alm weather in June sets all in tune”With the longest day and a general expectation of warm weather, June marks the beginning of the summer months. But it’s as yet a young summer with the grass still green and growing with the dust and heat of summer yet to come. It’s also a month when roses start to bloom and summer shows are on the increase. It’s also the month that includes the Summer Solstice.This means the stopping or standing still of the sun and usually occurs around the 21st. For some pagans it marks the marriage of the God and the Goddess and they see their union as the force that brings the harvest. Midsummers’ Day is often confused with the Solstice but is usually set for the 24th of June which is also St John the Baptist’s day. He is the patron saint of shepherds and beekeepers ( of which I am one)It is also one of the quarter days in England when rents are due.

New horizonsFor me this June will see new horizons as I will be working full time for The Donkey Sanctuary /(www.thedonkeysanctuary.org.uk) Not entirely new as I have been working for them for some 28years and my own donkeys visit residential homes, go into schools and with their help, I speak to clubs in this area about the history of the donkey, donkey care and of course, the work of the Donkey Sanctuary. I shall be covering counties from North Norfolk through to Oxford so likely to be somewhat busy so there will be a new Editor of Discovering March while I do this. Did you know there are some 50 million donkeys and mules in the world? Many of these are working donkeys that are essential to the lives of the people in these countries. Here in the UK, the donkey is usually seen as a companion or leisure animal and can be driven, shown or walked for enjoyment. But also in the UK, the donkey is used as a therapy animal – Donkey Assisted Therapy – and gives pleasure to many children and adults in this role whilst helping mobility and emotional needs. Daisy and Jenny will be at the Wimblington Fun Day on the 20th July complete with Fiona and Shrek so do come and say hello!

Congratulations are due to March squash club, whose first team won Cambs Division One for the first time in their history. Well done to everyone involved. Two Chief Executives of national sports bodies have visited Fenland in the last month as part of my ongoing campaign to secure more funding for local sports clubs. The Chief Executive of British Swimming, David Sparkes, attended a meeting I organised with March Marlins and other local swimming clubs, to discuss how we can increase pool time and secure new sources of revenue. We also had a visit from the boss of British Boxing, Mark Abberley, who came on a fact finding mission to March Amateur Boxing Club after my meeting with him in Parliament. Will Sutton, treasurer of March Boxing Club, said the club found the visit hugely valuable and it has resulted in an application for £1,000 worth of funding for new boxing equipment. In Parliament I have repeatedly highlighted the gap between the damage caused by reckless motorists, which can devastate families when a loved one is killed or severely injured, and the light sentences imposed by the courts. After several years of campaigning I am pleased that the Government has now acted to change the law so disqualified drivers will face up to ten years in prison if they cause death, and up to four years imprisonment if they cause serious injuries. Although tough sentences cannot bring a loved one back they are important in delivering justice and reflecting the huge impact on victims

and their families.

