Directions as to the Examination of Engineer Officers,
Marine Engine Operators and Engine Room Watch Ratings
under the Merchant Shipping Acts.

CHAPTER 1
INTRODUCTION
Preamble: Certain changes were made to the examination structure and issue of Marine Engineering
certificates of competency (CoC) in order to comply with the requirements of the Seafarer’s Training
Certification and Watchkeeping (STCW) Code as amended by the STCW Conference in 1995 (STCW 95).
These changes took full effect on 1 February 2002 and from this date all engineer officer certificates of
competency must be issued in accordance with STCW 95 to retain their validity.
Engineer Officers holding certificates issued before this date which have not been issued in accordance
with the 1995 amendments must surrender these certificates for revalidation if they wish their certificates to
remain valid for sea service.
1.1 These directions, issued under the Merchant Shipping (Training and Certification) Regulations,
2007, made under Section 3 of the Merchant Shipping (Certification of Seamen) Act, 1979,
specify the standards of competency and the conditions to be satisfied before Engineer Officer
Certificates of Competency, Marine Engine Operator Licences and Engine Room Watch Rating
Certificates are issued.
ENGINEER OFFICER CERTIFICATES ISSUED UNDER THE TRAINING AND
CERTIFICATION REGULATIONS ARE ISSUED IN ACCORDANCE WITH THE
INTERNATIONAL CONVENTION ON STANDARDS OF TRAINING, CERTIFICATION
AND WATCHKEEPING FOR SEAFARERS, 1978, AS AMENDED (STCW 95). THESE
DIRECTIONS GIVE PARTICULARS OF -
a) the conditions of entry to and the conduct of the examinations to be held by the
Department of Transport for Certificates of Competency (CoC) and Marine
Engine Operator Licences (MEOL) in an Engineering capacity for service in
seagoing ships.
b) the issue of Certificates of Equivalent Competency (CEC) issued by the
Department of Transport which may be accepted as being equivalent to those
Certificates of Competency granted by the Department of Transport for service
on Irish seagoing ships.
c) the issue of Engine Room Watch Rating Certificates.

1.2.1 The Merchant Shipping (Training and Certification) Regulations, 2007 provide for the
issue of Certificates of Competency (Marine Engineer Officer) as defined in STCW 95
as follows

Notes CERTIFICATES OF COMPETENCY MAY CARRY LIMITATIONS RELATING TO THE SEA AREA
IN WHICH THE HOLDER MAY SAIL IN ANY GIVEN CAPACITY. FURTHER LIMITATIONS MAY
ALSO BE APPLIED AS THE MINISTER MAY REQUIRE.
Certificates of Competency and Certificates of Equivalent Competency are issued in motor,
steam or combined (motor and steam) Categories.
Certificates of Competency or Certificates of Equivalent Competency for Marine Engineers
will be issued with the following functions:
Control and operation of the ship and care for persons on board.
Marine Engineering
Electrical, electronic and control engineering
Maintenance and repair
Certificates of Competency or Certificates of Equivalent Competency for Marine
Engineers will be issued at the following levels:
Management: Chief Engineer, Second Engineer
Operational: Officer in Charge of the Engineering Watch
1.2.2 The Merchant Shipping (Training and Certification) Regulations, 2007 provide for the
issue of Engine Room Watch Rating Certificates as defined in STCW 95 Regulation
III/4 and detailed in Chapter 12.
1.2.3 The Merchant Shipping (Training and Certification) Regulations, 2007 provide that any
person designated to perform watchkeeping duties in a manned or periodically
unmanned engine room on a ship powered by main propulsion machinery of 350 kW
power or more but less than 750kW shall hold at least the certificate shown in Appendix
1 (Marine Engine Operator Licence). By the term ‘watchkeeping duties’ also read UMS
duties.
1.3 The Merchant Shipping (Safe Manning, Hours of Work & Watchkeeping) Regulations, 1998, as
amended provide that every master and seafarer assigned to an Irish ship holds an appropriate
certificate in respect of any function he or she is to perform on that ship. The engineer
Certificates of Competency required to perform the duties of Chief Engineer, Second Engineer
and Engineer Officer of the Watch, from 1st February 2002, in the various descriptions of ships
according to the trading area in which they operate is given in Appendix 1.
1.4 The Merchant Shipping (Training and Certification) Regulations, 2007 provide that as from 1st
February 2002 a valid Certificate of Competency means any of the following certificates of the
appropriate class, or a higher class, for the capacity in which the holder is to be carried in a ship.

Those Certificates not issued under the above regulations in accordance with STCW 95 must be
revalidated in order to remain valid for seagoing service:-
a. Certificate of Competency, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007.
b. Certificate of Competency, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007 in exchange for a Certificate of Competency,
with or without a Service Endorsement, issued under the Merchant Shipping
(Certification of Marine Engineer Officers and Marine Engine Operators) Regulations,
1988.
c. Certificate of Competency, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007 in exchange for a Certificate of Competency,
with or without a Service Endorsement, issued under the Merchant Shipping
(Certification of Marine Engineer Officers) Regulations, 1981.
d. Certificate of Competency, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007 in exchange for a Certificate of Service issued
under the Merchant Shipping (Certification of Marine Engineer Officers) Regulations,
1981.
e. Certificate of Competency, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007 in exchange for a Certificate of Competency
issued under the Merchant Shipping Act, 1894.
f. Certificate of Competency, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007 in exchange for a Certificate of Service issued
under the Merchant Shipping Act, 1894.
g. Marine Engine Operator Licences, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007 in exchange for a Marine Engine Operator
Certificate of Qualification issued under the Merchant Shipping (Certification of Marine
Engineer Officers and Marine Engine Operators) Regulations, 1988.
h. Marine Engine Operator Licences, issued under the Merchant Shipping (Training and
Certification) Regulations 1998 or 2007
1.5 The Merchant Shipping (Training and Certification) Regulations, 2007 provide that Certificate of
Equivalent Competency endorsements may be issued by the Minister for service on Irish
registered ships.
1.6 The Merchant Shipping (Training and Certification) Regulations 2007 also provide that a ship to
which those Regulations apply, which has a bulk cargo specified in whole or in part as being a
dangerous cargo, carry a Chief Engineer Officer and a Second Engineer Officer, who in addition
to holding appropriate Certificates of Competency shall satisfy such additional requirements as
the Merchant Shipping (Training and Certification) Regulations 2007 and these directions may
specify. Further explanation is given in Chapter 10 of these directions.
1.7 The Merchant Shipping (Training and Certification) Regulations 2007, and therefore these
directions, do not apply to Masters and seafarers employed in fishing vessels and pleasure
craft except in so far as equivalent training schemes or sea service may be accepted. In
addition certain other ships may be exempted by the Minister for Transport from the
provisions of the Merchant Shipping (Safe Manning, Hours of Work and Watchkeeping)
Regulations 1998.
1.8 Any reference in these directions to "he" includes "she" and to "him"/"his" includes "her"/"hers".
1.9 Any Certificate of Competency, Certificate of Equivalent Competency or Marine Engine
Operator Licence referred to in these Directions is a Certificate or Licence issued by or on behalf

of the Minster for Transport. Such Certificates may only be issued when all of the conditions
relating to the issue of the Certificate have been met in accordance with these Directions.
Certificates are issued by the Chief Surveyor of the Marine Survey Office.

CHAPTER 2
CERTIFICATES OF COMPETENCY - CONDITIONS OF ISSUE
2.1 Certificates of Competency are issued as follows:-
2.1.1 Motor Certificate, qualifying the holder to serve as an engineer officer in the capacities
specified, in motor ships, including gas turbine ships, being ships propelled by internal
combustion engines.
2.1.2 Steam Certificate, qualifying the holder to serve as an engineer officer in the capacities
specified, in steam ships, being ships propelled by steam turbines or by steam
reciprocating engines.
2.1.3 Combined Certificate, qualifying the holder to serve as an engineer officer in the
capacities specified in both motor ships and steamships.
2.2 To qualify for the issue of a Certificate of Competency Officer in Charge of an Engineering
Watch, motor or steam, (STCW Reg III/1) and Second Engineer (STCW Reg III/3 ships less than
3000 kW, NCA) in Ireland, each candidate must:-
2.2.1 be not less than 18 years of age and;
2.2.2 satisfy the initial training requirements set out in Chapter 3 or Chapter 13 and;
2.2.3 have completed the qualifying sea service set out in Chapter 4 and;
2.2.4 have successfully completed an approved on board training record book such as the
International Shipping Federation (ISF) On Board Training Record Book for Engineer
Cadets, or equivalent, and submit the book and projects to the NMCI/Examiner of
Engineers for evaluation and;
2.2.5 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years ( Reg I/9) and;
2.2.6 provide evidence of having completed basic training in accordance with Appendix 7
within the previous five years (Reg VI/1) and;
2.2.7 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting training course within the previous five
years (Reg VI/3) and;
2.2.8 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) training course (Reg VI/2) and;
2.2.9 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years (Reg VI/4)
and;
2.2.10 be in possession of a certificate verifying satisfactory attendance at an approved
maritime training college as detailed in Chapter 6 and;
2.2.11 pass the examinations set out in Chapter 7 Syllabus 3 or;
2.2.12 comply with Chapter 14.

