| A word from - your Mayor Kit Owen

ow quiet was the Summer for you? August in particular unless you recall the horrendous rain, which fell upon the town on Friday 8th of that month. Maybe you have been to countries which experience a monsoon climate or rainy season, in which case you will have seen the massive drains built for the anticipated eventuality. I understand the general rainfall that day was the heaviest for March in living memory. The most unfortunate element was that for various reasons, some dwellings were subjected to severe flooding. Most people in that situation are now and will be sorting their lives out for the next six months or more.

Just the day before, I had been honoured to attend the Princes Trust Fenland Final Speech event at Wisbech Fire Station. This began with a dozen or so young people, several from March, demonstrating their skills with fire engines, hoses and appliances. They had all undergone a 12 week course organised by the Princes Trust, together with Cambridgeshire and West Norfolk Fire Services, and came out the other end clearly much more confident and mature people. There was no hesitation in each individual reading a speech they had prepared in front of 50 or 60 guests; I doubt any of the guests could claim they were not moved by the speeches.

One organisation which I was not previously aware existed for the town, is the March and District Model Railway Club. A demonstration of which took place at St Peter’s Church Hall at the end of August. I should make clear these were model trains together with all the associated paraphernalia. A great deal of detailed work had gone into preparation of the various demonstrations.

With attendance of 100 or so members of the public each Sunday, I believe it can be said this Summers Open Air Band Concerts in West End Park, which began on 6th July with some nine concerts ending on 31st August, were again a success. Most beneficial was the sun shining on each occasion.

On the Sports and Leisure side, I can confirm a meeting has taken place over the future of Estover Playing field, between the Leaders and Chief Officers of the three local Councils, March Town, Fenland District and Cambridgeshire County. Whilst as yet there is no conclusion,

this has opened up the likelihood of future meetings to enable ongoing negotiations.

Agreement has been reached on the way forward for the George Campbell Pool and Leisure Centre. In the first instance the name George Campbell is to be retained following consultation with the daughter of the late George Campbell, who I believe is in agreement. In addition Fenland District Council has announced improvements to the Centre of some £750,000, but as a result of a generous grant of some £216,000 from Sport England, the enhancements will actually cost some £500,000 on present estimates. This will see an Extension thereby increasing the number of Gym Stations from 33 to 50, together with an overdue refurbishment of the changing rooms. Work will also be carried out to the pool roof as well as a new liner. Whilst inevitability there will be some disruption to access all areas, it will be kept to a minimum and ample notice will be given to users when certain areas are inaccessible.

Many local Mayors and Chairmen have Civic Services at this time of year and March is no exception. I will be holding a Civic Service at St Peters Church, on Sunday 19th October at 3pm. There will be performances from students of the Neale-Wade Academy, a local juniorschool and Misty Jones. The event will be followed by light refreshments for those attending in the Church Hall.

At the time of writing the weather is pretty glorious. Long may it continue. You may have noticed I was subjected to an Ice Bucket Challenge recently. That was also a warm sunny day. I must confess to the expectation being worse than the event. Don’t understand why the others had small buckets of ice water tipped over them and I was subjected to a large tank. Nevertheless it raised money for good causes.

I am working closely with Anglian Water to address the damage caused by the recent flooding in March, including calling for urgent repair work to a broken sewer which residents in Lime Grove, March are blaming for flooding to their homes. I met recently with pensioner Peter Baines, whose bungalow has been flooded four times since 2009, and am assisting other residents with problems with their insurers. If there are other residents who need help following the flooding please get in touch with me via my constituency office in March on 01354-656635. March schoolboy Harry Copeman caused a splash for charity recently when he completed a whopping five-mile swim at the town’s George Campbell pool. I was poolside to cheer on the plucky nine-year-old, who is believed to be one of the youngest people to undertake such a mega swim. Harry, who is the son of Chris and Sadie Copeman of Ash Grove, completed 320 lengths of the March pool, to raise money for the Meningitis Research Foundation. Signatures continue to flood in for the Treat Me Local health campaign, to bring healthcare out of hospitals and into the community, ahead

