, the easterly directional sign is proposed to be located in a green area near268 Street instead of 270 Street and the directional sign to the west is proposed for location atthe entrance to a green pathway system just east of 264 Street. A third sign is proposed forlocation in front of the Legion. Some preliminary options for the design of the signs are shownin Attachment B. Staff is also looking into providing some plantings around the signs as well.

Respectfully submitted,
