    PREFACE

    The District Disaster Management Plan (DDMP), Sepahijala is a

    comprehensive document encompassing the battery of activities and functions of the

    District Administration along with other members of the District Disaster Management

    Team (DDMT), in order to have coping mechanism to face any disaster that may touch

    the district. The DDMP has highlighted a set of guidelines for some particular

    Government Departments, which are the first responder & before during and after a

    disaster.

    In addition to this, the other Government Departments / Urban Local Bodies

    / Private Agencies / NGOs will be directed by the District Disaster Management

    Authority (DDMA), Sepahijala to perform their functions as situations demand. However,

    this DDMP will act as a handy reference literature for the officers and the members of

    the public.

    We do hope that the implementation of the District Disaster Management

    Plan would render for prompt and systematic manner of combating and natural calamity

    situation to mitigate damages and loss of life. All concerned are requested to follow

    minutely all the plan prepared by respective Department which should be executed

    effectively.

    INTRODUCTIONSepahijala District is bounded in the West by

    Bangladesh, North by West Tripura District, East and South by Gomati,Khowai and South Tripura District. It has a unique diversity in respect ofterrain and also religion, culture of different communities, with a peacefulco-existence among all communities. The District consists of 3 (three) Sub-Divisions, 7(seven) Blocks and 2(two) Municipal Councils and 1(one) NagarPanchayat. The main source of the livelihood of local people is agricultureand allied activities. Sepahijala District Collectorate is located by the sideof NH-44 at Bishramganj market place. There are some important touristplaces, namely, Sepahijala Wild Life Sanctuary, Neermahal, Buddha-Stupa and Kashbeswari Kalibari temple located in this district.

    In regard to Disaster Management, the preparednessprior to the disaster situation plays all the more importance. The resourcemapping with available information to the public in general to meet anyknid of disaster situation needs to be made by the District Administrationincluding the Police and all other Line Departments. The Quick ResponseTeams formed at the various levels should have the prior information aboutthe resources and tools used for mitigating disaster.The capacity buildingof the officials/staff of various offices and the community in general willplay a major role to combat disaster situation. Regular capacity buildingmeasures will be undertaken in the District. Mock drill at the District, Sub-Division, Block and even at the Community level will be undertaken duringthe year 2016-17. The District also has an Action plan to educate thestudents, community and the staff of different offices including the PRIs inthe matter of Disaster Management during the Year 2016-2017.

    CHAPTER – I

    DISASTER MANAGEMENT ACT. 2005

    As per Disaster Management Act, 2005 “Disaster means a catastrophe, mishap, calamity or graveoccurrence in any area, arising from natural or man-made causes, or by accident or negligence whichresults in substantial loss of life or human suffering or damage to, and destruction of property, or damageto, or degradation of environment and is of such a nature or magnitude as to be beyond the copingcapacity of the community of the affected areas.”

    1.1 AIMS OF THE DDMP:

    Provides for hazard identification and risk analysis, Indicates basic information about the resources, demography, existing organizational set up,

    administrative facilities at District level, Lists preparedness and mitigation measures and response mechanisms, Defines specific roles and responsibilities for various actors at various levels Ensures networking/coordination with media, NGOs, and other stakeholders.

    1.2 OBJECTIVES OF THE DDMP:

    It facilitates the following:

    Clarifying Authority, Responsibility and Relationships:- Clarifying as to who is responsible for ensuringthat the work gets done, distributing and decision making authority among the team members and theexisting organizational units, and establishing formal lines of communication.

    Obtaining Resources:- Obtaining funds, personnel, supplies and equipment necessary for doing therequired activities.

    Establishing the Control System:- Determining the nature of information, which is necessary forcarrying out activities, identifying sources of such information and setting up reporting systems forDisaster Management

    Monitoring, Evaluation and Updation:- The plan needs to be monitored from time to time and updated.

    1.3 AUTHORITY FOR DDMP: Disaster Management Act, 2005:

    As per the provision under section 25(1) of the Disaster Management Act, 2005 the DistrictDisaster Management Authority (DDMA) of Dhalai District has been constituted vide Govt. of TripuraRevenue Deptt. Notification F.23 (5)/REV/2002/P-I dated.27-12-2006 as follows:-

    This DDMP has been prepared as per the provision under section 31 of the Disaster ManagementAct, 2005.

    1.4 EVOLUTION OF THE PLAN IN BRIEF:

    The DDMP has been prepared on the basis of various guidelines issued from time to time by theNational Disaster Management Authority (NDMA), State Disaster Management Authority (SDMA),information received from the different line department and in accordance with the model frameworkprescribed by the NDMA. The draft DDMP is discussed in brief in the meeting of the DDMA/DDMCand then sent to the State Govt. Revenue Deptt.(Nodal Deptt. for Disaster Management) forapproval / suggestion if any to make the plan more effective. It is updated at least once every yearbased on an inbuilt continuous monitoring and evaluation process.

