CHAPTER-I
INTRODUCTION
One of the main causes of impoverishment of the rural areas of Assam has been the
recurrent floods which result in the degradation of agricultural soil, loss of life and property and
great suffering to the affected people.
In Assam, a set of Executive Instructions for dealing with such situations was issued in
1959. There were many comments and suggestions for a revision of the instructions and also for
a systematic approach to these problems. In 1976, the Government of Assam codified the
instructions and issued the Assam Relief Manual. This Manual, as amended and revised from
time to time, lays down the steps to be taken in preparation for floods and other natural
calamities and for rescue, relief and rehabilitation once the calamity has taken place. The Assam
Relief Manual has been updated as Assam State Disaster Management Manual and is under the
process of cabinet approval. The most important role has been assigned to the Deputy
Commissioners and the Sub-divisional Officers under the overall guidance and supervision of the
Divisional Commissioners. They have been asked to minimize the damage to life and property
by a predetermined, planned and timely approach to the problem. The factors which cause such
damage have been identified as lack of preparedness, failure to give timely warning to the people
of the exposed areas likely to be affected by flood, dearth of boats, inability to communicate
immediately with the affected areas, inadequate coordination between departments, officials and
voluntary agencies, unplanned action and time-lag in mobilizing resources. The Divisional
Commissioners, the Deputy Commissioners and Sub-divisional Officers are required to take
action to obviate these inadequacies and to remove the bottlenecks.
Nalbari is one of the flood prone districts of Assam. There are several nos. of rivers and
tributaries in Nalbari which originates from Bhutan hills. They are Pagladia, Baralia, Nona,
Ghagra, Mora Chowalkhoa, Mora Pagladia, Tihu and Kaldia etc. They flows through the heart of
the district and merges in the river Brahmaputra. The topography of the area is hot and humid,
subjected to heavy rainfall during summer with a maximum rainfall of 1000mm. Sometime, due
to incessant rain in the Bhutan hills, all the tributaries flow through the district causing breaches
of the embankment and guide bunds including overflow through the river bank. Again, due to
continuous raining, the flood water of these tributaries submerges roads and bridges. After flood,
there arises the problem of erosion, breaches of the road embankment and epidemic outbreak.
Therefore, it is of utmost importance to initiate preparedness measures before the flood
season to act affectively during flood.

CHAPTER-II
FLOOD AND ITS MANAGEMENT
2.1. Flood:
Flood is a state of high water level along a river channel or on the coast that leads
to inundation of land, which is not usually submerged. Floods may happen gradually and
also may take hours or even happen suddenly without any warning due to breach in the
embankment, spill over, heavy rains etc. Around 12% of the country’s land area is prone
to floods which means around 40 million hectares are prone to flood and annually on an
average 8 million is affected by floods. The most flood prone are the Brahmaputra,
Ganga and the Meghana basins. The states are Uttar Pradesh, Bihar, West Bengal, Assam
and Orissa.. The frequency and intensity of floods has grown in the country over the
years primarily because of the increased encroachment of flood plains. Interestingly,
while the number of deaths caused by flooding has decreased over the last decade, the
number of affected populations and economic losses has increased significantly. These
trends demand better preparedness at national, provincial and local levels to make sure
that appropriate and effective response measures are taken during flood emergency to
minimize the loss of lives and properties.
Apart from an effective disaster response system, it is important to have a good
flood prevention and mitigation system to achieve objectives of vulnerability reduction.
State governments have come forward to take up mitigation programmes like
construction of raised platforms, embankments, flood walls, sea walls along the various
flood prone rivers, To mitigate flood losses, mostly earthen embankments, drainage
channels and a number of town protection works have been undertaken which have
provided a reasonable degree of protection. Several non-structural measures, such as
flood forecasting and warning and flood-proofing programmes, have also been taken. To
minimize flood damage the basic approach is to prevent floodwaters from reaching the
damage vulnerable centres. The Flood Forecasting Network of CWC sends information
to all the major flood prone inter-State river basins in the country. Information from
satellites is used for mapping and monitoring flood prone areas. The Central Water
Commission (CWC) under the Ministry of Water Resources issues flood forecasts and
warnings. A flood alert is issued well in advance of the actual arrival of floods to enable
people to take appropriate measures and shift to safer places.
2.2. Flood Mitigation Strategies:
There are two different ways to mitigate floods: -
1. Structural
2. Non- Structural
Structural measures are in the nature of physical measures and help in “modifying
the floods”, while non- structural measures are in the nature of planning and help in
“modifying the losses due to floods”. In the structural measures we keep the water away
from people and in the non-structural measures to try to keep the people away from
water. All of these works can be individually divided into long term and short-term
measures.

