"lt's long been said that the overcrowding at Her Majesty's Prison has been a breedingground for criminal activity. It is a place where persons convicted of relatively petty, non-violent or victimless crimes are housed alongside career criminals. This, compoundedby decades of deplorable living conditions, makes HMP a graduate school for thosewho become some of the nation's most hardened offenders, according to lawyer PaulMoss. He said: "When you have a situation where a person who may have been accusedof disorderly conduct ends up inside the prison you are not helping. You have violentcrimes, crimes where a person may be injured, where a person may be traumatized orkilled. Those are different from other crimes. So when a person misses a court date thatis different from someone accused of rape, murder or armed robbery."

"Fishing was once a lucrative business for our local fishermen. But no more. Foreigners

- mainly from the Dominican Republic with a handful of Americans throw in - areraiding the fishermen's traps, both in and out of season. Bahamian fishermen arepleading for help. However, there is no help in sight. So intent are they on capturingHaitian boat people that the Defence Force has no time to deal with illegal poachers.And so the fishermen suffer.
