fter all of that preparation, organising, planning and hoping (weather wise), the Whittlesey Festival had finally arrived last month.

I for one had been watching the weather quite closely, because our photographer Chris, had been promised that I would stand and hold an umbrella over his camera should the heavens open. Thankfully for me, and the stallholders, organisers and spectators alike, the sun shone and the only gripe with the slightly excessive wind. For our gallery and report on the festival, please turn to pages 24 and 25.

On the same date, St Andrew's Church had it's grand re-opening, and celebrated by filling the beautiful building with various floral arrangements. We popped along and I remember being struck by the wonderful smell, and serenity of the church. I was very impressed with the delicate arrangements of such a vast range of flowers, and I would just like to take a moment to congratualate all involved. It's great to see St. Andrew's open once more.

Last month was a busy month for us, with our launch of Discovering Bourne. The second magazine in our family, we felt immensely proud to see it in print. It also reminded me that this issue marks my twelth since I started editing Discovering Whittlesea. Perhaps it's a sign of my age, but I can't believe how fast a year has passed.

This issue is packed full of local stories, but one in particular struck a chord with me, and that is the story of Danny Baxter, a twenty-six year old local man, who lost his battle with cancer. I was contacted by his family and asked to include their fundraising event on the 7th of October. Turn to page 8 for the full story.There is plenty happening in Whittlesey this month, so enjoy yourselves and remember to contact me if you would like anything including in your local magazine.

I must mention that Fenland have started a consultation on the Peterborough to Ely Line and are seeking public feedback on proposals including more trains (hourly from Whittlesey Station) and an enlarged and formalised carpark. More information about this to come next month.

Fenland Photographer

ocal photographers are invited to enter a prestigious new competition to capture the best images of Fenland. Atelier East and Fenland District Council have partnered up to bring you the Fenland Photographer of the Year 2012 competition, which will raise the profile of local photographers and give them a national platform.

There are six categories to enter, and the competition is open to everyone from the novice to the professional, and all ages too! The categories are: Heritage and Culture, Churches, Waterland, Outdoor Pursuits, Parks/Gardens and Open Spaces, Fenland Market Towns. You can submit up to 18 pictures across the 6 categories.

Selected photographers will be invited to exhibit their winning photographs with Atelier East at the Octavia View gallery in Wisbech throughout December 2011 and January 2012, with all work being offered for sale (if the photographer so wishes). Photographers can also win the opportunity to have their pictures published and credited in the Welcome to Cambridgeshire Fens, Visitor and Accommodation Guide which is distributed Nationally.

Every year Fenland District Council produces the ‘Welcome to the Cambridgeshire Fens, Visitor and Accommodation Guide’ to encourage visitors

There will be an award for one winner in each category, and the overall winner, selected from the six categories, will be awarded a trophy and the grand title of Fenland Photographer of the Year 2012.

What is Rotary? by Jenny Parker

Firm friendships are made through Rotary and we also have a great

social life because of it.

Earlier this year I was invited to speak to the lovely ladies of the Nova Group.My subject –My year as President of The Rotary Club of Whittlesey, being the first female member and subsequently first female President.

Afterwards, it was obvious from their questions that many knew little or nothing about Rotary International so I would like to dispel a few myths about us:-

We are not a secret society, we don’t have funny nods or handshakes and we are not male only membership either.

We are part of a worldwide organisation with millions of members. Primarily, we regard our membership in Rotary as service in that we raise funds to help our local schools, communities and the wider world. We endeavour to have fun and fellowship whilst working together to raise these funds.The basic fundamentals of Rotary have changed very little since the very first Rotary Club was formed in Chicago in 1905. The constitution was changed in the mid eighties to allow ladies to join Rotary, and clubs have benefited enormously.

• We meet weekly at The Falcon Hotel, Mondays 6.15pm for 6.30, enjoy a meal together and have our meeting, usually with lots of humour and laughter which is always fun. If you would like to find out more about us, please contact me, Jenny Parker on 01733 351005.

Race NightIn memory of Danny Baxter

Family members are organising a race night, which will take place on Friday the 7th of October at 7.30 pm at the New Crown in Whittlesey, in memory of a popular local man, Danny Baxter.

