DIVISION OF RESEARCH Sponsored Research Services submit a 3-Year Budget, along with a budget justification, and reallocate this line-item under Subcontractors group in your budget and budget narrative. GFK Custom Research, LLC has been classified as a contractor because we will execute a contract with them to purchase their services to administer the Texas public survey. These services are the core business of GfK and hence part of the company's normal business operations thatit conducts for other clients within a competitive business environment. No GfK personnel will be named or identified as having key roles in the proposed product. Responsibility for the design of the survey instrument and analysis of the resulting data resides solely with TexasA&M. The PI will review and approve all actions taken by GfK to administer the survey. The contract and associated statement of work will be executed in Year 3 of the project, when this particular research is scheduled to take place. The Institute for Science, Technology and Public Policy has a successful working relationship with GfK, having contracted with them since 2013 to successfully administer surveys. Under UTSMC(Subrecipient): They have requested "Gift Cards" to compensate each patient ($400). Please have them remove these 'gift cards’ as these are not allowable. Federal funds are not used to offer targeted program participants incentives (e.g., gift cards) to entice participation. This cost is prohibited under OMB Circulars. Have them remove this cost from their budget accordingly. This item in the budget and the budget justification has been revised to remove the reference to gift cards. Instead, funds are being requested to pay a ’de minimis’ amount to compensate participants for their time and transportation. The amount, $10 for each focus group participant, is not an enticement or inducementfor people to do somethingthey would not have done otherwise, but rather a respectful compensationfor their time and intellectual contribution. The participants’ input is a vital part of our research in to people's knowledge, perceptions, and values concerning gene drive. _An additional budget adjustment is requested. ‘In our submitted budget, we estimated travelexpenses to participate in the 2018 Professional Development Conference in New Braunfels,TX($1,073). These funds are no longer needed for that reason as the conference location was

changed to College Station, negating the need to travel. We wish to repurpose those monies,along with the $1,881 no longer assigned to catering and the $600 reduction in Materials andSupplies, to support travel for the PI and Co-Pls to attend the Pl meeting for Biotechnology RiskAssessment Grants Meeting being held in Maryland in May 2018. The travel to this meeting is tobe covered from thegrant and thisexpense was not included in the original budget. Theestimated costs for the PI and Co-Pls to travel to the BRAG is $3,450.;

Total Project Funds Requested: $497,397

A. SENIOR/KEY PERSONNEL1. PI Kent Portney will devote 0.30 calendar months/yearto provide overall project

direction and coordination with the Co-Pls, the external advisory committee (EAC),and othermembersof the project team to ensure successful completion of the project.Portney will supervise Institute for Science, Technologyand Public Policy (ISTPP)staff workingon the project. He will oversee and participate in the identificationofstakeholders, development of in-depth interview guides for stakeholders, design andanalysis of the Texaspublic survey questionnaire, analyzedata, and prepare reports,manuscripts, and presentation materials to disseminate the project’s findings.(Requested Funds - $20,530)Co-PI Zach Adelmanwill devote 0.24 calendar months/yearto coordinate theinteractionsbetween the technical scientists responsible for the four case studies andthose delineating theirpotential ecological implications as well as to coordinate theoverall interactionsof the technical scientists withthe PI and the subcontractinginstitution (Co-Pl Heitman). He will be responsible, along withthe PI, forimplementingthe suggestions of the EAC as appropriate and assisting withoverallimplementationof the project. 6. Fringe Benefits are estimated in accordance with the TexasA&M University SystemOfficeofBudget and Accounting Procedures for FY 2018. Facultyand staff benefitsare estimated at 16.8% of salary plus group health insurance of $746 month/FTE.Thefringe rate for waged workers is 10%. Total Fringe Benefit Costs - $20,293.

7. Total Personnel Costs - $1 18,276

C. TRAVEL1. Travel funds are requested for membersof the project team to travel from

College Station, TX to Lubbock, TX to conduct the IPM ResearchDissemination Workshop ($3,952).At the workshop, the project team willwork with 1PM Program Specialists and Extension Agents (IPM personnel) toprepare community engagement and outreach materials for the IPM personnelto disseminate at the Community Outreach Meetings theyconduct. At thesemeetings, the IPM personnel will also administer a briefassessment that theproject team will use to evaluate the effectiveness of the materials used.(Requested Funds: $3,952 in Year 1)Funding is requested to pay travel costs to Riverdale, MD for the PI and Co-Pls to participate in the 2018 Meeting for Biotechnology Risk AssessmentGrants Program. They will present informationabout thisproject, networkwithother awardees and federal regulatory scientists from USDA, APHlS-BRS, FDA. ($2,300 in Year 1).The team will attend the 2019 annual Professional Development Conference(location TBN) to update the attendees on progress and findings to date and to

receive their feedbackon theirexperiences withpresenting informationaboutgene drive at Community Outreach Meetings ($1,173 in Year2). (RequestedFunds - $2,246)Funding is requested for the project team to attend a varietyof CommunityOutreach Meetings in multiple locations throughoutTexas (Year 1 $9,000;Year2 $18,000; Year3 $9,000). The locations selected will ensure that a widerange of community members and stakeholders are included. The project team

will listen to attendees’ input as well as ask and answer questions in follow-upto 1PM personnel’s presentation of the community engagement and educationmaterials. (Requested Funds - $36,000)

D. OTHER DIRECT COSTS1. Materials and Supplies

1. Funding is requested for purchasing office paper, folders, and postage. The

paper and folders will be used to prepare materials to handout to stakeholderswho participate in the focus groups, interviews, and community outreachmeetings. These handouts will include materials thatpresent the case scenarios,assessment, and feedback forms. In addition, some survey questionnaires maybe distributed via U.S. mail so paper and envelopes along withpostage would bepurchased for thispurpose. (Requested Funds - $1,500; $500 each year)

$6,000)Funding is requested to pay for light meals for the initial Project Team Meetingheld jointlywith the EAC ($594), and for two IPM Research DisseminationWorkshops attended by IPM personnel and membersof the project team ($1,287)The light meals will help maximizethe continuity and productivity of thesemeetings and workshops. PPRI will administer the in-depth telephone interviews of approximately250stakeholders including training the interviewers about specifics of theproject,programming the specialized software for conducting the interviews,contactingstakeholders, scheduling appointments, completing interviews,coding the data, and providing the collected data along with a methodologyand coding report to the PI. (Requested Funds - $21,750 in Year2)

Based on the delayed onset determination for the IRB, I've drafted a response for item 1. I'dappreciate your input on this section specifically.

I agree with Liz and have been working with the Elizabethat SRS since yesterday on rephrasing these

items to avoid the red flags.Zach, I'd also thought about trying to re—budget for travel to the BRAG. I've drafted our response to

include that but am looking for guidance on those who are more experienced with doing this.
