Agenda for Nodal officers Meeting on SEM data coordination

1. Non-compliance of SEM data format:

Non-compliance of SEM data format is yet to be resolved. List of locations

which have the problem are as listed in Annexure-1.

2. Naming convention for the data file

Naming convention for the data file (station end ddmm) not being followed by

Stations as listed in Annexure II.

3. Non Receipt of encrypted data and NPC (text) files:

All the sites need to send encrypted file (MRI/DAT/RM3) as well as NPC file

every week to SRLDC. Many of the sites are sending either encrypted file only

or NPC file only. The list of such stations is listed in Annexure-III. Nodal

Officers are requested to coordinate with sites for sending both the encrypted

file (MRI/DAT/RM3) and NPC files to SRLDC every week.

4. Delay in Receipt of SEM data:

Weekly SEM data needs to be received at SRLDC by 17:00hrs of the following

Monday. In exceptional cases SEM data can be sent before 12:00hrs of

following Tuesday. There are number of instances where data is being sent

after 12:00 hrs of Tuesday.

Frequently, data has been received after 12noon of Tuesday, from the

following stations:

1.Guttur 3. Kadra 5.Yarendahally 7.Ponda

2. Sedam 4.Kodasall 6.Xeldem

5. Over recording of SEM:

In some time blocks, some of the SEMs were recording more energy than the

Standby SEM. A few instances of such over recording are as detailed below.

Such instances are on the rise. There were, Under voltage flag i.e.‘*’ mark in

those time blocks and the algebraic sum of the block wise energy for the day

was not matching with the advancement of C register. The over-recording was

corroborated from the Net Bus summation check also.

CTU may take up the issue with the manufacturer and arrange for resolution of

the same.

6. Time drift:

Time drift statements are not being received regularly from stations as listed in

Annexure-IV.

Time drift statements are being received in different formats. All the stations

are requested to send time drift statement in the prescribed format as given in

the Annexure V

Abnormal time drift is being observed in SEMs installed at the in the following

Immediate action maybe initiated as corrective measure.

7. Non-compliance of Specifications with respect to Time Correction of

SEMs at NLC TS-I Exp

Whenever time correction is carried out, there aa/rr flags were not found in the

NPC data of SEMs installed by NLC TPS-I Exp. The matter was brought to the

notice of the Station several times and was also discussed in the 19th

Commercial Committee meeting held on 16-07-12. Though the station said that

they had initiated action, the problem is persisting.

8. Intimation regarding discrepancies in the data recorded:

SRLDC has been reporting discrepancies noticed in the SEM readings like

under recording, over recording etc. to the concerned Nodal officers. Some of

the instances for the month of June’15 are as shown in Annexure VI. But reply

regarding the reasons is not being received.

9. SEMs connected with Reverse polarity:

The following SEMs are being connected with reverse polarity. The

connections need to be changed as per convention with prior and post

intimation to SRLDC.

1. 230kV Moozhiyar Line at Theni. 2. 400kV Malkaram Line at Hyderabad

3. GT- 1 (Main & Check) at NTPL 4. 132kV side of ICT-1 at Ramagundam

5. GT- 2 (Main & Check) at NTPL 6. 132kV side of ICT-2 at Ramagundam

10. SEM replacements or CT/PT changes:

1. Any installation /removal/replacement of the SEMs or change in CT/PT

ratio shall be informed to SRLDC in advance and confirmed through mail

after completion..

2. Main and Check/Stand by SEMs should not be replaced on the same day.

SEMs to be replaced only after ensuring availability of data of fall back

SEM.

3. The data of both old and new replaced SEMs to be collected on the next day

and transmitted to SRLDC for proper validation and energy accounting of

the week.

11. SEM data collection in case of element outage:

The number instances where SEM data could not be collected due to outage

from both Main and Standby ends of the feeder is on the rise. In such

circumstances, by extending 63.5V single phase supply to PT terminals through

a sources like Variac, SEM can be energised and data can be collected. Nodal

officers may coordinate the same.

12. Replacement of old SML B-type SEMs

The old SML B-type SEMs having completed more than 10 years of service, at

the following locations need be replaced with new SEMs. Respective Nodal

officers may take up the issue with the concerned.

a. Theni (230kV Moozhiyar Line) b.Thuruvelam (230kV Chittoor Line)

13. Missing Subject in the mail while sending SEM data

In the subject of the mail, some of the Senders are not mentioning the Names of

the station from which SEM data is being sent, causing difficulty in quick

identification.

Name of the station and the week name in the Subject will also help in

confirming receipt to the sites.

14. Clearing of DCD before taking new reading

Some of the sites are clearing the DCDs before collecting the data because of

which old data of previous weeks (in some cases even months) is repeating in

the current week reading. This will not only increase file size but also cause

difficulties in processing the file. As aresult a lot of time is lost in manually

deleting.

Some of the locations where this problem is being observed are:

a. Ambewadi

b. Nellore (Some times last year Data is also being received)

c. Xeldem

d. Ponda

e. Kaiga

f. Bhavini

g. JSW

15. Reporting of problems related to SEMs

Many of the sites report the problems related to DCD, cables, accessaries etc to

SRLDC. Instead the concerned Nodal officers shall be informed for resolving

the problem. Therefore, the contact details of Nodal officers are to be

circulated to sites for reporting the matter.

16. Single NPC

Many of sites (list enclosed Annexure-VII) are sending Meter-wise NPC files

separately. For example, if a particular site contains 10 SEMs, a single

encrypted/NPC file containing all the 10 meter data is to be sent to SRLDC.

However, 10 different files for each SEM separately are being received. This

requires more handling time for converting/processing the individual files. All

the constituents are requested to send SEM data in a single file (NPC/

Encrypted)

All the NPC files being received from Siru Seri, SV Chatram, Kolar, Bhavini, Kakinada are in

Encrypted format only. Extension of the file is *.NPC but the file is not in readable format.

As informed by the sites all the new L&T SEMs installed at 765kV Raichur, RTPS,

Madhurai, Coastal Energen, NTPL do not have conversion software

4. Wallaby All the new frequency SEMs (0.01Hz) installed for implementation of DSM

mechanism are having extra description before the data.

5. SEMs at NLC TPS 1 Expansion : SEMs at NLC TPS 1 Exp are not showing time drift correction flags “aa”/”rr” in the NPC

file. This was intimated previously and NLC agreed to resolve the issue and is yet to be done.
