GFK Custom Research, LLC has been classifiedas a contractorbecausewe willexecute a
contractwith them to purchase theirservices to administer the Texaspublic survey.These services are thecore business of GfK and hence part of thecompany's normalbusiness operations thatit conducts for otherclients withina competitive businessenvironment. No GfK personnel willbe named or identifiedas having key roles in theproposed product. Responsibilityfor the design of thesurvey instrument and analysis ofthe resulting data resides solely with TexasA&M. The PI willreview and approve allactions taken by GfK to administer thesurvey. The contractand associatedstatementofwork willbe executed in Year3 of theproject, when thisparticular research is scheduledto take place. The Institute for Science, Technologyand Public Policy has a successfulworkingrelationship with GfK, having contractedwith themsince 2013 to successfullyadministersurveys.
Under UTSMC(Subrecipient):They have requested "Gift Cards" to compensate eachpatient ($400). Please have them remove these 'gift cards’ as these are not allowable.Federal funds are not used to offer targeted program participants incentives (e.g., giftcards) to entice participation. This cost is prohibited under OMB Circulars. Have themremove thiscost from their budget accordingly.
This item in thebudget and thebudget justificationhas been revised to remove the reference to
gift cards. Instead, funds are being requested to pay a ’de minimis’ amount to compensateparticipants for their time and transportation. The amount, $10 for each focus group participant,is not an enticementor inducementfor people to do somethingthey would not have doneotherwise, but rathera respectful compensationfor their time and intellectual contribution. Theparticipants’ input is a vital part of our research in to people's knowledge, perceptions, andvalues concerning gene drive.

_An additional budget adjustment is requested. ‘In our submitted budget, we estimated travelexpenses to participate in the 2018 Professional Development Conference in New Braunfels,TX($1,073). These funds are no longer needed for that reason as the conference location was
changed to College Station, negating the need to travel. We wish to repurpose those monies,along with the $1,881 no longer assigned to catering and the $600 reduction in Materials andSupplies, to support travel for the PI and Co-Pls to attend the Pl meeting for Biotechnology RiskAssessment Grants Meeting being held in Maryland in May 2018. The travel to this meeting is tobe covered from thegrant and thisexpense was not included in the original budget. Theestimated costs for the PI and Co-Pls to travel to the BRAG is $3,450.;

C. TRAVEL1. Travel funds are requested for membersof the project team to travel from
College Station, TX to Lubbock, TX to conduct the IPM ResearchDissemination Workshop ($3,952).At the workshop, the project team willwork with 1PM Program Specialists and Extension Agents (IPM personnel) toprepare community engagement and outreach materials for the IPM personnelto disseminate at the Community Outreach Meetings theyconduct. At thesemeetings, the IPM personnel will also administer a briefassessment that theproject team will use to evaluate the effectiveness of the materials used.(Requested Funds: $3,952 in Year 1)Funding is requested to pay travel costs to Riverdale, MD for the PI and Co-Pls to participate in the 2018 Meeting for Biotechnology Risk AssessmentGrants Program. They will present informationabout thisproject, networkwithother awardees and federal regulatory scientists from USDA, APHlS-BRS, FDA. ($2,300 in Year 1).The team will attend the 2019 annual Professional Development Conference(location TBN) to update the attendees on progress and findings to date and to
receive their feedbackon theirexperiences withpresenting informationaboutgene drive at Community Outreach Meetings ($1,173 in Year2). (RequestedFunds - $2,246)Funding is requested for the project team to attend a varietyof CommunityOutreach Meetings in multiple locations throughoutTexas (Year 1 $9,000;Year2 $18,000; Year3 $9,000). The locations selected will ensure that a widerange of community members and stakeholders are included. The project team
will listen to attendees’ input as well as ask and answer questions in follow-upto 1PM personnel’s presentation of the community engagement and educationmaterials. (Requested Funds - $36,000)
D. OTHER DIRECT COSTS1. Materials and Supplies
1. Funding is requested for purchasing office paper, folders, and postage. The
paper and folders will be used to prepare materials to handout to stakeholderswho participate in the focus groups, interviews, and community outreachmeetings. These handouts will include materials thatpresent the case scenarios,assessment, and feedback forms. In addition, some survey questionnaires maybe distributed via U.S. mail so paper and envelopes along withpostage would bepurchased for thispurpose. (Requested Funds - $1,500; $500 each year)
