Overview This document will enable users to identify the impacts and plan a course of action to comply with

the new Federal Crane Operators Certification Rule. The Table of Contents will allow users to jump

to the section most useful for them and hyperlinks throughout the document will bring users to

pertinent online information.

Federal Crane Operators Certification Rule Requirements The new Federal Crane Operators Certification Rule becomes effective November 10, 2018. The

rule requires crane operators to pass a written and practical exam for each type of crane in order

to be considered compliant under OSHA rules.

Current OSHA Regulations Title 29, Subtitle B, Chapter XVII, Part 1926, Subpart CC - “Cranes and Derricks \in Construction”

The new rule provides 3 certification options:

Option 1. Certification by an independent testing organization accredited by a nationally

recognized accrediting organization

Option 2. Qualification by an employer's independently audited program

Option 3. Qualification by the U.S. military

This document will deal only with Option 1 as this is the most likely method of compliance for our

employers. For many state licenses, Option 1 is also the method through which to attain local

compliance, however there are several northeastern states which require their own state

administered examination:

1. Connecticut

2. Massachusetts

3. New York

4. Rhode Island

Generally, very few state licenses themselves will be sufficient for federal compliance. Instead, it

is recommended that state licenses and third party certifications are kept on hand for OSHA. For

more information on the machinery types, see the scope illustration below to view how

equipment will be categorized.

New Jersey State License should be compliant with Federal Crane Operator Certification Rule for certain

classifications

NCCCO/CIC/NCCER Certification is recognized and required by State Licensing Board.

New Jersey only requires a license for:

Lattice Boom Truck Crane

Lattice Boom Crawler Crane

Small Telescopic Boom Crane (less than 17.5 tons)

Large Telescopic Boom Crane (more than 17.5 tons)

The Act does not apply to cranes with manufacturers' rated lifting capacity of less than 10 tons. Also not

covered are Forklifts, Digger Derrick Trucks, Aircraft Bucket Trucks, Knuckle Booms, Trolley Booms or any

vehicles or machines not having a power operated winch or load line.

New York State State License is compliant with Federal Crane Operator Certification Rule for certain classifications

NCCCO/CIC/NCCER Certification not recognized by State Licensing Board.

NYS Department of Labor classifies the following crane licenses

Class A - Unrestricted – Conventional, cable, lattice boom, and friction are names that

have been used in reference to this classification. This classification includes all cranes

having a fixed lattice boom, with or without free fall capability; conventional tower

cranes, derricks and all cranes with free fall capability. Class A allows operation of any

crane.

Class B - Hydraulic – This includes all hydraulic cranes which have a telescopic boom

and swinging cab; there is no restriction on maximum manufacturer’s rating. This

classification also includes smaller trailer or truck mounted self-erecting tower cranes,

as well as boom trucks having over 28 ton manufacturer’s rated capacity. Class B

allows operation of B, C & D.

Class C - Boom Truck – This includes cranes having telescopic booms which are

generally truck mounted and up to 28 ton maximum manufacturer’s rated capacity.

Class C allows operation of C & D.

Class D - Restricted Boom Truck – These cranes are also referred to as sign hangers,

but their use is not restricted to that industry. This includes cranes having telescopic

booms which are generally truck mounted and up to 3 ton maximum manufacturer’s

rated capacity, and up to 125 feet of boom. Class D allows operation of D only.

Class E – Reserved.

Class F - Line Truck – These cranes are also referred to as digger derricks. It is up to 15

ton maximum manufacturer’s rated capacity, 65 foot maximum boom length, utilizing

a non-conductive tip with nylon rope, for use in electrical applications only. Class F

allows operation of F only.

NYC has 3 license classifications:

Class A licenses, for machines with a boom length under 200 feet;

Class B licenses, for machines with any boom length;

Class C licenses, for machines under 50 tons.

There are two types of licenses:

Unrestricted License - qualifies operator on specified equipment

Restricted License – qualifies operator on specified equipment only on single

employer site

There are 13 categories of licenses

(A) FULL LICENSE

(B) CRANE/LATTICE LICENSE -- Lattice boom cranes, derricks, stiff legs, Chicago booms,

gin poles, and tower cranes.

(C) HYDRAULIC CRANE LICENSE -- Cranes which the main boom is hydraulically

telescopic, elevators, personnel and/or material hoists, manipulators, winches, spider

cranes, vibratory hammers, and hydraulic hoists.

(D) AERIAL LIFT LICENSE -- Boom type personnel/material lift that is hydraulically

operated

(E) OVERHEAD ELECTRIC CRANE LICENSE -- Machinery which is electrically operated,

that moves along an overhead rail that supports a trolley

(F) CONVEYOR BELT LICENSE Self-propelled crushing and /or reclaiming equipment,

and portable conveyors used to move materials.

