Commission Recommendation to establish a Format for a European Electronic Health Record Exchange
• European Commission Recommendation on a European Electronic Health Record exchange format has been adopted on 6 Feb 2019
• General Data Protection Regulation: citizens have the right to access their personal data
• Supporting the digital transformation of health and care in the EU by seeking to unlock the flow of health data across borders
• Supporting Members States in their efforts to ensure that citizens can securely access and exchange their health data wherever they are in the EU

Commission Recommendation - Format for a European EHR Exchange
• The aim is to allow for interoperability and exchange of full Electronic Health Records: Access to existing data and adequate infrastructure e.g. to provide real-time information on existing health conditions, allergies, intolerances and polypharmacy; Improve continuity of care and reduce cost, e.g. by avoiding to repeat medical tests.
• Supported by the Connecting Europe Facility (CEF) Telecom programme, many Member States are working on an eHealth Digital Service Infrastructure (patient summaries and ePrescriptions); begin between a few countries before early 2019; approximately 22 Member States expected to participate by the end of 2021 (Since 21 January 2019, Finnish patients can buy medicines in Estonia they have been prescribed from their Finnish doctor).