It was Danny himself who had started organising a race night to help fund a trip of a lifetime to Las Vegas. Sadly he passed away on the 30th of August after losing his battle with cancer. Danny, an ex-student of AJS and Sir Harry Smith Community College, was incredibly popular. You may have seen the tributes left on the buttercross, or even joined the Facebook group created in his name, both demonstrate what a wonderful young man he was, popular, friendly, and impossible to forget.

Raffle tickets are only £1 a strip and are available from the New Crown or The Three Horseshoes in Turves. Prizes to include: £20 tesco voucher, one month ambassador membership at the Manor Leisure Centre, meal for two at The Three Horseshoes, meal for two on a Sunday at New Crown, meal for two on wednesday at New Crown, Frankie and Bennies £30 voucher, Northhampton Town FC ticket vouchers, Leicester City FC behind the scenes tour for four people, Nandos full platter meal value of £27.50, 2 premier badges for any Newmarket Autumn Raceday 2011, signed Eastenders postcards and a photoshoot by our very own Chris Brudenell.

Whittlesey Festival Fund Raising Coffee Morning

On behalf of myself and the Festival Team, I would like to thank everyone for all the support given to our fund raising Coffee Morning. We had a very successful and enjoyable morning with entertainment and thanks to the Whittlesey Nova Club ladies, we had beautiful homemade cakes and scones.

We raised £295 which will be put to very good use at this years Festival on Sunday 11th September. I am sure I shall see many of you there as it is a really great day.

Fenland Camera Club’s Second annual Photographic Exhibition Fenland Camera Club is holding its second annual Photographic Exhibition at Alderman Jacobs School Drybread Road, Whittlesey PE7 1XJ on 29/30th October 2011 10am-4pm. Light refreshments will also be available over the weekend.Rowland Hobson Head photographer for The Evening Telegraph is doing us the honour of opening this year’s Exhibition. He will be selecting his favourite exhibit, which will be awarded Best Photograph! The general public will also have the opportunity of selecting their

three favourites in the exhibition. A raffle will also give the lucky winner the opportunity to select the exhibit of their choice in mounted form as their prize!Fenland Camera Club was formed in May 2010 with just 8 founder members and now to date we have nearly 50 members. They have gone from strength to strength often go on field trips and try out different forms of photography. Next year they hope to take part in our first external competition, The Brotherhood Competition organised by Peterborough Photographic Club.

• The club meets fortnightly on a Wednesday evening at 7pm at AJS, and are a friendly club of mixed abilities. There are a few places left, so if you are interested in joining them, just come along to the exhibition where you can talk to the members to find out more!

Street Priders help to tidy up at the Whittlesey festival

Trophies for local men at Wisbech Historic Vehicle Road RunIt was at the Wisbech Historic Vehicle road run, which is for vehicles 25 years and over, that Ted Ayres and Andy Stimpson (both from Whittlesey) each received a big cup. Ted won with his 1938 Austin Ruby and Andy’s Triton Motorcycle was also chosen. In both cases the choice was made by the last year’s winners of their class, who had to choose which of the many vehicles they would like to take home.

The results came after a two stage road run, in which the assorted vehicles – lorries, cars, vans, motorcycles and scooters - wound their way through the fens. To the drivers delight, bystanders were sitting outside their homes to wave them as they passed.

The Wisbech Historic run is held every year, and grows in popularity. The event, sponsored

by Elgood’s Brewery, usually attracts about 200 entries of vehicles, motorcycles and cars of all ages - including some dating back to the early 1900s.Congratulations to Ted and Andy (shown below).

Three fantastic Litterpicks during August saw Street Pride remove a vast amount of litter andrubbish by targeting the Manor Field, Station Road, Bower, Kings Delph and Ramsey Road. They also removed five bags of old computer parts, telephones and keyboards from Decoy Lane.

Street Priders had a very good day at the Whittlesey Festival – a very well organised and attended event. Their stall, promoting Whittlesey Street Pride, had ‘HMS Lollypop’ in attendance – the star prize being an X-Box along with several other prizes. StreetPrider Fred Mills dressed for the occasion in promotion of the Group and between them they helped tidy up during the day.

Thanks go to Paul Cornell at Briggate Service Garage, who is kindly sponsoring the gateway boat at Ramsey Road – Spirit of Whittlesey.Sadly this site suffers from theft and vandalism, but the team will not be beaten and intend to carry on

cleaning up this layby.