2.3 To qualify for the issue of a Certificate of Competency Second Engineer, motor or steam,
unlimited (STCW Reg III/2) in Ireland, each candidate must:-
2.3.1 be in possession of an Officer in Charge of an Engineering Watch Certificate of
Competency valid for service on Irish ships and;
2.3.2 have completed the qualifying sea service set out in Chapter 4 whilst holding that
certificate and;
2.3.3 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years and;
2.3.4 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting training course within the previous five
years (Reg VI/3) and;
2.3.5 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) training course (Reg VI/2) and;
2.3.6 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years (Reg VI/4)
and;
2.3.7 be in possession of a certificate verifying satisfactory attendance at an approved
maritime training college as detailed in Chapter 6 and;
2.3.8 pass the examinations set out in Chapter 7 Syllabus 2.
2.4 To qualify for the issue of a Certificate of Competency Chief Engineer, motor or steam,
unlimited (STCWIII/2) in Ireland, each candidate must:-
2.4.1 be in possession of a Second Engineer Certificate of Competency valid for service on
Irish ships and;
2.4.2 have completed the qualifying sea service set out in Chapter 4 whilst holding that
certificate and;
2.4.3 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years and;
2.4.4 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting training course within the previous five
years (Reg VI/3) and;
2.4.5 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) training course (Reg VI/2) and;
2.4.6 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years (Reg VI/4)
and;
2.4.7 be in possession of a certificate verifying satisfactory attendance at an approved
maritime training college as detailed in Chapter 6 and;
2.4.8 pass the examinations set out in Chapter 7 Syllabus 1.

2.5 To qualify for the issue of a Certificate of Competency Second Engineer less than 3000 kW,
motor or steam, unlimited (STCW Reg III/3) and Second Engineer (STCW Reg III/2, ships of
less than 6000 kW, NCA) in Ireland, each candidate must:-
2.5.1 be in possession of an Officer in Charge of an Engineering Watch Certificate of
Competency valid for service on Irish ships and;
2.5.2 have completed the qualifying sea service set out in Chapter 4 and;
2.5.3 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years and;
2.5.4 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting training course within the previous five
years (Reg VI/3) and;
2.5.5 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) training course (Reg VI/2) and;
2.5.6 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years (Reg VI/4)
and;
2.5.7 Pass the Department of Transport oral examination or;
2.5.8 comply with Chapter 14.
2.6 To qualify for the issue of a Certificate of Competency Chief Engineer less than 3000kW, motor
or steam, unlimited (STCWIII/3) in Ireland, each candidate must:-
2.6.1 be in possession of a Second Engineer Certificate of Competency valid for service on
Irish ships or be in possession of an EOOW Certificate of Competency and pass the
professional subjects of Syllabus 2 and;
2.6.2 have completed the qualifying sea service set out in Chapter 4 and;
2.6.3 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years and;
2.6.4 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting training course within the previous five
years (Reg VI/3) and;
2.6.5 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) training course (Reg VI/2) and;
2.6.6 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years (Reg VI/4)
and;
2.6.7 be in possession of a certificate verifying satisfactory attendance at an approved
maritime training college as detailed in Chapter 6 and;
2.6.8 Pass the Department of Transport oral examination or;
2.6.9 comply with Chapter 14

2.7 To qualify for the issue of a Certificate of Competency Chief Engineer less than 3000kW, motor
or steam, NCA (STCWIII/3) in Ireland, each candidate must:-
2.7.1 be in possession of an EOOW Certificate of Competency and;
2.7.2 have completed the qualifying sea service set out in Chapter 4 and;
2.7.3 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years and;
2.7.4 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting training course within the previous five
years (Reg VI/3) and;
2.7.5 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) training course (Reg VI/2) and;
2.7.6 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years (Reg VI/4)
and;
2.7.7 Pass the Department of Transport oral examination or;
2.7.8 comply with Chapter 14.
2.8 To qualify for the issue of a Certificate of Competency Chief Engineer less than 6000kW, motor
or steam, NCA (STCWIII/3) in Ireland, each candidate must:-
2.8.1 be in possession of a Second Engineer Certificate of Competency valid for service on
Irish ships or be in possession of an EOOW Certificate of Competency and pass the
professional subjects of Syllabus 2;
2.8.2 have completed the qualifying sea service set out in Chapter 4 and;
2.8.3 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years and;
2.8.4 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting training course within the previous five
years (Reg VI/3) and;
2.8.5 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) training course (Reg VI/2) and;
2.8.6 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years (Reg VI/4)
and;
2.8.7 be in possession of a certificate verifying satisfactory attendance at an approved
maritime training college as detailed in Chapter 6 and;
2.8.8 Pass the Department of Transport oral examination
2.8 An approved and valid Medical Fitness Certificate may be obtained from an approved Medical
Practitioner by meeting the medical fitness requirements of the Merchant Shipping (Medical
Examination) Regulations, 2005 (S.I. No. 701 of 2005), or equivalent, acceptable to the

Department of Transport. As the standards may change from time to time candidates should
check with the Marine Survey Office, Examinations Department regarding the most recent
regulations.
2.9 Every candidate or potential candidate for a Certificate of Competency is strongly advised
to obtain a Medical Fitness Certificate before embarking on any training or education
course.

CHAPTER 3
CERTIFICATE OF COMPETENCY - INITIAL TRAINING
3.1 Each candidate must have received one of the forms of training specified in this paragraph.
3.1.1 Engineering Cadet Training Scheme: Each such candidate must have satisfactorily
completed a course of engineer cadet training approved by the Department of Transport
(refer to Appendix 6). This scheme comprises three years study at an approved college
and at least nine months training at sea as an engineer cadet.
Minimum entry requirement to this course is a satisfactory Leaving Certificate or
equivalent and entry is via the Central Applications Office (CAO) system.
3.1.2 Full-time Technical College or University Course: A candidate must have satisfactorily
completed a full-time course of study for a relevant engineering degree for a period of
not less than three years at a recognised Institute of Technology or University (refer to
Appendix 6), together with 12 months engineering training acceptable to the Department
of Transport as being of relevance to the duties of a sea-going Engineer Officer.
3.2 Candidates not complying with the requirements of paragraph 3.1 may be considered for entry to
the examinations for the Officer in Charge of an Engineering Watch Certificate of Competency
(STCW 95, Reg. III/1) provided that they comply with the requirements of paragraph 3.2.1, 3.2.2
or 3.2.3 as appropriate.
3.2.1 Engineering Craftsman: A candidate must have satisfactorily completed at least four
years training in engineering craft practice to the satisfaction of the Department of
Transport or have satisfactorily completed an apprenticeship in engineering craft
practice as a registered apprentice with F.A.S. and been awarded a National Craft
Certificate (refer to Appendix 6) to the satisfaction of the Department of Transport.
3.2.2 Rating to Officer: Candidates serving onboard ship as engine or general purpose rating
should refer to Chapter 13.
3.2.3 Fishing Vessel Engineer to Engineer Officer: Candidates holding Irish fishing vessel
Certificates of Competency should refer to Chapter 14.
3.3 Deficiency in training: Any deficiency from the requirements of paragraph 3.1 or 3.2 will be assessed in each case by
the Department of Transport and must be made good by suitable training, or by further workshop service of a suitable character, or by compensatory shipboard service as an Engineer Officer or Trainee Engineer as the case may be, to the
satisfaction of the Department of Transport
3.3.1 Compensatory shipboard service must be performed in motor or steam ships of not less
than 750 kilowatt registered power. Such service may be performed on regular watch or
on day work. Compensatory shipboard service performed before the age of nineteen
years will not be accepted.
3.4 Workshop service or other industrial training completed before the age of sixteen years will not be accepted.
3.5 Testimonials: Each candidate will be required to produce authoritative testimonials covering all of his training and testimonials should state the name of the employee concerned, the dates of commencement and termination of employment,
the capacities in which the person was employed, and give a summary of work undertaken. Testimonials must be signed by
the employer or a responsible representative.
Testimonials will be returned to candidates when the examination is completed.
3.6 Candidates for Engineer Officer Certificates of Competency will be required to produce documentary evidence of
satisfactory attendance at college or other training scheme. An attendance rate of at least 90% is expected. Documentary
evidence may be in the form of college attendance records, a letter from a Senior Lecturer verifying satisfactory attendance
throughout the entire course, or an employers statement.

Any periods of non attendance are to be covered by an explanatory note, doctors certificate etc. Poor attendance may
result in additional seatime being imposed.

CHAPTER 4
CERTIFICATES OF COMPETENCY - QUALIFYING SEA SERVICE
4.1. To qualify for the issue of a Certificate of Competency Officer in Charge of an Engineering
Watch (STCW 95 III/1 OOW) and Second Engineer (STCW Reg III/3 ships of less than 3000
kW, NCA), each candidate must, in addition to meeting the initial training requirements set out in
Chapter 3, have completed a period of qualifying sea service, whilst under the supervision of a
certificated Engineer Officer, in ships of not less than 350 kilowatt registered power as follows:-
4.1.1. Motor Certificate. At least six months, of which at least four months must have been
spent in watchkeeping on the main propelling machinery of motor ships.
4.1.2. Steam Certificate. At least six months, of which at least four months must have been
spent in watchkeeping on the boilers and main propelling machinery of steam ships.
4.1.3. Combined Certificate. At least eight months, of which at least four months must have
been spent in watchkeeping on the main propelling machinery of motor ships and at least
four months must have been spent in watchkeeping on the boilers and main propelling
machinery of steam ships.
Candidates already in possession of an OOW Certificate in motor or steam ships will be required to have at
least four months seatime in ships of the machinery type not already endorsed on their Certificate.
4.2. To qualify for the issue of a Certificate of Competency Second Engineer (STCW 95 III/2, ships of
3000 kW propulsion power or more, unlimited area) and/or Chief Engineer (STCW III/3 ships of
less than 3000 kW propulsion power, NCA or unlimited area) each candidate must have
completed a period of qualifying sea service, whilst qualified to serve as an EOOW, in ships of
not less than 750 kilowatt registered power as follows:-
4.2.1 Motor Certificate. At least twelve months, of which at least nine months must have been
spent in watchkeeping or similar duties on the main propelling machinery of motor
ships. The remaining period may have been spent in watchkeeping or similar duties on
the main propelling or auxiliary machinery of motor or steam ships or on day work.
4.2.2 Steam Certificate. At least twelve months, of which at least nine months must have been
spent in watchkeeping on the boilers and main propelling machinery of steam ships.
The remaining period may have been spent in watchkeeping on the main propelling or
auxiliary machinery of motor or steam ships or on day work.
4.2.3 Combined Certificate. At least eighteen months, of which at least nine months must
have been spent in watchkeeping on the main propelling machinery of motor ships and
at least nine months must have been spent in watchkeeping on the boilers and main
propelling machinery of steamships.
Candidates already in possession of a Second Engineer Certificate at this level in motor
or steam ships will be required to have at least nine months seatime in ships of the
machinery type not already endorsed on their Certificate.
4.3. To qualify for the issue of a Certificate of Competency Second Engineer (STCW 95 III/3, ships
powered by main propulsion machinery of between 750 kW and 3000 kW, unlimited area) and
Second Engineer (STCW Reg III/2 ships of less than 6000 kW NCA) each candidate must have
completed a period of qualifying sea service, in ships of not less than 350 kilowatt registered
power as follows:-
4.3.1 Motor Certificate. Twelve months, of which at least three months must have been
spent in watchkeeping or similar duties on the main propelling machinery of motor
ships whilst in possession of an OOW Certificate. The remaining period may have
been spent in watchkeeping, daywork or similar duties on the main propelling or

