Brazil has a particular electoral system: voting is compulsory for all citizens between 18 to 70 years old. In last general election in 2012, this total reached 140,6 million voters (252,300 live abroad, mainly in the USA), according to the Electoral Supreme Court (TSE), the institution linked to the Judiciary Power and responsible for the organization

of the brazilian national, state and municipal elections. This universe represents 69% of Brazil’s population. Brazilian election is

one of largest in the world, compared to India and USA. In Brazil, the elections are held every four years, the next one scheduled for October 2014. Voters will

choose their new governors, state and federal deputies, senators and the next President. The current President Dilma Rousseff (PT) is the favorite but not invincible. It is within this scenario that the candidates plan their digital strategy in order to reach their voters.

The politicians have many questions to understand these digital voters: how many voters access the Internet in Brazil? Where are they? Which is the average age of this

universe? According a study developed by BITES Consultoria from data provided by IBGE (Brazilian Institute of Geography and Statistics), 64,5 million voters living in

Brazil, are able to access Internet at home or at working premises. This volume of online voters represents 46% of the Electoral College,

meaning that, almost half of the voters are able to access their candidates’ messages through digital channels, such as Facebook and Twitter.

In the last two months, BITES mapped all the universe of the Brazilian digital voters, state by state, age by age, and also the scope of the social network of each one of the 513 members of the Chamber of Deputies and 81 Senators. Some of these findings are shown below:

• Considering all 27 states in Brazil, 30% or more of the voters of 22 states already access the Internet at home or at work.

São Paulo, the state with the greatest number of Internet users and the economic capital of the country, has 18,5 million voters connected to the web, representing 59.4% of Sao Paulo voters. The state is the largest electoral college in Brazil.

However proportionally, Brasilia, the country’s capital, is the champion state, where 74.2% out of the 1,3 million voters are Internet users. It is the most appropriate state for a digital campaign.

In Minas Gerais, the second largest Electoral College, 42.8% voters are connected, whereas in Rio de Janeiro, 55.6 % are connected.

Espírito Santo and Santa Catarina reach 51%.

A surprise comes with the agricultural state of Mato Grosso do Sul, where 51.4% of the voters are Internet users.
