e’er cast a clout till May be out (old country proverb)(Don’t shed any clothes until after May or might been when the May flower is out – either way you’ll probably be a bit warm!) May is an odd mixture of spring but giving way to a more summery feel. It is a month that bursts with life from buds opening, the pale green of spring leaves, vegetables flourishing, lambs leaping and baby birds leaving their nests. It’s getting warmer, the days are really quite long and its a very busy time for gardeners. Here in March we have a lot of events going on in May - see our THREE pages of events and two very full pages of Clubs. We do our best to get the details right but forgive us if we have not included you or have something incorrect - just email us and we’ll put it right. The best person to send us event details is the event organiser so please do let us have them - we need them by the 5th of every month ideally. If you have a pic to go with it that’s ideal. These are YOUR pages to let us know what is happening so please keep us informed.

‘A swarm of bees in May, is worth a load of hay’ My bees are busy now - I have some that live in the house between the bathroom floor and the kitchen ceiling as well as my three hives. Every year people phone me about swarms or sightings of bees so we have with the help of a local bee keeping club, the Fenland Bee Keepers, compiled some information about what to do if you have a swarm of bees - the first thing being, don’t panic! Not all bees are honey bees and it is only the honey bees that live together in large colonies so its important to identify what bees you have. Honey bees can and do sting so take care but they don’t tend to be aggressive unless there is interaction so if you keep your distance and make the necessary phone calls, you should be reasonably safe. Losing a catWe have had the horrible experience of losing one of our much loved cats and the support offered from various face book groups has been wonderful. I am devastated that we have been unable to find her. I hand reared her and she is now 14 years and she’s not a cat that wanders from our premises. I can’t imagine what could have happened to her and the uncertainty makes it far worse. But I do want to say a big thank you to all the people who have facebooked or emailed and I know that we have done the best we can to find her and I haven’t quite give up hope that we will. I have put a photo on this page too. And finally, It really is almost summer so enjoy the warmer weather and the blossom - and here’s two dates in May you might not know - 20th May – St Ethelbert’s day – King of the East Angles.29th Oak Apple Day or Restoration Day The anniversary of Charles 11’s triumphant entry into London in 1660.And did you know Jane Stuart who was at Court in the Restoration and is believed to be the daughter of James 11 of England is actually buried at the Friends Meeting House in Wisbech? We really do live in wonderful area rich in historical surprises. A key priority in Parliament has been fixing the unfair schools funding system left by the last government, which saw money diverted towards cities at the expense of shire counties. It is therefore great news that per pupil funding in Cambridgeshire will increase by 7%, the biggest increase for any county in the country, after intense lobbying from Cambridgeshire MPs, schools, and parents. This is an important boost to our local schools and will help heads, governors and teachers to more fully unlock the brilliant potential of local students and although more still needs to be done it is a brilliant start. We must now work to ensure that this is not reversed when the funding is next assessed in 2016.

I enjoyed joining residents at Bradshaw Court in March to present certificates to those who had completed the bite sized computer course, ‘Learn My Way’, which helps older people get online and teaches them new skills. It also aims to reduce social isolation by encouraging them to learn together and by enabling them to communicate digitally with their friends and family. I even took on residents in an iPad air hockey tournament, which was great fun. Congratulations to all involved. It is schemes like these which show that, with the right training, anyone can reap the advantages of using the internet, which is particularly important in rural areas such as ours. The success of the scheme is a testament to the hard work of the learners and organisations involved and will allow residents to take full advantage of the superfast broadband being rolled out across Cambridgeshire. I recently held a flooding summit which brought together key players in water management in the

