    The Odessa City Council becamethe last taxing entity tovoteon theirredistricting plans, unanimously approving Plan 5-A during their meetingTuesday.Similar to the four other taxingentities, council members voted for theredistricting map whichwill move the least people from district to district.Under Plan 5-A, only 5,733 people will be moved compared to the 11,085people that would have moved n Plan 5-B."In all honesty, I didnt like either one ofthose plans. I like mydistrict," District 3 Representative Barbara Graff said. "(But) in 5-B,my district would be cut up more. That's difficult on people."

    With Plan 5-A 2,349 people will move from District 2 to District 4; 1,832 people will move from District 4 toDistrict 3; 983people will move from District 3 toDistrict 5; and 569people will move from District 3 to District1.District 3will havea 63.4 percent Hispanic population andDistrict 5will havea 72 percent Hispanicpopulation. The population deviation between the smallest district (District 1) and the largest district(District 2) is 5.8 percent,which is within the 10 percent federal guidelines to ensure votes have equalweight between the districts.

    The Ector County Commissioners Court showed Monday you can'tmake everyone happy all of the time, but you can still get a unanimousvote.Commissioners voted on revised redistricting plans for the county inresponse to objections raised by Commissioner Armando RodriguezJuly 18 at what was supposed to be the redistricting task force's finalpublic hearing on the first map. Following a process that began in April,Rodriguez raised objections at that hearing about the distribution ofminority voters.Commissioners approved the new Plan A redistricting map, despiteRodriguez's objections about minority distribution.

    Rodriguez said some of the people who approached him did not believe minorities were represented wellenough in Precinct 3, which caused quite a stir in previous redistricting meetings and was also the vehicle forthe creation of a third map plan.Rodriguez helped create Plan C with the county demographer, a plan that was sent to commissionersWednesday.

    An Ector County commissioner would like to see the Hispanicpopulation compose up to 75 percent in several districts because, hesays, those numbers are needed to overcome Hispanics' lack ofbelief in the electoral system and their tendency not to vote.But as governments redraw lines to reflect the 2010Census data, others oppose "packing" a particulardemographic into a district to try to get a politicaladvantage, even as they disagree on w h at that advantagewould be.Pet. 4 Commissioner Armando Rodriguez surprised fellow task forcemembers Monday during what was supposed to be the final meetingof the Ector County Redistricting Task Force by asking for changesto a proposed county map that he had previously approved.

    Rodriguez also said he wants some districts in the county's taxing entities to have higher minoritynumbers - as much as 70 to 75 percent because so many Hispanics have a tendency to not vote."I believe a lot don't believe in the system, and it is our job to convince them to vote," Rodriguez said.

"In a way it's just like government itself. Create a disaster and demand that they bethe one to clean it up."Rodriguez has seized upon Moore's work and used it as an example of why he said he believes Hispanicnumbers should be closer to 75 percent for some districts after redistricting. If leaders like Leal andUranga don't vote in every election, Rodriguez said, that shows Hispanics have a tendency not to vote."Our job is to convince them to vote with a lot of community involvement and leadership," Rodriguez said."I have asked people to get out and vote. I think a lot of people didn't realize that there are lists that showif you vote or not."Other members of the committee, including Redford, agreed to go back to thedrawing board on the maps, but say there is more of a sense of urgency now to get the maps tothe federal Justice Department."If I wanted to be a jerk I could have ram -rodded it through (over Rodriguez's objections), but that is notthe best way to handle things," Redford said.Speaking during the Monday meeting, local NAAC P president G ene Collins was also against theproposed maps, and he too said the task force was packing minorities, although not on purpose.

    Presentations were made by Arturo Michel, a partner with the law firm Thompso n & Horton andredistricting expert Leslie Johnston. This is the third census they have helped the coun ty with, Michel said.The task force faces a few challenges. The state is drawing up its own redistricting proposals, which mayaffect local efforts. There is also a time factor. Once a final decision is made by the taxing entities, theplans must be app roved by the Justice Department, which could take at least 60 days. R edistricting wouldideally be finalized between August and October to avoid conflict with 2012 primaries in March, Michelsaid.According to fed eral guidelines, the deviance in po pulation betwe en the sm allest and largest district m ustnot exceed 10 percent. Because of the area's growth, s everal of the taxing entities had districts that areout of compliance. The county had the smallest deviation overall, with a 10.3 percent difference. The cityis the largest, with a deviance of 21.4 percent.