Another law change I am seeking is to address an in-balance in the disciplinary process for doctors. At present the General Medical Council cannot appeal a disciplinary ruling that is too lenient, and it is too easy for doctors who have caused harm through incompetence to retire as a way of escaping being held accountable. This follows the tragic case of Nikki Sams who died of cervical cancer at just twenty-six years of age after her GP misdiagnosed her condition eight times. I am determined to secure changes on behalf of her father Mike and raised this case again in Parliament this month. Fenland has not secured as much funding from the Local Enterprise Partnership as I believe we should. Having highlighted my concerns to the Chairman, I am pleased that a funding event is now being organised by the Local Enterprise Partnership to be held in Fenland. I hope local businesses will take advantage of this so that we secure a greater share of the funds available. In Parliament I have been questioning health officials on the lack of protection for whistleblowers, scrutinising the sale of Royal Mail, and examining new measures to tackle troubled families as part of my work on the Public Accounts Committee. WHO IS KNOCKING ON MY DOOR?Dear readers, does it worry you when a stranger comes to your door? A national Trading Standards Institute survey involving feedback from 9,000 randomly selected households showed that nationally 96% of people simply did not want doorstep cold callers, and none of those surveyed actually welcomed them. Cold calling” is when someone calls at your home without a prior invitation. It is normally carried out by traders or sales people trying to sell a product or service. Other organisations which cold call on the doorstep include charities, religious groups and political parties at election time. Cold calling is not illegal. Some people are happy to receive such callers; however, some find cold calling to be annoying, unacceptable and an invasion of their privacy. In addition, cold calling is also a known method used by rogue traders, bogus workmen, high-pressure sales people, and bogus officials whose aim is to con householders out of their hard earned money. There is a proven link between instances of cold calling and instances of burglary, particularly distraction burglary. A seemingly innocent doorstep caller may actually be checking things out for a return visit at a later date to carry out a burglary or they may be distracting the householder, while an accomplice enters their premises to steal. No one should feel ashamed if they become a victim. Research shows that older people are particularly vulnerable, especially those living alone. The number of serious doorstep crime incidents reported to both the police and trading standards services has grown significantly over the past few years. Incidents involving older people losing thousands of pounds are now not unusual, but even a crime costing its victim just a few pounds can have a profound effect on that person’s life and health because they feel that the security and safety of their home has been invaded.What you can do?Keep an eye open for suspicious activity in your neighbourhood. If you do see obvious cold callers in your street, you can choose not to answer the door if they call. If you feel that they may be suspicious, please report it by calling 101 so that the police can come out and check their details. In an emergency, where you believe that there is a risk to public safety or an actual fraud is taking place, please dial 999.

St Georges was another fabulous year for entertainment and I hope you all enjoyed your day. I definitely enjoyed mine! Great to see so many local performers, schools and theatre groups. Well done to everyone who participated into making the day such a positive impact on our community. It’s so excellent to see so many smiling faces in the town.

On Tuesday 25th March Neale-Wade hosted a Careers convention for year 6’s and year 10’s. This allowed them to open their minds and approach the realisation that they can be anything they want to be. I attended the event and it was brilliantly hosted. With a buffet for lunchtime and lots of exciting activities provided by companies that provide future job opportunities.

20Twenty have recently become a National Music Hub based at March Town Hall, this ‘The Big Music Project’ is made up of 10 music champions who all complete a project based around music. I am a music champion and my project is going to be ‘Our big gig’. Which will be on the 13th July @ March Town Hall and March Market Square. Come along for a great day of music, workshops and refreshments. Also, keep a lookout for other projects in the area.

Our local Youth Theatre is performing Alice in Wonderland this May. Tickets are on sale at Panini’s Café in March.

I am in sixth form at Neale-wade Academy where I study Media Studies, English Language and Literature, Product Design and Textiles. With exam season approaching everyone is sweating in their boots as we’ve all raised our aspirations and realised that we can be whatever we want. Dreams are never too big. But it takes a little hard work even when the pressure is tough there’s no point being a quitter.

Neale-Wade has had the distinct honour of having a visit from the City of London Sinfonia who performed as part of a GCSE music project with year 10 students. The students chose the classical pieces that the orchestra played, they also played a specially composed piece together with students from Neale-Wade. An absolutely fantastic opportunity for the students and the school.

20Twenty productions organised this year’s Young Cambridgeshire’s Got Talent which was highly successful and bought together talented young people from all over the county. 1st Place was awarded to a young dancer called Hollie Grant from Whittlesey and 3rd place went to Sarah’s Street Dance crew - Xzibiti. Look out for the local talent as I’m sure they’ll be showcasing in March sometime soon.

March man writes novel that challenges attitudes

to mental healthJohn Harte meets him and reviews

the book, ‘Jack’ t is only in the last few decades that peoples attitude to mental illness has changed and the treatment of those diagnosed with it has moved away from the Victorian Asylums . Robert Dickson-Oliver a March resident has recently written a novel based on his experiences within the Mental Health system.

Robert started his career as a student nurse and spent time working within the locked wards of mental health institutions ,where he quickly became horrified at the way patients were treated .He then trained as a lecturer and gained a degree in Psychology specialising in health psychology and mental illness . Later he was appointed as a Clinical Manager of a mental health and learning disability unit .

