Digital LockerSystem Digital Locker is one of the key initiatives under the Digital India Programme. Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities. MyGov Mobile App

MyGovMobile App is an innovative platform to build a partnership between Citizens and

Government with the help of technology for growth and development of India. Through this

platform, the Government aims to encourage Citizen Participation towards Good Governance

by seeking their ideas, suggestions and grass roots level contribution. Citizens can

participate in this unique initiative of nation building and for the very first time in the

history of this country, citizens from across India will come together to share their expert

thoughts, ideas and suggestions with the Government in areas related to various policies,

programs, schemes etc. MyGov will empower citizens to work hand in hand with the

Government.

Through this app, citizens can register on MyGov.in to participate in this initiative. On

successful registration and activation of user account, citizen can start participating in the

various groups and discussions.

Modes of participation:

The platform consists of various focus Groups where citizens can undertake tasks (both

online and on ground) as well as share their insights through various discussions related to

the particular Group.

Discussion - Citizens can join Discussions within Groups to share or express their views,

ideas, and thoughts with the help of pictures, videos, documents, etc. on policies as well as

on matters of national interest and collaborate on key areas of development and governance.

Some of the best ideas and suggestions will straight away reach the Hon'ble Prime Minister

of India.

Do (Tasks) - Citizens can volunteer for a task within a Group in the 'Do' section as per their

skills and interest areas. As of now there is a limit of 4 groups that a citizen can join. This is

to ensure there is meaningful & effective contribution from every citizen in the areas of

interest that they have indicated while registering.Successful completion of a task will

enable citizens to earn credit points and a chance to share their ideas with the Hon'ble

Prime Minister of India.

Swachh Bharat Mobile App

In linewith the vision of Swachh Bharat (Clean India) of the Hon’ble Prime Minister of India

and to encourage more and more citizens to join the cause, Swachh Bharat (SB) Mobile app

has been developed. This mobile app will resolve the issues and challenges faced by citizens

and government organisations while taking Swachhata(cleanliness) pledge and uploading of

responses (images or videos) in Swachh Bharat campaign on MyGov.

The Swachh Bharat mobile app will take the

initiative to the far flung nooks and corners of the

country. With wide-spread participation that it will

bring along, the mobile app will add to the Clean

India campaign's success and effectiveness.

display Swachh Bharat challenges given/taken by

various individuals

on the leading social media platforms like Facebook,

Twitter etc.

Take Pledge: This section will prompt the app user

have already taken it will show the message ‘I have taken the pledge.’

Start the Challenge: Through this section, the app user can issue a Swachh Bharat

challenge to his/her friends

Challenge Invitations: Through this section, the app user can view all the Swachh Bharat

challenges issued and received

Challenge by Location: This section will have:

o Challenges by Location – Challenges issued by the app user will be shown location-

wise

o Activities by Location – All the Swachh Bharat activities that have happened till date

will be shown by locations. India’s map that can be zoomed in to search/locate the

location

Participants: This section will have all the participants of the Swachh Bharat challenge

issued by the user. With a search bar provided on the top of this section, the app user can

also search for the participants from his/her phone contact details

Submit activity: This section will allow the user to submit a Swachh Bharat activity with a

before and after image, a video (if required) along with the hours spent in doing that

cleanliness activity

My Account: This section will have the user profile and the option of logging out of the

mobile app

About: This section tells the user about the Swachh Bharat mobile app. This section also

consists of the privacy policy of the mobile app as well as the terms of use of the application

Benefits of the mobile app

The Swachh Bharat mobile app is not only going to popularize the Swachh Bharat initiative,

but will result in a greater outreach with more citizens participating while on the move. With

the mobile app, the cleanliness mission will get localized and will reach the remote corners

of the country. This mobile application will empower the common citizens and will make

them a significant stakeholder by remaining vigilant, thereby becoming a very important

partner in cleaning India.

eSign framework

eSign facilitates digitally signing a document by an Aadhaar holder using an Online Service.

eSign is designed for applying Digital Signature using authentication of signer through

Aadhaar e-KYC service. This is an integrated service which facilitates issuing a Digital

Signature Certificate and performing signing of requested data by authenticating the

Aadhaar holder. Aadhaar is mandatory for availing the eSign Service.

Benefits of eSign:

Easy and secure way to digitally sign information anywhere, anytime – eSign is an

online service that offers the functionality to authenticate signers and perform the digital

signing of documents using Aadhaar e-KYC service to application service providers.

Hardware tokens are not required to be used.

Facilitates legally valid signatures – eSign process involves consumer consent, Digital

Signature Certificate generation, Digital Signature creation & affixing and Digital Signature

Certificate acceptance inaccordance with the provisions of the Information Technology (IT)

Act, 2000. It enforces compliance, through API specification and licensing model of APIs.

