DESCRIPTION

Bangladesh is a disaster prone country in the world. Due to Geographical disadvantage, the environment, losing balance of power, are facing various catastrophe like inundation, Tornados, drought, Erosion of river, earthquake, various cyclone, fogginess, white squall and so on. Bangladesh is river mothered country. The erosion of river for over flow of water, destroy the location of river side and all the inhabitants lose their all sort of livelihood and livestock and took shelter being pauper in the hovel on the high land or roads. Not only that, but also, men and industries’ created catastrophe become the bane for calamity and people use to live in alarming plight. And also, by the horrific effect, all sort of assets, lives, livelihood, livestock and other resources of the locality may fall in danger. It does not destroy only the located people, also create obstacle for National and economical resources of the country. Though it is a disaster prone country but long term’ Disaster Management plan’ has not been prepared for saving the human being, their all sort of resources, livelihood, animals and other asset, rather have been given importance to rehabilitation and on relief. Recently Government of Bangladesh has taken an initiative on the subject ‘Disaster Management Planning’ through CDMP 2. To implement the plan in action, primarily has taken an initiative for indication ‘Disaster Risk’ through conversation with all sorts of local people, Union and Upazila Management Committee. For Preparedness and reducing risk ‘Disaster Management Plan’ has provided to Badalgachhi Upazilla by indicating ‘local disaster risks’ through ‘Disaster Management Plan’ which will be efficacy for the forthcoming days.At the time to providing the Plan all classes of people like male, female, cultivator, landless people, aged person, local elite persons, Union and Upazila Disaster Management Committee Members (UzDMC) were congregated. Locally this conspicuous doings have been done by the hard toiling of Shushilan Staffs and related analysis individuals. Disaster Management Committee of Badalgachhi Upazilla under Naogaon District have provided this plan by efficacy toiling and restless endeavor. All kinds of important heart rending calamities as, awareness creation among family members and locality, to take preparation for facing risk would have to use local recourses, replacement of living assets and people to a safety place, rescue impediment people, necessary goods indication, and relief distribution have been included in the Upazila ‘Disaster Management Plan’. If that plan come into being all kinds of calamities would be reduce and all sorts of materials of the people would be safe. Not only that, but also have included preparation before and after disaster, mitigation disaster by using Local resources, social assets, safety places, indication the causes of disaster, disaster warning sign, mostly disaster prone location, climate changes and its horrific effect, development sectors and name of the local volunteers as well as organization.I am giving thanks from my core of heart to those very persons who have taken part and have given advice, like all Government and Non-Government Organizations and local persons to perform the conspicuous act in good manner. I am confident; this Disaster Management Plan which has prepared by the coherent cooperation of local people, Local Governances and other local organizations should help to Disaster Management Committee and other sectors (Government, International and National NGO, as well as Donor) to perform all acts as a overall plan.

    1st Chapter : Introduction of local areas 1.1 Breakdown

    Recommended to develop for work plan on Permanent disaster adesabalite reduce risk and contingency planning with including upazila, pourashava and city coporation level disaster management work. Comprehensive Disaster Management Program (CDMP) to take very importantly Disaster Management Work Planning. Stability, fruitfull, intensive and resultbased working system of planning depand on relative working institutions, organization and participation of local community. The Planning of Disaster Management will be developed for 3 to 5 year. Bangladesh is one of the most disaster vulnerable country in the world map. More or less most of the districts of this country are disaster affected. Among these districts Gaibandha district is one of them. Gobindoganj upazila of Gaibandha district is very dister vulnerable area. The main disaster in this area are (breakdown) river broken, flood, storm, north-western storm (kalboishakhi) sanding in corps field, drought and cold wave etc. Each of the union of Gobindoganj upazila are affected by different types of disasters in each year and the community lives and their earning sources are seriously affected by the disasters. Though each year there are different disasters occure in these areas but we can not see any reflection in district/upazila level work plan. This Disaster Management work plan developed for Gobindoganj upazila as a part of comprehensive disaster management.

    1.2 Basic objectives of the planning :

    Creat awareness among the community about disaster risk at family and social level and identify they way of risk reduction from all kinds of disasters at family, social, union administration, upazila and district administration level.

    Develop management implementation and risk reduction through utilization of local resources by developed local initiatives.

    Local level development planning exercise and implement instant rehabilitation management, remove, recover and demand identify of relief.