Having seen how patients became institutionalised and were badly treated in his earlier career as a student nurse, he was horrified to find that some units still had not progressed much further in the interim years.He decided the best way to give these patients a voice was to write a fiction novel.

Robert says that his motivation for writing the book was when many years after first working in mental health he came across a patient from the past.”I realised that he had been on the unit where i worked in 1974 and although he had moved on to another hospital ,he had been patient more or less since that time.Apart from smoking ,eating and shuffling about ,he did little else.He was totally institutionalised and I realised

that whilst I had had a life ,family and career ,he’d had nothing”

‘Jack’ tells the story of William who in his late teens suffers from a mental illness,he hears voices (Jack). William is cast into a system of care which is brutal and dehumanising. The book covers over 25 years of his life in various institutions and the various people entrusted with his care.This is a very readable book about a difficult subject that deserves to be widely read. It is compelling and unsettling giving detailed insight into how mentally ill patients were treated by the system .

You can tell that the author feels a great injustice has been done in the way care was managed.Hopefully the book will give people an

understanding of mental illness and that vulnerable harmless people should never be left in the hands of people who see them as easy targets to bully and humiliate , and will have you thinking long after you have finished reading it. If you like your fiction to have realism this book should not disappoint you.

Organised by March Athletic Club and now in its sixth year the Spud Run comprises a five mile main run and a one and a half mile Fun Run.This year’s edition takes place on Sunday July 6th, with the Fun Run commencing at 10.15am followed by the five mile Spud run which starts at 11am. Stephen Cowell, Club Secretary of March Athletic Club and Spud Run Director, briefly explained the history of the run and how it acquired it’s unusual name, he said: “It was the previous chairs idea he wanted to have a unique name for it and the course that he set ran

between two sets of fields of potatoes at the time so he thought ah, we’ll call it the Spud Run! And also because it is sponsored by QV Foods and they donate a bag of spuds to everybody who finishes the main spud run.” The main run is open to everyone from people who aren’t serious runner’s right through to club athletes, and the Fun Run is for children, their parents and anyone who doesn’t fancy running five miles. If you want to sign up for the run Stephen explained how, he said: “They can either go on the website, print off an application form

and send it to me (Stephen’s details are on the application form), or they can come to the club house on Elm Road when we’re there on a Tuesday or a Thursday evening. “There are normally some application forms in the club house so if anybody wanted to pop in after 7.30pm they can, but the easiest way is to go on the website and print off a form. And it’s the same form whether you’re doing the Fun Run or main run; you just tick a different box.” He then described the route for anyone unfamiliar with the race, he said: “Its starts at the sports ground on Elm Road and then it goes into

the nature reserve next to the prison, there’s a quick circuit of that and back out onto the roads before it goes through some farmers tracks and onto the bank of the Twenty Foot River. It then comes back through the nature reserve and finishes on our field, so it’s almost totally off road.”

a dispute-free Spring!

S pring has sprung and now we are getting in to the Summer, people may be considering moving house or getting out in the garden, or decorating their properties. We put some commonly asked questions on these topics to the legal team at Fraser Dawbarns.

Q1. How long does the process of buying and selling a house take ?It really depends on a number of matters eg. How many parties are in the chain? Your financial arrangements – do you require a mortgage? Are there any problems with the title deeds? Searches?

If there is a chain and mortgages required we would normally say allow 6 – 8 weeks. However, if there is no chain or mortgages required and you are prepared to risk not having any searches or enquiries raised it can be completed within a week. In some circumstances we can exchange contracts within one day. This is very unusual in that the Client knew the property very well and did not require a mortgage, no survey, no searches or enquiries raised. You only move as quickly as the slowest person in the chain.

Q2. One of the fences at my property has fallen down, how do I know to whom it belongs ?You need to check your title deeds. If these are silent (i.e. the deeds do not indicate one way or the other to whom the boundary belongs) then it is probably a shared boundary and comes under the provision of the Party Wall Act 1996. If the boundary is shared, then the best course of action would be to speak to your neighbour before carrying out any work.

