Editorial

Benefits of plastics have been acknowledged by one and all in the modern world.Various Issues and Myths on Safety and Toxicity of plastics have been addressedadequately and the Realities have been brought out. It was realised that the issueof Solid Waste Management including Plastics Waste Management needed realattention to find out an amicable solution.

While local / civic authorities are trying to find out the solution, ICPE attemptedto find out an environment friendly and scientific solution to a segment of plasticswaste, which otherwise is found uncollected by waste pickers from the MSWstream creating a waste management problem. ICPE along with ACC Ltd. haveestablished for the first time in India that All Plastics Waste could be Co-processedsafely in Cement Kilns in Indian conditions. This, we believe, is a pioneeringattempt in India in the direction of finding a disposal solution of low-end plasticswaste. A detailed report has been brought out in this issue of the Newsletter.

In the ongoing Awareness Campaign among the school students, ICPE and PlasticsAssociations have addressed thousands of school students during the period.Number of Delhi and Mumbai schools were covered under the programme.A brief report has been published in this Issue.

Mr. Sujit Banerji – President, Polymers and Olefins, RIL and Executive Secretary /Member, Executive Committee – ICPE, upon his superannuation from RIL, hasdemitted the office of ICPE w.e.f. 31st December, 2008. We recall his immensecontributions towards creating ICPE as a Nodal Agency in India for handling AllIssues of Plastics in the Environment.

At the same time we welcome Mr. S. K. Ray – Senior Executive Vice President,Polymers – RIL as the Executive Secretary / Member, Executive Committee –ICPE, to lead Team ICPE to a greater height.

Disposal of Plastics Wastethrough Co-processing in CementKiln is a known and acceptedprocess of Municipal Solid WasteManagement in many developedcountries.

ICPE had brought out brief noteson this process in its earlier Issues.More details of the process havenow been brought out along withtest results of the trials conducted– for the first time in India, in anICPE sponsored project at thecement plant of the leadingcement manufacturer of thecountry – ACC Ltd.

Due to its multifacetedbenefits, use of plastics in avariety of applications has beenincreasing all around theworld, including India. Thoughplastics contribute variousbenefits to the modern worldfrom providing safe andhygienic packaging materialsfor food and food products, toconserving land, water, forestsand energy resources andpractically in all areas of ourdaily life, the management ofthe waste created by discardedused plastic items, especiallythe ones used for packaging applications has become achallenging task in developing countries. The increased useof plastics products, about 50% of which go for packagingapplications alone and hence are discarded shortly afterusing the content has increased the quantity of plastics inthe solid waste stream to a great extent. Recycling has nowassumed great importance in the context of solid wastemanagement.

The new technologies and economics have come to playan important role in plastics recycling. Recycling principallyrefers to Recovery, which is divided into Material Recyclingand Energy Recovery. Material Recycling is again dividedinto Mechanical and Feedstock Recycling. The choicebetween Mechanical Recycling, Feedstock Recycling orEnergy Recovery depends on the types of plastics wasteand the relative ease / difficulty in total or partial segregationfrom other plastics and / or other waste materials.

Mechanical recycling includesa wide variety of processingtechniques and a broad rangeof processing methods. Puregrade production scrap mayonly have to be reground andreprocessed, mixed plasticshave to be mechanicallyseparated and, ifcontaminated, also adequatelywashed and cleaned. All thesesteps increase the costdepending on the degree ofcontamination. To avoid theextra work involving extra costand other numerous problems,proper segregation of wastes at

source gives us a great ease inoperation in recycling thewastes.

After collection of the portionsthat can be recycled bymechanical recycling, thereremain numerous very small,heavily contaminated articles,multi layered composites orcross-linked products, whichare mostly unattended and areallowed to remain in the wastestream causing solid wasteproblem. The best way ofreutilizing these portions is toproperly incinerate them

instead of dumping them diffusely on landfills. This recoverstheir calorific values and at the same time disposes of thewaste in a scientific manner without causing anyenvironmental hazards.

Many developed / developing countries are disposing theseotherwise unattended plastics waste in the Municipal solidwaste stream through co-processing in Cement Kilns(Energy Recovery) and using in Blast Furnaces of SteelIndustries (Feedstock Recycling) in a scientific andenvironmental friendly method. Conversion of all types ofmixed plastics waste into Industrial Fuel (another exampleof Feedstock Recycling) is also a recent development.Though both processes (Co-processing in Cement Kiln andConversion to Industrial Fuel) can handle all types of plasticsincluding laminated / multilayer plastics, without anysegregation and without thorough cleaning of the waste,fresh investment is required for the Fuel Conversion route

while some modifications inthe Feed Section are requiredfor the existing Cement Kilnsin case of Co-processing.