As mentioned in last month’s edition, the team will be launching their next gateway project on October 1st – more to come next month. Also later in October (29th & 30th), they will be launching their BIG Daffodil Planting Campaign. They would like to encourage all community groups to help with this event…..and hope to plant 25,000 daffodils. If you can help in any way, please contact Roy:

A word fromKay MayorKen and I arrived home from holiday at the end of August in time to attend the Annual St Andrew’s Fete held on Bank Holiday Monday. Concerns had been raised about the weather but we were lucky, the sun shone on us and the members of the PCC went home with smiles on their faces!

Neighbourhood Watch (NHW) Whittlesey; a meeting was held on 1 September to determine whether or not NHW would continue in Whittlesey. Unfortunately the Chairman and Treasurer had resigned due to apathy from the co-ordinators. Without these two important posts being filled the scheme in Whittlesey would have folded. There are presently between 40 and 50 co-ordinators in the Town but unfortunately it is usually the same few (usually 10 – 12) that attend meetings. Non response to emails questioned whether the co-ordinators already in place are active or not. We did get two volunteers to fill the vacant posts and as a result we hope that NHW will continue. Our PCSO’s that attended the meeting agreed to visit all existing co-ordinators and try to recruit more. Did you know that if your street is included in a NHW scheme you are eligible for a discount on your home insurance – along with other benefits? It is not an onerous task so if you are interested in being a co-ordinator for your street, please come along to the next meeting on Tuesday 8 November at Grosvenor House (Town Council Office), you will be sure of a warm welcome.What can I say about the Whittlesey Festival on Sunday 11 September? What an absolutely fantastic day – again the weather predictions were not favourable but on the day despite high winds the sun shone and everyone enjoyed themselves. The disappointment was that because of the winds the Spitfire did not fly over; this was more than compensated for by the Sea King Helicopter which gave a

wonderful fly past later in the afternoon. Congratulations to THE TEAM who have worked together for the past four years and the Festival gets bigger and better. We are certainly looking forward to next year.The Queens Diamond Jubilee celebrations are now being arranged. Hopefully those of you that remember the Golden Jubilee celebration know what a great day was had by all. Plans are afoot to hold a one-off event on Monday 4 June 2012 similar to the Golden Jubilee Celebrations with a parade through the Town which will end at the Manor Leisure Centre where events will take place for the remainder of the day and evening. Two meetings have already taken place with representatives of organisations within the Town. Letters have been sent to various organisations to request donations as it is intended to present all primary and pre-school children with a keepsake of the event. Without financial help this will not be possible. We will also be holding fundraising events so if you know of any organisation willing to help please get in touch.Look forward to seeing you out and about, ‘til the next time..……….K��

What About Music In The Church? – Part 3This month’s article concludes our very brief look into the history covering the difficult journey of church worship up to ….. The Modern Period (1800 ---> In 1879 William Booth left his Anglican & Methodist roots in order to reach a section of society that was being forgotten by the mainstream church. They very quickly began composing their own songs, producing their own hymn book, and forming bands. To the traditional church with its formality and ‘lack lustre’ music, the Salvation Army worship with its clapping hands, tambourines, brass instruments and drums, along with loud shouts of ‘Hallelujah’ was certainly shock treatment, resulting in the Army being called the equivalent of today’s term of ‘happy-clappy.’ From the early 1900’s the Pentecostal / Charismatic churches came into being with an emphasis on the Holy Spirit. This caused church worship to take giant leaps forward with singing that was alive and wholehearted. Its characteristic sound was hymns, Gospel songs, upbeat Gospel choirs and choruses expressing their faith, with an increasing array of musical instruments being used in worship. From the late 1900’s those talented in music and creative arts, who previously could only find expression in the secular field, began finding an outlet for their talent

By far and away the biggest political issue over the last month has been the report which proposed new Parliamentary constituency boundaries. The implications are huge. Basically North East Cambridgeshire, the constituency we all currently belong to, is proposed to be torn apart with Whittlesey moving in to a new constituency called Peterborough South.