auxiliary machinery of motor ships as qualifying sea service towards the issue of an
OOW Certificate.
4.3.2 Steam Certificate. Twelve months, of which at least three months must have been
spent in watchkeeping on the boilers and main propelling machinery of steam ships
whilst in possession of an OOW Certificate. The remaining period may have been
spent in watchkeeping, daywork or similar duties on the main propelling or auxiliary
machinery of steam ships as qualifying sea service towards the issue of an OOW
Certificate.
4.3.3 Combined Certificate. Twelve months, of which at least three months must have
been spent in watchkeeping on the main propelling machinery of motor ships and at
least three months must have been spent in watchkeeping on the boilers and main
propelling machinery of steam ships both of which whilst in possession of an OOW
Certificate. The remaining period may have been spent in watchkeeping, daywork or
similar duties on the main propelling or auxiliary machinery of motor or steam ships
as qualifying sea service towards the issue of an OOW Certificate.
Candidates already in possession of a Second Engineer Certificate at this level in motor or steam
ships will be required to have at least three months seatime in ships of the machinery type not
already endorsed on their Certificate.
4.4. To qualify for the issue of a Certificate of Competency Chief Engineer (STCW 95 III/2, ships of
3000 kW propulsion power or more, unlimited area) each candidate must have completed at least
36 months of qualifying sea service since obtaining the OOW certificate subject to the following:
4.5.1 Motor Certificate. At least twelve months must have been spent as an engineer officer in
a position of responsibility in motor ships whilst qualified to serve as Second Engineer
Officer in ships of 3000 kW propulsion power or more (STCW 95 III/2). Of this twelve
months at least 9 months must have been spent as an engineer officer in charge of a
watch in motor ships of 3000 kW propulsion power or more.
4.5.2 Steam Certificate. At least twelve months must have been spent as an engineer officer in
a position of responsibility in steam ships whilst qualified to serve as Second Engineer
Officer in ships of 3000 kW propulsion power or more (STCW 95 III/2). Of this twelve
months at least 9 months must have been spent as an engineer officer in charge of a
watch in steam ships of 3000 kW propulsion power or more.
4.5.3 Combined Certificate. At least eighteen months, of which at least nine months
must have been spent as an engineer officer in a position of responsibility in steam ships
of 3000 kW propulsion power or more and at least nine months must have been spent as
an engineer officer in a position of responsibility in motor ships of 3000 kW propulsion
power or more. Both periods must be spent whilst qualified to serve as Second Engineer
Officer in motor and/or steam ships of 3000 kW propulsion power or more (STCW 95
III/2).
For candidates already qualified as Chief Engineer III/2 (3000kw propulsion power or
more) at least six months must have been spent as an engineer officer in charge of the
watch in ships of the type for which the endorsement is sought.

4.5.4 Whilst holding a Second Engineer Officer Certificate for ships of not less than 3000 kW
(STCW 95 III/2) the specified 9 months which should have been spent in charge of a
watch in ships of 3000 kW propulsion power or more will be accepted at half rate
provided such service has been performed in ships of 1,500 kilowatt and over but under
3,000 kilowatt registered power.
4.5. To qualify for the issue of a Certificate of Competency Chief Engineer (STCW 95 III/2, ships of
less than 6000 kW propulsion power near coastal area) each candidate must have completed at
least 36 months of qualifying sea service since obtaining the OOW certificate subject to the
following:
4.5.1 Motor Certificate. At least twelve months must have been spent as an engineer officer in
a position of responsibility in motor ships whilst qualified as Second Engineer Officer in
ships of less than 6000 kW propulsion power (STCW 95 III/2). Of this twelve months at
least 9 months must have been spent as an engineer officer in charge of a watch in motor
ships of 1500 kW propulsion power or more.
4.5.2 Steam Certificate. At least twelve months must have been spent as an engineer officer in
a position of responsibility in steam ships whilst qualified to serve as Second Engineer
Officer in ships of less than 6000 kW propulsion power (STCW 95 III/2). Of this twelve
months at least 9 months must have been spent as an engineer officer in charge of a
watch in steam ships of 1500 kW propulsion power or more.
4.5.3 Combined Certificate. At least eighteen months, of which at least nine months
must have been spent as an engineer officer in a position of responsibility in steam ships
of 1500 kW propulsion power or more and at least nine months must have been spent as
an engineer officer in a position of responsibility in motor ships of 1500 kW propulsion
power or more. Both periods must be spent whilst qualified to serve as Second Engineer
Officer in motor and/or steam ships of less than 6000 kW propulsion power (STCW 95
III/2).
FOR CANDIDATES ALREADY QUALIFIED AS CHIEF ENGINEER III/2 (LESS
THAN 6000 KW PROPULSION POWER NEAR COASTAL AREA) AT LEAST
NINE MONTHS MUST HAVE BEEN SPENT AS AN ENGINEER OFFICER IN
CHARGE OF THE WATCH IN SHIPS OF THE TYPE FOR WHICH THE
ENDORSEMENT IS SOUGHT.
4.6. Remission of qualifying sea service for various examinations is granted as follows:-
OOW. EACH CANDIDATE WHO HAS SATISFACTORILY COMPLETED ANY COURSE
OF CADET TRAINING COVERED BY PARAGRAPH 3.1.1 WHICH INCLUDES A
MINIMUM OF NINE MONTHS SEA SERVICE PERFORMED DURING HIS CADETSHIP
WILL BE ALLOWED TO ATTEND FOR EXAMINATION AS OFFICER IN CHARGE OF AN
ENGINEERING WATCH (MOTOR OR STEAM). THE SIX MONTH SEA SERVICE
REQUIREMENT OF 4.1.1 WILL NOT APPLY IN THIS CASE. IN ADDITION HIS
INTERNATIONAL SHIPPING FEDERATION (ISF) BOOKLET (OR EQUIVALENT) MUST
HAVE BEEN COMPLETED TO THE SATISFACTION OF THE DEPARTMENT OF
TRANSPORT AND ALL OTHER REQUIREMENTS AS DETAILED IN 2.2 MUST BE MET.
SUCH SEA SERVICE MUST HAVE BEEN PERFORMED IN VESSELS OF NOT LESS THAN
750 KILOWATT REGISTERED POWER. SEA SERVICE PERFORMED PRIOR TO
COMPLETION OF YEAR TWO OF THE ORDINARY DEGREE IN MARINE
ENGINEERING OR YEAR TWO OF AN APPROVED CADETSHIP WILL NOT BE
CONSIDERED. IN THE CASE OF CANDIDATES FOR A COMBINED CERTIFICATE
(MOTOR & STEAM) OF THE NINE MONTHS SEA SERVICE PERFORMED DURING THE
CADETSHIP, AT LEAST FOUR MONTHS SEA SERVICE MUST HAVE BEEN PERFORMED
IN MOTORSHIPS AND AT LEAST FOUR MONTHS SEA SERVICE MUST HAVE BEEN
SERVED IN STEAMSHIPS. THE REMAINING SEA SERVICE MAY BE PERFORMED IN
STEAMSHIPS OR MOTORSHIPS.

4.6.1 EACH CANDIDATE WHO REQUIRES AN OOW (MOTOR OR STEAM)
ENDORSEMENT TO A CHIEF ENGINEER CERTIFICATE OF COMPETENCY
SHIPS GREATER THAN 3000 KW (STCW III/2) WILL BE GRANTED FULL
REMISSION FROM EITHER SEA SERVICE PERIOD REFERRED TO IN
PARAGRAPH 4.1.
4.7 Irish Naval Service – Sea Service
4.7.1 Sea service performed in Irish Naval Service vessels will generally be assessed as if it
had been served in mercantile marine vessels if it has been served whilst holding a
Mercantile Marine Engineer Officer Certificate of Competency. At least six months of
the total sea service required for the issue of a Chief Engineer Certificate of Competency
(Reg III/2 or III/3), since obtaining the Officer of the Watch Certificate of Competency,
must have been served in mercantile vessels. At least three months of the mercantile sea
service must have been carried out within the five years preceding oral examination and
the remainder within the ten years preceding the date of oral examination.
4.7.2 Naval service candidates must satisfy the initial training requirements set out in Chapter
3.
4.7.3 Naval service candidates must satisfy the requirements of Chapter 2.2 Conditions of
Issue.
4.7.4 The Department of Transport recognises the structured nature of Naval Service
artificer training as satisfying the requirements for initial training as set out in
Chapter 3. Sea service performed on Naval Service vessels will be accepted as
qualifying sea service for the EOOW examinations when served in the rank of Engine
Room Artificer or a higher rank.
4.8 Qualifying Sea Service – equivalent arrangements
The minimum periods of qualifying sea service specified in this Chapter may be altered on a
case by case basis at the discretion of the Examiner of Engineers. Minimum periods of sea
service will not be altered below any minimum specified in the STCW Convention for the
issue of a particular certificate. Any deviation from the minimum periods specified above
must be requested in writing by the candidate and supported with documentary evidence
relating to the request such that the Examiner may form a reasoned opinion that there would
be no reduction in safety or standards by acceding to the request.
CHAPTER 5
CERTIFICATE OF COMPETENCY - SEA SERVICE (GENERAL PROVISIONS)
5.1 Qualifying Sea Service. Except where particular limitations are placed upon it or where
relaxations are specifically allowed, qualifying sea service means service under crew agreement
as engineer officer on regular watch over main propelling machinery or auxiliary machinery when
such machinery is in full use. A minimum of six months qualifying sea service for any particular
certificate of competency must have been performed within a period of five years preceding the
date of the examination. The remaining qualifying sea service must have been performed within
a period of ten years preceding the date of the examination.
5.1.1 Sporadic use of main propelling machinery. Service performed in ships where for
considerable periods the main propelling machinery is not used, is reckoned as one and a
half times the number of days actually spent under way, but in no case can it exceed the
time served under crew agreement during the period concerned. In such cases the
testimonials produced in accordance with paragraph 5.2 must carry a statement as to the
number of days actually spent under way with the main propelling machinery in full use.