Comprehensive digital audit trail - in-built to confirm the validity of transactions is also

preserved.

Flexible and easy to implement - eSign provides configurable authentication options in

line with Aadhaar e-KYC service and also records the Aadhaar number that is used to

verify the identity of the signer. The authentication options for eKYC include biometric

(fingerprint or iris scan) or OTP (through the registered mobile in the Aadhaar database).

eSign enables easy access to legally valid Digital Signature service to millions of Aadhaar

holders.

Respecting privacy - eSign ensures the privacy of the signer by requiring only the

thumbprint (hash) of the document be submitted for signature function instead of the

whole document.

Secure online service - eSign Service is governed by e-authentication guidelines. While

authentication of the signer is carried out using Aadhaar e-KYC services, the signature on

the document is carried out on a backend server of the e-Sign provider. eSign services are

offered by trusted third party service provider, currently Certifying Authorities (CA)

licensed under the IT Act. To enhance security and prevent misuse, Aadhaarholders

private keys are created on Hardware Security Module (HSM) and destroyed.

e-Hospital

Under Digital India programme of Government of India, Hospital Management system with a

citizen facing portal has been developed which provides a unified platform for hospitals and

citizens to avail healthcare services. This portal aims to:

• provide a unified platform for citizens to avail healthcare services online

• establish identity of patients through Aadhaar number

Benefits:

• Saving of time and effort of citizens for availing healthcare services

• Providing Health services at the door step of citizens

• Providing Unique Health Identification (UHID) number for on-boarded hospitals using

Aadhaar

• Facilitating hospitals for better patient management

Currently, patient portal for e-Hospital is implemented in 3 premier hospital in Delhi namely

AIIMS, RML & SIC and 1 hospital in Bangalore namely NIMHANS.

Citizens can avail following services:

• Online Registration and appointment

• Online payment of registration fee

• View and print diagnostic reports online

• Enquiring availability of blood online

National Scholarships Portal

There has been a need to establish a single portal for all the scholarship schemes of central

government to cover various categories of economically weaker students including those

belonging to SC/ST/OBC/Minority Community and other disadvantaged categories. The

process of funds flow under these schemes has been reengineered for smoother and faster

transfer of funds from centre to the beneficiaries.

National Scholarship Portal is one such portal which is designed and developed with the

following distinctive features:

Common application form for all students

Unique login ID and password for all stakeholders

Release of scholarship to bank accounts of students through DBT

Generic in nature with built in configurability at every level of scholarship disbursement

process

Status update on the mobile at every step of disbursement process

Common MIS to track and monitor the process of selection by individual Ministries

Verification of genuineness of students

De duplication to ensure that only one scholarship is provided to a student

DIGITIZE INDIA PLATFORM (DIP)

The Government of India has undertaken an initiativefor large scale digitization of Records

in the country that would facilitate efficient delivery of services to the citizensand reduce

piles of papers in record rooms of offices of Government and non-Governmentorganizations.

It allows organizations not only to free their warehousing real estate but enables them to

keep their records in safer environment for longer duration.

The digitization of Records would aim the digitization of the Government’s files and

documents which are shareable and useful to the common citizens through innovative

“Crowd sourcing” method where each citizen can participate in digitization.

Under ‘Digital India’ programme,digitizing government records will be a stepping stone and

will play a critical role in archiving of files/ documents that can be retrieved in their original

form as and when required by the people/ Government.

Digitize India Platform leverages an innovative algorithm and technology to enable

digitization of any kind of record at reasonable price while keeping it safe and secure. Since

the platform uses “crowd sourcing”, it provides income generation opportunity for all by

facilitating people to work from home or any location as convenient to them. The algorithm

requires every word/phrase to be sent to two disconnected persons randomly selected. Each

one digitizes the word and submits. If the digitization by both persons matches they get

rewarded as per number of characters digitized. Based on words successfully digitized, user

keeps accumulating rewards and whenever he/she wishes, the amount can be credited into

their bank account directly.

general public etc. ) can be a part of this digitization initiative:

Bharatnet

Bharatnet is the world’s largest rural broadband connectivity project using optical fibre.It

would connect each of 2.5 lakh Gram Panchayats with a minimum of 100 Mbps bandwidth.

This network will be supported by a High Capacity Network Management System and

Network Optical Centre.

Bharatnet will serve as the infrastructure backbone of Digital India, taking Internet and

telecommunication services to every nook and corner of the country. It will facilitate the

delivery of e-Governance, e-Health,e-Education, e-Banking, Internet and various other

services to rural India.

Next Generation Network (NGN)

Next Generation Network (NGN) is an IP based technology to manage all types of services

like voice, data, multimedia/ video and other types of packet switched communication

services.NGN is based on distributed architectures therefore it has the capability of

providing enhanced services.