    1.5 STAKEHOLDERS AND THEIR RESPONSIBILITIES:

    1.6 HOW TO USE THE PLAN:

    The plan provides guidelines for each stage of disaster management cycle viz. Prevention,Mitigation, Preparedness, Response and Recovery for all the stakeholders. It provides concise and easyto use Standard Operating Procedures (SOP) and check lists for all the stakeholders of things to be donein pre-disaster, disaster and post-disaster phases. An easy to use pocket booklet containing contactnumbers and SOPs accompanies this document.

    1.7 PLAN REVIEW AND UPDATION:

    In normal course the Plan is reviewed annualy on the basis of the information and the feedbackgathered from various line departments. In addition there is a flexibility to review and update it as andwhen needed.

    Provision of security in transit camps/ feeding centers/ cattle camps/ co-operative food stores distributioncenters.

    Assistance to district authorities for taking necessary action against hoarders, back marketers and thosefound manipulating relief material.

    Coordination with military personnel in the area where joint efforts are underway.

    Officers are being made available to inquire into and record of deaths.

    Assisting the community in emergency transport of the injured.

    All staff is informed about the disasters, likely damages and effects.

    CHAPTER – III

    MULTI-HAZARD DISASTER MANAGEMENT PLAN

    1. DISASTER MANAGEMENT – WHY IS IT?

    Natural Disaster is a part of our earth so we can neither avoid it nor it is possible to prevent natural disasteraltogether. But its effects can be reduced through systematic approach by Disaster Management initiatives. It canbe an effective tool for saving vulnerable human lives and mitigation of human misery.

    2. CONCEPT OF DISASTER MANAGEMENT:

    Disaster Management

    The word disaster is coming from a French word Disaster meaning bad or evil star. However, this is a very narrow

    concept of disaster and in our context, any disaster means a situation in which there is a sudden disruption of

    normalcy within a society causing wide spread damage to life and property.

    Typology of Disaster

    A disaster can either natural (Rain, Flood, Cyclone, Storm, Land slide, Earthquake and Volcanoes) or manmade

    [War, including biological, Arson, Sabotage, Riots Accident (train, air, ship) industrial accidents, Fires, bomb

    explosions, nuclear explosion and ecological disasters].Pre- independence, drought and famines were the biggest

    killer in India. The situation change due to a combination of factors like irrigation development, food security

    measures, floods, cyclones, droughts, landslides, avalanches and earthquakes are some of the major natural

    disaster that repeatedly and increasingly affect the country.

    Vulnerability

    Vulnerability is defined as the extent to which a community, structure, service or geographic area is likely tobe damaged or disrupted by the impact of particular hazard on account of their nature, construction and proximityto hazardous terrain or a disaster prone area. In 1989, the General Assembly of the United Nations proclaimed thedecades 1999-2000 as the International decade for natural disaster reduction (IDNDR). At the World Conformanceon Natural Disaster Reduction in the city of Yokohoma, Japan in 1994, deep concern was expressed at thecontinuing human suffering and disruption of development due to natural disaster and a “Yokohama Strategy andPlan of Action for a Safe World” was developed. It is not possible to go away from the devastation due to naturalhazards completely. However, destruction from natural hazards can be minimized by the presence of well-functioning warning system, combined with preparedness on the part of the vulnerable communality. DisasterManagement may be seen as a part of good governance.

    3. BASIC CONCEPTS OF EMERGENCY MANAGEMENT:

    The basic concept suggests that the same management strategies can be applied to all emergences. Emergences do

    not just appear one day, rather they exist throughout times and have life cycle of occurrence, and hence the

    management strategy should match the phases of an emergency in order to mitigate, prepare, respond, and

    recovery from its effect. There are four phases in emergency management: Mitigation, Preparedness, Response,

    and Recovery. These four phases are visualized as having a circular relationship to each other (Fig.1 Emergency

    Management Circle). The activities in one phase may overleap those in the previous one.

    4. EMERGENCY MANAGEMENT CYCLE:

    Mitigation refers to activities which actually eliminate or reduce the vulnerability or chance of occurrence or the

    effects of a disaster. Mitigation phase begins with conducting hazards identification and vulnerability analysis which

    are essential to the planning of all other phases.

    Hazards identifications and vulnerability analysis is two steps process. First the hazard is identified which has the

    potential of affecting the population. Secondly, how people, property and structure will be affected by the

    disastrous event.