Fens. The very productive meeting drew out a number of key priorities for Fenland, namely around the importance of maintenance work on our flood defences, strengthening ties between the Environment Agency and Internal Drainage Boards, and how we can ensure that Fenland receives adequate funding to deal with any flooding. I look forward to updating residents in the coming weeks. I was delighted to welcome David Sparkes, Chief Executive of British Swimming, to Fenland for a meeting on swimming funding and the opportunities there could be for Fenland. The two-hour meeting held at March Library was attended by representatives from the March Marlins and other local swimming clubs. The meeting follows on from concerns raised by March Marlins, who are looking to increase their pool time. I’m delighted that David has agreed to support the March Marlins to help them look at alternative solutions for their need for more water time. In Parliament I was pleased to see the Government agree to increase the level of compensation available for Mesothelioma victims from 75% to 80%, a move which I had called for along with a number of colleagues, and voted against the government when they initially offered the lesser amount. March Chamber meet as usual on Monday 14th April at Georges hosted by Nigel Marsh the Landlord, the meeting had special guests Cllr Jan French, Rob Scolding and Kit Owen who were invited to explain the “March Development Plan”. The 3 Councillors advised their vision for the future of March and its development and asked for Business members to add their views and concepts for the future. Nigel Marsh (Landlord for Georges) asked for more communication between the town council and March Chamber while others ask for quarterly updates on issues in March to be explained at regular chamber Meeting. The meeting continued after the Councillors left with the request for an AGM next month where new officers of the chamber will be appointed, suggestions for officers to be responsible and offer services to the chambers members to include: “Legal Guidance”, “Social Media”, “Councillor Representative”, “Advertising Guidance” & “Debt Collection “ as well as elect representatives onto the committees of Georges Fayre, Summer Festival, Christmas Lights, Committees. The March chamber has struggled in the last few years for existence, the recent rebirth of the March Chamber hosted at Georges shows signs of great growth with the offer of assistance to all March Businesses. Nuisance calls: Crackdown plannedDear readers, Dear readers, the majority of us have experienced nuisance unsolicited calls and, as a result of pressure being put on the Government by consumer groups, thankfully they have now launched a new Action Plan to tackle this menace which includes the following:- 1. The Information Commissioner’s Office (ICO) will now be able to take action against calls that are classed as ‘annoyance’ rather than ‘substantial distress’; this means far more calls will be covered. 2. Ofcom and the ICO will share information on rogue companies, leading to more fines. 3. The Ministry of Justice are currently consulting on whether PPI cold callers should face fines of up to 20% of their annual turnover. 4. The Government has asked Richard Lloyd, Executive Director of Which? (the consumer champion), to lead a task force reviewing how people consent to receiving marketing calls. ADVICETo avoid unsolicited telephone calls, members of the public are encouraged to remove their personal details from the public arena. The following will help:- Register free with the Telephone Preference Service (TPS) - Once registration is complete telemarketers are legally bound not to call you. Registration takes about a month to become effective and can be made online at www.tpsonline.org.uk or via telephone on 0845 070 0707. Electoral Registers - Each year, electoral registration forms are sent to all homes in the UK. There is a legal requirement to complete these forms, which list all of the people living at your address on 15 October. A new electoral register is published on 01 December each year. The electoral register is a list of the names and addresses of everyone who is eligible to vote. There are two versions of the electoral register:- A FULL REGISTER is used for elections, preventing and detecting crime, and checking applications for loan or credit agreements the EDITED REGISTER is available for general sale and can be used for any purpose. The EDITED REGISTER can be bought by any person, company or organisation and can be used for commercial activities such as marketing. The highlight of this week was the work that our Year 10 students did with the prestigious London Sinfonia Orchestra. The event was part of the First Time Live – Orchestras Live project. Orchestras Live is a national music charity that is passionate about enabling people from all geographical locations to have high quality live professional orchestral experiences. They are an Arts Council National Portfolio Organisation and as such are recognised as one of the country’s leading and most innovative organisations working with professional orchestras today. Our students were absolutely fantastic and responded to the demands of working with world class musicians and composers. They undertook the following roles: Technical – vision and sound mixing, control of the lighting, designing the slides, camera operatingFront of house – communicating with the visiting schools, orchestra management, venue seating plans (including counting the chairs 10 times!) and showing guests to their seatsMCs – writing the scripts and delivering them to the audience In addition to the above roles the whole class got to communicate their ideas towards the final composition with John K Miles. John K Miles has composed numerous scores for film and television (BBC1, BBC2, Channel 4, Channel 5 and various independent film

