Kansas Truck Driving Championships Team Brings Home Top Honors

In 2012, Kansas was home to the National Truck Driving Championships Grand Champion. The goal in 2013 was to repeat the honor and bring home the State Trophy. That goal was met.

On Aug. 20, the Kansas team traveled to Salt Lake City to compete against 423 drivers from across the nation, in a written, pre-trip examination and driving test. The 2013 Kansas Team consisted of: Gary Harms, Jeff Davis and David Knight, all of Wal-Mart Stores; Don Logan, Jeff Thompson and Dan Jones, all of FedEx Freight; David Eckles, Jr., Old Dominion Freight Lines; and Stanley Gabbard, UPS Freight.

Four Kansas drivers were announced as finalists during the Driver Recognition Ceremony on Aug. 24. Logan, Thompson, Jones and Harms all placed in the top five in their classes. The rest of the Kansas team performed well with many in the top 20 of their respective classes.

The week-long stressful anticipation of the results were finally relieved during the Saturday banquet. The first recognition of the night went to Thompson and Logan for their perfect scores on the written test. Only five participants received this honor. Logan was named the Vehicle Inspection Award winner for the second year in a row with a perfect score.

The next award made Kansas history. The Kansas team was presented the state award for the first time in the history of the championships. The award is presented to the state team with the highest average score of all team drivers. The Kansas team beat second and third place by 12 points. This position requires:• Minimum Education: Bachelor’s degree or equivalent experience; CSD certification preferred• Computer skills: Ability to type 45 wpm, along with proven skills with Microsoft Office products including Outlook, Word and Excel• Excellent verbal and written communications, organizational skills and problem-solving ability.• Knowledge of DOT and OSHA regulations• Minimum Experience: 5 years safety experience, 2 years in a management-level capacity

Big Rig Rides at the State Fair

KMCA gave rides to fair goers of all ages on Friday, Sept. 13. Trucks were provided by Wal-Mart Stores Inc., Frito-Lay Transportation and Mies & Sons Trucking.

On Fri. Sept. 13, KMCA headed to the Kansas State Fair to educate fair goers about driving safely around trucks and to give people of all ages a chance to ride in a truck. Volunteers at the state fair had a beautiful day to promote safety. Trucks from Wal-Mart Stores Inc., Frito-Lay Transportation and Mies & Sons Trucking took fair attendees of all ages around the grandstand’s track so they can experience riding in a truck.

EOBRs, e-logs, ELDs... Oh My!

No matter what you call them, electronic devices track drivers’ hours of service are coming to a commercial motor vehicle near you.

The Federal Motor Carrier Safety Administration (FMCSA) is finalizing its plans to require interstate drivers to replace their paper logs with electronic logging systems, capable of tracking vehicle movement down to the minute and the mile.

With many drivers already adopting “e-log” technology — whether compliant or not — and motor carriers contemplating what the future holds, it’s a good time to review the regulations as they exist today, make sure your current logging devices are compliant, and assess where the FMCSA stands on the road to new e-log regulations.

AOBRDs vs. Digital LogsThere are two types of electronic logging solutions in common use today, each with its own benefits and pitfalls: • Automatic on-board recording devices (AOBRDs) automatically record engine data to track drivers’ hours of service. These devices collect data directly from the vehicle, are regulated under 49 CFR Section 395.15, and must meet specific criteria. If you’re using an automated logging solution today in place of paper logs, chances are it’s an AOBRD.

• Logging software used to create digital logs. These include applications running on laptops, smartphones, and other devices that are not connected to the vehicle to capture engine-use data. The devices may include GPS capability to capture vehicle movement and location, but are not compliant as AOBRDs. As a result, they are subject to the rules that apply to paper logs: Section 395.8.

What is the key difference between these two systems? AOBRDs replace paper logs entirely, whereas drivers using logging software must be able to print their logs onto paper, upon demand, during a roadside inspection. Officers are not required to accept a driver’s laptop or smartphone app in place of a paper log if it’s not part of a compliant AOBRD system.

Compliance CheckHow can an enforcement officer tell if a logging system is a compliant AOBRD? 1. The officer will verify that the device is “integrally synchronized” with the vehicle, allowing it to automatically capture required information like engine use, road speed, and miles driven. Many AOBRDs rely on a “black box” connected to the engine to accomplish this. If the device is not synchronized with the vehicle, then it cannot be an AOBRD and the officer can request a paper log for review.

2. The officer will check whether the device can display logs for the last seven days plus the current day. The “display” can be a chart, electronic display, or printout. It needs to display total hours driving and on duty, total miles, total hours on duty for the 7/8-day period, and the sequential changes in duty status for each driver using the device.

3. Next, the officer will verify that the driver has an instruction sheet describing in detail how data is stored in and retrieved from the system.

4. The officer will verify that the driver has a supply of blank graph-grid logs in case the AOBRD stops working. The driver needs to have enough blank logs to last for the duration of the current trip.

5. Finally, the officer will verify that the driver can demonstrate how to use the device.

Though many AOBRDs today are equipped with GPS to automatically capture location information, they don’t have to be; drivers can enter their location manually. If location codes are used, then the driver needs to carry a list of those codes and their meaning.

Rule StatusThough AOBRDs are the standard today, they won’t be for long. New rules are expected sometime next year to require next-gen e-log systems — to be called “electronic logging devices” (ELDs) — in most commercial motor vehicles.

The rules are expected to apply to anyone subject to the federal hours-of-service and logging rules in 49 CFR Part 395, with possible exceptions for short-haul (100/150-air-mile) drivers who normally do not have to log their hours.

Though Congress wanted a final ELD rule to be completed this year, federal regulators will be lucky to issue a draft version before 2014 (the proposed rule is currently slated for November this year). After the final version is published, perhaps next year, actual installation and use of ELDs is expected to be required within two years. So electronic logs are on the way for most motor carriers and it’s not too early to start your search for a competent and reliable vendor. But in the meantime, make sure the logging systems you use today are compliant with current standards.
