FEMA RequirementProblem Statement

• DLA Troop Support needs to procure large quantities of 4 specific PPE items for 78 FEMA designated locations within 90 days, while maximizing domestic sourcing as much as possible.

• Projected requirement is as follows (as of 11 May 2020): 1) Level 1 Isolation Gowns: 69,568,0972) Medical Gloves (pairs): 1,108,155,6403) Medical Face Shields / Goggles: 37,991,0884) Surgical Masks: 66,607,752*** TOTAL 7600B VALUE = $450M

• 7600B signed on 12 May 2020, transferring responsibility to DoD/DLA.

COVID-19 PPE Acquisition Approach

• Immediate Goal – Maximize domestic firms to secure isolation/surgical gowns and surgical face mask over next 90 days-Transfer of FEMA contracts to DLA-DLA initiated acquisitions

• Longer Term Goal – Transition to a Berry Amendment compliant solution-Working to identify sustained requirement to allow industry

to fully invest in a 100% domestic solution• Urgency-For FEMA-For Industry

• Solicitations for surgical face masks and isolation/surgical gowns-Continue the path toward eventual Berry Amendment