(G) CONCRETE PUMP / SCREEDING EQUIPMENT LICENSE -- Hydraulic pumps and

screeders which pumps cement products

(H) CONSTRUCTION FORKLIFT/ TELEHANDLER LICENSE -- Hydraulic equipment that

does not have a cable winch, but has forks to transport material with an extendable

boom for height and reach.

(I) EXCAVATING EQUIPMENT LICENSE -- Rubber tired, crawler, or robotic equipment

(whose primary function is not designed for hoisting) machinery for excavating,

grading, demolition, crushing, grinding, reclaiming, paving and compaction of earth or

asphalt.

(J) DRILLING RIG LICENSE -- Truck or track mounted, rotary type machine used to test

and/or excavate the earth.

(K) HYDRAULIC DELIVERY TRUCK -- Supply, delivery, or equipment rental company to

only unload their product or equipment at their delivery destination by whatever

hydraulic means that is on the transport vehicle.

(L) SIGN CRANE -- Installation and removal of signs only.

(M) SEGMENTAL LIFT HOIST OR SEGMENTAL ERECTING ARM -- Machinery that is used

for hoisting and setting precast concrete segments underground in tunnel

construction

Accredited and Recognized Crane Operator Certification Organizations

(Option 1)

Crane Institute Certification (CIC) Crane Institute of America Certification, LLC (CIC) is an independent certifying organization providing

OSHA recognized, NCCA accredited crane operator, rigger and signalperson certifications.

CIC certifications are valid for 5 years at which point individuals must verify 1,000 hours of crane

operation (or retake the practical exam) and take a recertification written exam.

Written Exam Information CIC offers 2 methods to set up a written exam

1. Certify individual at an external site (i.e. sylvan learning center, school, or library)

2. Certify individual using internal proctor or using CIC provided external proctor

CIC also allows companies to be their own written exam site, but requires an on-site coordinator.

Practical Exam Information CIC provides a list of local and traveling individuals certified to provide a practical exam. In addition,

companies, job sites, or crane yards can apply to become practical exam sites if they wish.

National Commission for the Certification of Crane Operators (NCCCO) NCCCO (“N”-Triple C-“O”) was formed in January 1995 as a non-profit organization with its mission to

develop effective performance standards for safe crane operation to assist all segments of general

industry and construction.

By providing thorough, independent assessments of knowledge and skills, NCCCO aims to enhance

lifting equipment safety, reduce workplace risk, improve performance records, stimulate training, and

give due recognition to the professionals who work in, with, and around cranes.

This combination of crane-related experience and exam development knowledge has been

supplemented with input from the Occupational Safety & Health Administration (OSHA) as well as the

ANSI/ASME committees that developed and revise the B30 crane standard. The result is a sound, valid,

and effective tests of operators’ and associated trades’ proficiency. NCCCO certification is valid for 5

years at which point individuals must pass a recertification written test and recertify medical

compliance.

Written Exam Information NCCCO has three options for the written exam:

1. Companies can submit a Test Administration Request and identify a Test Site Coordinator

to complete the written exam at the location of their choice

2. Individuals can also find open written exams and apply to attend those

3. Individuals can also apply to take a Computer-based test at an approved location

Practical Exam Information NCCCO provides a list of practical exam instructors and practical exam sites. In addition, companies, job

sites, and crane yards can become practical exam test sites themselves if they appoint a Test Site

Coordinator, designated Proctors, and arrange to have an NCCCO accredited examiner on site for

exams.

National Center for Construction Education and Research (NCCER)

NCCER develops standardized construction and maintenance curriculum and assessments with

portable credentials. These credentials are tracked through NCCER’s Registry System that allows

organizations and companies to track the qualifications of their craft professionals and/or check the

qualifications of possible new hires. NCCER's Registry System also assists craft professionals by

maintaining their records in a secure database.

Written Exam Information NCCER divides its Written Exams into 4 categories:

1. Mobile Crane

a. Industrial (all purpose)

b. Lattice Boom

c. Telescopic Boom

d. Boom Truck

2. Tower Crane

For Mobile Cranes, operators must locate a NCCER Mobile Crane Endorsed Accredited Assessment Centers for the written examination. For Tower Cranes, operators must locate a Tower Crane Endorsed Accredited Assessment Centers or become one themselves for the written examination.

Practical Exam Information NCCER’s Endorsed Accredited Assessment Centers are able to deliver the certification program

(assessments and practical examinations) to their employees/membership using their own equipment
