Agenda for 22nd Meeting of WR Constituents regarding Connectivity

& Long-Term Access applications in Western Region

1. Confirmation of the minutes of 21st Meeting of WR Constituents regarding

Connectivity & Long-Term Access applications in Western Region held on 17th

July, 2015 at NRPC, Katwaria Sarai, New Delhi

Members may deliberate and confirm the minutes of the 21st Meeting of WR

Constituents regarding Connectivity & Long-term Access applications in Western

Region

2. Connectivity (6x660 MW) and LTA (4x660MW) Application of Barethi STPS of

NTPC

The subject application was discussed in the 21st LTA & Connectivity meeting of WR

constituents held on 17-07-2015 wherein CEA stated that the transmission system

for power transfer from Barethi STPS to Northern Region may be planned jointly by

CEA and CTU as new corridors between WR and NR are already under planning

stage. Members agreed with the suggestion and it was decided to firm up the system

after joint studies and LTA may be granted thereafter.

Here, it is also to mention that M/s NTPC, in view of stage-wise commissioning of the

project, intends to avail connectivity for full quantum of power (6x660=3960MW) and

LTA for phase-1 (4x660=2640MW) of the generation project which is scheduled to

be commissioned progressively from Dec-2019.

Load flow studies have been carried out for various alternatives and following

transmission system is proposed for connectivity of Barethi STPS (6x660 MW) with

the grid:

Barethi STPS - Orai 765kV D/c line

As suggested by CEA in its report on evolution of Transmission system for Barethi STPP

of NTPC, LILO of one circuit of Satna – Gwalior 765kV 2xS/c line at Orai may be

extended to Barethi STPS so as to form Barethi STPS – Orai 765kV D/c line and Satna –

Gwalior 765kV S/c line may be straightened.

Here, it is to mention that LILO of one circuit of Satna – Gwalior 765kV 2xS/c line at Orai

is under implementation by POWEGRID and extension of this LILO upto Barethi STPS

shall be implemented through TBCB route. In such case, there shall be two owners for

the same line.

Considering above, following is proposed for connectivity:

Transmission System for Connectivity:

Barethi STPS - Orai 765kV D/c line (Approx Length: 180 Kms.)

(LILO of one circuit of Satna – Gwalior 765kV 2xS/c line at Orai may be extended

to Barethi STPS so as to form Barethi STPS - Orai 765kV D/c line and Satna-

Gwalior 765kV S/c line may be straightened)

Reactive Compensation

Barethi STPS - Orai 765kV D/c line such formed shall have 240 MVAR fixed line

reactor in one circuit at Orai end. 240 MVAR fixed line reactor in other circuit at

Orai end need to be provided under the present scheme.

Further, provision of following is proposed at Barethi STPS switchyard under the

scope of NTPC Ltd.:

765kV line bays: 2 nos.

765kV bus reactor: 2x240 MVAR

765kV switchable line reactor: 2x240 MVAR in Barethi STPS - Orai 765kV D/c

Provision of space for additional 4 nos. 765 kV line bays as well as 4 nos. 765kV

switchable line reactors may be kept as future provision

Further, Long-term Access has been sought by M/s NTPC Ltd. for 4x660MW from

Barethi STPS.

Salient features of the application are as under:

Further, computation has been done based on

System Studies indicate the following transmission system requirement for transfer

of power from Orai:

Orai – Bareilly 765kV D/c line

Transmission System Strengthening for LTA:

Accordingly, following transmission system is proposed to be associated with Barethi

STPS:

Orai – Bareilly 765kV D/c line (Approx Length: 300 Kms.)

Power dispersal in WR shall be through displacement as Orai in NR is already being

connected to Jabalpur Pool in WR. Strengthening in NR beyond Bareilly shall be

discussed and finalised in the forthcoming Standing Committee Meeting of Northern

Region constituents.

Reactive Compensation

240 MVAR Switchable Line Reactors in each circuit at both ends of Orai –

Bareilly 765kV D/c line (Approx Length: 300 Kms.)

Members may discuss and decide.