of my health summit on 26th September to be attended by the Chair of Cambridgeshire and Peterborough Clinical Commissioning Group and the Area Director for NHS England. Well done to pupils at Neale-Wade Academy who recently received their exam results, with a 97% A Level pass rate, and 76% of GCSE students receiving an A*-C for English. Next year Cambridgeshire is to receive the highest increase in per pupil funding of any county in the country following lobbying from Cambridgeshire MPs, teachers and parents. Free Town Centre FishingThis time of year a lot of anglers turn their attention to Roach fishing and as the weather gets colder the Roach start to feed. Some of the best areas are town centres and one of the best in the area is the River Nene that runs through the centre of March, from the bypass bridge downstream to the railway bridge at Creek Fen. The fishing is FREE and the best method on this stretch as it gets colder is punched bread. At the moment you can catch well on maggot over ground bait and you can still catch the odd Tench, big Rudd and plenty of Skimmer Bream using maggot. Other free stretches worth a visit are Spalding, where the main fish you are looking for is Roach. On the right day you can catch Roach to 2lb, again bread is a good bet. Over at Ely on the Great Ouse in the town centre Roach and Skimmer Bream seem to shoal up through the winter months. All the venues I’ve mentioned are also good for a spot of Pike fishing, either using dead bait or spinning. This time of year there is still plenty of good fishing to be had on the rivers and drains outside

of the town centres, with Roach feeding well on the 20ft and 40ft drains. The best areas seem to be near any bridge and one of the best spots is next to the footbridge on the 20ft drain at March. Also on these drains the Pike and Zander are starting to feed and can be caught on most stretches of the river, dead baiting is one of the best methods. Most lakes in the area are still fishing well with plenty of 100lb plus catches being had at Decoy Lakes, Headfen and Townsend Lakes at Outwell. But as the temperature drops the fish seem to shoal up and become harder to catch. Finally a couple of dates for your diary. Sunday 19th October sees the first open match held on the River Nene through March, fishing is from 10am-3pm contact me on 07970 673 439 for a ticket or any other information. There is also a match on Saturday 1st November, while this is sold out; the river is only reserved from West End Bridge to 20 Pegs above the bypass bridge as this match is a Riverfest qualifier.

WHO IS KNOCKING ON YOUR DOOR?Dear readers, does it worry you when a stranger comes to your door? A national Trading Standards Institute survey involving feedback from 9,000 randomly selected households showed that nationally 96% of people simply did not want doorstep cold callers, and none of those surveyed actually welcomed them. Cold calling” is when someone calls at your home without a prior invitation. It is normally carried out by traders or sales people trying to sell a product or service. Other organisations which cold call on the doorstep include charities, religious groups and political parties at election time. Cold calling is not illegal. Some people are happy to receive such callers; however, some find cold calling to be annoying, unacceptable and an invasion of their privacy. In addition, cold calling is also a known method used by rogue traders, bogus workmen, high-pressure sales people, hawkers and bogus officials whose aim is to con householders out of their hard earned money. There is a proven link between instances of cold calling and instances of burglary, particularly distraction burglary. A seemingly innocent doorstep caller may actually be checking things out for a return visit at a later date to carry out a burglary or they may be distracting the householder, while an accomplice enters their premises to steal. No one should feel ashamed if they become a victim. Research shows that older people are particularly vulnerable, especially those living alone. The number of serious doorstep crime incidents reported to both the police and trading standards services has grown significantly over the past few years. Incidents involving older people losing thousands of pounds are now not unusual, but even a crime costing its victim just a few pounds can have a profound effect on that person’s life and health because they feel that the security and safety of their home has been invaded.What you can do?You do not need to open the door to a stranger and never employ a trader who calls to your door offering their services. The harvest from the summer should all be in so don’t forget to take down the shading from the greenhouse. Pay particular attention to the guttering on your greenhouse, falling leaves can soon lead to blockages, damaged gutters and possibly broken glass. By planting hardy perennials in the autumn you will ensure borders are full of colour in the spring and summer. Commissioners Cadet Scheme takes another step forward

Cambridgeshire’s Police and Crime Commissioner is looking for young people between the ages of 13 and 18 to sign up to become Volunteer Police CadetsSir Graham Bright wants young people who are interested in policing and want to make a difference in their community, to come forward and find out more or apply to become a Cadet. The pilot scheme will launch at the Thomas Deacon Academy in Peterborough in the coming months and has already received significant interest from people wanting to know more about volunteering to help support its operation. The intention is to roll out the Volunteer Police Cadets Scheme to other parts of the county following evaluation of the pilot next year.