Q3. Can I cut down a neighbours tree or bush which obstructs my view ?Yes you can lop any overhanging branches up to your boundary, but you must give these branches back to the neighbouring owner. Under the terms of the Anti-Social Behaviour Act 2003 if your neighbour’s trees or bushes adversely affect the property and are more than 2 metres high it is possible to raise the matter with the local authority. However, the best course of action is to speak to your neighbour first (politely!).

Q4. If I have a shared driveway where does the boundary lie?You need to check your deeds which would indicate the extent of your ownership.

Q5. Can I put a ladder on my neighbours property to paint my house ?You need to check your deeds as these may include a right of entry over the neighbouring property to maintain your property. However, you would need to give the necessary notice that you intend to exercise this right and repair any damage caused. If your deeds are silent, then under the Access to Neighbouring Land Act 1992 you can apply to the County Court for access. Again the best course of action would be to speak to your neighbour first.

I have never been one for targets. The overall goal is to reduce crime and improve public confidence. My approach is clearly one the Committee identifies with. “I also agree that a week is not long enough between out-going and incoming commissioners. This is a big role that I think many have underestimated and it requires a longer handover period than was provided for last time around. “Likewise I am pleased that the report acknowledges the challenges commissioners have had around public awareness of the role at the time of the elections. I spent all of my time not asking people to vote for me, but telling people what the job was all about. The benefit of this was that my policies are actually the public‟s policies – I did a lot of listening. I think we will see that public awareness has improved by the time the next election comes around, since the public profile of police and crime commissioners has increased, sometimes for the wrong reasons of course, but the news coverage has helped increase awareness.”

Grass Seed Penetration

Which dogs are affected by grass seeds?The types of dog typically affected by grass seeds are Spaniels, Jack Russells, Westies, and gener-ally all breeds possessing either floppy ears and/or hairy ears and feet if walked where grasses commonly grow in abundance.

Why are grass seeds such a problem for dogs?Due to the minute shape of a grass seed, coupled with it resembling a tiny arrowhead, it easily at-taches itself to pets fur before travelling in the only direction it can, in towards the skin. From here the seed will most commonly penetrate the skin and burrow its way either between the toes or down the ear canal towards the ear drum. Both are ex-tremely sensitive areas, causing pain, discomfort and infection.

What are common signs of a grass seed pen-etrations?- Head shaking or rubbing along the floor- Repetitive paw licking- General signs of discomfort- Sudden onset of lameness

How are grass seed penetrations treated?As grass seeds are made from vegetable matter

they are not visible on x-rays which makes them very difficult to quickly locate and remove. Due to the sensitivity of tissues they usually penetrate, only the bravest of dogs allow for examination and removal without sedation or anaesthesia. Vets follow the ear canal or use the entry hole in the paw as a starting point to locate where the grass seed has relocated to (grass seeds have been known to travel all the way to the heart), before extracting them. Sites are then cleaned, dressed and antibiotics prescribed if appropriate.

What can I do to minimise the risk of grass seeds?- Ensure the fur on paws, toes and around their ears are kept trimmed very short during the sum-mer and autumn months- Check your dog routinely after returning home from walks where long grasses are prevalent

If you notice any of the above signs, or sus-pect your dog has a grass seed penetration, call your Vet asap, as the sooner they can be examined the better and if it is a grass seed the smaller the distance travelled will be.

Grass seeds are an extremely common seasonal problem. Watching your be-loved pooch looking so uncomfortable, usually lethargic and in a lot of pain is no fun at all, nor is the final bill for the treatment required to rectify this often preventable problem – another worthy reason to take out pet insurance.