George Garford was given an opportunity to conduct the orchestra and did with confidence and maturity way beyond his years. As part of the publicity related to the event the Academy featured on BBC Radio Three as part of the Petroc Trelawny morning show. Alena Crawford spoke very eloquently about the project and she represented the Academy in an extremely positive manner. I am very grateful to all of the hard work form the Year 10 GCSE Music students and especially to Ms Griffin (Music Department) who was simply brilliant with the organisation and coordination of what must be the most prestigious event to held since the Academy opened and possibly in the history of the school. I had the pleasure of attending the first performance on Wednesday morning along with students from Wisbech Grammar School, Sir Harry Smith School, Thomas Clarkson Academy as well as our own students. Words cannot describe the power of the performance or the confidence and skill of the Year 10 students. I was once again impressed by the ability that our students have in responding to the demands of a challenge – they were simply brilliant.

Up until this season, the town of March had not produced a ladies football team for 3 years with lots of the local players having to travel to Chatteris, Wisbech and further afield to play for Fen teams. That changed in May 13 when March Town decided to advertise for players to attend 6 taster sessions at Neale Wade and the GER Stadium. The initial interest and enthusiasm was such that the sessions continued through the summer and a team was entered in the S Tech League. The team has steadily progressed and now consists of a squad of 20 players, a mixture of previous Estover Park U16 players, players who have come out of retirement and from folded teams. The blend has worked very well with the Hares winning 7, drawing 2 and losing 5 of their opening games. In a cup Quarter Final in the Cambs Invitation Cup, the Hares narrowly lost, in extra time, to Fulbourn Bluebirds (a team that had only lost once this season). The team have put a good run together and were unlucky to not beat high flying Wisbech St Marys amongst a five game unbeaten streak. Manager Gary Davis said ‘Not surprisingly, we have had a couple of heavy defeats in the early games as we tried to get the tactics and formation right but the team have settled down. I also have a few players on the fringe of getting a starting position and although a headache for me, it’s a good place to be in. We have a couple of tough games coming up and it will be a good test, but the ladies are an excellent

bunch, who are fully committed and proud to represent their town’s team.’ As well as a team in the S Tech League, March Town are also supporting an Cambs FA initiative of the Sunday Night Flexi League (five a side competition). This has also proved popular with the team, having gained a respectable 3-3 draw against strong opponents, Huntingdon Town. Sponsorship has been first class with kit supplied by Once Upon A Cake, tracksuit tops by Jaks Graphics and rainjackets by the Norwich and Peterborough Building Society. This is much appreciated by all connected with March Town United, as the foundation is laid to ensure that the town maintains a ladies team for many seasons to come.

The importance of a final Order upon Divorce – How to protect

your Lottery winnings!

D ivorce proceedings give rise to a number of financial claims that can be made by either party against the other, namely claims to share in property, savings, Pensions and income. When a Petition for divorce is filed, the Petition will usually include, on behalf of the Petitioner, an application for such claims to be considered by the Court in the event of agreement not being reached. When agreement is reached (which in most cases it can be) application can be made, in writing, for the Court to make a final Order recording the agreement. Alternatively, if the Court has to determine how financial claims are to be settled, an Order will be made finalising those claims. The final Order ‘closes the book’; once it has been made by the Court, whether by consent with the agreement of the parties or imposed by the Court, neither party can come back at any time in the future to seek any further financial remedy whatever their future circumstances. There is one exception to this and that is where the Order has provided for maintenance to be paid. A maintenance order, whether for the benefit of a child or a spouse is always variable. Generally, however, all other Orders made in relation to capital property and Pensions are final Orders. Having a final Order in place means that both parties are able to move forward with their lives without worrying whether any good fortune, through luck or hard work, is likely to be ‘attacked’. Even if you had nothing at the time of your divorce, and have no property or savings to distribute, you should still seek a final clean

