    Koyna (Maharashtra):At 4.20am on December 11,

    1967, a mega-tremor measuring7.5 on Richter scale shook parts

    of western Maharashtra. With

    its epicentre within 5km of the

    Koyna dam, the quake flattenedmuch of the Koynanagar town-

    ship near the dam, killing

    around 200 people and render-

    ing several homeless. Theimpact was felt up to a distance

    of 700km from the epicentre.Prior to the construction of the

    dam, the area around Koynawas considered to be

    seismically stable.

    Latur (Maharashtra): Withits epicentre near Killari, in aregion regarded as aseismic,

    this earthquake of magnitude of

    6.3 tore Indias understanding

    of seismicity asunder. It rum-bled at 3.56am on September

    30, 1993, leading to an official

    death toll of 7,601 in

    Maharashtra, with nine peoplekilled in Karnataka. Over 16,000

    people were injured and 30,000

    houses were destroyed.

    Jabalpur (MP): On May 22,1997, thousands were injured

    and 48 people were killed in theaftermath of this tremor, meas-

    uring 6 on Richter scale. The

    quake caused widespread dev-

    astation in and around Jabalpur.

    Bhuj (Gujarat): With a magni-tude of 7.9, this king-sized

    quake made life a living hell for

    most of those who managed to

    survive. On January 26, 2001, at

    8.46 am, 19,727 people lost theirlives, 1.66 lakh were seriously

    wounded, 3.48 lakh homes were

    destroyed and 8.44 lakh homes

    damaged when the earth rever-berated loudly underneath Lodi,

    about 20 km from Bhuj. The eco-

    nomic losses caused by this

    quake are conservatively placedat $1.3 billion. Around 16 million

    people are believed to have

    been affected directly or

    indirectly by this quake.

    The four biggies that shook the country

    The IIT-Bombay study, whichupped Mumbais hazard ante, isnow up for peer review. In Febru-ary, DNA was the first to report

    the conclusion of a doctorate studentsthesis that the seismicity the frequency,intensity, and distribution of earthquakesin a given area of the megapolis ismuch higher than what was establishedby the Bureau of Indian Standards (BIS).

    The study, conducted over a period offive years by researcher Kishor Jaiswaland Professor Ravi Sinha of the depart-ment of civil engineering at IIT-Bombay,

    has now been published in the Februaryissue of the prestigious Bulletin of theSeismological Society of America.

    With its focus on determining theearthquake susceptibility of peninsularIndia parts of southern and most ofcentral and western India the researchhas pinned a higher hazard potential forMumbai.The study talks of higher quakeforces for the city and some parts of Gu-

    jarat for the first time. Loosely speaking,this means upgrading Mumbais earth-quake susceptibility from Zone III to ZoneIV though the zoning system while alsotaking other factors into account.

    The study stresses that structural de-signs need to be ready for upgradation,though there is some good newsfor the citys conscientiousbuilders; all the Transfer of De-velopment Rights and mercilessload on the citys finite real estatehas not contributed to its higher hazardpotential. Professor Sinha dismisses theconnection between the citys higher seis-micity and its seamless high rises.

    In a categorical conclusion, the studystates that the seismic hazard for differentregions of peninsular India,clearly indi-cates higher levels of hazard for most ofthe rifting zones.Rifting zones being theareas most prone to earthquakes, thestudy essentially seeks to scale up theseismicity standards for high-risk regionsin these parts of the country.

    The BIS is currently studying the re-port, Sinha says, and its committee thatlays down seismicity standards, couldwell upgrade or alter the regionscodes according to the new data madeavailable.

    Though one of the most stable land-masses of the Indian plate, peninsular In-dia (10 to 28 degrees North; 68 to 90 de-grees East) has had four damaging earth-quakes in the recent past - Koyna (1967),Latur (1993), Jabalpur (1997) and Bhuj

    (2001). The occurrence of these largeearthquakes, says the study, have demon-strated that an urgent need exists to makecomprehensive efforts to delineate activesource zones in peninsular India.

    The seismic zoning maps prepared byBIS have been primarily based on histori-cal information, represented by an epi-central map.Using the zoneless approachfor seismic hazard estimation, which isalso used by the US, the study finds, thedesign parameters in the Indian stan-dards may significantly underestimatethe seismic hazard in some regions of

    peninsular India.The zoneless approach is useful

    in instances where the under-standing of tectonic settings re-ferring to the forces or conditions

    within the earth that cause movements ofthe crust of a region is poor, thestudy explains.

    Exploring the feared link betweendams and quakes, the study says thatlarge reservoirs could compound the seis-micity measure of the area, but the over-all increase in seismicity after the 1960s,is not just due to reservoirs but also tothe numerous moderate earthquakes thatoccurred in the Rann of Kutch region,southern craton, or eastern and westernpassive margins. A craton is a geologicalfeature indicative of the areas seismicity.

    Sinha says,Before the Koyna dam,thearea was not prone to huge tremors. Thisled to the belief that dams caused earth-quakes. Weve shown that dams cannotcause quakes,but may trigger one if thereis an existing propensity.

    The quake triggered by a dam may notbe such a bad thing, he contends, as itcould possibly thwart another one inthe future.

    Noting that for the large, quiet portions

    of peninsular India, there was no infor-mation about earthquake history, thestudy conjectures that this can be owedto the sparse instrumental networkavailable.

    For many of these quieter areas,says Sinha, it is possible that very largeevents happened, but because of thevolatility of political regimes in thosedays, the records could have gotten lost.Therefore, the absence of data for this pe-riod is not sufficient to accord lower zon-ing to a region or to assume they are safe,he argues.

    Rumbling noisesThe researchers have scaled up the

    quake force grading for Koyna andparts of Gujarat.

    Quake forces are measured in peakground acceleration (PGA).

    Mumbai with a PGA level of 0.16g (thatis 16% of acceleration due to gravi-ty) is recommended a higher quakeforce of 0.24g.

    For parts of the Koyna region, a higherquake force corresponding to 0.36g

    instead of 0.24g is recommended.
