    PART 1 - GENERAL

    1.1 DESCRIPTION OF .1 Work under this contract covers the supply of all labour,WORK equipment, materials, and supervision as required to construct

    a new three (3) storey plus basement training accommodationfacility (97 bedrooms), and associated site work, asdescribed/detailed within the tender documents.

    1.2 CODES AND .1 Perform all work in accordance with National Building Code ofSTANDARDS Canada (NBC), Canadian Electrical Code (CEC), National

    Plumbing Code of Canada, and all other applicable Federal,

    Provincial and Municipal codes. In the event of conflict betweenany provisions of above authorities, the most stringentprovision shall apply.

    .2 Materials and workmanship must conform to or exceed

    applicable standards of Canadian General Standards Board(CGSB), Canadian Standards Association (CSA), AmericanSociety for Testing and Materials (ASTM) and other referencedorganizations.

    .3 Conform to latest revision of dated referenced standards as

    reaffirmed or revised to date of the specification. Standards or

    codes not dated shall be deemed the edition in force on thedate of specification.

    .4 Environment: perform all work in accordance with theCanadian Environmental Protection Act, the Fisheries Act, theCanadian Wildlife Act, the Transportation of Dangerous GoodAct, and any other relevant legislation, guidelines, or codes ofpractice.

    .5 Refrigeration and air conditioning systems: The installation

    and commissioning, and demolition of all refrigeration and airconditioning systems shall be done in accordance with theFederal Halocarbon Regulations (2003), which includes

    provisions for certification of workers, leak testing andreporting, charging the system and reporting, etc..1 A certified worker is a journeyman who holds a Heating,Refrigerating, and Air Conditioning Institute (HRAI) card.

    .6 High voltage (13.8 and 25 kV) work: comply with the

    requirements of the Engineer Services Company StandardOperating Procedures (SOP) C3, Annex B, the OntarioElectrical and Communication Utility Code (OESC), and theCanadian Electrical Code..1 This clause applies to all high voltage on the Garrisonexcept for the domestic private married quarter (PMQ) area,

    Housing Authority (CFHA)..2 A "qualified person" shall act as the Person in Charge(PIC) for the authorized contractor for a work site.

    .1 "Qualified person" is defined as a utility employeein the OESC, but can also be a journeyman electrician..2 "Person in Charge" is the same as Employee inCharge as defined in the OESC..3 "Authorized contractor" is the contractor who hasbeen awarded the contract by the successful bidder to dohigh voltage work on the Garrison.

    .3 The PIC shall assume all duties and responsibilitiesoutlined in the OESC and the SOP, including having in their

    possession a written Guarantee of Isolation (GOI), andremaining continuously on site while the work is beingperformed, or hand the PIC responsibility to another qualifiedemployee following all official handover procedurerequirements in accordance with industry standards..4 The Contractor is to ensure that the system is groundedand safe.

    1.3 TERMINOLOGY .1 The word "Provide" shall mean "supply and install".

    .2 The work "Indicated" shall mean "as shown on the drawingsand/or noted in the contract documents."

    1.4 ROUGHING-IN .1 Be responsible for obtaining manufacturer's literature and forcorrect roughing-in and hookup of all equipment and fixtures.

    1.5 CUTTING, .1 Execute cutting, fitting and patching of work that may beFITTING AND required to make work fit properly together to receive or bePATCHING received by other work.

    .2 Obtain Defence Construction Canada (DCC) Representative's

    approval before cutting, coring or sleeving loadbearingmembers.

    .3 Make cuts with clean, true, smooth edges. Make patches

    inconspicuous in final assembly.

    .4 Where new work connects with existing and where existingwork is altered, patch and make good to match existing work.

    .5 Fit work airtight to pipes, sleeves, ducts, and conduits.

    1.6 LOCATION OF .1 Location of equipment, fixtures and outlets indicated orEQUIPMENT specified are to be considered as approximate.

    .2 Locate equipment, fixtures and distribution systems to provideminimum interference and maximum usable space inaccordance with manufacturer's recommendations for safety,access and maintenance.