Structural Measures:
a) Embankments: Embankments have been extensively used for protection against floods
of important towns and lands. However, the embankments are now the best means of
communication in the flood-prone areas and are being recklessly used for transportation
of materials by tractors and other heavy vehicles. During floods, people shift to the
embankments for temporary shelter and often settle down there for good. Thus,
embankments and their slopes become permanent settlements to flood victims and their
livestock. It messes up proper maintenance, and embankments become susceptible to
breaches during floods. Whenever there are lapses in maintenance, the protected areas are
exposed to serious flood hazards.
b) Water Shed Management: Timely cleaning, de-silting and deepening of natural water
reservoir and drainage channels (both urban and rural) must be taken up.
c) Reservoirs: The entire natural water storage place should be cleaned on a regular basis.
Encroachments on tanks and ponds or natural drainage channel needs to be removed well
before the onset of monsoon.
d) Natural water retention Basins: Construction and protection of all the flood
protection embankments, ring bunds and other bunds. Dams and levees can also be
constructed which can be used as temporarily storing space which reduces the chances of
lower plains getting flooded.
e) Buildings on elevated area: The buildings in flood prone areas should be constructed
on an elevated area and if necessary on stilts and platform.
However, complete flood control in terms of structural methods of flood
protection are neither economically viable nor these are environment friendly. Therefore,
non-structural methods are becoming popular in mitigating flood disaster.
Non Structural Measures:
a) Flood Plain Zoning: Flood plain zoning, which places restrictions on the use of land
on flood plains, can reduce the cost of flood damage. Local governments may pass laws
that prevent uncontrolled building or development on flood plains to limit flood risks and
to protect nearby property. Landowners in areas that adopt local ordinances or laws to
limit development on flood plains can purchase flood insurance to help cover the cost of
damage from floods.
b) Flood Forecasting and warning: These are issued for different areas mostly by the
Central water Commission/ Meteorological department and by the State Water Resource
Department.
However, an effective Warning System is one that can release warning in
advance, i.e. 72hrs, 48hrs and 24hrs. It can change the existing scenario substantially and
render informed decision making in adopting proper measures towards disaster
preparedness, mitigation, control, planning and management. This kind of advance
warning can help the authorities for better flood preparedness and also effective flood
mitigation. Therefore, initiatives have to be taken to modernize the operation of Flood
Forecasting & Warning as Nalbari district is covered under Flood Early Warning System
(FLEWS) Project where flood sms alerts are given by North East Space Application
Centre (NESAC), Govt.of India, Shillong, Meghalaya with at least six to seven hours
lead time.