break Order, otherwise, if you win the Lottery, you could well find your ex-spouse filing an application with the Court seeking a share in the same – even if your divorce was years ago. It is also the case that if you fail to deal with your marital assets at the time of your divorce, believing, for whatever reason, that it will be easier to deal with at a later date, or perhaps more beneficial – bear in mind that the Courts will determine your claims based on your financial circumstances as they are at the time the claim is made not as they were when you divorced, but at the same time, the Court will not allow you to profit from your delay if that is found to have been your intention. It is also worth remembering that if you are the Respondent to the proceedings and you do not deal with your financial claims, then, unless an application has been filed by you, and is pending, such claims are lost (save in relation to jointly owned property) in the event of your remarriage.

In short – • If you have nothing – a final Order will confirm that anything either of you receive in the future will be protected.• If you have assets – deal with them now, obtain an Order – or you may lose out.

This will give contact details for the nearest collectors, listed in order of distance. For those who prefer to use the phone I always suggest Fenland DC as they hold lists of local beekeepers and will provide phone numbers to the enquirer. If a swarm collector receives a call that they can't deal with themselves they will always endeavour to pass the request to other local beekeepers. Amateur beekeepers should never charge the client for removing the bees, though they may ask for a reasonable sum to cover expenses, especially if they have travelled some distance. (Pest controllers will charge a fairly substantial fee and may also request a callout fee, even if they end up telling you that you need to call a beekeeper!)

Poppies sown in support of WW1 centenary campaign “We are getting wonderful support from local groups for the campaign, which we hope will also highlight the amazing work that the Royal British Legion continues to do to help the whole Armed Forces community.” Bryan Jones MBE, the county secretary for Cambridgeshire Royal British Legion, said: “I’d like to thank Fenland District Council and its towns and villages for wholeheartedly supporting this campaign. “I look forward to seeing the red poppy whilst travelling around Fenland. It will be a reminder to me that we and our beneficiaries have the support of many throughout the district.”

Poppies will be springing up all over Fenland this summer as community groups join with Fenland District Council to support a nationwide campaign in memory of those who died in the First World War 100 years ago. Thousands of the symbolic red flowers, some mixed with other wildflowers, are being sown in towns and villages across the district. They will bloom from mid-summer into autumn. Numerous groups are working with the council to support the Royal British Legion's Centenary Poppy campaign by sowing the seeds. They include Street Pride, In Bloom and Friends groups from Benwick, Chatteris, Leverington, Manea, March, Parson Drove, Waterlees, Wisbech and Whittlesey. Areas in Whittlesey where seed has already been sown include Park Lane School, the barrels by the war memorial and the Manor Field. Other parts of the district where it has been scattered include Eastwood cemetery in March, Wisbech Park and Church Meadow in Chatteris. The biggest single area will be by the Boathouse in Wisbech, where flowers will carpet an expanse of more than an acre. The Landscape Group, FDC’s grounds maintenance contractor, is helping with spraying off weeds in certain areas and rotovating where required. Councillor Peter Murphy, FDC’s Cabinet member responsible for the environment, said: “Everyone in this country recognises the poppy as the great symbol of remembrance, so in this First World War centenary year this is a brilliant way of commemorating all those who lost their lives then.