    Development strategic document for mentioned period and a mentioned area

    Develop a comprehensive plan to work for Disaster Management Committee and related sectors like govt. international and national level NGO, donors etc.

    Provide direction to develop planning and implementation for Disaster Management related parthers.

    To conscious ownership, effective partnership, and sincere participation to related community disaster management.

    1.3 Introduction of local area :

    1.3.1 Gographical location of the upazila :

    Short description of the Upazila

    The Upazila is under Gaibandha district.

    Name of Unions around the Upazila : Palashbari Sadar in the North, Kichok and Dewali in the South, Kochua and Bonarpara in the East and Ghoraghat City Corporation in the West.

    Short description of the rivers, canals, dams, Roads etc.: There are 6 (six) rivers named Katakhali, Alai, Bangali, Kororoya, Akhira and Noleya.There are 14 (forteen) canals named Bhavrar khal, Vita Shakhil khal, Sonatola khal, Magharar khal, Bera khal, Krore gasha khal, Jhoulapara khal, Kuripara khal and Nowbhanga khal. The total lengths of canals are 90 kilometers. 65 (sisty five) kilometers length of 12 dams, total road length 2,174 kilometers, brick build 412 kilometers, haringbod (HBB) road 846 kilometers and raw ground road 916 kilometers.

    The Upazila is situated almost 77 kilometers from Division.

    1.3.2 Size (Area) : Earths natural situation like as soil, water, forest, mine etc. The area of this upazila is 460.42 square kilometers. All of the area of this upazila is plain land. Most of the land areas are loam soil, some of the areas are sandy and some are etala. The main sources of the water are tube-well. Almost 85% to 90% people uses tube-well water. There is no forest and mine assets in this area.

    1.4 Short description of infrastructure and non-infrastructure related information:

    1.4.1 Infrastructure

    Dams: There are 12 dams in Gobindogonj upazila which length of total 66 kilometers :

    Horirumpur Union : There is a 8 kilometers length and 20 feet hight dam at Horirumpur union. It is from Trimohoni ghat to Borodoho ghat. It is situated in ward No. 6, 7, 8, and 9.

    Talukkanupur Union : There is a 5 kilometers length and 7 to 8 feet hight dam at Talukkanupur union. It is from Katakhali to Boro Narayanpur. It is situated in ward No. 6, 7, 8, and 9. Almost 50% areas are broken of the dam. Katabari Union : There is a 7 kilometers length and 10 to 12 feet hight dam at Katabari union. It is from Full har dungger dor to Fakirgonj. It is situated in ward No. 3, 4, and 5. Rakhalburuj Union : There is a 12 kilometers length and 10 to 12 feet hight dam at Rakhalburuj union. It is from Nayapara Krishnopur to Nayapara Horinathpur Bishnopukur. It is situated in ward No. 1, 2, 7, 8 and 9. Fulbari Union : There is a 7 kilometers length and 12 feet hight dam at Fulbari union. It is from Shakpala to Maladhor. It is situated in ward No. 1, 2, 3, 4, and 5. Dorobosto Union : There is a 7 kilometers length and 10 feet hight dam at Dorobosto union. It is from Bishonathpur to Bogulagari. It is situated in ward No. 4, 7, 8, and 9. Nakai Union : There is a 4 kilometers length and 7 to 8 feet hight dam at Nakai union. It is from Noliya Sluise gate to Borodoho Madrasha DB road. It is situated in ward No. 6, 7, 8 and 9. Shibpur Union : There are 2 dams of 6 kilometers length and 7 to 8 feet hight 2 at Shibpur union. One dam is located from Toronipara to Shibpur and other is from Kocha Shohor to Pachguchi Bazar. It is situated in ward No. 4, 8 and 9. Gumanigonj Union : There is a 3 kilometers length and 12 feet hight dam at Gumanigonj union. It is from Shapmara Chairman bari to Kaiyagonj. It is situated in ward No. 5.

    Mohimagonj Union : There is a 4 kilometers length and 12 feet hight dam at Mohimagonj union. It is from Baluya Rakhalburuj Shimana to Bhangabari ghat. It is situated in ward No. 3. Shapmara Union : There is a 3 kilometers length and 20 feet hight dam at Shapmara union. It is from Chockrahimpur to Shahebgonj. It is situated in ward No. 9.