Floods, which are a natural hazard, need not become a disaster, if we are prepared and are
aware of how to deal with them. This would reduce the losses of life and minimize
human suffering. This guide lists simple things one can do to stay safe and protect one
from floods.
Before flooding occurs 1. Know the route to the nearest safe shelters that you area aware off.
2. Keep the First Aid Kit ready with extra medication for snake bite and diarrhea
3. Strong ropes for tying things
4. A radio, torch and spare batteries
5. Stocks of fresh water, dry food, candles, matchbox, kerosene etc
6. Umbrellas and bamboo sticks (to protect from snakes)
7. Higher ground where people and animals can take shelter
When you hear a flood warning 1. Tune in to your radio or watch for warning and advice
2. Keep vigil of flood warning given by local authorities
3. Keep dry food and drinking water and warm clothes ready
4. Check your emergency kit
If you need to evacuate 1. Pack clothing, essential medication, valuables, personal papers etc in water proof bags
to be taken to the safe shelter.
2. Raise furniture, appliances on beds and tables
3. Put sandbags in the toilet bowl and cover all drain holes to prevent sewage back flow.
4. Do not get into water of unknown depth and current
5. Lock your house and take the recommended or known evacuation routes for your area
of safe shelter.
During Floods 1. Drink boiled water or use halogen tablet to purify water before drinking.
2. Keep your food covered
3. Do not let children remain on empty stomach
4. Use bleaching powder and lime to disinfect the surroundings
5. Avoid entering flood waters. If you need to enter then were proper foot wear.
6. Stay away from water over knee level.
After a Flood 1. Stay tuned to local radio.
2. Do not allow children to play in, or near, flood waters.
3. Stay away from drains, culverts.
4. Do not use electrical appliances.
5. Do not eat food, which has been in floodwaters.
6. Boil tap water.
7. Use halogen tablets before drinking.
8. Be careful of snakebites, snakebites are common during floods.
2.4. Flood Preparedness Planning: Flood preparedness planning is about putting in place a
set of appropriate arrangements in advance for an effective response to floods. Some of
the commonly identified flood preparedness activities are:
• Public awareness raising on flood preparedness, response and mitigation measures;
• Stockpiling of emergency relief materials i.e., food, fodder for livestock, emergency
medicines, materials for temporary shelter etc;

• Installation of community-based early warning system for issuance of timely and
effective flood warnings;
• Management of safe areas for temporary removal of people and property from a
threatened location;
• Transportation to safe areas/ evacuation centre;
• Ensuring access to health and sanitation facilities;
• Conducting drills and rehearsals.
The key to flood preparedness planning is to have a clarity and agreement on the
roles and responsibilities of relevant stakeholders such as the government line agencies,
disaster management organizations, Red Cross, voluntary groups as well as community
members. Such an arrangement is possible by forming disaster management committee
and teams at various levels to agree on set of standard operating procedures (SOPs)
defining what actions to be taken before, during and after floods. The benefits of the
flood preparedness planning are many and some of them are listed:
• Systematic arrangement and deployment of resources to reduce the impact of flood
disaster;
• Vulnerable communities to get access to crucial information, such as timely flood
forecasts and warnings;
• The provision of basic needs, such as shelter and medical care, clean water, sanitation
and food during floods;
• Continued access to livelihoods, in order to minimize disruption of economic activities;
• Effective coordination among disaster management agencies to ensure efficient
emergency response during floods;
• Urgent restoration of critical infrastructure and measures to be taken to bring normalcy
immediately after the floods.

4.1. Locations, Area and Administrative Division
The Nalbari District is situated in between 26oN and 27
o N latitude and 91
o E and
97o E longitude. The northern side of the district is bounded by the Indo-Bhutan
International boundary and the southern side by the mighty Brahmaputra. The Darrang
and the Kamrup District falls in the east and the Barpeta District in the west.

4.2. Rural and Urban Composition
Out of the total Nalbari Population for 2011 census, 10.72 percent lives in urban regions
and 89.28 % lives in rural area of district .In total 82,531 people live in urban areas and 687368
people live in rural area. Male population is 395804 and female population is 374115. Sex ratio
of Nalbari district is 931 as per 2011 census data. Similarly child sex ratio in Nalbari District was
967 in 2011 census. Child population (0-6 yr ) is 95,333 .Average literacy rate in Nalbari district
as per census 2011 is 79.89 % of which males and females were 85.58 % and 73.85 % literates
respectively.