Swarming bees are at their most docile and will rarely sting bystanders. However, it's sensible to avoid going too close to a cluster and to keep children and animals at a safe distance. DON'T be tempted to move the bees yourself or use insecticides as this may upset the bees and make them aggressive Bumble bees are best left alone. They are very docile and even if they have made a nest in a house roof or wall they will die in the autumn and will not return next year. Practically everyone who has consulted me about bumble bees over the past 10 yrs or so has decided to

accept them and enjoy their presence. . Anyone who thinks they have a swarm on their premises can make it easier for a beekeeper to identify the species if they can explain- how many bees are visible- whether the bees are flying or clustered together- exactly where the bees are, eg hanging from a branch, emerging from a hole etc- if possible, what the bees look like - small and smooth, large and hairy etc

Spring is an exciting time of the year for wildlife on the Ouse Washes. If you’ve never made it to this local nature reserve before, do come and experience its many sights and sounds for yourself. Birds in their hundreds are now preparing to breed and raise their families. Amongst them are hundreds of lapwings, snipe and redshanks, along with mallards, gadwalls, shovelers, tufted ducks, shelducks and mute swans. The air is alive with their courtship displays and calls - listen out for drumming snipe or watch the lapwing’s dramatic tumbling display. Some creatures you may spot will have spent the winter in a very different landscape. Garganeys, for example, are unusual ducks which migrate to Africa for winter. When they return here in early spring, they can be seen dabbling for food on the floods or snoozing on the banks. Look out too for the first hairy dragonflies patrolling the rivers, or count how many butterflies there are flitting along the paths. The reserve is home to many different kinds of creatures, and with 10 birdwatching hides you can have seat and enjoy taking in the view in comfort.

Whilst bringing a new puppy or kitten home is a wonderfully exciting time for new pet owners, we also know that it can be quite daunting. So here is a quick guide to some of the basics, however please feel free to pop in and speak to us at any time.Play & DisciplineThe best toys are interactive, stimulating and appropriately sized (no small parts that can be swallowed and scratching posts should allow a full grown cat to scratch at a complete stretch). Disciplining may be necessary if behaviour threatens people or property, but harsh punish-ment should be avoided. Remote punishment is preferred because the pet associates punishment with the undesirable act, not with you and consists of using something that appears unconnected to the punisher. Use spray bottles, throw objects in the direction of the pet to startle (but not hit) it, or make loud noises. FoodDiet is extremely important in the growing months of a pets life and beyond. Dry food is definitely less expensive than wet, especially given that wet contains around 75% water, compared to only 10% in dried food. Wet food is often more tasty to pets, however will not be as good for maintaining a healthy mouth and teeth and is unlikely to be more nutritious than a good quality dry food - which will also have less undigested particles and so less physical waste (faeces).VaccinationsPuppies and kittens should both ideally have a full course of vaccinations between 6-12 weeks, which is two injections several weeks apart. After this they will require a booster every 12 months for the rest of their life to keep their immunity up.

Fleas & WormsIdeally you should treat your pet with a preventa-tive flea treatment every month throughout the year. The choices available are vast, many are not suitable for use on puppies, different types vary in cover (just killing fleas, stopping their lifecycle etc…) as well as their protection against other parasites. We would be happy to advise you on this to ensure you make an appropriate choice for the size and lifestyle of your pet. Worming should be done more frequently during the first few months and at a weight appropriate dose for their growing size. Below is a standard guide, however house cats and hunting pets may need a different approach for their adult lifestyle.Puppies: every two weeks from 2-12 weeks old, then every three months Kittens: every two weeks from 6-12 weeks old, then every three months MicrochippingMicrochips are the best way of identifying and contacting the rightful owner of a pet should it get lost or be stolen. The microchips we use are the size of a grain of rice and are not made from glass, making them shatterproof so they will last a lifetime. They are inserted in the scruff of the neck by injection and no anaesthetic is required. NeuteringOnce your puppy is 6 months old, you should consider getting him or her neutered for preventa-tive health care reasons as detailed below. Both operations are done under general anaesthetic and require a days stay at the vets, however they are normally allowed home that evening and are fully recovered from the operation within about two weeks.