What the new changes to pension mean

Firstly you might notice a change in the design of my contribution. I am re aligning my business with a more local and personal service based in Peterborough. As my administration and back up will be more comprehensive and efficient I will be providing an even better service for my clients. Following previous articles I have been asked to explain more about the recent changes an-nounced in the last budget. The first change is already effective, if the total of your pension funds (excluding state benefits) is below £30,000 it can all be taken as a lump sum although some will be subject to tax – depending on your circumstances. In April 2015 those aged 55 or over with funds greater than £30,000 (increased from £18,000) can liberate their funds. Whether they should do so is a personal decision, the suitability of doing so will depend on their circumstances and their objectives.Drawdown Some individuals are already, or may wish to, take their pension within a drawdown arrange-ment. Their maximum income rate will increase following the budget – this might be good news for some, however, the flip side is that such a decision could potentially lead to lower income later, so it is important to take advice. Changes to Children and Family Law

The Children and Families Act 2014 (CFA 2014) came into force on the 22nd of April 2014 and introduces changes both in public law( where social services are involved), private law children proceedings (where the children live, how they will see the other parent) and Divorce proceedings.

In public law proceedings, amongst other things, it imposes a 26-week deadline for care and supervision proceedings to be dealt with by the courts and only under exceptional circumstances will that deadline be extended by up to a further 8 week. It introduces changes to the orders which the courts can make, in particular the length of time they are made for. It also introduces new provisions about post adoption contact.

There are now strict rules in all family matters about expert evidence. It is now not straightforward if you want to rely on an expert to give evidence. This will need to be justified to the court as being an exceptional requirement.

In relation to private law children’s proceedings a controversial new subsection

added to the Children Act 1989, adds a presumption of parental involvement with the children on separation. Contact and residence orders are no longer orders which can be made; they are replaced by child arrangement orders.

The requirement to attend a MIAM or mediation appointment is now obligatory, except in a few circumstances when making an application to the court about family matters.

The CFA 2014 gets rid of the requirement for the court to consider on divorce whether to exercise its powers under the Children Act 1989 and therefore the Statement of Arrangements (Form D8A) which was required to be filed with a divorce petition where the parties had children under 18 is no longer required.

of you who don't know, you can fish in lakes and pits all the year round. If you don't fish lakes and you are going to start your fishing season on the 16th June, you will need a new Rod Licence which started on the 1st April. I have already got my swim sorted out on the Twenty Foot Drain ready for the 16th. I spend a bit of time before the season raking my swim out and pre-baiting. I'm lucky this year as the season starts on a Monday and that is my day off and hopefully I will catch a few Bream and Tench. These are the fish I will be targeting and I'll let you know how I get on. There are many good rivers, drains and lakes in the area and each month I will feature one of these plus any match results I receive or forthcoming angling matches or events. or those of you who don't know me I am Secretary of the March and District Angling Association and have been for over twenty years. I've lived in March all my life and have fished just about every river, drain and lake in the area. The March Angling Association has been going for over eighty years. It used to be known as the March Workingmen's Club. The Club controls the fishing rights on the Twenty foot drain from Goosetree Corner to the junc-tion with the Old Nene at the bottom of Creek Road – some three and a half miles in all. It also controls two sections of the Old Nene – one above the bypass bridge opposite Fox's Marina and the other down Creek Road near the old go-cart track. Membership for the club is £12 for adults and a season for Senior Citizens is £6.00. Juniors are £4.00. These can be purchased at Mill View Tackle or on the river bank from the Club Baliff Sid Starr. Day tickets are also available at £4.00. By the time you read this, the river season, which runs from 16th June to 14th March, will only be a couple of weeks away. For those

une is traditionally a time of celebrations and good weather. The fifteenth March Summer Festival weekend takes place on June 6th to 8th 2014 when thousands are expected to watch and take part in the parade through the town and to flock to West End Park to enjoy the music and activities. This coincides with WhitSunday on June 8th, the festival of Pentecost, on the seventh Sunday after Easter. From medieval times onwards Whitsuntide was celebrated as the first summer holiday in the agricultural year, with various traditions, including Whit Walks, dancing, and wearing new clothes. The Manea village policeman said in 1936 that veal was always eaten at Whitsun. Whitsunday was the day that many Cambridgeshire families ate the first gooseberry pie of the year, as well as, if possible, the first home-grown new potatoes.(1) In 1971 Whitsuntide was replaced by Spring Bank Holiday. Whitsuntide 1914, the last before the First World War, enjoyed beautiful weather ‘The traffic on the Great Eastern Railway was very heavy indeed, particularly to the seaside.. The road traffic too was really enormous, motor cars, motor cycles, and the less pretentious ‘push-bikes’ ‘.. the stay-at-home individual was well provided for by quite an array of sports meetings etc..’(2) In the same year March Urban District Council Works Committee reported they had met at