What does this mean in reality? Well, firstly, our historic Parliamentary alignment with the Fenland area would be no more. That would mean that much of the joint strategic work we have done with Fenland would be under threat. As I have mentioned in this column before, our vision for a bypass around Whittlesey is partially built on the economic benefits it could bring to Fenland. Having a Member of Parliament that understands the argument and has the whole of Fenland in his constituency is arguably better for us.

within the general worship life of the service, introducing such things as dance, flags, puppets drama and mime. The churches who truly embraced this not only experienced growth but also saw their services enter a new dimension of vibrancy and life. The relationship their congregations had with God became more meaningful and real, whilst those who stagnated in a bygone era or simply ‘tinkered round the edges’ while falling short of wholehearted change, continued to experience decline. History clearly shows that churches refusing to wholeheartedly change not only decline, but more tragically, they lose relevance and significance with the very community they should be serving. Something hugely positive is happening to church worship in this generation; the passion of our church is to be a part of this. I am so thankful for the enormously talented leaders we have in our church in areas such as children’s work, creative arts, music and song writing. The children and adults that they help develop, constantly amaze me with their energy and imaginative presentations during our services. Like the Army many years ago, do we mind being called ‘happy-clappy’ – indeed not, every time I look at our varied age congregation with all their passion to serve God and this community, I truly count it an honour.

However, the issue is bigger than that. My fear is that the next step following a boundary review of Parliamentary constituencies will be a Local Government review, at which point the logic of a more closer alignment between Local Government boundaries and Parliamentary constituencies would be an inevitability. So, agreeing a change to Parliamentary constituency boundaries could lead to us becoming part of Peterborough City Council. I have no issues with Peterborough and love being part of Fenland - but that debate about where we belong needs to be had, rather than just become an inevitability and local people must have their say.

The front page of my website now has links to the document about the Boundary review and a link to where you can respond. It is absolutely vital that Whittlesey residents have their say. I am going to be working on a few ideas to widen debate - so please keep your eyes and ears open.

The Bowker Family

‘Down Under’ aving written last month about some of Nancy Bowker’s family going to Canada to seek their fortune, it would appear that some of them also went to the other side of the world and settled in Australia and New Zealand.

A chance encounter with a lady whose family lives in New Zealand, had me looking once more into the Bowker family, especially the memorial to Thomas Bowker on the south wall of the Chancel of St Mary’s Church.

I walked into Whittlesey Museum and found Kathleen Free was there gleaning information on the Bowker family for her father. Having talked her through the information available in the Museum, she expressed a desire to see more of where the Bowker family lived and died. The first stop was to the cemetery where a number of Bowkers are buried, then round to ‘The Elms’ (the last family home of the Bowkers in Whittlesey), down to the Manor House where Thomas Bowker had lived and then on to the station just in time for her to catch the train to Maldon in Essex where she was now living.

Her father, Professor Paul Mulcock, was in the process of compiling a book on the Bowkers in Australia and New Zealand from whom he is descended, tracing them back to 1690 when Thomas Bowker married Ann Addison of Yaxley in the U.K. I was aware of course of the rather fine Bowker memorial and inscription in the Church, but had not studied it in any great depth – an oversight which, with Professor Mulcock’s assistance has now been rectified.

According to the Peterborough Advertiser, the Memorial was placed in the Chancel in the first week of March 1883. It was designed by W.P. Crisp, an architect of 88, Chancery Lane, London and sculptured by F.G. Anstey of Regent’s Park, London from Mr Crisp’s drawing and is composed of Caen stone from France and Purbeck Marble. A glance at the window to the ringing chamber on the

south side of the tower will show that this recessed opening and battlements with ornamental pinnacles either side form the nucleus of the Memorial, The design of the hood was adapted from the canopy over the doors in the west front of the tower.

Above the inscription giving details of Thomas Bowker’s life and achievements is a shield bearing a

coat of arms on which are shown three erect boars’ heads in two of the quarter segments. The crest above the shield shows an arm in armour holding an archer’s bow, probably relating to the first three letters and pronunciation of the name ‘Bowker’. The motto when translated from the Latin reads ‘Attempt Nothing you cannot Perfect’. Below the battlemented shelf for floral decorations and in a recess is a ribbon on which is carved the text of the vicar’s funeral sermon ‘Thou shalt go to thy Fathers in peace, thou shalt be buried in a good old age’ (Genesis XV 16). Virtually hidden from view, the initials ‘T.B.’ are carved on to the ends of the two Purbeck marble corbels which support the memorial.