    Preparedness is a state of being ready to react promptly effectively in the event of an emergency. Being prepared

    means that a plan of action exists for an emergency so that it is clear as to what to do before the emergency

    occurs. Preparedness measures to be undertaken depend upon the analysis of hazard severity and vulnerability,

    which is also the basis for deciding mitigation strategy. In some cases, such as flood, hurricane, an early warning

    gives several hours to act. However, often no prior warning of an impending emergency such as with earth quakes,

    tornados, explosion and major fires is possible. Preparedness for any emergency, especially those, which strike

    without notice, requires a plan. It is essential to identify the resources available, and ways to utilize them. It must

    also be reasonably certain that the plan will work in an emergency situation.

    Response Phase:

    The basic five stages of response to any emergency or disaster are–

    1. Warning

    2. Immediate Public Safety

    4. Public Welfare and

    5. Restoration

    Recovery Phase:

    The final phase of disaster management is recovery; both short term and long term efforts. Short term recovery is

    the restoration of vital services and facilities to minimum standards of operation and safety. Long term recovery

    efforts may continue many years as the society slowly return to the pre-emergency for better conditions.

    5. DISASTER AND ITS CHALLENGES:

    Along with perennial floods, Earth quake pose a possible threat, particularly due to the fact that its time,

    location and magnitude can’t be accurately predicted. Moreover, entire North East region of India is located in a

    seismically active zone (zone-v). The region has been witnessed to several violent earthquakes in the past.

    Challenges created by disasters particularly by the natural disaster such as flood, cyclones and high intensity

    earth quake are –

    To rescue and evacuate trapped people.

    To provide first Aid to the injured people.

    To make care of children, woman and disable people.

    To transfer the seriously injured and people needing urgent medical attention to hospitals.

    To restore communication network and essential services.

    To clear debris, blocking roads and communication network.

    To provide shelter and relief to homeless people.

    To arrange for food and drinking water to the affected people.

    To take immediate measures for disposal of dead bodies and animal carcass as to prevent the outbreak ofepidemics.

    To take urgent measures for maintaining law and order.

    To take people to safer places in-case of change of course of river due to flood.

    It is a fact that natural disasters cannot be avoided and prevented, but only by our sincere efforts we can mitigate

    it through advance preparedness. Preparedness means development, rehabilitation, restoration on one side and

    mitigation, rescue and relief on other side.

    CHAPTER – IVFORMULATION AND PREPARATION OF DISTRICT DISASTER

    MANAGEMENT PLAN:

    The District Disaster Management Plan of Sepahijala, hereafter will be referred to as the plan which is a

    Multi Hazard Disaster Management Plan that assists and equips the District Administration to organize its

    emergency preparedness for the pre, during and post disaster, so that response and mitigation functions timely

    and in an efficient manner within the district and also to extend the necessary support to the State Government.

    The District Disaster Management Plan includes the facts and figures that have been collected from various official

    and informal sources with a view to meeting the challenges during any natural and man-made disaster.

    Collection and classification of data are to be updated twice in May and November every year. The plan has beenprepared with the following viewpoints.

    1. Contingency plan is a continuous process.

    2. All are not equal in a crisis situation, giving emphasis on special vulnerable groups like economically weaker, sickand ailing, pregnant and lactating mother, old aged etc.

    3. During relief measures social auditing ensures transparency.

    4. Involvement of women is a must in the entire process.

    5. Mitigation plan reflecting need based approaches from the grassroots level.

    6. Well defined preparedness and response plan for the entire district.

    OBJECTIVE:

    The objectives behind the preparation of the District Disaster Management plan are:

    1. To mitigate impact of natural and man-made disasters

    2. through preparedness at District level, Blocks, Gram Panchayat and Village level.

    3. To provide effective support and resources to all the concerned individuals, groups and departments duringdisasters.

    4. To assist the line department, Block administration, communities in developing compatible skills for disastermanagement.

    5. To disseminate factual information in timely, accurate and tactful manner while maintaining necessaryconfidentiality.

    5. To develop immediate and long term support plans for vulnerable people in/during disaster.

    6. To create awareness among the people about hazard occurrences and increase their participation and

    preparedness, prevention, development, relief, rehabilitation and reconstruction process.

    7. To have response system in place, to face any eventuality.

    NECESSITY OF THE PLAN:

    The plan establishes an administrative structure for a systematic, coordinated and effective

    Response at the District level.

    The purpose of the plan is to-

    Define a system of coordination at the district level.

    Identify all the responder agencies at the district level, and assign functional responsibilities to each ofthem.

    Establishment of a central facility in the district, which enables all the responder’s agencies to interact andcoordinate their efforts.

    Suggest hazard specific preparedness, response and mitigation measures.