3. Connectivity & LTA application for 750 MW by REWA Ultra Mega Solar (RUMS) Ltd. for development of Solar Park in Rewa, Madhya Pradesh Government of India has taken an initiative for development of Ultra Mega Solar

Power parks in various parts of the country. As part of above initiative, an ultra-mega

solar Power park of 750 MW capacity is being developed by M/s Rewa Ultra Mega

Solar Ltd [JVC of SECI & MP Urja Vikas Nigam Ltd (MPUVNL)], a Solar Park

developer (SPD), in Rewa district of Madhya Pradesh.

Ministry of Power vide letter dated 08.01.15 & 04.08.15 intimated POWERGRID to

take up the implementation of transmission line and pooling station from the solar

generating parks (9 solar parks with capacity 7020 MW) including Rewa Ultra Mega

Solar park in MP, on compressed time schedule basis as well as transmission

system connecting solar parks to ISTS be declared as part of ISTS.

In line with the CERC regulatory requirement, MNRE has already issued

authorization to M/s RUMS, a Solar power Park Developer (SPPD), to apply for

Connectivity/LTA for its 750 MW Rewa Solar Park in MP. MNRE also authorized

SPPD to undertake infrastructural activities including arrangement for connectivity on

behalf of the solar power generators in the park.

Further, M/s RUMS has also submitted an undertaking to bear all liabilities on behalf

of the Solar Project generators to be set up in the Solar Park, as per the CERC

regulations.

In view of the above, following transmission system for evacuation of power from M/s

RUMS Ltd was agreed in-principle during the 38th Standing Committee Meeting of

Power System Planning in WR held on 17.07.2015.

Establishment of 400/220kV, 3x500 MVA Pooling station at Rewa

LILO of Vindhyachal STPS – Jabalpur 400kV 2nd D/c line (circuit - 3 & 4) at Rewa

Pooling Station

1x125 MVAr bus reactor at Rewa Pooling Station

6 Nos. 220kV Line bays at Rewa Pooling station (for its interconnection with solar

park)

However, it was decided that the implementation is to be taken up only after receipt

of the LTA application.

Subsequently, Connectivity & LTA application for 750 MW has been made by M/s

RUMS Ltd. Salient features of the application are as under:

Accordingly following transmission system for Connectivity & LTA is proposed.

Transmission System for Connectivity:

The following transmission system for connectivity is proposed.

RUMS Ltd. switchyard – Rewa Pooling Station 220kV 3xD/c line alongwith

associated bays at Solar Park

It is understood that the above transmission system shall be implemented by the

applicant.

Transmission System for LTA:

RUMS has applied for LTA of 750MW in Nov’15 with target region as WR-450MW

and NR-300MW. System studies indicate that 450 MW power transfer within WR

may be effected through displacement with above proposed transmission system.

However, system strengthening is required for 300 MW power transfer to NR which

shall be deliberated upon in Item No. 5. In addition to the strengthening identified in

Item No. 5, the following transmission system shall be required for LTA:

Establishment of 400/220kV, 3x500 MVA Pooling station at Rewa

LILO of Vindhyachal STPS-Jabalpur 400kV 2nd D/c line (ckt-3&4) at Rewa PS

1x125 MVAr, 420 kV Bus Reactor at Rewa Pooling Station

6 Nos. 220kV Line bays at Rewa PS (for RUMS-Rewa PS 220kV 3xD/c)

4. LTA application of M/s SEI Sunshine Power Private Limited (SSPPL) for Grant of Long Term Access for transfer of 180 MW from Solar PV Projects located in Shivpuri District of Madhya Pradesh to Delhi

M/s SSPPL has applied for transfer of 180MW power from the Solar PV Projects in

Shivpuri, Madhya Pradesh to Delhi. The point of injection is Shivpuri 220 kV sub-

station of MPPTCL. LTA has been sought from 30.09.2016 to 30.09.2041 (25 years)

for 180 MW from Madhya Pradesh to Delhi. However NOC has been issued for 20

years from date of commercial operation of generating project. Similarly as per the

PPA attached “the agreement shall remain into force for a period of 20 years from

the date of commissioning of station as a whole/commencement of supply of total

contracted capacity by Seller (which as per clause 4.1 of PPA is 30.06.2017).” In

view of the same, LTA is proposed to be processed considering 20 years’ time-

frame. As entire 180 MW is to be transferred from Madhya Pradesh in WR to Delhi in

NR, system strengthening is required which shall be deliberated upon in Item No. 5.