However, in India the methodof disposal of plastics waste inCement Kilns (or in blastfurnaces) are not practiced asyet. ICPE initiated a projectalong with the leadingmanufacturers of cement in thecountry, ACC Limited to findout the possibilities ofdisposing plastics wastethrough co-processing in thecement kilns in Indian

conditions. The project had active support from CentralPollution Control Board (CPCB). With the active cooperationand formal clearance from Madhya Pradesh PollutionControl Board (MPPCB) to conduct a trial of co-processingplastics waste in the Kaymore Plant near Katni, MP of ACC,a systematic trial was conducted during 29th-31st March,2008 to record any possible environmental implicationassociated with the process.

Trial details

Different types of plastics waste were used in the trialincluding – Polyethylene (LDPE / HDPE / LLDPE),Polypropylene (Homo and Copolymer), Polystyrene (GPPSand HIPS), Polyethylene Terephthalate (PET), AcrylonitrileButadiene Styrene (ABS), Nylon, Polyacetal, PolybutyleneTerephthalate (PBT), etc. PVC was excluded from the initial

trial stage as the cement kiln was not equipped to handlethe situation which may arise due to the possible formationof HCl or chlorine. The emission samples prior toco-processing, during co-processing and post co-processingwere collected by SGS Laboratories – who are approved byCPCB for conducting such tests. The samples were testedas per the international testing protocol on the subjectmatter in the SGS Laboratory facilities at India and Belgium.

Summary: Emission Monitoring Results

The summary of test results is given below:

The result indicates that disposal / co-processing of all typesof plastics waste in cement kiln in Indian condition is anenvironmentally safe operation.

The volume of Plastics Waste used for the trial

The volume used for the trial could replace only about 1.5%of the fossil fuel (coal) normally used in the cement kiln.For increasing this volume to a level of 5-10%, the CementPlant has to modify its input material conveying system byintroducing Air Ducts instead of Open Belt Conveyor.However at the trial volume rate, the 170 odd cement kilnsof India can co-process about 2.4 million tons of plasticswaste in a year – much above the total plastics waste

Discussion of the result

It is observed that the emission levels of various gaseoussubstances including Dioxins and Furans, TOC, HeavyMetals, SPM, CO2, SO2 and NOx, etc., either came downor remained within the acceptable norms.

The plastics waste used for the trial consisted of bothCommodity Plastics like PE, PP, PS and Performance /Engineering Plastics like PET, ABS, Nylon, PBT, Polyacetaletc. These plastic materials represent about 99% of theplastics end products used for daily routine or specialapplications (PVC was not included in the study due to thereason as stated earlier). All packaging applications includinglaminated / multilayer pouches contain combination of

generated in the country. Hence it is sufficient enoughfor the Indian cement kilns to co-process the plasticswaste at trial volume to begin with. In the future whenIndian plastics consumption will increase, the Indian CementPlants can replace even 50% of its coal consumption byco-processing plastics waste, like developed countryGermany does it in its cement kilns.

Implementation

Madhya Pradesh Pollution Control Board has alreadyaccorded its consent to all the cement plants in the Stateto co-process plastics waste in their plants. It is learnt that

It is recommended by the committee that the plasticswaste can be used as partial fuel in the Cement Kilns.The matter discussed on the 54th Conference of theMember Secretaries and Chairmen of the State PollutionControl Boards/Pollution Control Committees of thecountry in length. After discussion in the apexconference, the Board identified rotary Cement Kilns forincineration of non re-recyclable plastics waste asco-fuel, as a roadmap for its final disposal. One of themajor cement industries in the State took lead in thisregard. The trial carried out successfully from 29th-31stMarch, 2008 by ACC Ltd. and ICPE in presence of theofficials of the State Board. The monitoring of stackEmission was carried out by SGS India.

The analysis results of the monitoring revealed that theemission values are found well below the standards setby regulatory authority for the Common HazardousWaste Incinerators. On the basis of the study, the majorcement industries of the State applied for permissionfor the trial run to utilise plastics waste in cement kiln asco-fuel. The work is being done with the co-ordinationof local kabadis and cement industries. Permissionaccorded to the following cement industries in thisregard:

• ACC Ltd., Kaymore, Katni for incineration of 7 to15 MT/day plastics waste.

• Vikram Cement, Khore, Neemuch for incineration of9125 MT/year (approx. 30 MT/day) plastics waste.

