According to the 2006-08 American Community Survey:

It is estimated that slightly over 2,500 persons age 16 to 19 in Tulsa County, or 8.4% of that age group, are not enrolled in school, and are either unemployed or not in the labor force.

It is estimated that slightly over 11,100 persons age 20 to 24, or 28% of that age group, are either unemployed or not in the labor force.