5. Evolution of New Corridor for transfer of power from WR to NR In order to assess the transmission requirements to meet the deficit conditions in

Northern Region (NR), the import requirement of NR needs to be assessed first.

Here, import requirement has been assessed on Target LTA basis as given below.

5.1 LTA Requirement Based Approach In addition to above mentioned generation projects, few more generation projects

located in WR & SR have applied for grant of Connectivity / LTA with power transfer

to NR. The present study is for evolution of transmission system based on Long term

access applications. Accordingly, total power transfer requirement towards NR have

been worked out from LTA applications i.e. by summing up the quantum of power

the various generations have targeted/allocated for NR. The total power transfer

requirement towards NR, except those mentioned in Table – 1 below, is envisaged

to be about 25922MW (15046MW from WR, 9419MW from ER and 1457MW from

SR). If uncertain/abandoned/closed projects are excluded, the total power transfer

requirement towards NR comes down to around 23243MW (13599MW from WR,

8474MW from ER and 1170MW from SR). Here, it is to mention that LTA quantum

that is envisaged to be surrendered by CSPTrCL has not been deducted in the

calculation above as corresponding generation projects are still on and treatment of

the same needs further deliberation, like total relinquishment by CSPTrCL or transfer

of LTA quantum to IPPs (if they are willing), for overall optimisation subject to

regulatory direction.

In addition to the import requirement of NR assessed above, additional requirement

of about 2400 MW power transfer from WR to NR will be incident from following

generation projects in WR with beneficiaries in NR.

# DB Power Chhattisgarh Ltd. (DBPCL) vide letter dated 20.10.15 has informed that against

their PPA for 410MW with Rajasthan Discoms (through PTC India Ltd.), Hon’ble RERC

has adopted tariff for purchase of 250MW only. The judgement has been challenged by

DBPCL in Hon’ble APTEL and the appeal has been admitted. In view of the above,

DBPCL has requested to keep the application on hold.

* TRN Energy and Maruti Clean Coal & Power Ltd. had submitted LTA applications against

firm PPAs signed with beneficiaries in NR; however same were closed on account of

incomplete applications.

* Application of Shirpur Power Pvt. Ltd. is liable to get closed as NOC from MSETCL is yet to

be submitted.

However, quantum of WR-NR power transfer desired by DBPCL, TRN Energy,

Maruti Clean Coal & Power Ltd. & Shirpur Power Pvt. Ltd. have been taken in the

studies considering that they shall apply afresh.

In addition to above applications, LTA application of Barethi STPS indicates 871MW

power allocation to Northern Region. In view of the above, total power transfer

requirement towards NR may be assessed as below:

23243MW {13599MW from WR, 8474MW from ER & 1170MW from SR} + 3530MW

{3410 MW (2539 + 871 share from Barethi STPS) from WR & 120MW from SR} =

26773MW {17009MW from WR, 8474MW from ER & 1290MW from SR}

5.2 Adequacy of existing / planned Inter-regional corridors to NR The ER-NR interconnection is already very strong and remains underutilised as

generation projects in Northern part of ER have been delayed. Further, since

generation projects in WR (particularly in Chhattisgarh) and Odisha which have

strong connectivity with WR (via Chhattisgarh) have materialised in time, power

tends to take the shortest (least resistance) route to load centres in Northern region

via the WR – NR corridor. Therefore, the WR – NR corridor gets stressed.