5.1.2 Chief Engineer greater than 3000 kW (STCW 95, Reg. III/2): The minimum periods as
engineer officer in a position of responsibility specified in paragraph 4.3 for Reg III/2
examination purposes should be performed as Engineer Officer in Charge of a Watch or
in a higher rank. In the case of each candidate who holds a Certificate of Competency
Chief Engineer greater than 3000kW, either motor or steam, and who requires further
service for the examination leading to the issue of a Chief Engineer Combined
Certificate, the following applies:
Service performed in ships of not less than 3,000 kilowatt registered power, not in charge of a
watch, but on watch or otherwise substantially concerned with main propelling machinery of the
appropriate description (steam or motor) will be accepted at half rate.
5.1.3 Unattended Machinery Spaces. Service performed in ships where the main propelling
machinery operates regularly in the periodically unattended mode will be accepted at full
rate.
5.1.4 Unusual Service. Service which consists of work of an unusual nature, but which may
be considered pertinent to the operational experience of an engineer officer, will be
accepted up to a maximum of nine months, either at full rate or at some proportional rate
dependent upon the nature of the work involved. Such service will not be accepted as
counting towards the minimum required to be spent in watchkeeping on main propelling
machinery.
Service is not generally acceptable if it consists of work not usually performed by a watchkeeping engineer officer.
5.1.5 Auxiliary machinery. Service in watchkeeping on auxiliary machinery will be accepted
at full rate. Such service will not be accepted as counting towards the minimum required
to be spent in watchkeeping on main propelling machinery.
5.1.6 Day Work. Engineering work carried out at sea, other than that performed on regular
watch, will be accepted at full rate. Such service will not be accepted as counting
towards the minimum required to be spent in watchkeeping or UMS duties on main
propelling machinery.
5.1.7 Offshore Service. Service in self-propelled offshore units where the unit is undertaking
sea-going passages or well shifts or when it is engaged in maintaining a fixed station by
continuous use of the main propelling machinery will be accepted at full rate.
Service in self-propelled offshore units where the unit is fixed on station in either the
drilling or service mode will be accepted at full rate. Such service will not be accepted
as counting towards the minimum required to be spent in watchkeeping on main
propelling machinery.
Service in an offshore unit which is not self-propelled but is termed a ship under the
Merchant Shipping Acts will be accepted at half rate. Such service will not be accepted
as counting towards the minimum required to be spent in watchkeeping on main
propelling machinery.
5.1.8 Newbuild / drydocking. Service standing by newbuild ships in a shipyard and extended
drydocking will count at full rate up to maximum period of three months. Such service
will not be accepted as counting towards the minimum required to be spent in
watchkeeping on main propelling machinery.
5.1.9 Megayachts. Service in megayachts engaged in trade may be accepted on a case by case
basis taking into account, amongst other things, the position held on board, the number

of actual days at sea and the engine power. Extended periods alongside will not count
towards sea service. Reference should be made to Paragraph 5.1.1
5.1.10 Sea service other than that detailed in the preceding paragraphs may be considered on a
case by case basis by the Department of Transport. Candidates claiming such sea service
should submit full details of the sea service performed to the Examiner of Engineers for
consideration.
5.2 Testimonials. Each candidate must produce testimonials in respect of all sea service performed.
These testimonials, which should state the seniority on watch, the type of main propelling
machinery and the nature of duties performed, are to be signed by the Chief Engineer Officer and
endorsed by the Engineer Superintendent or some other responsible representative of the
employer. Testimonials covering service as Chief Engineer Officer are to be signed by the
Engineer Superintendent and some other responsible representative of the employer.
A recommended form of testimonial to cover sea service is shown in Appendix 2.
5.2.1 All candidates for the OOW Examination will be required to have successfully
completed an approved on board training record book such as the International
Shipping Federation (ISF) On Board Training Record Book, or equivalent.
Candidates undergoing training in accordance with 3.1.1 are to submit the book and
projects to the National Maritime College of Ireland for evaluation. All other
candidates are to submit the book and projects to the Examiner of Engineers for
evaluation.
5.3 Verification of service. Sea service is to be verified by proper entries in both the crew agreements
and the official discharges of the ships and voyages covering the service.
Sea service which cannot be so verified will not be accepted except upon written confirmation by
either a consul or some other recognised official of the country of registry in the case of service
performed in ships that are not Irish ships, or some responsible person having personal knowledge
of the facts to be established in the case of service performed in Irish ships.
5.4 Calculation of Service. Sea service as entered in official discharges and testimonials will be
reckoned by the calendar months, that is, the time included between any given day in any month
and preceding day of the following month, both inclusive. The number of complete months from
the commencement of the period, ascertained in this way, should be computed, after which the
number of odd days should be counted. The day on which the crew agreement commences, as
well as that on which it terminates, should both be included, all leave of absence excluded, and all
odd days added together and reckoned at thirty days to the month.
5.5 Unsatisfactory Conduct. Each candidate who having signed a crew agreement has either
neglected to join his vessel, or committed misconduct on board, will be required to produce
satisfactory proof of two years subsequent service with good conduct at sea, unless the
Department, after investigation, should see fit to reduce this period.

CHAPTER 6
CERTIFICATES OF COMPETENCY - ADMISSION TO
EXAMINATIONS AND AWARD OF CERTIFICATES
6.1 Introduction. Examinations for Certificates of Competency consist of written examinations, oral
examinations and ancillary courses. All written examinations for the Certificates of Competency
will be set and marked entirely by the National Maritime College of Ireland (NMCI) on behalf of
the Department of Transport.
6.1.1 Exemptions from any of: mathematics, engineering drawing, applied heat, applied
mechanics, electrotechnology or naval architecture, may be granted by the Department
of Transport to candidates whose previous qualifications merit them for consideration for
exemption. This is detailed in Chapter 7.
6.1.2 No exemptions will be granted in respect of examinations in engineering knowledge.
6.1.3 Candidates for Second and Chief Engineer (STCW 95 III/3 & III/2) written and oral
examinations in the professional subjects – Engineering Knowledge - will be required
to show proof of attendance on an appropriate course of study at a Nautical College
prior to being admitted for examination. Candidates will be required to show a
minimum attendance of six weeks within the previous five years, which need not be
consecutive. This will apply for each Certificate of Competency. Proof of
attendance leading to the award of one certificate will not be accepted for the next
grade of certificate.
6.1.4 Oral examinations in engineering knowledge will be conducted by an Examiner of
Engineers at the Department of Transport.
6.1.5 Candidates for Engineer Officer of the Watch examinations that have not completed
an approved cadetship including a preparatory course for examination may be
required to undertake the preparatory course at an approved College.
6.1.6 Candidates for Engineer Officer of the Watch examinations may be required to
produce documentary evidence of satisfactory attendance at College. An attendance
rate of at least 90% must be shown. Documentary evidence may be in the form of
College attendance records or a letter from a Senior Lecturer verifying satisfactory
attendance throughout the entire course. Any periods of non attendance are to be
covered by an explanatory note, doctors certificate etc. Poor college attendance may
result in the imposition of additional sea service.
6.2 Candidates must pass all the written parts of the examination for a particular grade of certificate before attempting the
oral part of the examination for a particular grade of certificate.
6.2.1 A candidate who is successful in passing any of the academic subjects in the Syllabus 1,
Syllabus 2 or OOW examinations will not be required to resit that subject at subsequent
attempts. Passes in academic subjects remain valid indefinitely.