the Recreation Ground and decided that the Bandstand should be erected in the centre of the ground in a line with the gates and this was adopted. The Clerk ‘invited the Gas Company to tender for the lighting of the public lamps from August 1st 1914 to August 1915. The Council were paying £2.19s per lamp and they were extinguished after midnight. The Chairman thought they should be lit all night if this could be affected without any great difference in the cost. Very many complaints had been made: on occasion lamps had been lit when it was moonlight and out ‘when it was dark.’ Mr Collingwood said that ‘some of the lamps did not give half the light they ought to and he believed it was from want of attention and periodical cleaning’.(3) On 19th June 1921 March War Memorial was officially unveiled by Captain C. Coote and dedicated by Rev S. S. Walton to commemorate the servicemen killed in the war. MARCH SUMMER2014 FESTIVAL

The Festival Committee are delighted to announce that not only have they booked Gary Jay, the Benwick based Elvis tribute singer, but he will also be supported by one of the best Elvis backing bands in the UK.

Described as one of the best in his field, Gary will be accurately reproducing a “live” Vegas Concert on the open air stage in the park on Saturday evening 7th June, from 8.15pm.

Gary, who recently performed to backing tracks at the St George's Fayre, said “I am really looking forward to the show. It is always an honour to appear in front of your home crowd and working with one of the UK’s premier authentic Elvis Backing Bands, makes this a very exciting prospect. It promises to be a great night!”

Also during the FREE weekend, on Sunday, as part of the Picnic in the Park, audiences will get a chance to enjoy music from the swing band era, performed by the Fenland Youth Swing Band, under the direction of Alan Norris.

The 23 musicians in this young band, who gave their debut performance in March 2014, are mostly students of Neale Wade Academy. They will be supported by two singers in what promises to be the perfect accompaniment to summer picnic!

The Lions Gala on Saturday, which will be officially opened by Mrs Patsy Brewin, representing the March Summer Festival Committee; Kit Owen, the Mayor of March; and Yvonne Eatock of March Lions, at 1.45pm, will include numerous attractions.

Plans have now being finalised for the March Summer Festival Weekend which will take place in West End Park on June 6-8.

ordinated by CamBlast Promotions.On Saturday, as well as the Gala, the town will be the venue for not just one but two Parades. Along with the ever popular March Carnival Parade, organised by Rob Skoulding and Graham Litchfield, there will also be a Classic Vehicle Parade, featuring numerous classic cars and motorcycles led by a 1972 Lomax 223 with Patsy Brewin (wearing a new hat) in the passenger seat.

Visitors to West End Park will also be able to get a close look at all the Classic vehicles as, after the parade, they will be parking at the far end of the park near Oxbow Crescent.

The format for Sunday at the Festival will be similar to previous years with the Picnic in the Park, which will include not just the stage acts but also storytelling with Peter Optical, circus skills workshops with clown Adrian Ley and the colouring competition organised by Penny Hicks. The weekend will culminate in concert by the ever popular Alan Norris Big Band.

Peter Optical, who proved very popular with audiences at the Whittlesey Straw Bear Festival in January, will be telling tales, not just for children but to enterain all the family. Peter explains:

“All my stories are told not read, never scripted, never the same twice therefore in their telling they are always spontaneous and vibrant.”

FREE Souvenir programmes for the Festival will be distributed in advance of the weekend and should be available from town centre shops and on the park during the event.

All the programmes contain a chance to win one of many great prizes, donated by local businesses in the prize draw, for which a

donation of a minimum of just 50p will be required. Last entries must be received before the Sunday night concert as winners will be announced during the interval.