.4.3. Geology and Geomorphology
The Soil condition of District is a heterogeneous one. The Soil of the northern
part of the district is clayey and loamy where as middle part is loamy and sandy. The Soil
of the southern part of the district is composed of sandy soil.
4.4. Physical Features
The entire area of the District is situated at the plains of the Brahmaputra Valley.
The tributaries of the Brahmaputra, Nona, Buradia, Pagaldia, Borolia and Tihu which are
originated from the foothills of the Himalayan Range are wild in nature and have
enormous contribution towards the agrarian economy of the district.
4.5. Climate and Rainfall
The District has a sub-tropical climate with semi – dry hot summer and cold
winter. During summer, generally during the months from May to August, heavy rainfall
occurs for which the district experiences flood. The District experiences annual (average)
rainfall and humidity @ 1500 mm and @ 80 % respectively.
4.6. Socio-Economic Features
Agriculture is the major source of income in the district of Nalbari. But many
people have small business. Some people in the Municipality and other town-areas have
sound business of hotels and restaurants. Total nos of farm families in the district 58025
and net crop area is about 71070 Ha (As per Deptt. Of Agriculture ,Nalbari).

DISTRICT EMERGENCY OPERATION CENTRE
(CONTROL ROOM)
5.1. DEOC (Control Room):
District Emergency Operation Centre will function as Control Room and has been
set up to help the Disaster Management Team members to understand the structure and
functioning of District Control Room. Following the important Three C’s i.e. Command,
Control and Communication for effective response in an emergency, we will be able to
minimize the hardships of the community and improve the quality of the process of
recovery.
5.2. Purpose of the Control Room:
The District Control Room under the control of Deputy Commissioner will
operate round the clock and will be the nerve center to

� Implement the actions/activities for Disaster Management.
In a disaster time the District Control Room will operate under the central
authority of the Deputy Commissioner, exercising emergency power to issue directions to
all departments to provide emergency response service. He will also co-ordinate with the
State Response Machinery like: State Relief Commissioner, Assam, Dispur and Assam
State Disaster Management Authority for appropriate support and smooth flow of
information. The Control Room is manned round the clock. The District Control Room is
placed in the District Emergency Operation Centre of the DC Office.
5.3. Disaster Management Information Centre:
DEOC will also function as Information Centre. Disaster management
information centre will work as the nerve centre for all emergency events and disasters
and is the hub of all activities. The principle role involves collection of data, analysis and
dissemination of information to all relevant organisations. It coordinates the flow of
information with respect to activities associated with relief operations. During the normal
times it maintains a systematic database of the resources available, important phone
numbers, names and addresses of important government and non government officials,
international bodies, NGOs etc.

5.6. Scope of Work of the District Control Room:
Activities
• Ensure that all warning and communication systems, instructions are in
working condition
• Receive information on a routine and regular basis from the departments on
the vulnerability of the various Gram panchayats and Villages to disaster
• Receive reports on preparedness from the relevant district level departments
and other departments, as per as the formats. Based on these reports, the DCR
will forward the Preparedness Measures details on behalf of the Deputy
Commissioner to the Revenue Control Room, Special Relief Commissioner
and ASDMA
• Upgrade and update DCP according to changing scenarios in the district
update data bank and maintain an inventory of resources.
• Update all information in the GIS.
• Inform Revenue Control Room, Special Relief Commissioner and ASDMA
of any changes including updating of data bank and annexure
• Monitor preparedness measures including simulation exercises undertaken by
various departments.
• Ensure proper dissemination of DCP at the district level, local level and
disaster prone areas.
• Identify appropriate NGOs/Private Sector Organizations, which can be
assigned the task of community level preparedness.
• Organize post-disaster evaluation and update DCP accordingly
• Prepare reports and documents on district level disaster events and submit the

CHAPTER-VI
RISK ASSESSMENT AND VULNERABILITY ANALYSIS
6.1. Ranking of Flood Episodes in the District:
Based on the previous disasters experienced by the district in the past, probability of
flood ranks first. Accordingly the occurrence of other disasters such as cyclone, fire
accident, drought, epidemic and earthquake rank as orderly mentioned.