6.2.2 Candidates must pass the written part of the Engineering Knowledge examination and
the oral examination, for a particular grade of certificate, within a two year period. The
Engineering Knowledge examination consists of two papers - Engineering Knowledge
General and Engineering Knowledge Motor or Engineering Knowledge Steam – and
both papers must be passed at the same attempt.
6.2.3 A pass in the Engineering Knowledge examination will remain valid for two years
during which time all the academic subjects must have been passed.
6.2.4 Should all the academic subjects and the oral examination not be passed within the
above two years the Engineering Knowledge examination will have to be retaken in
addition to any other subjects not passed.
6.3 Admission to examination. Details covering the venues, times and manner of admission to the
Department's examination are as follows:-
6.3.1 The National Maritime College of Ireland conducts written examinations at its
examination centre on behalf of the Department of Transport.
The dates upon which the various examinations commence are available from the
NMCI, or from the Marine Notice published annually by the Department of
Transport and available on the Department’s website or at Mercantile Marine
Offices,. The NMCI should be contacted for the most up to date information
regarding exam timetabling.
6.3.2 Additional written examinations may be conducted by the NMCI to facilitate
candidates.
6.3.3 Application for Examination. Each candidate seeking admission to the engineering
knowledge written and oral examinations for a Certificate of Competency is required to
complete an application form EXN 3 and pay the appropriate fee. Any application in
which the declaration has not been signed will not be accepted.
The completed form and supporting documents in accordance with paragraph 3.5, 5.2
and Appendix 3 together with any Certificate of Competency held, are to be lodged
with the Examiner of Engineers, Dublin, not less than 6 weeks before the date of the
first examination to be taken. An application together with the fee and supporting
documents may be lodged in person with the Mercantile Marine Office, Dublin or
Cork. Application may be made by post to the Examiner of Engineers, Department
of Transport. Notification of acceptance or rejection will be given as soon as possible
after receipt of the application. Notification of acceptance will be accompanied by a
copy of the examination rules.
6.4 Fees. Each candidate will be required to pay the appropriate fee on each occasion of making
application for examination. Details of the current fees may be obtained from the Examination
Clerk, Marine Surveyor’s Office, Dublin.
6.5 Determination of Eligibility. Each candidate enquiring as to his eligibility for admission to an
examination will be required to make formal application and pay the appropriate fee before
assessment of his application will be made. A candidate who is found ineligible may have his fee
or a portion of his fee refunded or placed to his credit until he is eligible.
6.6 Candidates seeking admission to the engineering knowledge written and oral examinations should
apply for a Notice of Eligibility as follows:
6.6.1 As early as possible preferably before attending any college course the completed
application forms should be submitted to the Department of Transport together with the
appropriate examination fee and supporting documentation.

6.6.2 An application will only be accepted by the Department if the candidate has
satisfactorily completed the initial training and/or the qualifying sea service requirements
for the grade of certificate applied for.
6.7 CANDIDATES ARE ADVISED TO ENSURE AS EARLY AS POSSIBLE THAT THEY
WILL BE CAPABLE OF MEETING THE REQUIREMENTS FOR THE ISSUE OF A
MEDICAL FITNESS CERTIFICATE. FAILURE TO OBTAIN SUCH A CERTIFICATE
WILL MEAN THAT THE CERTIFICATE OF COMPETENCY CANNOT BE ISSUED.
6.8 When a candidate's application has been approved a NOTICE OF ELIGIBILITY will be issued.
This notice will specify which written examination subjects have been exempted or previously
passed. It will also authorise the candidates admission to the engineering knowledge written and
oral parts of the examination as appropriate.
6.9 Candidates will be required to make their own arrangements for the written examinations, if
applicable, with the NMCI and pay them the appropriate fee.
6.10 An NMCI certificate will be issued to candidates who are successful in the written examinations.
In the event of failure in any paper of the written examinations candidates should make
arrangements to re-take the failed subject(s) directly with the NMCI and pay the appropriate
NMCI fee.
6.11 Candidates must make their own arrangements for the oral examination with the Examiner of
Engineers, Department of Transport, Dublin
6.12 Candidates should return the Notice of Eligibility to the Examiner of Engineers after completing
the section indicating their preferred date for oral examination. This will then be returned to the
candidate with an appointment for the examination. Candidates may also make appointments for
the examination by telephone.
6.13 Certificates will only be issued when a candidate has passed all of the written subjects and the oral
examination for that grade of certificate.
6.14 Following examination the result of the oral examination will be entered on the Notice of
Eligibility by the Examiner of Engineers, Department of Transport. To apply for re-examination
in the event of failure, the Notice of Eligibility together with a fresh application is to be made as
per paragraph 6.3.2 and a new Notice of Eligibility will be issued. When ALL the necessary
written and oral examinations have been passed and all other conditions met, a Certificate of
Competency will be issued to the candidate.
6.15 Fraud and Misrepresentation. Section 3 of the Merchant Shipping Act, 1979 provides that a
person who, for the purpose of obtaining for himself or another person a certificate of competency
under the Act, makes a statement which he knows to be false, or recklessly makes a statement
which is false in a material particular, shall be guilty of an offence and liable on summary
conviction to a fine as specified in the Act.
6.16 Irish registered ships are required to be manned by certificated marine engineer officers and licensed marine engine
operators who hold valid Irish Certificates of Competency, Certificates of Equivalent Competency or Marine Engine Operator Licences
6.17 Proof of Nationality. Each candidate for a Certificate of any grade will be required to produce proof of name, nationality and place and date of birth. Proof of nationality will in general involve the production of a passport, birth
certificate or of a Certificate of Naturalisation.
6.18 Knowledge of English. Each candidate must prove to the satisfaction of the Department of
Transport that they are competent in the use and understanding of English in both the written and
oral form and have adequate knowledge of the English language to enable them to use
engineering publications and perform engineering duties in an Irish ship.
6.18.1 Non native-English speaking candidates may provide, or be required to provide,
evidence of their competence in the English language by providing a Test Report Form

from the International English Language Testing System (IELTS). This test report
should show that the applicant has achieved at least academic level 6 in the four modules
:- listening, reading, writing, and speaking with an overall band score of at least 6.5 in
the academic modules.
6.18.2 Oral examinations will be conducted in the English Language. Candidates that cannot
communicate effectively in the English Language will not be issued with a Certificate of
Competency.
6.20 Issue of Certificate. Certificates of Competency are issued at the Exam Centre, Dublin, when all
parts of the examination and all other mandatory conditions governing the Certificate are
successfully completed or met.
Before the holder of a Certificate of Competency of a particular grade is issued with a certificate
of a higher class, that person shall surrender the first-mentioned certificate to the Minister for
Transport, or to such person as the Minister for Transport directs, for cancellation.
6.21 Lost Certificate. Application on form P68/69 for a certified copy of a lost Certificate of
Competency should be submitted to a Mercantile Marine Office together with the appropriate fee.
A declaration as to the circumstances in which the certificate was lost must be made by the
applicant. A replacement certificate may be issued to the applicant when the circumstances
surrounding its loss have been verified and the Minister for Transport is satisfied that a Certificate
may be reissued under such circumstances.
No fee is chargeable if the applicant can show that the certificate was lost through shipwreck or
fire.
6.22 Breach of Examination Rules. A candidate who violates any of the examination rules will be
considered to have failed and will not be accepted for re-examination for such a period as may be
decided by the Examiner of Engineers.
6.23 Attempted Bribery. A candidate who offers a gratuity to any officer of the Department of
Transport or any other officer involved in the examination system will be regarded as having
committed an act of misconduct and will be rejected. They may not be re-examined until a period
of at least twelve months has elapsed. This penalty is additional to any penalty to which he may
be liable under criminal law.
6.24 Candidates violating any of the Regulations, or guilty of insolence to the Examiner, or of
disorderly or improper conduct in or about the examination room will be considered to have failed
and will not be accepted for re-examination for such period as may be decided by the Department
of Transport.
6.25 Certificates may be collected in person or by a designated agent of the candidate at the Exam
Centre, Dublin. Candidates may opt to have Certificates posted out to a designated address within
Ireland. The Registered Postal Service will be used for delivery of Certificates. Certificates will
not be posted outside Ireland except at the written request of candidates and on the written
undertaking that they accept all responsibility for the Certificate in transit. The normal postal
service will be used and no responsibility will be taken for lost certificates. Certificates claimed
lost in this way will be dealt with as per 6.21. Overseas candidates may request that their
Certificate is sent by registered post or courier and in this case they shall bear the cost of such
postage.

Chapter 7
CERTIFICATES OF COMPETENCY - EXEMPTIONS
AND NATIONAL MARITIME COLLEGE OF IRELAND WRITTEN EXAMINATIONS
7.1 Syllabuses are grouped under the general headings of ACADEMIC and PROFESSIONAL
subjects which are examined by the National Maritime College of Ireland (NMCI). The written
papers in Engineering Knowledge are referred to as the PROFESSIONAL subjects. The
written papers in Applied Heat, Applied Mechanics, Electrotechnology, Naval Architecture,
General Engineering Science, Mathematics and Engineering Drawing are referred to as the
ACADEMIC subjects.
7.2 The Engineering Knowledge syllabuses for Certificates of Competency are separated into
written and oral parts. The salient features are:
7.2.1. Syllabus 1 (Refer to Appendix 1 for application) is mainly concerned with the
principles involved with the operation, testing, maintenance and management of marine systems,
equipment and personnel, the safe and efficient operation of plant, the safety & security of the ship
and the protection of the marine environment. The responsibilities of a chief engineer officer at the
management level are reflected in the syllabus as a whole.
7.2.2 Syllabus 2 (Refer to Appendix 1 for application) is mainly concerned with the constructional
details and the working principles of marine systems and equipment, the safe and efficient
operation of plant, the correct use of equipment provided for the safety & security of the ship and
crew, and the protection of the marine environment. The responsibilities of a certificated engineer
officer at the management level are reflected in the syllabus as a whole.
7.2.3 Syllabus 3 (Refer to Appendix 1 for application) is mainly concerned with the constructional
details and working principles of marine systems and equipment with particular emphasis on
watchkeeping on main machinery, the safe and efficient operation of plant, the correct use of
equipment provided for the safety & security of the ship and the protection of the marine
environment. The responsibilities of a certificated engineer officer at the operational level are
reflected in the syllabus as a whole.
7.3 Exemptions. Candidates who have passed the terminal examination of courses specified in this paragraph, to the
standard required by the Department, may be granted exemptions from academic papers of the examinations on a subject for
subject basis, the subjects being those stipulated on the terminal certificate of the course.
7.3.1 Candidates who have satisfactorily completed courses under the Engineer Cadet Training
Scheme specified in Paragraph 3.1.1 may be granted exemptions from the academic subjects of

syllabus 1, 2 or 3. Candidates completing the ECTS will be issued with a letter from the NMCI
stating the subjects that they may be considered exempt from. (Refer to Appendix 10)
7.3.2 Candidates who have completed courses leading to a recognised degree in Marine or
Mechanical Engineering may be granted exemptions from the academic subjects of syllabus 1, 2 or
3.
.
7.3.3 Candidates who have completed courses, leading to other recognised qualifications in
mechanical engineering may also be considered for exemptions from the academic subject of
syllabus 1, 2 or 3.
.
7.3.4 Candidates who are not granted exemptions will be required to pass all, or the remaining,
academic subjects under the examinations conducted by NMCI.
Partial passes or exemptions from examinations administered by other Administrations
will not be recognised or accepted.
7.3.5 All candidates seeking exemption from any of the academic subjects must apply to the
Examiner of Engineers, in writing, for such exemption. All applications must include
supporting documents relevant to the exemption being sought (e.g. degrees, diplomas,
certificates, previous passes etc.). Application for exemption may be made
simultaneously with the application for examination as detailed in Chapter 6.
7.3.6 No exemption will be granted from the Engineering Knowledge written or oral examinations.
All oral examinations will be conducted by an Examiner of Engineers from the Department of
Transport.
7.4 Examinations.