Key messages from the March 2014 Budget

PensionsSignificant changes and simplification have been made for people in ‘defined-contribution’ schemes. Some changes have already taken place with others proposed for April 2015. In the past, pensioners had access to 25% of the fund value as a tax free lump sum; the remainder had to provide a regular guaranteed income. The relaxation offers the opportunity to take the entire remaining fund (subject to tax), some people already have a plan for such a situation – others might need help to choose. Although, it will not be necessary to choose an annuity, it might still be the best choice depending on a variety of factors. It is important to choose wisely, as many choices once made cannot be changed later. Those with very large pension funds may suffer from certain reduced allowances. If you are concerned by this or might be in future, get your planning in early and speak to an independent financial adviser quickly.

New Individual Savings Accounts (NISA)From 1st July 2014, the personal allowance for tax efficient savings will increase to £15,000 and greater flexibility in the use of underlying investments also come into play. There are age limits for certain types of investments – again take advice before becoming fully engaged.

Income TaxPersonal allowances increase to £10,000 for tax year 2014/15. For savings income, the starting rate of 10% has been increased to £2,880 for 2014/15 and will be 0% for the first £5,000 from the following year. This is an allowance that, in my opinion, is under utilised by many.

Corporation TaxThis reduces to 21% for 2014/15 with plans to eventually reduce to 20%. This is particularly good news for business owners.

Inheritance Tax (IHT)No change here, just £325,000 per individual before 40% applies to many residual estates. In many cases IHT can be significantly reduced or even eliminated through adherence to good advice. To my mind, IHT can almost be classed as a voluntary tax; if you or someone you know might be affected – ask for advice from a qualified professional.

Family problems with Social services (care proceedings)Bringing children up can be difficult, and some times the problems which are encountered can get out of control and social services become involved.

This does not always mean that your children will be removed from your care. Social services are under an obligation to work with families to try and resolve problems, and removing children from parents is a last resort.

This can be a frightening experience and it is important to take advice from a children’s panel solicitor at the earliest opportunity.

The most common reason for social services taking concerns about your children to court is because parents do not cooperate with them to try and resolve the problems. Taking early legal advice means that you know where you stand from the start and can be advised on the best course of

action to take to solve the problem.

Sometimes it is not possible to resolve the problems, social services must provide you with notice that they are considering issuing care proceedings. They will send you a (Public Law Outline) PLO letter inviting you to attend a meeting with your solicitor. You must take this letter seriously, failure to do so will result in the matter being placed before the court.

If social services take the matter to court, you have the right to challenge what they are saying however it is vital that you obtain the correct advice. Changes in the law mean that care proceedings must be concluded within 26 weeks, therefore if you do not act quickly; it can often be too late.

The wide-ranging strategy mapped out by Fenland District Council for growth and regeneration in the area over the next 20 years has been given the go-ahead. The final version of the much-discussed Core Strategy was published this week after being declared "sound" by the Government's Planning Inspectorate. It will now go to the Cabinet on April 24, followed by full Council on May 8 for formal consideration as the new Local Plan. Approval of the document follows over two years of detailed work and intense scrutiny, including several rounds of public consultation. It will now form the main tool for planning for new development and growth in the district for the next two decades. Fenland is the first local authority in Cambridgeshire to have its long-term development plans approved by central government since the major shake-up of the planning system initiated by the publication of the National Planning Policy Framework (NPPF) in 2012. The plan sets out the key principles and policies seen by the council as essential to bring new opportunities and a better quality of life for everyone in the district. In her report declaring the plan "sound", Claire Sherratt, the Planning Inspector, said: "Overall, the overarching strategy is justified, locally distinctive and appropriate for Fenland." She said it "sets out a clear economic vision and strategy for the area". The council had formed good working relationships with stakeholders and statutory consultees, she said, adding: "It is clear that Fenland District Council has engaged constructively, actively and on an ongoing basis during the preparation of the CSLP [Core Strategy Local Plan] to ensure the strategic sustainable vision for the wider area is met." Overall, this "sound" decision is excellent news for the council and the district, as it reaffirms that housing and economic growth along with infrastructure and investment are high priorities for Fenland. The approved Core Strategy Local Plan can be viewed online at www.fenland.gov.uk/core-strategy together with all the associated documents.