NGN Technology will converge different networks, which includes Public Switched Telephone

Network (PSTN), Data Network (Internet) and Wireless Mobile network. Not only voice, this

will enable the data to travel to consumers which means both voice and high speed

broadband will be enabled.

There will be some ‘never heard of value added services’ in landline telephone that are:

1. Wide area IP centix: This is a close user group(CUG) which is not only within his local

area, but also in entire country. Whichever part of the country a person resides in, he

will be able to make unlimited voice and video chat with an affordable fixed

rental/amount. The Centrix can be done without the telephone exchange/circle/state

boundaries. That means from Kashmir to Kanyakumari people can come under the CUG.

By paying a nominal monthly rental they can talk and video chat / conference among

themselves free of cost.

2. MMVC (Multimedia video conferencing):Any terminal, any access device can join a

conference. One customer using a SIP phone (session initiation protocol phone) can have

a conference with 30 people across the country. Soon it will become across the globe.A

SIP phone may be only a SIP phone or a Video SIP phone. People having

computer/laptop/tablet can use SIP phone by using the application in their system and

connecting SIP phone with it.

3. Fixed Mobile Convergence: The calls on your fixed line can get diverted to your mobile

phone (using 3-4 digit access code) and vice versa. That means if one has a fixed line at

office and home and a mobile phone, with the convergence, he/she will never miss any

call. All the phones will ring simultaneously and he/she can take the call from any

phone.

4. Fixed Line close to mobile (pre paid model in fixed line): All the facilities of mobile

phone will now be enabled on NGN technology using fixed line telephone. The prepaid

services can also be extended for other value added services i.e. MMVC, IP-Centrex &

FMC services.

BSNL WI-FI SERVICES

BSNL has undertaken large scale deployment of Wi-Fi hotspots throughout the country and

roll out has started. Wi-Fi enables customer to access affordable, anywhere & anytime, high

speed broadband services while on the move. Wi-Fi Hotspots shall be useful for providing

wireless high speed internet to the tourists, students and general public.

As on date, BSNL has launched Wi-Fi services at 78 Hotspots over 17 locations across 6

cities.

BSNL has already provided Wi-Fi services at various important tourist places and prominent

cities like Varanasi ghats, TajMahal Agra, HussainSagar Lake Hyderabad, Bangalore,

Vijayawada and Bilaspur etc. About 2500 hotspots are planned to be set up by BSNL during

the year 2015-16.

BSNL has also started the work for providing Wi-Fi services at ASI Monuments like Sarnath,

FatehpurSikri, Konark Temple, Shore temple Mahabalipuram, Brihadeshwar Temple

Thanjavur, Hampi Karnataka, Khajuraho M.P, &PuriJagannath temple and other 14 tourist

spot locations.

Access of internet from Wi-fiHotspots by the visitor is in simple steps. Visitor can latch on

the BSNL wi-fi network through their mobile devices. SMS will be sent with user id and

password to the registered mobile number. The user can access the free wi-fi services

immediately.

BSNL is also planning to deploy 2G/3G mobile data Wi-Fi offload solution on Pan-India

basis.After off-loading of data traffic from mobile to Wi-Fi hot spot, mobile users continue to

consume their mobile data plan but for accessing internet they are automatically connected

through high capacity Bandwidth provided to Wi-Fi hot spot.Hence, Wi-Fi offload solution of

BSNL would enable a much better experience to mobile users for accessing internet through

their mobile devices.

Policy initiatives in the e- Governance domain

“The e-Kranti Framework” provides details on the e-Kranti framework that is an

integral part of the Digital India programme. With the vision of “Transforming e-

Governance for Transforming Governance”, e-Kranti programme aims towards easy

governance, effective governance, good governance and mobile governance. It provides

the key principles for revamping the existing projects and also for new and ongoing e-

Governance projects.

The “Policy on Adoption of Open Source Software for Government of India” will

encourage the formal adoption and use of Open Source Software (OSS) in Government

organizations. The compliance to this policy will ensure that strategic control of e-

Governance assets would remain with the Government and would also ensure

business continuity for the projects in future from technical perspective.

The “Framework for Adoption of Open Source Software in e-Governance Systems”

suggests a set of recommendations and procedures for promoting, managing and

enhancing the adoption of OSS in e-Governance Systems in India. It highlights the

impact of adoption of OSS in Government, influencing factors, mutual impact of Open

Standards and OSS, establishing enterprise security with OSS, unified software

development for all major devices using standards based web browser and use of

localisation. The Framework suggests neutral guidelines to select software and the

process for induction of OSS solution. The ecosystem suggested to promote the

adoption of OSS describes required institutional mechanism, collaboration with key

stakeholders like industry, OSS communities, academia, collaborative mechanism,

offering of services based on OSS, provisioning of support services on OSS and

integration with on-going initiatives.