7.5 Permitted attempts
7.5.1 A candidate may present himself for the academic subjects of syllabus 1, 2 or 3
examination, or the remaining academic subjects from which he has not been
exempted, at any time after completing the initial training required in Chapter 3, except
that in the case of the syllabus 1 academic subjects he must have previously passed or
be exempted from all the academic subjects at syllabus 2 level and be in possession of a
Certificate of Competency Second Engineer (STCW 95 III/2, ships of 3000 kW
propulsion power or more).
7.5.2 A candidate may present himself for the professional subjects of the syllabus 1, 2 or 3
examination at any time after he has completed the necessary period of training and
qualifying sea service, except that in the case of the syllabus 1 examination he must
also be in possession of a Second Engineer Certificate of Competency (STCW 95, Reg.
III/2 greater than 3000 kW unlimited area) and in the case of the syllabus 2 examination
he must be in possession of an Engineer Officer of the Watch Certificate of
Competency (STCW 95, Reg III/1)
7.5.3 For a Combined Certificate a candidate may present himself for the remaining
Engineering Knowledge examination, provided he already holds either a motor or
steam Certificate of Competency of the same class.
Alternatively a candidate may present himself for a Combined examination, attempting
the Engineering Knowledge - general, motor and steam examination at the same
attempt.
7.5.4 A candidate who is successful in passing any of the academic subjects will not be
required to resit that subject at subsequent attempts. The two engineering knowledge
written papers form a single part of the examination and must be passed at the same

attempt. A candidate must pass the written parts of the engineering knowledge
examination, and any academic subjects not exempted, before sitting the oral part of the
examination for a particular grade of certificate. A candidate must pass the oral part of
the examination for a particular grade of certificate within a two year period of passing
the engineering knowledge written papers to retain the validity of a pass in the
Engineering Knowledge examination.
7.6 Re-examination. Each candidate who fails the oral examination will need to make a fresh
application and pay the appropriate fee. Candidates will not be re-examined until 14 days after
the failed attempt.
7.7 Repeated Failure in Engineering Knowledge written or oral. A candidate who shows ignorance
of topics vital to an engineer officer's duties and which, if neglected could lead to conditions
whereby the safety of life at sea, the safety and security of the ship or the marine environment is
endangered will not be accepted for re-examination until he has performed a further period of
sea service to be determined by the Examiner of Engineers.
A candidate who, after three failed attempts at the Engineering Knowledge written or oral
examination in any twelve month period, with no additional sea service, shows no
improvements, will not be accepted for re-examination until he has performed a further period of
sea service to be determined by the Department.
7.8 Pass Marks. Each candidate will be required to obtain a minimum of fifty per cent of the total
marks in each subject attempted in the written examinations. A higher standard will be required
in the oral examination.
Note: The General Engineering Knowledge papers consist of three sections; general
engineering, electrotechnology and ship construction. A mark of 40% is required in each section
with an overall score of 50% in order to pass this paper.

CHAPTER 8
CONTINUED PROFICIENCY AND UPDATING OF KNOWLEDGE;
REVALIDATION OF CERTIFICATES.
8.1 All certificates of competency not issued in accordance with the STCW 1995 amendments need to
be revalidated if the holder wishes to continue to be able to serve at sea. All certificates issued to
Engineer Officers will have a maximum validity of five years and will become due for
revalidation as shown in the certificate. The international and domestic legislation which require
this is:
8.1.1 Regulation I/11 of the International Convention on Standards of Training, Certification
and Watchkeeping for Seafarers 1978 (STCW) as amended in 1995 which came into
force for Ireland in 1998.
8.1.2 Regulation 10 of the Merchant Shipping (Training and Certification) Regulations, 2007
(S.I. No. 703 of 2007).
8.2 Requirements. In order to fulfil the requirements for revalidation certificate holders will have to
show continued professional competence by:
8.2.1 holding an approved and valid Medical Fitness Certificate for Sea Service issued within
the previous two years and;
8.2.2 having approved sea going service in ships of greater than 350 kW propulsion power,
performing functions appropriate to the certificate held as an Engineer Officer, for a
period of at least 12 months in total during the preceding 5 years or;
8.2.3 having approved sea going service in fishing vessels of greater than 750 kW propulsion
power, performing functions appropriate to the certificate held as an Engineer Officer,
for a period of at least 12 months in total during the preceding 5 years or;
8.2.4 having completed at least three months seagoing service, in ships of greater than 350 kW
propulsion power, performing functions appropriate to the certificate held in a
supernumary capacity, or in a lower officer rank than that for which the certificate is
issued, immediately prior to application for revalidation (i.e. Chief Engineer Officers
may sail as Second Engineer Officers, Second Engineer Officers as Engineer
Watchkeepers and Engineer Watchkeepers as second in charge of a watch).
8.3 Conditions for waiving Sea Service. The Department is prepared to consider on an individual
basis waiving the requirements of paragraphs 8.2.2 and 8.2.3 if a certificate holder has recent
experience in another capacity which ensures an adequate updating of marine engineering
knowledge. Applications for waiving the 3 months revalidation sea service in paragraph 8.2.3
should be made only by certificate holders who wish to go to sea in the highest capacity
appropriate to their certificate. Such applicants will have been actively involved in the inspection,
operation or survey of sea-going ships or other duties for a substantial proportion (at least half) of
the 5 years preceding the date of application for revalidation. Certificate holders in other
occupations not specifically mentioned will also be considered on application.
8.4 Additional Requirement for Dangerous Cargo Endorsements. Officers and ratings holding
dangerous cargo endorsements (see Chapter 10) required for service in petroleum, liquid chemical
and liquefied gas tankers must, in addition to meeting the basic updating requirements, provide
evidence of:
8.4.1 at least 3 months service (which need not be continuous) in a tanker, engaged in the
carriage of cargo for which a dangerous cargo endorsement is required, during the
preceding 5 years. This period of service in any type of tanker will qualify for updating
all dangerous cargo endorsements held. An officer who has not served in a tanker during

the preceding 5 year period will have his dangerous cargo endorsement(s) withdrawn. In
this case before each endorsement is re-issued an officer will be required to either:
8.4.2 attend an approved specialised tanker training programme or;
8.4.3 undertake 14 days approved supervised shipboard training in a supernumary capacity in
the type of tanker in which it is intended to serve.
8.5 There will be no time limit on applications under paragraph 8.2 for the revalidation of a certificate
of competency for sea-going service, irrespective of the date on which it ceases to be valid for
such service.
8.6 Holders of certificates not issued in accordance with the STCW 95 amendments (STCW 78
certificates) and not revalidated prior to 1 February 2002 who cannot meet the requirements of
paragraph 8.2 or 8.3, may apply to have a new STCW 95 certificate issued by:
8.6.1 holding an approved and valid Medical Fitness Certificate for Sea Service issued within
the previous two years and;
8.6.2 being in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting course (Reg VI/3) and;
8.6.3 being in possession of a certificate verifying attendance at and satisfactory completion of
an approved survival craft and rescue boat course (Reg VI/2) and;
8.6.4 being in possession of a certificate verifying proficiency in medical first aid and
attendance at an approved medical first aid course (Reg VI/4) and;
8.6.5 passing an interview conducted by the Examiner of Engineers who will then issue a
Certificate of Competency permitting the certificate holder to sail in the rank lower than
that for which his original certificate was issued except those holding EOOW
certificates. Following the accrual of seatime as per 8.2.3 the new certificate may be
submitted for reinstatement to the original rank.
8.7 How to Apply. Applicants should complete an application form available from any Mercantile
Marine Office or the Marine Survey Office, Dublin. The completed form, together with the
supporting documents and appropriate fee should be forwarded to:

