Digital Information Literacy in a Knowledge Based Society

 NAGANO Kazuo

University of the Sacred HeartJapan

No one would disagree that preparing infrastructure for information access as educational environment is urgent issue

What is Literacy ?

What dose Literacy mean ?“Literacy” means “the fundamental abilities

which is necessary for all people to live a social life”

-- should be learned in schools

the main topics of my speech are

• what is fundamental abilities needed for living in an information society,

• what is the learning objectives needed for information ages in school

The society of Information AgeTheir world of computer usage is not the same as our ages

Page 5: Digital Information Literacy in a Knowledge Based Society NAGANO Kazuo University of the Sacred Heart Japan No one would disagree that preparing infrastructure

Human access ability is quite limited be able to access = be able to get ??

500bytes x 60min x 5hours x 365 days x 60 years

= 3,285,000,000 3.3 Gigabytes

How many bites could he read in his life?

How many bites could he read in his life?

How many students could communicate at once through the Internet

Max students for one topic information exchange was between 30-40 students and between 3-4 schools.

Computer based communicationOnly• access to information sources beyond time and distance. • communicate each other over the physical distance.• express the own idea or knowledge in public.

Not expanding of ability of human beings themselves !

In our future society,

• the amount of information traffic will continue to increase rapidly with broadband networks and big data storage

• We will be possible to access necessary information with mobile multimedia terminals, whenever, wherever we needed."

We expect the talent person in information age• who can respond to changing situation• who can search for new information to make

accurate decisions.

1. judgment eyes for selecting valuable information2. wisdom to manage that information.

literacy in school = 3Rs ?

• reading, writing and arithmetic• Listening and speaking ??

two different aspects of literacy - To be learned from practice or training

- To be acquired in through interactive opportunities

Listening and speaking have been learned through communication with the environment in the first few years of life.

Page 10: Digital Information Literacy in a Knowledge Based Society NAGANO Kazuo University of the Sacred Heart Japan No one would disagree that preparing infrastructure

Two types of Information Literacy

  understanding significance in our society

ex; information ethics, the importance of information

1. Skills that needs training to master

like “reading, writing, and calculating”

2. Skills acquired interactively

     by providing learning environment

like “Listening and Speaking” how to use equipment and software

touch tipping and programming

we have to prepare enough time and enough chance for interactive environment between students and well-designed interface software at first stage

Page 11: Digital Information Literacy in a Knowledge Based Society NAGANO Kazuo University of the Sacred Heart Japan No one would disagree that preparing infrastructure

• make appropriate judgements regarding information,• How to use information devices• solve issues through interpersonal communication

The ability for all people

Information Literacy for all (not career education )Japanese National Curriculum 2002

the curriculum introduced a new segment titled "the comprehensive learning period.“

for problem-solving approach, 2-3 hours per week

A. Practical ability of using Information -- to collect, manage, create, transmit necessary

information, including appropriate use of computers and the internet depending on the issue and purpose

B. Scientific understanding of information -- such as basic theories and mechanisms of

computer network.

C. Ability to participate in an information-oriented society

--Understanding the social role, influence of information, or ethics and responsibilities regarding how to handle information.

List up details of objectives of ICT Education

■A: Practical ability of using Information The ability to collect, evaluate, express, manage, and cr

eate necessary information proactively, including appropriate use of computers and the internet depending on the issue and purpose, and transmit information with consideration for the receiver's situation

(1) Expressing and communicating Information(2) Using Information in Problem Solving (Collect, express,

create, present, interact) (3) Selecting the means of information (information media,

computer, network)

Page 14: Digital Information Literacy in a Knowledge Based Society NAGANO Kazuo University of the Sacred Heart Japan No one would disagree that preparing infrastructure

■B: Scientific understanding of information-- such as basic theories and mechanisms of computer or network .

(4) Understanding various means of information and its advantages and disadvantages

(5) Basic theories and methods of information processing, information technology, and human's information recognition

■C: Awareness toward participating in information-oriented society

(6)Awareness of Information(7)Information ethics and responsibility of sending out in

formation

Page 15: Digital Information Literacy in a Knowledge Based Society NAGANO Kazuo University of the Sacred Heart Japan No one would disagree that preparing infrastructure

1) Create opportunities to collect, evaluate, create and express information on computers in activities of various subjects.

2) Create opportunities to summarize one's opinion, listen to others and communicate with others in activities of various subjects.

3) Let students experience methods of editing,

manipulating and transmitting of information 4) Teach the responsibilities, morals and manners

of transmitting information 5) Teach how to transmit information in accord

with the receivers' situation

1st stage

2nd stage

Basic design of the curriculum

Page 16: Digital Information Literacy in a Knowledge Based Society NAGANO Kazuo University of the Sacred Heart Japan No one would disagree that preparing infrastructure

6) Let students work with computers and networks for project type problem-solving learning

7) Let students experience the series of processes regarding collecting, evaluating, expressing, manipulating, creating and transmitting information

8) Let students understand the characteristics of information devices,

which are fundamental to information usage

3rd stage

The learning environment to achieve information literacy [Software designed for learning]1) Preparation of well-designed software tools (for

multimedia, web presentation) 2) Tools for individual usage (for text editor, image

editor, sound editor etc.) 3) Tools for transmission (for web editing, e-mail etc) 4) Tools for information management (for personal

database, spreadsheet etc.)

[Infrastructure environments for use from anywhere]5) One computer for each student (information terminal) 6) High-speed wireless LAN7) Computers for demonstrating educational materials