    Sluicegate : There are 10 (ten) Sluicegate in Gobindogonj Upazila

    Horirumpur Union: There is a Sluice gate at Harirumpur Union. It is situated in the joining point of the Alai River. The Sluicegate is fully active. Rakhalburuj Union: There is a Sluice gate at Rakhalburuj Union. It is situated in the joining point of the Katakhali River. The Sluicegate is affected and do not work properly. Dorobosto Union: There are 4 (four) Sluicegates at Dorobosto Union named Bishonathpur, Hatiayadoho, Gosaipur and Rahla. All the Sluicegates are situated on the river of Korotoya. The all Sluicegates are fine and work properly. Nakai Union: There are 2 (two) Sluicegates at Nakai Union. Those are situated in the joining point of the Korotoya. The all Sluicegates are fine and work properly. Kochashohor Union: There is a Sluicegate at Kochashohor Union. It is situated in the joining point of Vatrer canel. The Sluicegate is fully out of order. Mohimagonj Union: There is a Sluicegate at Mohimagonj Union. It is situated in the joining point of the river Bangali. The Sluisegate is fine and work properly.

    Bridges: There are 440 Bridges including small and big in Gobindogonj Upazila

    Horirumpur Union: There are 25 bridges including small and big in Horirumpur Union. The bridges are situated in Songkorgonj-2, Trimohoneeghat, Taluk Sonaidanga-2, Chockpakhera-2, Rampura, Bonerpara joining road, Rampura Jouleepara, Croregacha-2, Pakhera-2, Bajuniyapara, Rampura Mazar, Rampura School, Rampura Possim Para, Nakai-2, Horipur Purbopara, horirumpur-2, Possim Pogil. The bridges are over the river Alai, Katakhali, Konchidober nala and Pogail nala. Talukkanupur Union: There are 35 bridges including small and big in Talukkanupur Union. The bridges are situated in Chiorgram, Damudorpur-2, Debpur, Soto Jamalpur-2, Chock Singhodanga-2, Fulbari, Nojorer Bhanga-2, Bahadurpur-2, Kapasia-2, Raghobpur-2, Nodhapur Kaligola-3, Uttar para, Somspara, in front and behind of Babular bari, Nodhapur, Jamalpur-3, in front of Uttar Soyghoriya school, Sundail mor, Bera Maloncha-2 and Komol Narayanpur-2. They are over the river of Katakhali and Naleya. Some are bridges are made in the middle of the road for water flowing. Katabari Union: There are 60 bridges including small and big in Katabari Union. The bridges are situated in Fulhar Dunggar Dor-6, Betara Road-5, Boghdoho Road-4, Fakirgonj-4, Pulpara Road-5, 2 Nos. Katabari-4, Kamdia road-6, Fulher Road-4, Betara-3, Kathalbari-2, 5 No. Katabari Road-4, Boghdoho Belabari Road-6. Bara bashalia-3, Bera Bujruk Road-4. Some bridges are on the river Korotoya and some are over the marshs (bil). Some are bridges are made in the middle of the road for water flowing. Rakhalburuj Union: There are 40 bridges including small and big in Rakhalburuj Union. The bridges are situated in Lontoal (Gheedanga)-3, Nayapara Krishnopur-2, Chandpur Singa-4, Chandpur-2, Uttar Dhormopur-2, Puiyagari, Lontola-3, Avirampur-4, Moynatoli, Dorgapara, Madardoho-4, Gubindonagar-2, Polashbari-2, Bottoly-3, Horinathpur-2 and Rakhalburuj-4. Two bridges are on the rive Topshiya. Besides these some of the bridges are situated over the marshs (bil) and some are middle of the road for water flowing. Fulbari Union: There are 25 bridges including small and big in Fulbari Union. The bridges are situated in Khansapara-2, Kundarpara-2, Nachikuchi-3, Deghali Fulbari-2, in fron of Fulbari High School, Bamonkuri-2, Boro Sohagee-2, Shampur, Foteullahpur-2, Sakdoho-2, Kunderpara, Kunja maloncho-3, Bagdoriya and Katakhali. There are some bridges over the Bangali River.

    Dorbosto Union: There are 40 bridges including small and big in Dorbosto union.     Irregation Facilities: There are 194 Deep Tubewell and 5,585 Shallow Machines in Gobindogonj Upazila. The water of these Deep Tubewells and Shallow Machines has been used for irrigation.