Sir Graham said: “We are forging ahead with the Scheme because I am committed to providing opportunities for young people to get involved in policing and playing their part in building safer and stronger communities. “I am delighted that we have already reached the stage where we are asking young people to come forward and give us some of their time. They will be rewarded by an exciting opportunity that will promote a practical understanding of policing and will also count towards formal qualifications and evidencing voluntary work

War hero’s medals go on showSeventy years after a young Australian airman sacrificed his life to protect the people of March, duplicates of his wartime medals have gone on show in the town’s museum.

Jim Hocking died when the Stirling bomber he was piloting, on a training flight over Cambridgeshire, caught fire and crashed on the outskirts of March on July 28, 1944. He ordered his crew to bail out while he stayed at the controls to steer the plane away from the town centre. He was just 21. The medals, awarded posthumously, were presented to the museum by Fenland District Council’s chairman, Councillor Ken Mayor. A gift from Alan Hocking, Jim’s brother, they were brought back to England by FDC Councillor Mike Cornwell, secretary of the Fenland Twinning Association, after a recent visit to the family’s home town, Nambour in Queensland. It is part of the Sunshine Coast, with which Fenland District Council is twinned. Speaking at the presentation, Amanda Carlin, chairman of March Museum Society, described the young pilot as “a remarkable hero”.

Cambridgeshire Fens Leader Programme

The Cambridgeshire Fens Leader Local Action Group has made its submission to Defra – Department for Environment, Food and Rural Affairs – to try and secure almost £2 million of EU and Government funding to help strengthen the rural economy from 2015 to 2020.

The submitted Local Development Strategy (LDS) will compete for funding at a national level with a decision on the outcome expected in early December.

A copy of the LDS can be downloaded from the Cambridgeshire Fens Leader page – www.cambsacre.org.uk/leader-2014-2020.php.

Mike Carter, the Programme Development Manager said: “The funding will help a range of farm and rural businesses with their sustainable investment plans, encouraging quicker growth and more employment

opportunities in a similar way to the former Fens Adventurers Leader programme.

“A focus will be on support for rural tourism to promote investment in enhancing graded accommodation, IT booking systems, small scale infrastructure and signage – which should lead to more visitors, attracting more spend and enabling tourism businesses to grow.

“In addition there is support for cultural and heritage activity which leads to jobs and growth

in some ways.”

Community Navigators are local volunteers who help older people find information on enjoyable activities and useful services

No question is too big or too small. It could be anything from finding leisure activities to where to get financial advice, or help to stay independent at home. Their job is to find out what is available; it’s then your choice what to do. Community Navigators are a project run by local volunteering charity, Care Network Cambridgeshire, which has been operating throughout the county for over 30 years.Examples of queries Community Navigators can solve:• Car Schemes and help with transport • Luncheon clubs • Mobility aids • Help to access benefits • Point you toward a Help at Home service – Free short term practical and emotional help after a hospital stay, crisis or illness at home. Firework Advice for Pet Owners

• Your pet is likely to feel safer if you’re around so don’t leave them alone• It’s important to keep pets inside once the fireworks start, so plan ahead and make sure any exercise and toileting is out of the way in good time • Allow enough time for natural products available from your vets such as DAP sprays, diffusers and collars, or medicines, to take effect (you may need to plan for this weeks in advance)• Keep your garden gate and doors shut, and make sure your pet is microchipped and wearing their collar and tag just in case they bolt in fear and escape• Don’t over fuss, this may indicate to them that there is indeed something to be frightened of• Some pets find the gentle pressure from specially designed products such as Thunder

shirts, coats or jumpers has a calming effect• Close the curtains and turn up the TV or radio nice and loud• Make sure there’s a cosy place where your pet can hide and feel secure. Often dogs will appreciate a den created under the kitchen table, a blanket on the floor behind the sofa or if they were crate trained, their crate• Distract pets with their favourite game, toy or a treat just before and during fireworks• It’s important not to punish any signs of stress or fear and remember to stay calm yourself

DON’T LET THE BADDIES GET HOLD OF THE GOODIES,

MAKE A WILLTrust me, making a Will, won’t kill you.