• Satna Cement Works, Satna, for incineration of10 MT/day plastics waste.

• Maihar Cement, Maihar, Satna, for incineration of10 MT/day plastics waste.

• Prism Cement, Manakhari, Satna, for incineration of10 MT/day plastics waste.

• Diamond, Maihar, Narsinggarh, Damoh, forincineration of 0.5 MT/day plastics waste.

• J. P. Rewa Cement, Rewa, for incineration of25 MT/day plastics waste.

CPCB has also asked all the Pollution Control Boards in thecountry to implement the system in their respective States.

This will pave way for civic authorities in various cities andtowns in the country to find an effective alternative andscientific method of disposal of low end plastics waste inmore than 170 cement kilns in the country in anenvironment friendly way and thus be able to solve theplastics waste management problem in a real big way.ICPE, in cooperation with ACC Ltd. has been able todemonstrate that plastics waste in India can be scientificallydisposed off by co-processing in Cement Kiln in anenvironmentally safe method. The issue of collection anddelivery of the plastics waste to the cement kilns has to beresolved by the Civic and State Government Authorities.This is expected to benefit the cement industries also as

University of Mumbai – Life Science Department inassociation with ENVIS Centres of ICPE and National SolidWaste Association of India (NSWAI), had organised a One-day Conference on Municipal Solid Waste & Plastics Waste:Issues and Solutions, at its Kalina Campus on the20th December, 2008.

The Vice Chancellor – Prof. (Dr.) Vijay Khole and the ProVice Chancellor – Prof. (Dr.) A. D. Sawant were very happythat ICPE and NSWAI came forward for organising such anawareness programme on the issue in Educational Institute.They assured that Mumbai University would alwayscooperate organising such awareness programmes in thefuture also.

college students was explained in the earlier Issue (July-September,

2008) of ICPE Newsletter. In continuation of the policy, Awareness

Programmes were conducted in following Schools/Institutions during

the period October-December, 2009.

Modern SchoolOctober 21, 2008

About 380 students of Class VI to VIII attended theprogramme. Also participated in the Annual Green Fair2008 at Modern School wherein a stall was put up.Students from Classes II to XI attended the fair in batches.Around 1,200 visitors, including students, teachers andparents, attended the fair.

One Awareness Programme was organised at SardarBallabhbhai Patel School, Kandivali (W), Mumbai, on20th December, 2008. Mr. Mahesh Shah, Ex-President,Plastindia Foundation and a Trusty Member of theSchool, took initiative in organising the programme.

Two sessions were organised – one in the morning andthe other in the afternoon. The morning session wasattended by about 600 students of Class VIII, IX and Xand the afternoon session was attended by about 600Junior College Students. About 25 teachers of Scienceand Commerce Streams also participated.

ICPE team comprised of Dr. D. D. Kale, Dr. Amya KumarSahu and Mr. T. K. Bandopadhyay. Mr. Mahesh Shah

had delivered introductory remarks to the students.

Teachers and Students came up at the end and declaredthat the misconception about plastics was cleared afterattending the programme.

The Principal of the school had taken keen interest inmaking the programme successful. She suggested thatif a small model of plastics recycling plant could beinstalled in a space provided by the school authority,the students would be immensely benefited. Mr. MaheshShah requested ICPE to assist him with the informationso that he could take up the matter for implementation.

ICPE will make the information available to the SchoolAuthority.

New Audio Visual ReleasedA 7-minutes AV has been produced by ICPE on “Use of Waste Plastics inthe Production of Asphalt Road”. The DVD has been forwarded to majorassociations / institutions for wide circulation.

ROAD AHEADRoad engineers have beenexperimenting with use of certainsynthetic polymers to improve thebinding property of asphalt roads.Polymer blended bitumen showshigher softening point, lowerpenetration value, and betterductility. Polymer coated aggregatesblended with bitumen gives higherMarshall Stability value. All theseaspects improve the performance criteria of asphalt road.However, the high cost of virgin synthetic polymerslimited their use only in higher cost application area.

It was while looking for a cheaper and viable alternativeto virgin synthetic polymers that Indian scientistsstumbled across plastics waste as an effective substance.Later it also proved to be a scientific and environment-friendly method of disposal of low-end plastics waste,especially the thrown away carry bags and some varietiesof one-time used plastics materials. Though plasticswaste are recyclable and are collected for appropriaterecycling process for conversion into various productsof secondary applications, these low-end plastics wasteare generally abandoned by the waste pickers due todifficulty in cleaning and segregation. Collection processof these very light weight plastics waste becomes anunviable proposition for the waste pickers.