The following table summarises the increase in available transmission capacity with

new planned schemes from WR to NR:

In the 36th Standing Committee meeting of WR constituents held on 29.08.2013, it

was decided that since Gujarat (especially Kutch complex) and Rajasthan have huge

renewable generation potential, which by nature has a very small gestation period, it

is essential to plan a high capacity transmission system starting from Bhuj pooling

station (near Kutch region) to Punjab in NR via Rajasthan to facilitate onward

dispersal of power outside Gujarat to other states in NR. It was pointed out that the

IEGC stipulates renewable energy plants to have “MUST RUN” status and shall not

be subjected to “merit order dispatch” principles. It was also agreed that the

renewable generations would be allowed to inject in the ISTS at Bhuj, Banaskantha,

Chittorgarh, Ajmer etc., if they apply for LTA quantum which is atleast 25% of their

installed capacity. Accordingly, the Banaskantha – Chittorgarh 765kV D/c corridor

shall be used for providing LTA to renewable generations envisaged to come up in

Gujarat and has not be considered as additional WR – NR corridor for above

mentioned power transfer.

Further, in the 38th Standing Committee Meeting of WR held on 17.07.2015, CEA

had pointed out the following regarding system studies carried out for planning of

new WR – NR corridor:

The new generation project of 4000 MW in WR, for whom LTA of 2000 MW has

been assumed for NR, has only applied for connectivity and they are yet to apply

for LTA. The corridor (whether WR-SR or WR-NR) needs to be evolved based on

the regions/ target regions specified in the LTA application of the generation

project

In the high renewables cases, increased dispatches from renewable energy

sources in Rajasthan also need to be considered. In the studies high dispatch

has been considered only from renewable energy sources in Gujarat.

Bishwanath Chariyali- Agra HVDC bipole line has been kept out of service in the

studies which need not be the case as in the 2018-19 time frame power from

hydro

The above issues raised by CEA have been taken into consideration and studies

have been revised considering several factors viz:

Availability of renewable generation in Gujarat & Maharashtra (WR) as well as in

Rajasthan (NR) – Total about 2500MW RE generation considered in low RE case

and about 15000MW RE generation considered in high RE case

Flow on NER – Agra HVDC line – Two cases have been considered: i) With

HVDC line out of service ii) With 2000MW flow on HVDC line

Utilisation of new proposed inter-regional corridors i.e. Vindhyachal Pool –

Allahabad 765kV D/c line and Indore – Chittorgarh 765kV D/c line.

From the studies, it emerges that the WR – NR corridor gets more stressed in the

Low Renewables case than the high renewables case. Studies also indicate that

under the revised scenario, Vindhyachal Pool (WR) – Allahabad (NR) 765kV D/c line

comes out as a better alternative compared to Indore – Chittorgarh 765kV D/c line

proposed earlier for strengthening of WR-NR corridor. Summary of load flow study

cases & results is as given below:

Note: In addition to above, 6000MW power transfer through ±800kV, Champa –

Kurukshetra HVDC Bi-pole has also been considered.

Based on load flow study results, it is observed that a maximum of about 18000MW

flows on WR – NR corridor route, which is more than the available ATC of 16000MW

after commissioning of Jabalpur – Orai 765kV D/c line. From load flow results, it is

evident that Vindhyachal Pool – Allahabad 765kV D/c line gets fairly loaded even

with NER – Agra HVDC line. Further, the line also helps under outage of Champa –

Kurukshetra HVDC line (3000MW out) by evenly distributing flows on all WR–NR

corridor lines. Accordingly, the following corridor from WR to NR is proposed:

which have already been granted on proposed Indore – Chittorgarh 765kV D/c line)

Establishment of New 2x15000MVA, 765/400kV Substation at Allahabad

Vindhyachal Pool – Allahabad (New) 765kV D/c line

6. Connectivity Application of Adani Green Energy Ltd. (AGEL)

M/s AGEL has applied for connectivity of its 300 MW Solar Power Plant being

established at Sami in Patan district of Gujarat. The nearest ISTS point to the

proposed Solar power plant is 400 kV Sami Switching Station of Adani Power Ltd.