6.2 Flood Affected Areas in the District:
The Northern Region: Herein flood occurs on account of over-spilling of the waters of
[in west to east order] Tihu River, Mora Pagladia River, Kanaikhunda Jan Stream, Jarinadi
Stream, Buradia River, Pavanoi Stream, Chengnoi Stream, Pagladia River, Ghagra stream,
Nona River, Borolia River and other minor streams in between; as well as in case of breach
in the protecting embankments on their banks. All these rivers/ streams are tributaries/ sub-
tributaries of Brahmaputra River, emanating from Bhutan in the North. Hence, occurrence of
flood herein is dependent on the rainfall in Bhutan, and on the strength of the protecting
embankments. It covers the villages of the Nalbari District parts of Northern Tihu [Namati
Mauza] & Barama Circles, Banekuchi Circle, Northern Nalbari Circle (Batahgila Mauza
& the part of Khata Mauza north of NH–31] and Ghograpar Circle.
The Western Region: Herein flood occurs on account of over-spilling of the waters of
Tihu River, Mora Pagladia River, Buradia River, Nadla Channel and other minor streams and
channels in between; as well as in case of breach in the protecting embankments on their
banks. All these rivers/ streams are tributaries/ sub-tributaries of Brahmaputra River,
emanating from Bhutan in the North. Hence, occurrence of flood herein is dependent on the
rainfall in Bhutan, and on the strength of the protecting embankments. It covers the villages
of Southern Tihu Circle [Tihu & Nambarbhag Mauzas] and Paschim Nalbari Circle.
The Central Region: Herein flood occurs in case of water logging of rainwaters, besides
overflowing of the various minor streams and channels dotting the region; and also on
account of backward water-flow from the main Brahmaputra River. Therefore, occurrence of
flood herein is dependent on heavy rainfall in the region itself as well as in the upper reaches
of Brahmaputra River and its tributaries from the North. It covers the villages of the Southern
Nalbari Circle (Bahjani Mauza & the part of Khata Mauza south of NH–31] and
Western Barbhag Circle [west of Pagladia River].
The Eastern Region: Herein flood occurs on account of over-spilling of the waters of [in
west to east order] Pagladia River, Sathajan Stream, Borolia River [Southern Channel],
Ghagra stream, Nona River, Borolia River [Eastern Channel] and other minor streams and
channels in between; as well as in case of breach in the protecting embankments on their
banks. All these rivers/ streams are tributaries/ sub-tributaries of Brahmaputra River,
emanating from Bhutan in the North. Hence, occurrence of flood herein is dependent on the
rainfall in Bhutan, and on the strength of the protecting embankments. These places are also
among the lowest areas in the District. Therefore, flood in almost a certainty in this region. It
covers the villages of Eastern Barbhag Circle [east of Pagladia River].

The Southern Region: Herein flood occurs directly on account of the over spilling of
Brahmaputra waters; as well as by the over spilling of waters of Pagladia (confluence part),
Borolia (Bhoiratola channel) and Mora Chawlkhowa Rivers, all tributaries of Brahmaputra
River emanating from Bhutan in the North. Therefore, the occurrence of flood herein,
although dependent on heavy rainfall in Bhutan as well as in the upper reaches of
Brahmaputra River, is almost a certainty in this region as well. It covers the villages of the
Barkhetri Circle.
6.3 Flood Prone Villages in the District: The list of Circle-wise flood prone villages has
been given in Annexure-IV.
6.4 Embankments likely to be breached: If the protecting embankments are breached or
overtopped by rising waters in the rivers/ streams concerned; flash flood occur leaving the
affected people very little time to escape. The vulnerable stretches of the various
embankments in Nalbari District have been identified by the Water Resources Department
(Nalbari Division) as follows:

6.8. Erosion: Along with the flood, erosion is another major hazard, as it results in reduction of
and mass and eventual washing away of protecting embankments.