    Plan resource requirements and coordinate with state government for requisitioning more resources.

    Provide an inventory of resources, key facilities and addresses for deployment and assistance towardspreparedness and mitigation.

    Responding to an urgent call of society to paradigm change from the traditional practice of giving relief

    towards reducing the risk of disaster, the Govt. is emphasizing that at all level; primary role of Administration

    should be the preparedness, mitigation, reduction and response to a disaster based on community participation.

    Disasters are events that come unannounced and the main duty of District Administration then becomes the

    proper management of resources, be it material, physical or manpower. As per the Government directions, in the

    state, every district must have a District Disaster Management Plan. Accordingly, a detailed District

    Disaster Management Plan has been prepared for the District Sepahijala.

    While preparing this document, an effort has been made to: -

    1. Identify probable Disaster/Disaster situations in this District and Nodal Officers for each such situation havebeen deputed. The duties of all the members of District Disaster Management Committee have been clearlydefined.

    2. Evolve a Standard Operative Procedure of a general nature keeping in view the common requirements ofvarious Disaster situations with special emphasis on Control Room operation and seeking help from outsidethe district.

    3. Touch upon in detail the inventory of resources at the disposal of the Administration and theknowledge of experts for handling the situation.

    4. Project a detailed individual Disaster management plan for handling important Disaster/Disastersituations.

    Our main aim is to reduce vulnerability and also to minimize the destruction caused by all of these typesof Disaster, be it natural or manmade. This is not an easy task and in order to achieve this target and also keepingin view the population and the of multiplicity of the hazards and Disaster, which can occur, we are of firmopinion that the Government cannot resolve this issue and the people are not prepared to pay the price interms of massive casualties and economic losses, the task, though difficult but is achievable.

    Introduction to mitigation mode.

    Disaster threatens sustainable economic development worldwide. In the past twenty years,earthquakes, floods, tropical storms, droughts and other calamites have killed millions of people, inflictedinjury, disease and caused homelessness and misery to around one billion others in the world. These have causeddamage to infrastructure worth millions of rupees. Disaster destroys decades of human effort and investments,thereby, placing new demands on society for reconstruction and rehabilitation. Disaster management thus,requires multi-disciplinary and proactive approach. The community, civil society organizations, media and theproverbial man on the street, everyone has to play a role in case such exigency occurs.

    The various prevention and mitigation measures outlined below are aimed at building up capabilitiesas also how to deal with Disaster. The objective of a Disaster Management Plan is to localize a Disaster andcontain its effect to the greatest extent so as to minimize its impact on life, environment and property. Responseto Disaster, in the absence of a well-defined plan, would be arbitrary, leading to overemphasis of actions ofsome actions and absence of other critical actions. A formal plan for managing Disaster is, therefore, necessary.This Disaster management plan has a strong preventive focus which aims at reducing the frequency ofoccurrence of such Disaster while at the same time, it includes a plan of action for earthquakes, floods, cyclones,epidemics, industrial and chemical accidents, road accidents and fires.

    Keeping in view, all the possible aspects of the aforesaid problem in mind and to keep theAdministration prepared in all possible ways to respond properly to various Disaster situations within shortestpossible time, possible Disaster situations/Disaster have been identified and the component plans have alsobeen identified & mentioned in detail in this document:

    1. Natural calamities

    2. Floods

    3. Earthquake

    4. Biological Disaster or Epidemic of Human/livestock/crops

    5. Fire

    II. Man made Calamities

    (i) Industrial Disaster

    (ii) Radiological Disaster

    (iii) Accidents

    (iv) Railways

    (v) Road

    (vi) Air

    (vii) Building Collapse

    (viii) Stampede at crowded religious functions/ melas/ processions. (ix) Food Poisoning

    (x) Bomb Blast (Terrorist Activities)

    The mode, degree and extent of response to fight out any Disaster depend upon the nature, degree andextent of Disaster, but some of the points are almost common to all kinds of situations. For example, it is to beensured in all types of Disaster that first of all appropriate prevention steps are to be taken.

    Secondly, preparedness is required to contain the damages and casualties resulting from the Disaster.

    Thirdly, steps for reclamation and restoration of community life within a reasonable time will have to betaken care of.

    Similarly, it is common to all situations that: -

    1. Central Control Rooms are to be established.

    2. District Disaster Management Committee is to come into action.

    3. A general line of action and some special duties to various officers and departments will haveto be assigned.

    4. Voluntary Organizations may have to be involved and their role will have to be clearly specified andcoordinated.

    5. Media may have to be briefed to suppress all kinds of rumors.

    6. Information regarding resource inventory of Health Services, Transport Services, Evacuation &Rehabilitation Centers, and Food etc. may be needed.

