    CAPART's thrust is directed towards promoting innovative and integrated projects foremployment, income generation, creation of community and fulfillment of basic needs likehousing, drinking water, sanitation. CAPART has now come up with the sub guidelines under Pcschemes are as follows:

    Micro financeMicro planning (adopt a village program)Drought proofing in drought prone areasInnovative housing programmesHealth and SanitationSustainable development and organic farmingEducationEnvironment and Energy

    (i) Micro-finance: CAPART in its effort to bring about sustainable development has chosen thpath of self help groups (SHG) and Micro-finance, which is more sophisticated and sustainableform of financing. Main objective of the program is to pace the formation and strengthening oand to improve upon quality of the groups by extending promotional and capacity buildingtraining support.It aims at taking a pro active role required to utilize the potential of SHGmovement for poverty alleviation by linkages, income generation programmes could easily bewithin the scope of the program and the SHGs themselves.

    (ii) Micro planning (Adopt a Village Programme) : This scheme endeavors towardintegrated rural development activities through experimental and innovative efforts over aperiod of three years.Desirous VOs having a good track record of working with the people oCAPART at either the concerned Regional Center or HQ as per suggested format.Here againthough-varied activities could be taken up a s per suggested format.Here again though variedactivities could be taken up as per justification and need, thrust areas are to be provided basedon a definite a strategy to be adopted for the implementation of a Comprehensive ActionPlan.Empowerment issues are to be a normally taken up first only, to be followed byinfrastructure related or income generation activities.Schemes purely or infrastructure will not beentertained. Ideally, CAPART funds must be used to mobilized the people , empower them, sothat they can stand on their own feet and demand the schemes and projects due to them fromeither the government or other agencies

    Public Co-operation is one of the Scheme of CAPART, which has its focus on kill up gradationEmployment and Income generation activities for the weaker sections especially fodisadvantaged sections of the village society. The thrust is directed towards promotinginnovative and integrated which have is replicable potential on sustainable and equitable basis. Ialso emphasis on the involvement and active participation of the target groups from itsdesigning, planning stage to actual implementation mid-way course corrections, monitoringevaluation, operationalisation and maintenance of activities/assets at their own even after theproject duration is over.

    It has been felt that the collective efforts can only makes a community/society to improve thestandards and life-style of rural households. In order to bring the like minded people, groupformation is one of the methodology through which process of decision, designing an appropriateproposal by considering the availability of local resources like material, man and marketing andthereafter its maintenance. Empowering the groups through skill development and capacitybuilding programmes becomes an integral component of a project. The project also needs to bdeveloped and workout the marketability of the products so that better returns of value addition

    could be entertained by the Self Help Groups (SHGs). The exposure and opportunities to thetarget beneficiaries about the latest development of technologies, processes, strategies andmethodologies are also encouraged.The programmes having its replicability are specially haveits strong parameter.

    The Scheme encourages the integrated village development plan focus on establishing linkageswith other programmers/activities y various state/central government institutions. It will facilitateto dovetail the efforts, identify linkages and eek convergence of activities in the v illage(s) so thaall available resources could be converged and effectively utilized. The available resources from

    financial institution/Bank also need to be ex lore for the holistic develo ment of the communit .

    The proposal developed through the active consultations of the beneficiaries and afteconducting a detailed PRA exercise (Identification of their problems, resources availableutilization of manpower) followed by their involvement in terms of labour/financial contributionhelp in delivering the desired results for the improvement of the quality of life.

    In case of bankable activities like funds to purchase milch cattles, machineries equipments fothe individual beneficiaries shall not be normally considered. However their empowermenthrough training, provision of collective/community facilities strengthening SHGs or marketingsupport (through backward and forward linkages) are welcome. Infrastructure and salarydominated proposals are also not considered for support.

    While labour intensive technologies are normally be adopted during the implementation of the

    project, use of labor force may not suffice or may not be available or ma be highlyuneconomical or two time consuming.

    It is expected from the projects as the result/outcomes that the activities leads to employmenand income generation and sustain even after he duration of project is over. Social returns likeimprovement in the quality of life f of the rural households, increase in their awareness levelself reliance also the major parameters, in judging the success of the Programme. Replicabilityof the modal so developed, in other areas with minor changes/ modifications in also welcomeand appreciated.