Last month more than 500 primary school children from 14 schools in and around March, Chatteris and Whittlesey took part in a series of Safety Zone events. The Safety Zone is a Fenland Community Safety Partnership project, organised by Fenland District Council and Cambridgeshire County Council with help from the police, fire service, and Circle Roddons. It is an entertaining but effective way of getting key safety messages across to young people on everything from avoiding the dangers of the internet to road safety, looking after the environment and what they can and can't buy in shops. Councillor David Oliver, FDC's Cabinet member responsible for community safety, stressed the scheme's value after visiting one of last month's events. He joined children from Burrowmoor School at the fire station in March as they played Get Home Safely, a board game highlighting different kinds of danger and antisocial behaviour and their possible consequences. He also took part in a dramatic exercise showing what to do in the event of a fire. Cllr Oliver said: "These were serious lessons but it was obvious that the children had great fun as well. That makes it much more likely that the messages sink in and not only that - it means they will probably pass them on to their parents, too."

Another Safety Zone series will be held for schools in the Wisbech area from June 30-July 4.

ay is the month traditionally dedicated to Mary. May Day is an ancient spring festival and traditionally a public holiday celebrated with Maypole dancing and the crowning of a May Queen. In Cambridgeshire villages girls dressed dolls and were given money or sweets. Children in Ramsey in the late 19th century had a May garland in the shape of a doll which was pegged to a line between two tall posts. Children threw sawdust balls which their mothers had made, trying to make the doll turn over the line. In the evening games of tag were played.(1) It was believed in the Fens around Ely and Littleport that anyone out early on May Day morning would meet the ghosts of everyone who had drowned in the Fen waterways. Lightermen carrying good on the barges between Kings Lynn and Cambridge kept their boats tied up on May Day. Fen women gathered dandelions on May Day morning as those picked that day were said to make the best wine. The peat-fire which had been burning in the parlour all winter was allowed to go out on May Day morning. The hearth was cleaned and whitened and the room closed for the summer, except for special occasions such as a wedding or funeral, or the chapel preacher coming to tea.(2) Empire Day, later Commonwealth Day, was celebrated initially on May 24th 1902 on the birthday of the late Queen Victoria. Cambridgeshire schoolchildren annually sang

patriotic songs and acted in plays and sometimes were given half a day’s holiday. A public meeting in March Public hall on May 9th 1911 to discuss the best means of celebrating the Coronation of King George V on June 22nd was read a letter from Rev Peyton suggesting that ‘the children should have something to look back on and the aged poor should have something to make them glad’. Mr Collingwood said they should endeavour to make history for March for years to come and Mr Golden suggested that a drinking fountain be erected as a permanent memorial. The meeting decided ‘That the children be fed, and the aged poor be looked after in some way’ and that a permanent memorial should be erected. They would be paid for by public subscription. Mr Golden suggested that subscriptions should be as low as possible. ‘Let everyone subscribe a penny if they like. They would take an interest in it then’. Members of the council and several members of the audience made promises of a total of over £80. (3)

| An interview withMeet your Police and Crime Commissioner

Sir Graham Bright a former MP, who between 1990 and 1994 worked as Parliamentary Private Secretary to Sir John Major, was elected as the Police and Crime Commissioner (PCC) for Cambridgeshire on November 15, 2012.Taking time out from his busy schedule, Sir Graham spoke to Discovering March about the role of a PCC and the work he has been doing since he took office. Q. Why did you want to become a PCC?It was an entirely new role that I saw as an enormous challenge. I thought the idea of Police and Crime Commissioners was a good one and I wanted to make it work. I also feel my experience in local and national government has provided me with the skills to do the job. Q. Can you outline the scope of your role as PCC and what powers you have? I control the budget, and I write the Police and Crime Plan. The Police and Crime Plan reflects what local communities can expect from the Police. I am not part of the Police, I hold the