    Broad guidelines have been given in the following pages and “Standard Procedure” has beenformulated which is to be adhered to by all concerned. Once the Disaster takes place and the authorities areinformed of the same, they will take the necessary action with the help of the individual Disaster managementplans prepared for the respective Disaster/situations.

    The main objectives of various preparedness measures are: -

    i) Minimizing the loss of human lives.

    ii) Minimizing the loss of livestock.

    iii) Minimizing the loss to property and infrastructure.

    iv) Minimizing ill effects on the health of affected population.

    v) Bringing the human activities in the locality to normal condition soon after.

    To achieve the above objectives different tasks have to be performed by different GovernmentDepartments and other agencies before, during and after the Disaster. Each Department’s role andresponsibilities have to be clearly identified and action plan needs to be drawn up by each department. Forclose cooperation between the various Department / Agencies, close coordination is required at the District.Headquarter as well as at the Tehsil Headquarter. The DM & Collector, Sepahijala will coordinate the work atthe District. The SDM’s are to co-ordinate all activities at the Sub-Division level.

    The responsibility to manage all sorts of Disaster in the district rests with the “District DisasterManagement Committee” headed by the DM & Collector, Sepahijala, who may, depending upon the gravityof the situation, seek the help of “State Disaster Management Committee” and the “National DisasterManagement Committee”.

    For operational expediency, the concerned Sub Divisional Magistrate, Superintendent of Police (SP),Block Development Officer and Tehsildar with their subordinate staffs will swing into action immediatelyafter receipt of information regarding any Disaster. The SDMs will immediately take over as in charge of thesite.

    They will try their best to contain the situation with the available local resources. However, if they findthat the situation is beyond their control and the district level resource mobilization is required, they will seekthe help of their superiors or call the meeting of Disaster Management Committee. Operation Model forsuch situation is shown below.

    D. STEPS OF DISASTER MANAGEMENT PLAN

    1. Prevention of Disaster

    First step will be to prevent the Disaster and each nodal officer shall visualize and ensure that thepreventive actions have been taken well in advance by him to avert any Disaster situation. For this purpose,appropriate warning system, patrolling of vulnerable areas will also be intensified during the Disaster pronetimes.

    2. Containing of Disaster

    The second step shall be to contain the Disaster. This would involve expert advice from the sourceswithin the district and also out of the district, if required. Army help or help from State Level DisasterManagement Committee will also be sought, if need be. This step will also involve establishing of control roomsas per requirements.

    3. Rescue Operations

    Simultaneously, with the second step, rescue operations will also start. This would include evacuation, ifneeded, transportation of evacuees etc. Identification of evacuee centers for this purpose should be made well inadvance.

    4. Relief, Shelter & Restoration

    This would involve providing relief like food shelter and clothing, first aid and medical aid to theevacuees and also to the livestock. This operation would also include restoration of the same status, as it existedbefore the Disaster.

    5. Establishing Control Room

    During any Disaster, all activities of Disaster Management shall be conducted from the CentralControl Room. From this center, the necessary command shall be issued, action thereon shall becoordinated and the information shall flow down the line. A Control Room for dealing with Law and Orderproblems is located in the Office of the DM & Collector, Sepahijala, Bishramganj. Telephone numbers0381-2867303 to function round the clock. It wi ll also function as Emergency Control Room round the Clock.Generally, this Control Room functions from 9.00 AM to 5.00 PM during working hours/days, but if emergentsituation arises, this will function round the clock and monitored by Executive Magistrate or an Officer asnominated by the District Magistrate.

    The system of Control Rooms in Police lines (for Law and Order) and in D.M Office (for Natural andother Disaster) at the District Level is for a situation of large scale and wide spread Disaster in the district. Incase of localized Law and Order problems or Natural and other Disaster, Control Rooms are generallyestablished at the concerned Police Station or SDM’s Office respectively or at any other strategic place near tothe site of the Disaster.

    For operational expediency, this system shall be continued and their telephone numbers are as under: -

    Control Rooms will be equipped with detailed location maps of the district, towns & thesis showinglocations of Fire Stations, P.H.Cs, veterinary Hospitals, Roads, Index Drainage Plan, Rail Lines etc. A Detailed listof the Officers posted in the District with their residential address and telephone numbers shall also be readilyavailable there.