What making a Will, will do, is give you peace of mind, ensure that your last wishes are carried out and most importantly make what is one of the most difficult times for those left behind a little easier to deal with.

In a short article, it is not possible to go into the Intestacy Rules (dying and not leaving a Will) but for your average family, especially with house prices increasing and thus, the value of your estate increasing, more thought really needs to be given to making a Will.

Unfortunately, due to the increase in the divorce rate, we now find that many people have two families their own children the new spouses’ children from a former relationship and then your own

children.

In these circumstances, you really need to take proper legal advice. You may have to change the way that you own your property (joint tenants or tenants in common) I will explain this in a future article, as tenants has no reference to what is widely known as a tenant.

You can try and make a home made Will from a nationwide stationer, I am sure that others are available. However, as a practitioner, you often find that these are not correctly signed or are stained or torn which makes proving the Will to the probate registry difficult.

Good solicitors provide a competent service at a reasonable cost. It’s for the future of your family.

Inheriting Less Than You Bargained For

I t may be only after someone has passed away that you discover that their Will does not leave a reasonable financial provision for you, possibly leaving you facing real financial difficulty. All is not lost - there are provisions under the Inheritance (Provisions for Family and Dependants) Act 1975 which may allow you to make a claim against the deceased’s estate. Fraser Dawbarns LLP has a well established team to help you with your claim.

Am I able to make a claim?This will depend on your relationship to the deceased person. The Act includes a list of people who are able to make a claim against the estate. You are able to make a claim if you are a spouse or civil partner of the deceased (including a former spouse), a child (of any age) of the deceased, or a person who was treated by the deceased as a “child of the family”, or someone who was financially dependent on the deceased at the time of their death. If you are in doubt about whether you have a claim, Fraser Dawbarns LLP can advise you about this.

How long do I have to make a claim?Time begins to run out once the Grant of Probate has been issued - you have six months to start any claim from that date. A Court does have the power to allow this 6 month period to be extended, but this will only usually happen in exceptional circumstances - so you can’t rely on this. Our best advice is therefore to issue any claim within six months of the Grant of Probate.

What evidence will I need to provide?

You need to be able to show that the Will and/or the law does not make a ‘reasonable financial provision’ for you. The tests for surviving spouses or partners and other claimants are different.

If this goes to Court, what factors will they take into account?The Court will look at certain guidelines. The common guidelines cover aspects such as the size and nature of the estate - no estate is too big or too small, and the needs (including disabilities) of all the people affected, including other beneficiaries of the estate. The Court will take into account these elements at the time of the claim and looking forward into the foreseeable future. The Court will also consider any moral obligations of the deceased towards any person involved, and also anything else the Court feels is relevant. If you are making a claim for financial provision from an estate, the Court may also take your conduct and resources or obligations into account . If, after the Court has assessed the situation, it agrees that the Will or intestacy did not provide a reasonable financial provision for you, the Court can make an order which will state how much you are entitled to receive from the estate, where the money for the financial provision will come from, and how it will be paid to you. The team at Fraser Dawbarns LLP is dealing with an increasing number of claims of this type every year and acts for both claimants and other affected parties, such as executors, or other beneficiaries.

Hey y’all it’s that time of the month again, were all back at school breaking into the year and it’s time to start thinking practically. That means getting those all-important revision timetables made and blue tacked to the bedroom walls. I know the pressure is on from now on but it’ll all be worth it. It’s my final year of sixth form and I’m feeling it already but it’s important for me to reach the goals I’ve set myself. Reminding myself to ‘Never let the fear of striking out, keep you from playing the game.’

Young People March have recently been arranging 2014’s March Has Talent, which is a reoccurring town tradition. However, the final was planned to be on September 19th but, due to a lack of applications, we’ve had to postpone. All acts will be contacted with a later date. I am very honoured to be a part of the Linx Yopey awards this year. I was very kindly nominated by Jason Wing, principal of Neale-Wade Academy for my contribution to the community. Unfortunately I didn’t make it to the finals to win the top prizes, but I did get an invite the final. The Linx awards are also going to donate for a social impact project in our community, so watch this space.