It is amazing what you can find if only you take the trouble to look – with, of course, a lot of help from the other side of the world!!

Decoy Lakes Festival...

Over the past few weeks the fishing around Whittlesey has been some of the best we have known for several years. The Fen

Drains have produced some cracking action topped by a fine 12lb plus tench taken from the Twenty Foot Drain. A couple of big carp have been taken from a very clear Glassmore Bank and with some wonderful pleasure fishing catches being taken along Whittlesey Dyke and Ashline Sluice there has been no shortage of fish. Officials at the Whittlesey club have been a little disappointed with the rather low attendance at their junior matches, perhaps next year a little more promotion before the event will see a few more young anglers on the bank, bear it in mind, there is always plenty of expert help on hand and the youngsters can pick up a lot of tips very quickly in a couple of sessions. This year’s aggregate trophy winner was Sam Boon with an overall aggregate weight of 7lb 8oz.

Our local still waters have been in full swing, Eldernell has been transformed by the new owners and is well worth a visit, Kingsland has seen lots of double figure carp taken and the Silver Fish Lake has also been in cracking form. Railway Lakes is another water that has seen a lot of local anglers enjoying a good days sport and a few new features

at Northey Bark has seen quite a few more anglers visiting the complex. As expected, Decoy lakes is the Mecca for match anglers from across the area right now there are very few local clubs that do not fish here regularly.

In the recent Decoy Lakes Festival huge weights were taken, Nigel Baxter broke the venue record with close to 300lb of carp but even that was not enough to stop John Whincup form winning the three day event.

As we head into the cooler months and eventually winter many anglers across the area start to get themselves geared up for a spot of pike and zander fishing. The Fenland Drains and in particular waters controlled by Whittlesey AA are renowned right across the country as providing some of the best action available on a day ticket. The likes of the Twenty Foot Drain have not really been fished that hard for pike over the past few months so I am sure we can expect plenty of action. Many locals prefer Glassmoor Bank for the bigger fish, while others are happy to catch a few more fish but not of any great size from Cock Bank.The Whittlesey Club actively encourage pike anglers onto their waters and over the next few months will be running both junior and senior events.To start off with the junior match will be run on Saturday 9th October on the Twenty Foot Drain, on the Popular Tree section. The following Saturday its on Cock Bank with the last match taking place on Sunday 23rd October at Glassmoor Bank. The matches have been kindly sponsored by, Hansons, Sheltons and J & A Carpets. Whittlesey Festival 2011 Highlights

Children enjoyed the free face painting, puppet shows and fairground rides amongst many other activities, they really were spoilt for choice. There was plenty to do for the adults and everyone enjoyed watching the various dance displays and musical presentations including the Peterborough Highland band. One of the highlights of this year’s Festival was the amazing fly past by the Air Sea Rescue Sea King Helicopter which wowed the crowd. Another popular attraction was the display of over 50 classic cars that lined one of the main streets. This really brought back memories for many people and present day enthusiasts alike. The Festival Schools Art Exhibition was held at the Whittlesey Christian Church with over 100 entries on display from local primary schools

The Whittlesey Festival, which took place on Sunday 11 September, was a resounding success with in the region of 7,000 visitors many of whom had travelled from further afield. It was a great day out for everyone with a full programme of events and many different stalls and attractions creating a real buzz throughout the whole day.

A word from...Councillor Pauline EdgeIt’s hard to believe that we have just had our 4th Whittlesey Festival last Sunday. What a great day and so lucky with the weather, it was such a pity the winds were so high that we were unable to have our RAF Spitfire flypast, I know everyone was as disappointed as we were, but we did get the RAF Sea King Rescue Helicopter, which was superb.

I hope everyone enjoyed the day as much as we did; there was certainly something for everyone. As always, we look forward to any feedback you would like to give us as we are always looking for ways to improve each year. On behalf of the Festival Committee, and myself I thank you for all for your support, as without you there would not be a Festival,

We start working on our plans for 2012 in January, this will be a very special year as it is the Queens Diamond Jubilee, so we are hoping to put on a very special Whittlesey Festival in September.

We shall also be holding a Festival Fundraising Black Tie Ball on Friday 25th May 2012, this will be a great event and I hope to see some of you there. I will be giving further details on this event in the New Year.