On the other hand, these low-end plastics waste can beused for road construction without elaborate cleaningand segregation. By simple techniques, these areshredded into powdery form and mixed with hotbitumen and hot aggregate.

The aggregates are heated to a range of 170-180 degreeCelsius in a hot mix plant and the shredded plastics wasteis added to it. The plastics become softened and getcoated over the aggregate. The hot bitumen with orwithout plastics waste is then added to it and mixedwell. This mix is then transferred on to the road for laying.In the continuous plant, the shredded plastics waste isspread over the aggregate with the help of automaticdosing machine. The aggregate with shredded plasticenters the hot rotor, where the plastics get molten and

is deposited on the surface of theaggregate in the first half of the rotor.Molten bitumen is then sprayed onthe plastics coated aggregate, whichis still under rotation. Such mix isthen taken out and used for layingthe road.

Experiments have proved that use ofwaste plastics increases the life ofroads and at the same time the costof construction of such roads also

comes down due to the fact that cost of plastics wasteis less than that of bitumen. 10 to 15% replacement ofbitumen by plastics waste reduces the overall costsubstantially.

India is considered a pioneer in using plastics waste forthe construction of asphalt roads. Central Road ResearchInstitute (CRRI), Delhi, Thiagarajar College ofEngineering, Madurai and K. K. Polyflex, Bangalore havebeen working in this regard since early 2000. Hundredsof miles of roads have already been constructed in theStates of Tamil Nadu, Karnataka and Kerala, using plasticswaste. Industry Major – Reliance Industries Ltd. has takenkeen interest in the technology and has arranged toconstruct such roads within its own complexes in Haziraand Vadodara. Many other organizations and Instituteslike CIPET, Shriram Institute for Industrial Research (SIIR)also used this technology. Road Department of GujaratGovernment has approved construction of trial roads inVadodara and Surat.

ICPE has been encouraging the development andpopularization of this technology in the country. ICPEhas been working with CRRI to construct such roads inDelhi area. ICPE has also been working with the RoadEngineering Department of Municipal Corporation ofGreater Mumbai – MCGM since 2005 for developmentand popularization of construction of asphalt roads withplastics waste. A very busy road near Dadar RailwayStation – Prof. V. S. Agashe Road, has been constructedusing similar technology.

Plastics that normally do not get recycled due toeconomic and other reasons would no longer go to thelandfills. In this scientific method, low-end plastics wastecan be disposed off in an environment-friendly manner.

ICPE response toGovernment of NCT of DelhiAfter several months of discussions and deliberations in thedecade of the 90’s the Ministry of Environment of Forestshas notified restriction of minimum thickness of plastic bagssince 1999 as it was felt very thin bags as waste are anuisance due to litter in India. Thicker reusable bags arenot a nuisance but an economic option for the masses.

ICPE therefore submits that the correct and fair message(which is also accepted in several developed as well asdeveloping countries) by any authority should be ‘USEREUSABLE BAGS - AVOID VERY THIN PLASTIC BAGS’. Thiswould mean use thicker cloth, jute or plastic bags so that

they do not cause litter nuisance or add to choking of drains.A total ban or advice not to use any kind of plastic bag isnot correct, as there are plastic bags of several varieties likeExtruded thicker bags, Woven Tape bags, Non-woven Sheetbags, etc., that are tough & useful in all weather conditions.

It is hoped that the Government of NCT of Delhi wouldtake into consideration scientific facts and view thesubmissions in the right perspective and drop the campaignof discouraging use of All Types of Plastic Bags merelybecause thin carry bags are littered.

Dry Waste collection figures of select Mumbai Wardsunder ICPE – NGO – BMC Project for the calendar year2008 are given below. There are about 80 waste pickersengaged in the project. Close to 1000 MTs of dry waste,which included about 250 MTs of plastics waste was

collected right from the source of waste generation inselected areas of 6 Wards of Mumbai Corporation byabout 80 waste pickers, earning about Rs. 46.22 lacsamong themselves. Average earning per waste pickerwas about Rs. 4,800/- per month.

Water, a source of life and one of the precious gifts ofnature is also very scarce. Water scarcity in India hasresulted in environmental degradation in the form ofmillions of hectares of uncultivable waste and arid lands.

Eco-friendly plastics have brought about Second GreenRevolution in Agriculture and Water Management. Minorand Micro Irrigation systems like sprinklers and drip usingplastics help in conserving water to the tune of 40% to70% besides improving agricultural productivity andquality of produce. Plastics have also made it possibleto bring vast tracks of arid land under farming.