I’d like to take a moment to mention Young Carers, an absolutely fabulous charity which I completely share a passion for. They are a charity which supports young people who care for others in their family. They do this by working with other youth groups creating days out for young carers, supporting them fully, even down to just being there to listen. They are involved in Fenland and have an office in March Town Hall. It has a massive impact on the young people’s lives and a lot of individuals haven’t heard of young carers before so I wanted to address that.

WOW. This next piece of news is possibly the biggest event ever to occur in our underrated town, which of course we all love. I never thought I’d be putting March and Britain’s Got Talent in the same sentence but hey, the day has come. 20Twenty Productions were recently contacted by the television show with an interest in reaching out to the smaller communities of England. How exciting! They showed interest in holding auditions for the show in our town, obviously we didn’t get a visit from Simon Cowell. The auditions were held at Young People March and local talents performed to the judging panel. I’m not going to mention names, but keep your eyes peeled; you may be seeing familiar faces this year on BGT.

The news of Britain’s Got Talent evoked me to thinking about dreams and possibilities. In our everyday lives we give most dreams a backseat because of practicality. However, this inspired me to believe there really isn’t a limit for what you can achieve. Being a young person from a small town doesn’t set a limit on where you’ll end up, it’s not a conclusion it’s only an introduction.

Preparing for Retirement

The age at which retirement occurs is governed mainly by when it is affordable rather than solely on when the state pension becomes payable. I mention this because some clients tell me that they cannot retire until age 66 or 67 follow-ing recent shifts in government legislation. Other pension benefits may well be accessible but it pays to get professional advice because some-times there is a penalty if benefits are taken before a certain age. From this you might deduce that in order to retire ‘early’ you need to have started planning early – this is true but retirement affordability is different to each individual, having enough income without working does not necessarily rely on a pension even if it is one of the most tax efficient ways of doing so. An awareness of your personal state pension entitlement is a good starting point. The basic full pension is £113.10 per week for a single person. This can be increased to £148.35 if you qualify for the standard minimum guarantee. An illustra-tion can be requested from the Department for Work and Pensions (DWP). If this is all you get – could you manage on this level of income? Other plans include inheritances, using the equity built up in property, an ongoing busi-ness, the sale of a business, part time / phased retirement or investments. Quite often plans are a combination of plans – each with it’s owns set of advantages, drawbacks and tax implications.

Being clear on your plan involves having a plan in the first place and being aware of the options that are available. As they sometimes say – If you don’t know where you’re going – any road will lead you there’ To make a clear financial ‘road map’ requires skill and knowledge, if you want a second opin-ion or some help in sharpening the focus of your retirement plan speak to an independent finan-cial adviser that will make sense of the assets and opportunities for you.

ctober signifies Autumn leaves, half-term school holiday and turning the clocks back for the end of British Summer Time. An Auction Sale by W. Burton, on the premises of Mr. John Watts, of Bedlam, near March in October 1872 included all his Agricultural Implements, Household Furniture, Dairy Utensils etc under a distress for rent, and gives a picture of agricultural life at the time. ‘Dog Cart, Pony Trap, 2 sets of Harness, Saddle and Bridle, Pony, Calf, Sow and 8 Pigs, a quantity of Poultry, and other effects. The Implements consist of road wagon, ditto with iron arms, 2 manure carts, corn drill, box roll, 2 horse iron ditto, iron plough (by Hornsby) 2 Yorkshire ditto, fen ditto, 2 sets of iron harrows, 2 sets of wood ditto, 2 horse drags, tomahawk, benthall, hay drags, cake breaker, mangold cutter, thatching ladders, manure forks, weighing machine and weights, dressing machine, 2 bushel measures, 2 scuttles, hand seed barrows, 5 slatted cribs, 3 boarded ditto, 3 pig troughs, 6 bullock tubs, 3 large water troughs, 2 potato riddles, horse trees, plough and cart gears for 6 horses, sundry carpenter’s tools, grindstone, corn bin, chicken coops etc’. (1) After the Michaelmas hiring fair, new jobs meant moving house for many people. In 1901 it was reported ‘It is understood that a much larger number of ‘flittings’ have taken place than for some time past’. Life in March at that time was commended. Mr Edwin Vawser, the registrar, reported that in the parish of March with a population of over 7,500 people, there had not been a single death for over a month. He commented ‘This in itself contributes