Police to account on behalf of the public.With my Crime Commissioner hat on I work to help prevent and reduce crime. I’ve been doing a lot of work around troubled families and in particular with youngsters to keep them out of trouble and thereby reducing crime. Q. Since you became PCC what policing initiatives have you put in place and how effective have they been? We are making the police run more like a business by ironing out waste and making the whole operation more efficient. I’ve also invested in Neighbourhood Watch by launching an improved version of eCops which is an email alert service where you can register your email address and postcode, once you’ve done so you will start to receive alerts of what crimes are happening near you. This enables Neighbourhood Watch and members of the Police to talk directly to the people they need to, when they need to. I provided the funding for this system to allow Neighbourhood Watch and the police to

communicate more effectively with communities to both tackle and prevent crime. I want new and innovative ways to free up police time and this system does just that by reducing time spent on administration. What people might not recognise, but is actually enormously important, is that I have people working in partnership across Cambridgeshire getting all of the partners and local authorities in Cambridgeshire and Peterborough to work together. I’ve funded a piece of software called ECINs which enables partner agencies to manage a range of community and social issues, enabling them to ‘manage’ victims, offenders and vulnerable people on one secure system, maximising partnership work. In December I held an Alcohol summit bringing together all of the agencies who can work to tackle alcohol misuse together to find out what everyone is doing to address the issue, and to ensure we pool our resources together and work in partnership so we don’t waste time duplicating things and are working to a common goal ensuring that there are no missing links. In June I’m doing something similar to tackle mental health in conjunction with the NHS, where we will bring together people to look at what action is needed to provide efficient and effective delivery and provision of mental health services for people in crisis in Cambridgeshire. I’m looking at how people can contact the Police. I’m aware that there have been issues using the non-emergency 101 number and I’m working with the Chief Constable to make sure that this issue is addressed. I’m also about to launch a pilot in Sainsbury’s in Peterborough where there is a Police Contact Point in store, everyone goes food shopping and soon they’ll be able to raise any issues or concerns with their local police team as they do their shopping. Q. In December you signed an agreement to share resources with Bedfordshire and Hertfordshire Constabularies, can you explain the terms and benefits of the agreement?Ultimately we wish to reduce costs and give an improved service. The Major Crime Unit which is a collaborated unit between Cambridgeshire, Hertfordshire and Bedfordshire worked on the recent triple murder case in Peterborough (Joanne Dennehy) and it was a result of the hard work of this collaborated unit that a conviction

was brought. I think this demonstrates just one of the successes showing how collaboration of the forces has already benefitted Cambridgeshire. Q. How often do meet with the public and give them the chance to put their questions and concerns to you? I hold street surgeries during the summer months where I will go to public places across Cambridgeshire and engage with members of the public. I also hold regular surgeries throughout the year across Cambridgeshire, including here in March at the One Stop Shop where members of the public can speak to me and have their say. I also meet members of the public when I go about my day to day business and am always keen to hear what people have to say. I have also employed Nicola Fenton as my Outreach Worker, she covers Peterborough and Fenland and is my eyes and ears and makes sure I hear what people in the North of the County are saying. Q. What is your PCC salary?£70,000 Q. What did you make of the infamously low voter turn-out at the PCC elections, which was less than %15 in Cambridgeshire and why do you think so few people voted? I think this was because the election was held in November rather than alongside the County Council elections, which will be the case in future. Furthermore because we didn’t have the Freepost which you get with General Elections this would have meant that every household would have been informed about it. Q. Have you ever been to March? If so what did you think of your visit(s)? I’ve been to March on many occasions as part of my politician’s role, and I’ve also been involved in local elections taking place there. I hold my Police and Crime Commissioner Surgeries there, at the One Stop Shop. I like March; I think it has enormous character. It’s not as frantic as other places and I like all of the independent shops that March has.