CHAPTER 9
MARINE ENGINE OPERATOR LICENCES
9.1 Introduction. Marine Engine Operators may sail in the capacities and vessels indicated in
Appendix 1 and in accordance with the vessels safe manning certificate. Normally the Marine
Engine Operator shall not be the designated Master of the vessel. However, Masters may be
qualified as Marine Engine Operators if they satisfy the criteria set out below. Holders of Marine
Engine Operator Licences may act in a dual purpose capacity when specified on the vessels safe
manning certificate.
9.2 Proof of Identity and Sea Service. An applicant's Irish Seaman's card or a passport or a birth
certificate or, if appropriate, a Certificate of Naturalisation are acceptable evidence of identity and
nationality. Official Discharge Book entries or Certificates of Discharge are normally acceptable
evidence of sea service. However, if a Discharge Book does not show all the service an applicant
is claiming, written statements from employers testifying that the applicant has performed the
service claimed will also be accepted as proof of sea service. In the case of a person claiming sea
service in a dual purpose capacity written statements from employers testifying that the service
has been in a dual purpose role must be submitted covering the period for which such service is
claimed.
9.2.1 Such written statements should contain the following information:
(a) the ship or ships on which the applicant has served giving the propulsive power;
(b) the capacity in which the applicant served;
(c) the dates on which the periods of service began and ended;
(d) the trading area for which the service is claimed.
9.3 To qualify for the first issue of a Marine Engine Operator Licence each candidate must:-
2.8.9 satisfy the entry requirements set out in 9.4 and;
2.8.10 hold an approved and valid Medical Fitness Certificate for Sea Service issued within the
previous two years and;
2.8.11 provide evidence of having completed basic training within the previous five years
Appendix 7(Reg VI/1) and;
2.8.12 be in possession of a certificate verifying proficiency in advanced fire fighting and
attendance at an approved advanced fire fighting course within the previous five years
and (Reg VI/3);
2.8.13 be in possession of a certificate verifying proficiency in survival craft and rescue boat
operation and attendance at an approved survival craft and rescue boat (other than fast
rescue boats) course within the previous five years and (Reg VI/2);
2.8.14 be in possession of a certificate verifying proficiency in medical first aid and attendance
at an approved medical first aid training course within the previous five years and (Reg
VI/4);
2.8.15 pass the oral examination set out in Chapter 12.
9.4 Licences may be issued to deck and engine room personnel who can satisfy the following entry
requirements and who in addition pass an oral examination conducted by the Department's
examiners. Syllabuses for the oral examinations are given in Chapter 12.

Entry Requirements MEOL:
9.4.1 Sea service or other industrial training completed before the age of sixteen years will not
be accepted.
9.4.2 .1 Twenty-four months sea service in ships of not less than 350 kilowatt
registered power or;
.2 two years shore employment with an engineering background acceptable to the
Department of Transport and 3 months qualifying sea service in ships of not
less than 350 kilowatt registered power and;
9.4.3 An engineering skills course acceptable to the Department such as FAS Course 022
Engineering Multi Skills or B.I.M. one year off the job engineering training (Appendix
8) or other documented and appropriate training. This requirement may be waived in
certain cases where the shore employment mentioned in paragraph 9.4.2 is of an
acceptable standard and;
9.4.4 satisfactory completion of the Training Record as outlined in Appendix 5.
9.4.5 In lieu of complying with 9.4.2 a candidate may have satisfactorily completed at least
four years training in engineering craft practice or have satisfactorily completed an
apprenticeship in engineering craft practice as a registered apprentice with F.A.S. and
been awarded a National Craft Certificate or equivalent to the satisfaction of the
Department of Transport and have six weeks of qualifying sea service in ships of not less
than 350 kilowatt registered power.
9.4.6 All training, shore employment, sea service etc is to be documented and verified in a
manner acceptable to the Examiner of Engineers.
9.4.7 Sea service and training may be performed in a dual purpose capacity provided such
service is accurately described by appropriate entries in the crew agreement such as
"deck officer/trainee engine operator", and provided such service is covered by sea
service testimonials which should state the type of main propelling machinery and the
nature of the duties performed.
9.4.8 The Department may approve structured training programmes which provide sea
service, basic engineering skills training and qualifying sea service as a trainee engine
operator within a 24 month period.
9.5 Application for Examination. Each candidate seeking admission to an examination for a Marine
Engine Operator Licence is required to complete application form EXN 3 and pay the appropriate
fee. Any application in which the declaration has not been signed will not be accepted.
The completed form and supporting documents in accordance with paragraph 3.5, 5.2
and Appendix 3 together with any Certificate of Competency or Licence held, are to
be lodged with the Examiner of Engineers, Dublin, not less than 6 weeks before the
date of the first examination to be taken. An application together with the fee and
supporting documents may be lodged in person with the Mercantile Marine Office,
Dublin or Cork. Application may be made by post to the Examiner of Engineers,
Department of Transport. Notification of acceptance or rejection will be given as
soon as possible after receipt of the application. Notification of acceptance will be
accompanied by a copy of the examination rules.
9.7 Fees. Each candidate will be required to pay the appropriate fee on each occasion of making
application for entry to an examination. Details of the current fees may be obtained from a
Mercantile Marine Office.
9.8 Determination of Eligibility. Each candidate applying for admission to an examination will be
required to make formal application and pay the appropriate fee before assessment of his

application will be made. A candidate who is found ineligible may have his fee refunded in whole
or in part or placed to his credit until he is eligible.
9.9 Issue of Licence: The result of the oral examination will be entered on the Notice of Admission
by the Examiner, Department of Transport. To apply for re-examination in the event of failure,
the Notice of Admission together with a fresh application is to be made as per paragraph 9.5 and a
new Notice of Admission will be issued. When the necessary courses, oral examinations and all
other requirements have been passed a licence will be issued to the candidate.

CHAPTER 10
SPECIAL TRAINING FOR PERSONNEL ON TANKERS
10.1 Introduction. The Regulations provide that Officers and Ratings assigned specific duties and
responsibilities related to cargo or cargo equipment on tankers shall have additional special
training which may be endorsed on their certificate of competency or for those seafarers not in
possession of a certificate of competency a separate certificate may be issued.
10.1.1 A tanker is a ship constructed and used for the carriage of petroleum products, liquid
products or liquefied gases in bulk specified in whole or in part as being a dangerous
cargo.
10.1.2 Officers and ratings assigned specific duties related to cargo operation or cargo
equipment on tankers shall have an endorsement or certificate appropriate to the type
of cargo carried.
10.1.3 Chief Engineer Officers, Second Engineer Officers and any person with immediate
responsibility for loading, discharging, and care in transit or handling of cargo on tankers
shall have their certificates of competency endorsed for the appropriate type of cargo
being carried.
10.2 There are three types of Dangerous Cargo Endorsements and Certificates, one for Petroleum, one
for Liquefied Gases and one for Liquid Chemicals in bulk. In this context "Petroleum" means
crude oil or any of its products, "Liquefied Gases" includes LNG and LPG and any of the gases
listed in the IMO "International Code for the Construction and Equipment of Ships carrying
Liquefied Gases in Bulk" and "Liquid Chemicals" means any of the chemicals listed in the IMO
"International Code for the Construction and Equipment of Ships carrying Dangerous Chemicals
in Bulk". The sea service required of applicants for an endorsement must have been performed in
ships whilst on voyages carrying such cargoes or on ballast passages between such voyages.
10.3 Officers and ratings before being assigned specific shipboard duties and responsibilities related
to cargo or cargo equipment on tankers must prior to being assigned such duties;
10.3.1 have completed an approved shore based advanced fire fighting course in addition to the
minimum training required by section A-VI/1 of the STWC Code (familiarisation and
basic safety training) and;
10.3.2 have completed at least 3 months of approved seagoing service on tankers in order to
acquire adequate knowledge of safe operational practices within the five year period
immediately prior to application, or;
10.3.3 have completed an approved tanker familiarisation course covering at least the syllabus
given for that course in section A-V/1 of the STCW Code and;
10.3.4 obtain a certificate verifying qualification under STCW 95 Regulation V/1.1.
10.3.5 the period of 3 months referred to in paragraph 10.3.2 may be reduced to not less than
one month if :
(a) the tanker on which such service is performed is of less than 3000 GT
(b) the duration of each voyage of the tanker on which such approved service is
performed does not exceed 72 hours, and
(c) the operational characteristics of the tanker on which such approved service is
performed and the number of voyages and loading and discharging operations
completed during the period, allow the same level of knowledge and experience
to be acquired as would have been acquired in approved service performed in
accordance with paragraph 10.3.2.

10.4 Masters, Chief Engineer Officers, Chief Mates, Second Engineer Officers and any person
with immediate responsibility for loading, discharging and care in transit of handling of cargo on
tankers must, in addition to meeting the requirements of paragraph 10.3;
(a) have at least three months experience appropriate to their duties on the type of tanker on
which they serve and;
(b) have completed an approved specialised training programme which at least covers the
subjects set out in the syllabus given in Section A-V/1 of the STCW Code that are
appropriate to their duties on the oil tanker, chemical tanker or liquified gas tanker on
which they serve and;
(c) have their certificates endorsed to verify qualification under STCW 95 Regulation V/1.2
10.5 ALL APPLICANTS MUST SUPPORT THEIR APPLICATION WITH REPORTS FROM THE
MASTER OR CHIEF ENGINEER ON THEIR SHIP-BOARD TRAINING AND SERVICE
(SEE APPENDIX 4), AND MUST PRODUCE A CERTIFICATE ATTESTING
SATISFACTORY COMPLETION OF THEIR SHORE-BASED TRAINING COURSE.
10.6 Application for Dangerous Cargo Endorsements and Certificates supported with the appropriate
documentation and fee may be made on Form Exn 79 at any Mercantile Marine Office or by post
to the Examiner of Engineers, Dublin.
10.6.1 In addition to the completed application form and the appropriate fee, applicants will be
required to produce their Certificate of Competency or Marine Engine Operator Licence,
Discharge Book and, as appropriate, confirmatory evidence of training and sea service as
specified in paragraph 10.4.
10.6.2 Applicants who are suitably qualified may apply on one application form for more than
one endorsement and the fee payable will cover all endorsements granted in respect of
each individual application.
10.7 Dangerous Cargo Endorsements will have a maximum validity period of five years. In no
case shall the period of validity of a Dangerous Cargo Endorsement exceed the period of
validity of the certificate of competency to which it is attached. The validity of a Dangerous
Cargo Endorsement shall cease upon expiry of the certificate of competency to which it is
attached. Revalidation procedure is detailed in Chapter 8.
10.8 Where endorsements for service on a second or third type of tanker are sought the requirement
of 10.4(a) for sea service on the specific type of tanker may be substituted by successful
completion of 28 days approved shipboard training involving at least one loading and one
discharging operation.