    6. MANNING OF CONTROL ROOM

    Police Control Rooms located in the District Police Office are manned round the clock by persons of therank of SI/ASI. Generally, he receives the information / messages and sends the same to the concerned

    authorities. In emergent situations the control Rooms shall be manned as detailed below: -

    7. LEVEL-I OPERATION

    When the emergency can be managed with the resources available within the district:-

    1. Police Control Room with Executive Magistrate and Dy. S.P nominated by DM and SP respectively.

    2. SDM Office Control Room with an E.M or Senior Gazetted Officer nominated by the D.M.

    8. LEVEL-II OPERATION

    When resources from the State/Central Government are required to manage the emergency:

    Police Control Room with an ADM or EM nominated by DM and DSPs nominated by the SP.

    SDM Office Control Room with Addl. SDM.

    Normally DSP (HQ) Sepahijala will be Officer-in-charge, Police Control Rooms. When Information ofany Disaster situation is received at the Control Room, the person on duty will pass on the information not onlyto DM and SP concerned but also to ADM, Addl. SP, SDM and DSP (HQ) in the concerned police district in casesof Law and Order problem/ Disaster and to SDM and DSP (HQ) in the concerned police district in cases of naturaland other calamities / Disaster.

    prevention of disasters and the mitigation of its effects are under taken by the departments of theGovernment at the district level as well as by the local authorities;

    4) To ensure that the guidelines for prevention of disasters, mitigation of its effects preparedness andresponse measures as laid down by the National Authority and State Authority are followed by alldepartments of the Government at the District Level and local authority in the District;

    5) To give directions to different authorities at the district level and local authorities to take such othermeasures for the prevention or mitigation of disasters as may be necessary;

    6) To monitor the implementation of disaster management plans prepared by the department of theGovernment at the District level;

    7) To review the state of capabilities for responding to any disaster or threatening disaster situation in thedistrict and give directions to the relevant departments or authorities at the district level for their upgradation as may be necessary;

    8) To review the preparedness measures and give directions to the concerned departments at the districtlevel or other concerned authorities where necessary for bringing the preparedness measures to thelevels required for responding effectively to any disaster or threatening disaster situation;

    9) To organize and coordinate specialized training programmes for different levels of officers, employeesand voluntary rescue workers in the district;

    10) To set up, maintain, review and upgrade the mechanism for early warnings and dissemination ofproper information to public;

    11) To coordinate response to any threatening disaster situation or disaster ;

    12) To provide necessary technical assistance or give advice to the local authorities in the district orcarrying out their functions ;

    13) To examine the construction in any area in the district and, if it is of the opinion that the standards forthe preventions of disaster or mitigation laid down for such construction is not being or has not beenfollowed, may direct the concerned authority to take such action as may be necessary to securecompliance of such standards ;

    14) To identified to buildings and places which could, in the event of any threatening disaster situation ordisaster, be used as relief centers or camps and make arrangements for water supply and sanitation insuch buildings or places;

    15) To ensure communication system are in order, and disaster management drills are carried outperiodically;

    16) To perform such other function as the Sate Government or State authority may assign to it or as itdeems necessary for Disaster Management in the District;

    10. District Magistrate shall:

    1. Summon a meeting of the District Disaster Management Committee if required & ADM shall ensureattendance of all the members by informing them well in advance.

    2. Implement the concerned contingency plan.

    3. Coordinate the activities of various agencies /organizations and

    4. If necessary invoke, help from the local Army unit, the State Government and the

    Central government.

    11. SP Sepahijala shall :

    1. Arrange to give initial information to the DM and SDMs through Police Control

    Rooms.

    2. Maintain Law and order after such an incident. He will take all steps to ensure safety of life andproperty of every citizen in consultation with the District Magistrate. He will also take steps to cordon offthe hospital area from the mob.

    3. Establish nakas after the incident to apprehend the culprits.

    4. Assist the rescue teams in shifting the injured to the hospital.

    5. Conduct traffic control operation at the site of the emergency.

    6. Control entry to the emergency area by establishing various naka points.

    7. Protect the vital installations and the religious institutions during sensitive situations.

    8. Provide assistance in arranging for evacuation and shelter points for the evacuees.

    9. Provide the wireless communication facility wherever required urgently by the

    DM.

    10. Take effective steps to make necessary security arrangements to guard the evacuated residentialareas round the clock and protect property and the belongings left behind by the evacuees even inwar situations.

    11. Carry out other function as laid down in the Internal Security Scheme.

    12. Provide flood lights where ever possible.

    6- Addl. District Magistrate, Sepahijala shall:

    1. Assist the District Magistrate in discharging his functions as required by him from time to time.

    2. Coordinate and mobilize men and materials from various Sub-Divisions.

    3. Coordinate relief efforts.

    6- SDM shall:

    i) Provide transport mechanism for evacuation in the form of Private buses, Trucks, Autos.

    ii) Provide food both cooked and raw.

    iii). Provide tarpaulins if and when required.

    iv) Coordinate with DM to ensure proper supply of essentialcommodities like petrol and diesel.

    v) Requisitioning the Govt. Vehicles for evacuation and relief operations.

    vi) Make arrangements for trucks / autos for transportation of food stocks, essential commodities/persons/live stocks etc.

    vii) Arrange cranes for removal blockades.

    viii) Ensure availability of Govt. buses for the relief operation.

    ix) Ensure availability of sufficient number of drivers & conductors during roadways strikes & Bandh calls givenby various organizations.

    x) Ensure parking of buses at safe places like police lines & Police Stations during emergencies / Bandh Calls /Strikes etc.