CHAPTER-VII
CAPABILITY ANALYSIS
7.1. Inventories and Evaluation of Resources Analysis: Analysis and assessment of the resources and opportunities form the stepping-stone in the
preparatory stage. Authentic assessments can make the planner aware of their tenacity
and wants, so that they can equip themselves with all the required items and materials
well in advance. The resources necessary for disaster preparedness and during and after
disasters are listed below:
7.1.1. List of Equipments and Machineries: The list of Equipments and Machineries
available in the district with various departments and agencies are given in
Annexure-V. Survival Kits availability is shown in Annexure-VI.
7.1.2. Boats: Deployment of Machine Boats and local boats would be required during
the time of flood for evacuation purpose. The names of the owners of such boats
are indicated in Annexure-VII.
7.1.3. Shelters: Highlands, Raised Platforms and Schools at various locations can be
used for Shelters during any disaster situation. The circle wise identified shelters
are listed in Annexure-VIII.
7.1.4. Storage of Food: Storage of food in accessible pockets is as vital as building
shelters. All the Block headquarters and Gram Panchayat Offices will be used as
storage points when need arises. The BDOs of the respective blocks are the
contact person for the block headquarters and the Panchayat Secretaries are the
contact person for the G.P. offices. These locations will be used as storage
locations for medicines, blankets also. An average daily stock position of essential
commodities under Nalbari district is shown in Annexure-IX.
7.1.5. Communications and Media: Wireless and V.H.F. stations are the quickest
means of communication of weather warning and other important messages on
flood and cyclone. Regular wireless, V.H.F. sets are available in all police
stations. Different field officers for transmission of messages relating to
flood/cyclone can also use all these wireless sets. All Tahasildars and blocks are
connected with telephones. Concerned Officers will ensure proper working of
telephone during flood/Cyclone. District Engineer, Telephone Exchange, Nalbari,
S.D.O Telephone Exchange, Nalbari may be requested to take steps to ensure
proper working during cyclone, flood and emergency situation.
7.1.6. Capability Analysis of the Institutions/Offices in the District: All the
departments at the Office of the Deputy Commissioner are connected with
telephone (both external and internal. The Circle Officers/BDOs may assume the
district authority has defined their responsibilities and their areas of operation.
7.2. Motorable Roads: The motorable roads during disaster are:

Disaster Management Plans]. The roads are essential for maintaining road
communication within the District; and ensuring smooth distribution of Relief; during the
time of Floods.

7.4. Capability for Flood Forecasting: The prediction of floods would be been done as follows.

The Water Level of the Brahmaputra River and its tributaries like Mora Pagladia,
Pagladia and Nona Rivers, are being monitored by the Water Resources Deptt.,
Nalbari Division. The Water Level data would be obtained from gauges installed at
specific points in the rivers concerned. Crossing the Warning Level implies the
probability of floods in the near future; while surpassing the Danger Level signifies
actual occurrence of floods.

Central Water CommissionCentral Water CommissionCentral Water CommissionCentral Water Commission of Govt. of India. These daily bulletins can be
obtained from the website www.india-water.com.
Crossing of the Warning/ Danger Level by the Brahmaputra River at Dibrugarh,
would imply the probability of the same phenomenon in Nalbari District after 24 to
72 hours.
Action: The District Emergency Operation Centre within the Nalbari DC Office premises is to collect the above mentioned requisi te information by assessing the website concerned [www.india-water.com], and disseminate the same among the Circle Officers of the District.

Action: The District Emergency Operation Centre within the Nalbari DC Office
premises is to collect the above mentioned requisite information by assessing the
websites concerned, and disseminate the same among the Circle Officers of the
District.

Prediction of monsoons is done by the Indian Meteorological Department, which
can be obtained by surfing its official websites www.imd.gov.in and
www.imd.ernet.in.