The “Policy on Open Application Programming Interfaces (APIs) for Government

of India” sets out the Government’s approach on the use of “Open APIs” to promote

software interoperability for all e-Governance applications & systems and provide

access to data & services for promoting participation of all stakeholders including

citizens. This policy initiative will encourage the formal use of Open APIs in

Government organizations. The world-wide initiatives on “Open Government” also

focus on open APIs to easily access the information collected by Government

organizations.

The “E-mail Policy of Government of India” lays down the guidelines with respect to

use of e-mail services by the Government departments and organizations. The policy

initiative aims to ensure secure access and usage of Government of India e-mail

services by its users and is applicable to all employees of Government of India (GoI)

and employees of those State/UT Governments that use the e-mail services of GoI.

The “Policy on Use of IT Resources of Government of India” provides the guidelines

to ensure proper access to and usage of Government’s IT resources and prevent their

misuse by the users. The policy initiative covers all IT resources including desktop

devices, portable and mobile devices, networks including wireless networks, Internet

connectivity, external storage devices and peripherals like printers and scanners and

the software associated therewith.

The “Policy on Collaborative Application Development by Opening the Source

Code of Government Applications” intends to increase the pace of e-Governance

application development and rapid roll out/implementation by adopting an open-

source based development model. The Government of India wants to promote re-use of

existing developed applications. By opening the source code, the Government wants

successful, scalable, high quality e-governance applications to be developed in a

collaborative manner. It also wants new applications to be developed to encourage

creativity both inside and outside the Government by encouraging collaborative

development between Government departments/agencies and private organizations,

citizens and developers to create innovative e-Governance applications and solutions.

The “Application Development & Re-Engineering Guidelines for Cloud Ready

Applications” aims to address one of the major concerns in the e-Governance domain

that is lack of process reengineering and leveraging of the latest emerging technology

i.e. Cloud. This guideline intends to ensure development of Common Application

Software (CAS) which can be configured as per different States / departments

requirements without the need of modifying the core code of the application for a

faster deployment so that time, effort and cost in developing applications are saved

and to avoid duplication of efforts. It is therefore imperative that applications are

developed in conformity to guidelines that makes them standardized and compatible

for hosting and running across states.

Electronics Development Fund (EDF) Policy

India is taking several initiatives to promote the electronics design and manufacturing in the

country. A major characteristic of this sector is high velocity of technological change.

Intellectual Property is possibly the most critical determinant of success for a technology

company.

Electronics Development Fund (EDF) Policy aims to promote Innovation, R&D, Product

Development and to create a resource pool of IP within the country. Theobjective of this

policyis to create a self-sustaining eco-system of Venture Funds that shall fill the gap

currently seen in the domains of Early Stage Angel Funding and Venture Funding in the

technology areas of Electronics, Nano-electronics and IT.

EDF Policy therefore enables creation of an ecosystem for providing risk capital to both

industry and academia to undertake research and development in these technology areas. It

will, in the process, enrich the intellectual property in the country and encourage more

entrepreneurs towards product and technology development.

National Centre for Flexible Electronics (NCFlexE)

National Centre for Flexible Electronics (NCFlexE) is an initiative of Government of India to

promote research and innovation in the area of Flexible Electronics.

Flexible electronics is an emerging area of electronics which is based on the monolithic

integration of electronic components on amorphous and often flexible substrates,

typically resulting in products that are large in size with length scales ranging from a few

centimeters as in sensors, to a few decimeters as in displays and lighting, to several meters

as in organic solar cell based panels.

Some Applications of Flexible Electronics

The electronics emerging from this technology can be fabricated on substrates that are

plastics, paper, textiles or metal foils. The products of flexible electronics are much more

affordable and if required, even disposable.They find applications in several sectors.

Distributed energy production through organic solar cells on windows and roofs,

disposable sensors or lab-on-a-chip for health monitoring, security packaging of

medicines to prevent circulation of fake drugs, wearable and lightweight electronics,

airport baggage handling, labeling of books in libraries or answer scripts in a large scale

examination, flexible displays and lighting are examples of few possible applications. The

examples span a large number of industrial sectors.

A National Centre of Excellence of this facility is being set up at Indian Institute of

Technology Kanpur with financial support of Department of Electronics & IT, Govt. of

India. The Centre will enable India do cutting edge research in this emerging area.

Industry participation and collaboration are integral to its functioning.

Centre of Excellence for Internet of Things(IoT)

The Internet of Things (IoT) is the emerging technological advancement in IT/ITeS sector

which is expected to swamp the connected digital world. Globally, IoT market is expected to

reach USD 300 billion by the year 2020. Indian IoT market is expected to reach USD 15

billion by the year 2020. The Centre of Excellence for IoT, a combined initiative of

Department of Electronics & IT, ERNET India and NASSCOM is expected to promote an IoT

ecosystem which is vibrant & innovative helping India attain a leadership role in this field.