a record, even in a district where the death rate is always very low, and speaks volumes for the salubrity of the fen air and the vigilance of the sanitary authorities.’ (2) The Clerk of March Urban District Council reported in October 1914 that he had written to the Education Committee about the employment of school children for the potato harvest. The Committee had asked the Board of Education whether they would relax their rule requiring each school to meet 400 times in the year so that Managers could close schools for an additional fortnight. Mr J W Morton said that the fortnight’s holiday had been given and ‘the boys had taken up the work in good numbers and their assistance had made a lot of difference to the farmers. Mr Ogden said it cut both ways – it was a help to the farmers and to the parents.’ Private F Lefevre, Dorset Regiment, of City-road March, who was reported to have been wounded in his left arm, arrived back in England. He reached Southampton and was undergoing treatment at the 1st Northern General Hospital in Newcastle-upon-Tyne. ‘In a letter to Mrs Lefevre, he gives a lively account of his experiences at the front. He is making satisfactory progress.’ (3)

Royal Naval Association - March Branch

| Spotlight on clubs

On Sunday 6th July 2014 the March Branch of the Royal Naval Association (RNA) celebrated its 10th anniversary. The event was attended by the Mayor of March, Councillor Kit Owen, the deputy mayor Rob Skoulding and the Deputy Lord Lieutenant of Cambridgeshire, Mr. F. J. Grounds, MBE, and was marked by the cutting of a cake and numerous celebratory drinks. The RNA, whose patron is Her Majesty Queen Elizabeth II, was formed to provide a social and welfare network for its members, drawn from serving and retired members of all branches of the Royal Navy, their relatives and supporters. Currently, there are 385 branches of the RNA in the UK and overseas with over 20,000 members. Its activities are linked to its four core values - Unity, Loyalty, Patriotism and Comradeship - friends in fun and ready to help for those in need. March RNA founding members, George Brewin, Bill Barry, Bill Campbell, Iain Anderson, and Andy Howlet, formed the branch on the 4th July 2004. Since then membership has increased to almost 100 members who meet regularly every month at the Conservative club. In keeping with our values we care for each other and for the local community, donating to charities such as FEN-EQUIP - for those with learning difficulties and FACET - a workshop for those with disabilities. The March carnival is also

one of our favourites and the branch has actively participated in the past with a float and a stall offering RNA giveaways. In 2007 the March RNA won the shield for Best Float. Social activities, both formal and informal, take place over the calendar year and include a number of lunches and dinners the most recent of which was our Chairman’s Garden party. This was enjoyed by a good crowd of members on Saturday 6th September when our Chairman, Terry Shad demonstrated his prowess with a barbeque, cooking up an excellent feast. Our next major event is the Trafalgar Night Dinner scheduled for the 18th October, but more about that in later articles.

October is a great month for film, with some fantastic releases to look forward to.

The most eagerly anticipated movie has to be Teenage Mutant Ninja Turtles. This big-budget remake of the classic franchise has had fans chomping at the bit for months, and the wait is almost over. TMNT hits our screens on October 17th, with previews at The Light Cinema on the 11th and 12th. It follows the adventures of Raphael, Michelangelo, Donatello and Leonardo, under the guidance of their rat Sensei Splinter as they come up against baddie Shredder in an action-packed film that will thrill any fan, old or new. Fury is another big Hollywood release that is sure to bring in the crowds, coming out on October 24th. Starring Brad Pitt and Shia LaBeouf, among others, this World War Two epic follows an American tank crew in their attempts to strike at the heart of Nazi Germany. There is plenty on offer for families as well.

Dolphin Tale 2 is released on October 3rd, reuniting the team around dolphin favourite Winter at Clearwater Marine Hospital. Winter’s surrogate mother dies and there is a race against time to find her another companion. There are mishaps galore in Disney’s Alexander and the Terrible, Horrible, No Good, Very Bad Day. Based on the book of the same name, expect lots of laughs from Alexander and his family when this is released on October 24th. Of course, you can’t talk about October without mentioning Halloween.