Keeping in view the capacity of the power station, 220 kV D/c line with high capacity

conductor shall be required for connectivity. Accordingly, the generation project is

required to step up at 220 kV. For connectivity, following 2 alternatives may be

considered:

Alt-1: AGEL - Sami 220 kV D/c (Twin Moose Conductor) line & 2x500 MVA, 400/220

kV ICT at Sami Switching Station

Alt-2: AGEL - Banaskantha (PG) 220 kV D/c (Twin Moose Conductor) line

Here, it is to mention that Banaskantha - Chittorgarh 765 kV D/c corridor has been

planned for evacuation of power from renewable generation in Gujarat. Accordingly,

Alt-2 would be more suitable if power is envisaged to be transferred towards

Northern region.

7. Revision in the LTA quantum of Chhattisgarh State Power Trading Company

Ltd. (CSPTrdCL).

The matter was discussed in the 21st LTA meeting held on 17-07-2015 wherein CTU

stated that if CSPTrdCL reduces the quantum of power availed from various

generation projects, relinquishment charges in line with CERC regulations will apply

and the same shall be incident on CSPTrdCL. CSPTrdCL assured to revert back.

However, no communication has been received in this regard.

CSPTrdCL may update.

8. LTA Application of Telangana State Southern Power Distribution Company

Ltd. for 2000 MW power transfer from Chhattisgarh to Telangana State

DISCOMs

Telangana State Southern Power Distribution Company Ltd. (TSSPDCL) has applied

for LTA of 2000 MW in the month of February, 2015 for evacuation of 1000 MW

power from Marwa Thermal power Station (Marwa TPS) and another 1000 MW

power from other generating stations in Chhattisgarh i.e. total 2000 MW to the

DISCOMs of Telangana namely Southern Power Distribution Company of Telangana

Ltd. (TSSPDCL) & Northern Power Distribution Company of Telangana Limited

(TSNPDCL). Details of application are as below:

Transmission Reliability Margin (TRM) of 750 MW, the Available Transfer Capability

(ATC) is 5900 MW. Out of this, 5711 MW has already been allocated under LTA.

Further, LTA of 727 MW has been granted to Dec’14 LTA applicants subject to

commissioning of Angul-Srikakulam-Vemagiri 765kV D/c line along with “Constraints

in 400kV bay extensions at Vemagiri” or “Wardha - Maheshwaram 765kV D/c link

with anchoring at Nizamabad”. After considering all LTA/MTOA allocations upto

June’15 including Dec’14 LTA applications, total import requirement to southern

region works out to be 6438 MW. Hence in the studies, including TRM of 750 MW,

SR import of 7188 MW (6438 + 750) has been considered in the base case. With

LTA of 2000 MW from NEW Grid to SR Grid, total import of about 9200 MW (7188 +

2000) is considered for carrying out system studies.

Studies have been carried out considering (i) Angul-Srikakulam-Vemagiri 765kV D/c

line along with “Constraints in 400kV bay extensions at Vemagiri” and (ii) “Wardha -

Maheshwaram 765kV D/c link with anchoring at Nizamabad”. Study results are given

at Exhibit-3(a)-3(c). From the results, it is seen that LTA of 2000 MW cannot be

accommodated with aforesaid system on account of overloading of Vemagiri (AP) –

Vemagiri (PG) 400kV D/c line (about 1150MW under n-1 condition).

Further, it is to mention that following additional inter regional links has been planned

for power transfer from NEW Grid to SR.

1. Strengthening of transmission system beyond Vemagiri

2. Additional inter-Regional AC link for import into Southern Region i.e. Warora –

Warangal and Chilakaluripeta - Hyderabad - Kurnool 765kV link

3. HVDC Bipole link between Western region (Raigarh, Chhattisgarh) and Southern

region (Pugalur, Tamil Nadu)- North Trichur (Kerala).

As per available information, process of SPV transfer for “Strengthening of

transmission system beyond Vemagiri” is in advanced stage under TBCB and

expected to be commissioned earlier than other two schemes. Accordingly, study

has been carried out with ““Strengthening of transmission system beyond Vemagiri”.