Tax Free Cash from your pension

Most of us know that a tax free lump sum can be provided from most pension schemes. Whether to take it or not depends on the scheme and your circumstances - for a variety of reasons most of us take the lump sum, in this article I will cover some of the things you can do with it.

One option is to spend all or some of it on goods and services that have already been considered. It could be used to settle any outstanding borrowings such as the mortgage, loans or credit cards – so as to reduce monthly outgoings in retirement.

Sometimes regular income is a priority, the decision to take or not take the tax free cash may have involved a reduced pension income. Pension income is taxable – even the state pension – however, income from an investment can be received with no tax liability in many cases with good planning.

You could leave the cash in a bank or building society deposit account, unfortunately the

real buying power is at risk of reducing for two reasons – firstly it is almost impossible to get an interest rate even close to the current rate of inflation, therefore, on average, prices are going up faster than the value of your capital. Secondly, unless it is within an Individual Savings Account (ISA) – the interest is likely to be taxed at source – reducing returns by a

further 20% (other tax rates may apply).

Before using your Cash ISA allowance of £5,340, take independent advice – the full ISA allowance is double that amount, and might be better utilised in another way. There are other investment options

that are tax efficient – but it depends on your individual circumstances. It is a good idea to talk through options well before the retirement date is reached, firstly to understand why certain decisions will be in your favour, secondly to manage the inevitable paperwork that may be unfamiliar and finally to make a plan that takes the worry out of important decisions by dealing with them in manageable sections.

As we discovered last month, osteoarthritis is due to wear of the joint surfaces. As we get older your joints start to wear in a similar fashion to parts within a well used machine. There can be factors which accelerate or predispose your parts to wear but ultimately all our joints will show some signs of wear.

The diagram below shows a story board of the process of osteoarthritis and what we may feel at various times. Refer to the picture for a reference of the structures the story board is referring.

Policing your areaby An�� H���id�� After receiving a report from a local landlord that one of his customers had been drinking in their premise for a quite a while he was concerned that he was going to get into his vehicle and drive home. PCSO’S with the support of a traffic mobile plotted up to keep an observation on the vehicle in case the driver came back to the vehicle to leave the location.

After 10 minutes of observing the vehicle the traffic mobile sighted a male coming out of the licensed premise and got into the vehicle and drove away from the location. As a result of this the vehicle was pulled over and the driver was required to conduct a roadside breath test. The driver failed the breath test by blowing over the legal limit and therefore was subsequently arrested for drink driving.This was an excellent example as how the police needs the support of members of the public to help them crack down on crime to make your streets and roads a safer place to live and drive on. I wish to say thank you to the landlord that reported the incident to us. With thanks to Cambridgeshire County Council and Highways there has been new traffic signs put up at both bus bays in Queen Street in Whittlesey. The signs outline the parking regulations and restrictions that apply for parking on Fridays as the local policing team still see drivers parking in the bus bays on Friday’s. Please bear in mind that normal vehicles can park in the bays Monday – Thursday for 1 hour only from 8pm – 6pm, all day Sundays and not between 8pm – 6pm on Fridays as the bays are used by the buses between the stated times. Any vehicle that is found parked in the bus bay on a Friday between the given times is liable to be issued with a £30.00 fixed penalty notice. If you are interested in helping the police make

your neighbourhood a safer place to live then Whittlesey and district Neighbourhood Watch (NHW) are looking for more people to be NHW coordinators. Neighbourhood Watch exists to:• Prevent crime by improving security, increasing vigilance, creating and maintaining a caring community and reducing opportunities for crime by increasing crime prevention awareness;• Assist the police in detecting crime by promoting effective communication and prompt reporting of suspicious and criminal activity;• Reduce undue fear of crime by providing accurate information about risks and by promoting a sense of security and community spirit, particularly among the more vulnerable members of the community; and• Improve police/community liaison by providing effective communication channels, and by members informing the Police of incidents when they occur.

Eastrea Centre celebrates new cash injectionEastrea has secured funding of £50,000 towards the new Eastrea Centre, due to be built on the A605.

Mrs Smith, Grants Officer to the Eastrea Village hall Trust, said: “This money will pay for our flooring, the fully-fitted kitchen and much of the internal furnishing. The Trust is delighted to have won this important award.”