    .3 Inform DCC Representative of impending installation and

    obtain his approval for actual location.

    .4 Submit field drawings to indicate relative position of variousservices and equipment when required by DCCRepresentative.

    1.7 ADDITIONAL .1 The DCC Representative may furnish drawings to theDRAWINGS Contractor to assist the proper execution of the Work. These

    additional drawings will be issued for clarification purposesonly. Such drawings shall have the same meaning and intentas if they were included with the original plans.

    1.3 Work by Others .1 Co-operate with other Contractors in carrying out theirrespective works and carry out instructions from DCCRepresentative.

    .2 Co-ordinate work with that of other Contractors. If any part of

    work under this Contract depends for its proper execution orresult upon work of another Contractor, report promptly to DCCRepresentative, in writing, any defects which may interfere with

    proper execution of Work..3 Work of Project executed during Work of this Contract, and

    which is specifically excluded from this Contract:.1 Telecommunications wiring and terminations.

    1.4 Contractor Use .1 Contractor has unrestricted use of site until Substantialof Premises Performance. Extent of site is indicated on the site plan.

    .2 Contractor shall limit use of premises for Work, for storage,and for access.

    .3 Co-ordinate use of premises under direction of DCC

    Representative.

    .4 Obtain and pay for use of additional storage or work areasneeded for operations under this Contract.

    PART 1 - GENERAL

    1.1 Existing .1 Notify, DCC Representative and utility companies of intendedServices interruption of services and obtain required permission.

    .2 Where Work involves breaking into or connecting to existingservices, give DCC Representative 5 business days notice fornecessary interruption of civil, mechanical or electrical servicethoughout course of work. Minimize duration of interruptions.Carry out work at times as directed by governing authorities withminimum disturbance to pedestrian and vehicular traffic.

    .3 Provide alternative routes for personnel, pedestrian and

    vehicular traffic where interruptions are such that access toand from is no longer available.

    .4 Establish location and extent of service lines in area of work

    before starting Work. Notify DCC Representative of findings.

    .5 Submit schedule to and obtain approval from DCCRepresentative for any shut-down or closure of active serviceor facility including power and communications services.Adhere to approved schedule and provide notice to affectedparties.

    .6 Provide temporary services when directed by DCCRepresentative to maintain critical building and tenant systems.

    .7 Provide adequate bridging over trenches which crosssidewalks or roads to permit normal traffic.

    .8 Where unknown services are encountered, immediately

    advise DCC Representative and confirm findings in writing.

    .9 Protect, relocate or maintain existing active services. Removeabandoned service lines within 2 m of structures. Cap andotherwise seal lines at cut-off points as directed by DCCRepresentative.

    .10 Record locations of maintained, re-routed and abandoned

    service lines.

    .11 Construct barriers in accordance with Section 01 56 00 -Temporary Barriers and Enclosures.

    .12 All known existing underground utilities must be hand exposedif conflicting with the installation of new work.

    meetings bi-weekly or monthly as required.

    .4 DCC Representative will record minutes of meetings and

    PART 1 - GENERAL

    1.1 Definitions .1 Activity: An element of Work performed during course ofProject. An activity normally has an expected duration, andexpected cost and expected resource requirements. Activitiescan be subdivided into tasks.

    .2 Bar Chart (GANTT Chart). A graphic display of

    schedule-related information. In typical bar chart, activities orother Project elements are listed down left side of chart, datesare shown across top, and activity durations are shown asdate-placed horizontal bars. Generally Bar Chart should bederived from commercially available computerized project

    management system.

    .3 Baseline: Original approved plan (for Project, workpackage, oractivity), plus or minus approved scope changes.

    .4 Construction Work Week: Monday to Friday, inclusive, will

    provide five day work week and define schedule calendarworking days as part of Bar (GANTT) Chart submission.

    .5 Duration: Number of work periods (not including holidays or

    other nonworking periods) required to complete an activity orother Project element. Usually expressed as workdays or

    workweeks..6 Master Plan: A summary-level schedule that identifies major

    activities and key milestones.

