Eligibility: Small employers with 500 employees or fewer, and those that meet federal size standards

Self-employed individuals and “gig economy” individuals; and Certain nonprofits, including 501(c)(3) organizations and 501(c)(19) veteran organizations, and

tribal business concerns with under 500 employees.

Program Details: 100% full forgiveness of entire loan if at least 75% is used toward payroll, and 25% is used

towards other non-payroll costs including: interest on mortgages, rent, and utilities. The size of the loans equal 250% of an employer’s average 12-month payroll, up to a maximum

loan amount of $10 million. 24-month term loan, 1% fixed interest rate 6-month payment deferment, but interest accrues during this period

Use of funds: Covered payroll costs include salary, wages, and payment of cash tips (up to an annual rate of

pay of $100,000); employee group health care benefits, including insurance premiums;

retirement contributions; and covered leave.

Loans can also be used to pay interest payments on mortgage obligations, rent, utilities, and

interest on other debt obligations previously incurred.

What qualifies as payroll costs? Payroll costs, as defined by the SBA, consist of: Compensation to employees (whose principal place of residence is the United States) in the form of salary, wages, commissions, or similar compensation Cash tips or the equivalent (based on employer records of past tips or, in the absence of such records, a reasonable, good-faith employer estimate of such tips) Payment for vacation, parental, family, medical, or sick leave; allowance for separation or dismissal Payment for the provision of employee benefits consisting of group health care coverage, including insurance premiums, and retirement Payment of state and local taxes assessed on compensation of employees�For an independent contractor or sole proprietor, wage, commissions, income, or net earnings from self-employment or similar compensation. What does not qualify as payroll costs? The SBA has determined the following do not qualify as payroll costs. You should therefore not count them towards your average monthly payroll, nor should you use PPP funds to cover these expenses. Any compensation of an employee whose principal place of residence is outside of the United States The compensation of an individual employee in excess of an annual salary of $100,000, prorated as necessary The compensation of an individual who received a 1099, as opposed to a W-2 Federal employment taxes imposed or withheld between February 15, 2020 and June 30, 2020, including the employee’s and employer’s share of FICA (Federal Insurance Contributions Act) and Railroad Retirement Act taxes, and income taxes required to be withheld from employees Qualified sick and family leave wages for which a credit is allowed under sections 7001 and 7003 of the Families First Coronavirus Response Act (Public Law 116–127)

Availability:Loans are to be made available through SBA-certified lenders, including banks, credit unions,

and other financial institutions such as PayPal, Intuit, Square, Kabbage, Divvy, Fundera, and

more.

How to Apply:• You apply through any participating SBA 7(a) lender or through any federally insured

depository institution, federally insured credit union, and Farm Credit System institution.

• Other regulated lenders will be available to make these loans once they are approved and

enrolled in the program.

• Consult with the SBA resource partner network, your accountant, adviser or banker to

prepare your application. The Paycheck Protection Program will be available through June

30, 2020.

Economic Injury Disaster Loans and GrantsOn March 6, President Trump signed the Coronavirus Preparedness and

Response Supplemental Appropriations Act, an $8.3 billion emergency spending

bill that, among many other things, gave the Small Business Administration the

ability to issue an economic injury disaster loan declaration pertaining to

coronavirus.

On March 18, Massachusetts was approved for a statewide disaster declaration,

allowing all counties to be eligible for the EIDL program.

On March 27, Congress passed the CARES Act, waiving or relaxing several loan

eligibility requirements.

Economic Injury Disaster Loans and GrantsHow much can I get?Terms of the loans are decided on a case-by-case basis

and can have a maximum length of 30 years.