RReeaacchheess::
The flood-creating tributaries of Brahmaputra viz. Tihu, Mora Pagladia, Buradia,
Pagladia, Ghogra, Nona, Borolia Rivers and a few minor streams, all emanate from
Bhutan in the North; and flow through Baska District before entering Nalbari
District. E.g. Pagladia River is formed by joining of Darranga and Kala Rivers with the main Pagladia River; Ghagra River starts out as Matanga River; Nona River starts out as Suklai River; and Borolia River starts out as Balti River (al l within Tamulpur Circ le of Baska Dist ri c t).
If it rains in Bhutan (which can be easily observed from the border villages of
Baska District) or/ and there is excessive flow in the rivers/ streams of Baska
(Sadar) and Tamulpur Sub-Divisions of Baska District; floods in Nalbari District
can be expected within 4 hours (in the Northern portion) to 36 hours (in the
Southern portion). That would give ample time to evacuate people and make other
preparations for the floods.
Action: When (1) the vil lages of Baska Distr ict bordering Bhutan observe heavy rainfa l l in the hil ls of Bhutan, or/ and (2) the vi l lages of Baska District through which the rivers/ streams passes, the observation of excessive water-flow and signif icantly higher water-level in such rivers/ streams; the gaonburhas concerned along with members of helpful NGOS of Baska District [viz . Lok Sewa Samiti & Dighali Gaon Unnayan Samiti ] would immediately pass on the information to the District Emergency Operation Centre & the Circle Officers of Nalbari District ; ei ther directly (whenever possible) or through the thanas [Police Stat ion/ Outpost] concerned.
7.5. Waterways: The Waterways that can be used during floods to run Motorboats and
Country-boats are as follows:
1. Brahmaputra River; 2. Pagladia River; 3. Borolia River;
4. Borolia [southern channel]; 5. Nona River; 6. Ghogra River.
7. Chawlkhowa River; 8. Chengnoi River; 9. Pavanoi River.
10. Mora Pagladia River; 11. Nadla Channel; 12. Tihu River; and several other
streams and channels. Moreover, if any of the expected motorable roads gets cut off
during high floods, Relief Supplies are to be ferried by machine/ country boats.
7.6 A) Community Based Organizations: During emergency necessary help would be
mobilized from various organizations like Namghar Samittee, Masjid Committee, Youth
club, Village Development Community and such other institution existed in the locality.
B) Women’s Organizations: There are a number of Mahila Sammittees in the District,
whose help would be invaluable in reaching out to the affected female population during
floods.
C) Students’ Organizations: The major student organizations whose units are present in
the District are (1) All Assam Students’ Union [AASU]; (2) Asom Jatiyatabadi Yuba
Chatra Parishad [AJYCP]; (3) National Students Union of India [NSUI]; (4) All Bodo
Students’ Union [ABSU]; (5) All Assam Minorities Students’ Union [AAMSU] and (6)
Akhil Bharatiya Vidyarthi Parishad [ABVP]. These student organisations can provide
volunteers for the Disaster Management Task Forces at the village-level.

8.8.2. Control Room:
Control room will be set up in the Office of the Joint Director of Health Services,
Nalbari ensuring round the clock duty every 8 hours by an emergency medical team

The emergency medical team will take stock of any emergency situation arising
out of flood and will promptly inform the District Mobile Emergency Team and the PHC
Mobile Medical Team.
8.8.3. District Mobile Emergency Medical Team:
The Supdt, SMK Civil Hospital Nalbari constituted a District Mobile Emergency
Medical Team with:
1. One Surgeon and One Physician
2. One Pharmacist
3. Two ANMs
4. Two Dressers
5. One 4th
Grade
6. One Driver with a vehicle
The District Mobile Emergency Medical Team will promptly attend the site of
flood with necessary medicines, first-aid materials and disinfectant. The team will
shoulder the responsibility of curative and preventive measures in the affected areas.
8.8.4. PHC level Mobile Emergency Medical Team:
The SDM & HO I/C of the PHC constituted a Mobile Emergency Medical Team
consisting of:

3. One ANM
4. One Dresser
5. One 4th

6. One Driver with a Vehicle
The SDM & HO I/C of the PHC will utilize the services of the manpower of any
health institution within his jurisdiction.
8.8.5. Peripheral Emergency Medical Team:
A Peripheral Emergency Medical Team has been formed in each peripheral health
institution with the following staff:
1. One Doctor/Pharmacist
2. One Paramedical Staff
3. One Grade-IV
The team will immediately attend any emergency flood and post-flood situation and
will render emergency service to the ailing patients with a report to the SDM & HO I/C
of the PHC.
8.8.6. Stock of Medicines:
The DHS Assam supplies medicines and disinfectants. The SDM & HO I/C DMS,
Nalbari has been directed to keep all essential medicines and disinfectants as and when
necessary. He is requested to submit emergency indent of medicines to DHS, Assam and
to collect the same in time.
8.8.7. Surveillance and Monitoring:
Multipurpose health workers are directed to do active surveillance in respect of
fever, diarrhoea, dysentery,jaundice cases and to report to their respective SDM & HO
I/C of the PHC who in turn will submit the report to the undersigned for necessary action
and also onward transmission.
8.8.8. Relief Camps:

The District Medical Emergency team will collect the names and addresses of the
relief camps with number of inmates of the camps and necessary arrangement will be
made for regular health check-up and treatment of the inmates. In places of outbreak of
fever, diarrhoea and other post flood related diseases where the PHC finds it difficult to
control or when desired by the SDM & HO I/C Block PHC, free health check up camps
will be organized by the doctors, paramedical and other staff from the HQ immediately to
control and contain any outbreak.
8.9. Animal Husbandry & Veterinary Department:
Before flood
• Formation of one control Room at Dist. H.Q Nalbari for rending services during flood.
• Formation of 33 Nos Flood Relief Team (FRT ) headed by one VAS & other Dispensary
staff for rending treatment ,vaccination ,relief measures etc .during /after flood .
• Pre –vaccination of livestock and poultry before flood against various contagious
diseases like HS, BQ, FMD, Swine fever, PPR, Anthrax, ranikhet&Duck Plague.
• Fodder cultivation by the Deptt.under various schemes for supply of fodder to the
affected areas during /after flood.
• Prior to occurrence of flood, free and high land to be identified by FRT to protect the
affected animals during flood.
• Awareness among livestock owners for various measures to be taken during /after flood
• Storage of sufficient medicines, vaccines etc. To be used during /after flood.
• Instruction given to the FRT to keep close touch with the concerned Circle Officer,
Gaonburah and to keep alert at any situation for rending vety aid during and after flood.
During flood
• Treatment, vaccination & all possible relief operation will be carried out by 33 nos of
FRT constituted by the vety staff of the District.
• Cattle feed /fodder will be supplied to the animals of affected areas in consultation with
the civil administration.
After flood:
• Treatment, vaccination &other possible measures will be taken to combat the situation by
through 20 no’s various dispensaries & 27 no’s Sub –Centres for health protection of
livestock & poultry

8.10. Public Works Department (Nalbari Rural Roads):
The Nalbari Rural Road Division is responsible for maintenance and improvement of all
the rural roads of Nalbari district. Total road length of this division is 1100.436 Km. Out
of these 668.686 Kms is blacktopped road and remaining 431.75 Km is gravel as well as
earthen roads. There are 181 nos of bridges out of which 122 nos. is RCC bridges, 13 nos
are under conversion from SPT to RCC bridges and remaining 44 nos are SPT/wooden
bridges and 2 nos are steel bridges..
Action Plan: To fight with devastation caused by any disaster, the entire district has
been divided in 4 (four) parts (sub-division wise) under the control of one sub divisional
officer in the rank of AEE. Each sub divisional officer will be assisted by his subordinate
sectional officers in the rank of AE or JE. The sub-divisional units are as follows;
1. Nalbari Sub Division
2. Chamata Sub Division
3. Mukalmua Sub Division
4. Dhamdhama Sub Division
Each Sub Division will have a buffer stock of construction materials like earth,
sand gravel, sand timbers. Empty cement bags, bamboo etc and a gang of M/R laborers
for emergency need. Moreover, some important machineries and equipments will be kept
ready like Excavator cum Loader, trucks, Dumper, Road Roller, Water Pump so that
these can be utilized as and when required.
Man and Machineries: The Department has a labour strength of 455 no’s ordinary
laborers within the district who may be engaged during the time of disaster. The
department also has a strong group of Contractors with their well equipped men and
machineries like Excavator, Dumper, Tractor, Truck from whom we can take the
opportunity to utilize the same as and when necessary.
The minimum stock of materials and machineries in each subdivision will be kept ready