CHAPTER 11
ENGINE ROOM WATCH RATING CERTIFICATE
11.1 Every rating forming part of an engine room watch or designated to perform
duties in a periodically unmanned engine room on a ship powered by main
propulsion machinery of 750 kW propulsion power or more, other than ratings
under training or whose duties are of an unskilled nature shall hold an engine
room watch rating certificate. Engine Room Watch Rating Certificates will be
issued on board vessels by Chief Engineers to ratings who can meet the
qualifying conditions set out below. Chief Engineers must hold a Certificate of
Competency STCW 95 III/2, ships of 3000 kW propulsion power or more and
the Company must have been approved and authorised to issue Watch Rating
Certificates in accordance with the procedures specified in a Marine Notice.
11.2 To qualify for the issue of an Engine Room Watch Rating Certificate in Ireland,
each candidate must:-
11.2.1 be not less than 16 years of age and:
11.2.2 have not less than six months of approved training and experience of engine room
watchkeeping duties and:
11.2.3 be found competent by a certificated engineer officer in the duties set
out in paragraph 11.8 and:
11.2.4 provide evidence of having completed basic training in accordance with
Appendix 9 within the previous five years (Reg VI/1) and;
11.2.5 have successfully completed an approved on board training record book
such as the International Shipping Federation (ISF) On Board Training
Record Book for Engine Ratings, or equivalent, and submit the book to
the Chief Engineer Officer for evaluation on the vessel(s) on which the
training was carried out.
11.3 A maximum of four of the six months sea going
experience required by paragraph 11.2.2 may be
remitted if the rating has completed a course of
training which is acceptable to the Examiner of
Engineers.
11.4 Experience of engine room watchkeeping duties gained during service in
smooth or partially smooth waters may count at half rate towards the six
months experience specified in 11.2.2.
11.5 If it is established that a rating meets the requirements of paragraph 11.2 then
that rating may be issued with an Engine Room Watch Rating Certificate

signed by the rating and the Chief Engineer Officer issuing the certificate. A
copy of the Engine Room Watch Rating Certificate is to be forwarded to the
Examiner of Engineers.
11.6 Engine Room Watch Rating Certificates should be produced in the format
specified in a Marine Notice.
11.7 Unqualified ratings may form part of an engine room watch or be designated
duties in an unmanned engine room when they are under training or when
their duties are of an unskilled nature.
11.8 Every rating, before being issued with an Engine Room Rating Watch
Keeping Certificate, should be familiar with the watchkeeping duties in the
machinery spaces of the ship in which they are serving as set out in the ISF
Book. Familiarity with these duties should be verified by the issuing Chief
Engineer Officer using direct questioning and ‘on the job’ assessment.
CHAPTER 12
EXAMINATION SYLLABUSES
The Department of Transport examinations prescribed in the Merchant Shipping
(Training and Certification) Regulations 2007 and in these Directions are based on the
syllabuses contained in this chapter. The examinations will use the SI system of units,
or where this is impractical the appropriate technical unit.
The syllabuses are progressive from grade to grade. The
syllabus for a higher grade in both written and oral
examination is always regarded as including the syllabus for
the corresponding subject, if any, for certificates of a lower
grade. Questions in the examination may be set combining
more than one of the paragraphs in the syllabus.
Although English is not included in these syllabuses as a separate subject, candidates
are required to demonstrate proficiency in the use of written and oral English. and to
show a good standard of English in their descriptive answers. Failure to demonstrate
adequate proficiency in the use of English may adversely affect the overall marks
given.
Oral examinations will predominantly be based upon the operational duties of a
Marine Engineer Officer in the following functions and at the level appropriate to the
examination that they are taking, however the examination may include aspects of the
syllabus normally covered in written examinations.
Control and operation of the ship and care for persons on board.
Marine Engineering
Electrical, electronic and control engineering
Maintenance and repair

Candidates for management level Certificates are expected to prepare themselves
thoroughly for oral examinations. In addition to technical ability the oral examination
is an assessment of a Candidates suitability to hold an Irish Certificate of
Competency.

CHAPTER 13
ENGINE ROOM RATING TO ENGINEER OFFICER
1. Experienced engine room ratings may progress to become engineer officers. Ratings that
cannot fully comply with Chapter 3 Initial Training and subsequent chapters regarding sea
service may be allowed to progress to Engineer Officer of the Watch through additional
training courses taken at shore training facilities. Ratings that comply with this Chapter will
be considered to have met the requirements of Chapter 3 Initial Training and may then
progress to Engineer Officer of the Watch by complying with the Conditions of Issue Chapter
2. The following are the minimum conditions that candidates are required to meet.
2 GENERAL CONDITIONS
2.1 Candidates that cannot comply with Chapter 3 must have at least two and a half years
sea service in the engineroom department of which at least two years must have been
in an adult capacity (over 18 years of age) as a motor man, or similar position, as
second in charge of a watch or substantially involved in the operation of the
machinery whilst on watch. The two years must have been served whilst qualified as
engine room watch rating in accordance with Chapter 11.
2.2 Candidates that can comply with Chapter 3 must have at least twelve months sea
service in the engine room department of which at least six months must have been
as motor man or in a similar position, as second in charge of the watch or
substantially involved in the operation of the machinery whilst on watch. The six
month period referred to must have been whilst qualified as engine room watch
rating in accordance with Chapter 11.
2.3 For those who have served as General Purpose (GP) ratings, two thirds of the service
on crew agreement in such a capacity will count as qualifying sea service and all sea
service should have been served whilst qualified as engine room watch rating in
accordance with Chapter 11.
Experience gained ashore will be taken into account and all details of relevant
training or experience should be submitted to the Examiner of Engineers.
For all candidates testimonials signed by the Chief Engineer must be provided
as evidence of satisfactory service at sea in the engineering department.
3. Candidates that cannot comply with Chapter 3 Initial Training will be required to undertake
formal engineering skills training as set out in paragraphs 4 and 6.
4. ENGINEERING TRAINING
ONE YEAR SKILLS TRAINING, FITTER/TURNER COURSE TO
FAS/CITY + GUILDS STANDARD OR EQUIVALENT.
4.1 The course duration shall be of a full academic year i.e. at least 40
weeks.

4.2 The content of this course shall be as set out by FAS – Training and
Employment Authority in its Training Programme Specification,
“ENGINEERING MULTI SKILLS Course 022” including the
optional modules as set out in paragraph 6, or an acceptable equivalent
such as the B.I.M. one year off the job engineering training.
5. QUALIFYING SEA SERVICE
5.1 On completion of the one year course, candidates may proceed to sea
as uncertificated engineer officer to perform a minimum of 6 months
qualifying sea service, including 4 months spent in a watch keeping
capacity, to become eligible for the Engineer Officer of the Watch
Examinations. The six months sea service may form part of the total
sea service required under 11.2.
5.2 Alternatively candidates may proceed to sea as an engine room rating
provided that they have an Engine Room Watch Rating Certificate.
The sea service will be accepted for the EOOW examination at two
thirds rate (i.e.minimum 9 months), provided that it is performed on
completion of the one year course and as nominated assistant to the
engineer officer in charge of the watch. The sea service may form part
of the total sea service required under 11.2.
5.3 During this qualifying sea service the ISF Cadet Training Record book
must be completed

14.1 General
Fishing vessel engineer certificates of competency are issued under national legislation in three classes:
Class Three - may sail as third engineer on any size fishing vessel and second engineer on fishing
vessels of less than 3000kW
Class Two - may sail as second engineer on any size fishing vessel and chief engineer on fishing
vessels of less than 2000kW
Class One - may sail as chief engineer on any size fishing vessel.
Candidates holding Fishing Vessel Certificates of Competency may sail on Mercantile Marine vessels
when in possession of a valid STCW Certificate of Competency. The conditions for issuing STCW
Certificates of Competency to fishing vessel engineers are set out below.
All candidates must be in possession of a Medical Fitness Certificate.
14.2 Class Three
14.2.1 Candidates in possession of a Class 3 fishing vessel certificate of competency and who have
completed a total of twenty four months sea service in the last five years in vessels of greater
than 350 kW propulsion power, may be issued with a marine engine operator licence (MEOL)
valid for service on ships of less than 750 kW and Chief Engineer STCW Reg III/3 with
restricted power and area limits in the Near Coastal Area when the following additional
requirements have been completed:
proficiency in survival craft and rescue boat operation and attendance at an approved survival
craft and rescue boat (other than fast rescue boats) training course (Reg VI/2) within the previous
five years
proficiency in medical first aid and attendance at an approved medical first aid training course
within the previous five years (Reg VI/4)
proficiency in advanced fire fighting and attendance at an approved advanced fire fighting
training course within the previous five years (Reg VI/3)

14.4.3 Alternatively Fishing Vessel Class One candidates may opt to sit for the written and
oral exams in engineering knowledge at Second Engineer STCW Reg. III/2 level, after the sea
service period, but not attempt the maths and drawing. On satisfactory completion they may be
issued with Chief Engineer STCW III/3 less than 3000 kW unlimited.
14.4.4 Candidates opting not to attempt the maths and drawing may sit these examinations at a later
date to progress to Second Engineer STCW Reg III/2 unlimited
14.4.5 Thereafter candidates may progress as for Second Engineer.

Basic Training
Basic Training is required for all seafarers employed or engaged in any capacity on board ship on the business of that ship as part of the ship’s complement with designated safety or pollution prevention duties in the operation of the ship.
Evidence of the following approved Basic Training is required, as set
out in the directions:
Personal Survival Techniques – formerly referred to as Basic Sea Survival (BSS).
Fire Prevention and Fire fighting – commonly referred to as the ‘three day’ course and
formerly the ‘two day’ course.
Elementary First Aid – this is normally a one day course.
Personal Safety and Social Responsibilities – this is normally a one day course.