    14. BDO Shall :

    1. Prepare and make ready relief centers along with arrangements for drinking water, kitchen shed and toilets.

    15.Chief Medical Officer shall:

    1. Mobilize and coordinate the emergency medical and Health Services consisting of: -

    o Emergency treatment in the Hospital and ambulance services to the injured & needy.

    O Casualty services including managing of First Aid Posts in the affected areas.

    O Transporting the seriously injured persons to the bigger & specialized hospitals withadequate facilities, equipment & specialist doctors.

    O Health and OPD services in the community shelters in case of evacuation.

    6- Setting up mobile medical teams to visit the affected areas to provide health services, especially tothe handicapped, children, old persons and women.

    O Ensure adequate supply of medical drugs and services.

    1. Ensure postmortem of the dead bodies getting conducted expeditiously.

    2. Provide chlorine tablets or other water purifier medicines wherever required.

    3. Provide inoculation / vaccination against various epidemic diseases especially to the children & women.

    4. To keep a check on the quality/ hygiene of food being served in the relief centers& the areas around it.

    5. Co-opt & coordinate the activities of various voluntary organizations such as Red Cross and Others.

    The Chief Medical Officer, Sepahijala will be responsible to supply all kind of medicines in the reliefcamps and other affected areas in the District. He will ensure the availability of sufficient quantity of medicinesincluding the medicines used for the care of the snake- bite during the flood seasons with all the medicalteams will be operational and moving in the towns and villages during the flood season and emergency team willbe available in the hospital round the clock.

    The S.D.M.O. posted in the Sub Divisions will submit daily progress report to the concerned SDMs. Hewill also ensure that proper arrangement for medical treatment is available in the relief camps. He will furtherensure that adequate steps are taken to prevent any scope of outbreak of any epidemic like situation.

    On receipt of information regarding Accident where casualties are expected, the CMO will constitutetwo teams of Doctors and paramedicals, Team ‘’A’’ and Team “B’’

    1. The Team ‘’A’’ headed by CMO will rush to the accident site immediately along with 6/7 doctors and 15-20 paramedics.

    6- The Team ‘’B’’ headed by the senior most doctors amongst them will contact the local hospitals(Railway/Govt./Private) near the accident site to provide medical treatment to the injured passengers.

    Duties of Team ‘’A’’:

    A Control Room at site must immediately be set up and CMO should sit in the site

    Control office. As leader of the Team ‘’A’’, he would take control of the site and will co- ordinate all reliefmeasures and distribute the duties amongst doctors available as below:

    i. One doctor to be given duties to look after dead bodies.

    ii. One doctor will prepare list of persons dead/injured.

    6- One/two doctors will be asked to visit the hospitals where the injured passengers have been alreadyshifted.

    6- Rest of the doctors will be asked to be involved in rescue operations, to provide medical treatment to theinjured passengers and their transport to nearby hospitals.

    v. The CMO will immediately relay tentative figures of dead and injured (not necessarily indicating gravityof injured and their details). Then the details of injured and dead with names and injuries will be prepared.

    Vi Once the preliminary list of persons dead/injured have been prepared, the list should be signed by the CMO.

    Duties of Doctor In charge of the dead bodies:

    6- The Doctor will arrange to shift the dead bodies from the track /bogies/road to a nominated place at theaccident site with the help of all the paramedical staff, NSS/NCC volunteers, Scouts members, Civil Defencemembers / v o l u nt ee rs available at the site. All the dead bodies should be brought at a central placefor easier identification.

    ii. To put cloth label (white cloth of 12’’ in to 9’’ written by Marker pen) on each dead body on the chest justbelow the neck. The label should be as below:

    6- To take four photographs of each dead body. Two should be close up of face and the label as above and twoshould be of full length of the dead body.

    iv. After this, the dead bodies will be handed over to the Police for needful.

    v. For dead bodies whose relatives are not readily available and a delay is expected, CMO will arrange forpreservation of the dead bodies by various processes like preservation by ice, dry ice, embalming etc.. The bodiesmay be kept in mortuaries till handing over.

    vi. Wooden coffins to be arranged on need basis.