Study results for Southern Region are given at Exhibit-4-(a)-(d). It has been

observed that all line loadings are within limits for additional power transfer of 2000

MW from Chhattisgarh to Telangana.

Same studies have been repeated for Western Region to identify constraints, if any,

within Western Region. Study results for Western Region are enclosed at Exhibit-5-

(a) [Base Case], Exhibit-5-(b) [With Additional 2000MW power transfer from

Chhattisgarh State Generations (incl. Marwa) to SR] and Exhibit-5-(c) [Case 5(b) +

reduction of Chhattisgarh load by 2000MW and reduction in Chhattisgarh IPP

Generation by 2000MW]. As seen from exhibits, no constraints are observed in

Western Region.

Accordingly, LTA for transfer of 2000 MW power from state sector generation in

Chhattisgarh (WR) to Telangana (SR) may be granted with commissioning of

following transmission system :

Angul-Srikakulam-Vemagiri 765kV D/c line along with “Constraints in 400kV bay

extensions at Vemagiri

Wardha - Maheshwaram 765kV D/c link with anchoring at Nizamabad

Strengthening of transmission system beyond Vemagiri

The above system would also be taken up in the LTA/SCM meeting of SR

constituents for finalisation of the transmission system involving strengthening in

southern region.

9. Connectivity of National High Power Test Laboratory (NHPTL), Bina (Madhya

Pradesh)

Based on the initiative of Ministry of Power, Govt. of India, National High Power Test

Laboratory Pvt. Ltd. (NHPTL), a Joint Venture Company of NTPC, NHPC,

POWERGRID, DVC and CPRI is establishing a state of the art, international class

online short circuit test facility at Bina power Grid substation in Madhya Pradesh.

This on Line High Power Short Circuit Test Facility is expected to provide a full range

of short circuit testing for the National Power equipment manufacturers, National

Power utilities and International Power equipment manufacturers from SAARC,

ASEAN & Middle East Countries in conformance to Indian and International

Standards.

The NHPTL facility comprises of following test laboratories:

(a) High Voltage Transformer Testing (HVTR) Lab - For short circuit testing of large

power transformers of 132 kV, 220 kV, 400 kV & 765 kV class

(b) Medium Voltage Transformer Testing (MVTR) Lab - For short circuit testing of

transformer from 11kV to 66 kV Class

(c) High Current low Voltage (HCLV) Lab - testing high current withstand capability of

electrical equipment such as LV Bus Bar, LV Contacts, LV breakers, LV

Disconnectors, LV switchgear, Bushings, CT, up to 400 kArms with 1100 kA peak

(d) High Power Synthetic (HPS) Lab - for short circuit testing of Switchgears (Circuit

Breakers) up to 550 kV, 63 kA for Short-Circuits duties using synthetic methods.

The matter was also discussed in the 30th meeting of Standing Committee on Power

System Planning in WR held on 8th July, 2010. Now, the HVTR and MVTR

laboratories are in advance stages of completion. System Studies are underway by

CPRI to assess the impact of High Voltage Short Circuit testing of transformers

(duration 250ms.) on Indian Grid. Accordingly, NHPTL intends to connect its high

power test lab with Bina Substation of POWERGRID at 400kV and 765kV Voltage

levels. Proposed mode of connection of the lab is as given in the figure below:

Accordingly, the connectivity is proposed through following arrangement:

1. Bine (PG) – NHPTL (HVTR Lab) Switchyard 765kV S/c line (Quad Bull

conductor) (about 700m.)

2. Bina (PG) – NHPTL (HVTR Lab) Switchyard 400kV S/c line (Quad Bersimis

conductor) (about 600m.)

Three meetings were held on 09.06.15, 27.07.15 and 09.11.15 amongst CEA, CTU,

POSOCO, NHPTL and CPRI to discuss & review system studies being carried out

by CPRI related with connection of NHPTL Lab with Bina Substation of

POWERGRID. As NHPTL is a one of its kind facility in India, draft of the connection

agreement for the test lab is also being finalised by CTU is consultation with NHPTL.
