To submit ideas, contact [email protected] Trouble Calls – Help Us Help You Requests for D962 Maintenance and ECC support are primarily done electronically through the “Maintenance & Facilities Services” link on QP website, more commonly known as the “Trouble Call” system. For D962 to be successful in supporting you, it is essential that these requests are correct and complete. Over time, the trouble call tem- plates have evolved to ensure that the information we need is contained on each re- quest. The speed and accuracy of Maintenance and ECC support of you is dependent on the quality of the information provided on these trouble calls. Trouble calls should be executable without additional information from the requestor. Poor quality trouble calls can have unfortunate results. Recently, on a module that was due to ship, the accuracy of a submitted trouble call was the root causes of a 4 hr ECC job taking nearly 2 days to complete, resulting in delays to the Trades and inefficient ECC performance. In this case, a preheat request identified joints that did not exist on the boat and some of the joints that required preheat were not listed at all. Please help us to help you by accurately completing each request. Maintenance trouble calls are both a means for identifying immediate problems but also are used for identifying reoccurring problems that, over time, can become the jus- tification for modification to or replacement of equipment. Maintenance trouble calls are typically unambiguous allowing D962 to properly tool themselves for the work before heading to a job – thank you – the more detail associated with the issue at hand is always appreciated. If you happen to stop someone from D962 to help you with “something quick” and they get you back in service, please submit a trouble call after the fact and note that the work is complete. This helps us with documenting the work that has been done. Finally, some trouble calls are more difficult to complete than others. They may re- quire further evaluation, requisitions to be written or bids received, may require creat- ing a funding source, etc. You can check the status of your trouble call using “Find an Existing Trouble Call” or “Find an Existing Service Request”. Currently, the system only allows you to view closing comments. In the near future, you will be able to view D962’s “in process” comments associated with your request to track progress. The entire D962 team is committed to doing their part to get you to work as quickly as possible. Please ensure that the information you provide to us is complete and accurate so that we can do that. Insider Threat Program An insider threat is defined as “the likelihood, risk or potential that an insider will use his or her authorized access, wittingly or unwittingly to do harm to the security of the United States”. Effective November 30, 2016, the Defense Security Service (DSS) has required Electric Boat to es-tablish and maintain an Insider Threat Program to comply with the requirements and minimum standards to prevent, deter, detect, and mitigate actions by malicious insiders who represent a threat to national security or DoD person-nel, facilities, operations, and re-sources.

History shows that most insider attackers had exhibited prior warning signs that went ignored. Because many insider attacks could have been easily prevented with proper training, education and awareness, all employees must complete the required DSS Insider Threat Program training prior to May 31, 2017. Q: What is a weld associated hydrogen-induced crack (HIC)? A: Hydrogen-induced cracking may also be called cold cracking or delayed

cracking (Figure 1). The principal distinguishing feature of this type of crack is that it occurs in ferritic steels (e.g., HY-80, HY-100, HY-130, etc.). The concentrations of hydrogen gas at the time of welding are always the greatest, and if HIC is to occur, it will generally occur within a few shifts/days of fabrication. Hydrogen is very dangerous, where cracking usually occurs at ambient temperatures. It is caused by the diffusion of hydrogen to highly stressed, hardened microstructural regions - especially weld defects, where it exerts its deleterious effects.

HIC only occurs when three conditions are being met simultaneously:

1) The presence of hydrogen within the weld/HAZ; 2) Tensile stresses/loading acting upon the weld/HAZ; 3) The presence of a susceptible weld metal/HAZ microstructure. The base

metal composition has a major influence on hardenability, and with high cooling rates, the risk of forming a hard brittle martensitic micro-structure. The hardenability of a material is usually expressed in terms of its carbon content, or when other elements are taken into account, its carbon equivalent (CE) value. As the CE value increases, the risk for HIC increases. Steels with a CE value of <0.4 are generally not susceptible to HIC - for reference, the nominal CE values for HY-80 = 0.79, HY-100 = 0.81, and HY-130 = 0.78. In addition, limiting the maximum hardness of the weld/HAZ during welding is an effective method to mitigate HIC tendencies.