    .7 Milestone: A significant event in Project, usually completion ofmajor deliverable.

    .8 Project Schedule: The planned dates for performing activities

    and the planned dates for meeting milestones. A dynamic,detailed record of tasks or activities that must be accomplishedto satisfy Project objectives. Monitoring and control processinvolves using Project Schedule in executing and controlling

    activities and is used as basis for decision making throughoutproject life cycle.

    .9 Project Planning, Monitoring and Control System: Overall

    system operated by DCC Representative to enable monitoringof project work in relation to established milestones.

    1.2 Requirements .1 Ensure Master Plan and Detail Schedules are practical andremain within specified Contract duration.

    .2 Plan to complete Work in accordance with prescribedmilestones and time frame.

    PART 1 - GENERAL

    1.1 Fire Department .1 DCC Representative will co-ordinate arrangements forBriefing contractor for briefing on Fire Safety at pre-work conference by

    Fire Chief before work is commenced.

    .2 Permits are to be obtained for hot work and all hot work is tobe closely coordinated with DCC Representative.

    1.2 Safety .1 Fire Safety Requirements: provide a Fire Safety Plan inRequirements, Fire accordance with the National Fire Code of Canada (NFCC

    Orders and 2005) Section 5.6.1.2 specific to the area of work. The FireRegulations Safety Plan shall be submitted to the DCC Site Representative

    within 10 business days of contract award and be approved bythe Garrison Fire Chief prior to the commencement ofconstruction or demolition operations. A copy of the approvedFire Safety Plan shall be posted and maintained on site and theContractor shall ensure that all persons accessing the site arebriefed on, and adhere to, the requirements of the Fire SafetyPlan. The Fire Safety Plan will also incorporate and complywith the requirements of the Garrison Fire Orders. TheAdministration Section of Engineer Services Company andDefence Construction Canada maintain copies of the Standing

    PART 1 - GENERAL

    1.1 Reference .1 Within text of each specifications section, reference may beStandards made to reference standards.

    .2 Conform to these reference standards, in whole or in part asspecifically requested in specifications.

    .3 If there is question as to whether any product or system is in

    conformance with applicable standards, DCC Representativereserves right to have such products or systems tested toprove or disprove conformance.

    .4 Cost for such testing will be born by DCC Representative inevent of conformance with Contract Documents or byContractor in event of non-conformance.

    .5 Conform to latest date of issue of referenced standards in

    effect on date of submission of Tenders, except where specificdate or issue is specifically noted.

    1.2 Quality .1 Products, materials, equipment and articles (referred to asproducts throughout specifications) incorporated in Work shall

    be new, not damaged or defective, and of best quality(compatible with specifications) for purpose intended. Ifrequested, furnish evidence as to type, source and quality ofproducts provided.

    .2 Defective products, whenever identified prior to completion of

    Work, will be rejected, regardless of previous inspections.Inspection does not relieve responsibility, but is precautionagainst oversight or error. Remove and replace defectiveproducts at own expense and be responsible for delays andexpenses caused by rejection.

    .3 Should any dispute arise as to quality or fitness of products,

    decision rests strictly with DCC Representative based uponrequirements of Contract Documents.

    .4 Unless otherwise indicated in specifications, maintain

    uniformity of manufacture for any particular or like itemthroughout building.

    .5 Permanent labels, trademarks and nameplates on products

    are not acceptable in prominent locations, except whererequired for operating instructions, or when located inmechanical or electrical rooms.

    1.3 Availability .1 Immediately upon signing Contract, review product deliveryrequirements and anticipate foreseeable supply delays for anyitems. If delays in supply of products are foreseeable, notifyDCC Representative of such, in order that substitutions orother remedial action may be authorized in ample time toprevent delay in performance of Work.

    .2 In event of failure to notify DCC Representative at

    commencement of Work and should it subsequently appearthat Work may be delayed for such reason, DCCRepresentative reserves right to substitute more readilyavailable products of similar character, at no increase inContract Pr