    Duties of the Doctors who will prepare the list of dead and injured persons:

    He /She will collect information from other doctors about the details of the dead persons and injured persons.He/she will prepare a list of persons dead/injured in three copies.

    Duties the Doctors deputed to visit different hospitals where injured passengers are admitted:

    a. Before they leave the site, they should note down the telephone numbers of the site control room and otherdoctors at the site, mobile phone, for quick communication.

    b. They will arrange their own transport (hire vehicles if required). In case government vehicles are notavailable, they should hire Taxi for their movement. Doctors going to different hospitals should have separatevehicles.

    c. At the Hospital, they should first collect information about the dead/injured persons, their name, age, sex,address, telephone no., name and telephone no. of relatives/friends, nature of the injury, etc. This informationshould be immediately communicated to CMO at accident site.

    d. He /She should make an assessment about the capabilities of the hospital to handle the injured persons. He/She should decide whether the patient needs to be shifted to other Hospitals with better facilities and thenarrange to shift the patient.

    e. Normally one doctor should be looking after one Hospital, but when large no. of Hospitals are involved 2/3Hospitals may be given to one Doctor. In that case, the Doctor, in consultation with CMO, should station himselfto the Hospital where maximum no. of patients is admitted.

    Duties of the Doctors involved in rescue operation:

    1. Should arrange Ambulance/ other transport immediately in advance to transport injured patients.

    2. The injured should be given preliminary treatment. The dead bodies should be handed over to the Doctor Incharge of dead bodies.

    3. Detailed information about injured persons to be given to the Doctor preparing list of injured persons.

    4. Arrangements to be made for transport of patients to the nearest hospitals

    5. Detailed search to be launched for any person or dead body trapped in the bathroom/underdebris, etc.

    16. S.E. , DWS shall:

    i) Ensure sufficient supply of clean and potable drinking water during the disaster at the site and at theevacuation and relief centers.

    ii) Ensure availability of sufficient number of water tankers for supply of the drinking water.

    iii) Establish temporary latrines/urinals at relief/evacuation centers.

    17. Superintending Engineer, PWD shall:

    o Extend necessary help in construction of road diversions and other civil works during Disastersituation.

    O Help in arranging the mechanical equipment whenever required.

    6- Carry out rescue operation during a building collapse.

    O Barricading to cordon off affected areas.

    18. AGM, TSECL shall:

    o Ensure uninterrupted electricity supply to all the important installations specially the reliefcenters, District Administration offices and hospitals.

    O Isolate the affected/damaged area in case of fire, floods and earthquake etc.

    o Ensure restoration of electricity supply to the affected area as soon as possible.

    O Make provision of floodlights, searchlights, emergency lights etc. during the night operations. Heshall also ensure availability of electric generators, if necessary.

    19. Commandant, 7 th BN TSR, BSF, Bishalgarh shall ensure availability of Disaster Trained Jawans at thedisposal of the District Disaster Management Committee.

    i) For firefighting operations.

    ii) Rescue operations during natural calamities like flood.

    6- To provide Assistance for setting up relief & evacuation centers.

    iv) For other kinds of medical assistance required for shifting injured to the hospitals etc.

    v) To provide assistance to Police forces for maintaining proper security and law and order duties

    20. Liaison with Fire Tender Deptt.

    In case of outbreak of serious fire in S e p a h i j a l a D i s t r i c t , immediately the Fire Bridge will beinformed on telephone at number 2867288, 101 or by special messenger and the senior most Police Officerpresent at the Hqrs. Shall immediately proceed to the spot and take change of the Police force gathered there.

    2. Immediately on the receipt of information regarding the outbreak of fire an alarm will be sounded in thePolice Lines through the Bugler or by beating the Magazine guard. Simultaneously the Police Station,Bishramganj and Bishalgarh will be informed on the phone. All officers and men so collected shall be armed withlathes and a reasonable number rushed to the spot, the scene of fire, by the shortest route and quickest meansof transport available. On reaching the spot, they will do shat-ever is possible and within their means toextinguish the fire, prevent it from instructions contained in P.R.will be strictly complied with.

    3. In serious cases the Sub-Divisional Police Officer (SDPO) at the scene of fire shall inform the DistrictMagistrate / SP / SDM having jurisdiction. He shall also arrange if necessary, for the attendance of a Doctor orAmbulance. He will also have the scene of fire cordoned off with a view to: -

    a) Keep back the crowd.

    b) Project the promises of fire and adjoining premises from being looted.

    c) Arrange for property removed from building in the neighbourhood to be placedunder projection in place where it will not impede the operations of fire fighters

    andd) Assists in the removal of such property when asked to do so by the owners.
