Australian Digital Inclusion IndexKey findings:
- Digital inclusion in Australia is growing, although the national level is ‘moderate’ and progress
is mixed
- Many Australians are still missing out - vulnerable groups (people with disabilities, unemployed,
low income, seniors, Indigenous) consistently receive the lowest Index scores
- Access is improving, and Digital Ability is the area where greatest improvement isneeded
- Over time, the Index number for Affordability has slightly declined. While the value of internet
services has increased (meaning data is cheaper), this overall decline in the affordability measure
has been driven by a drop in Relative Expenditure (because people are spending a higher
proportion of their household income on digital services). This may impact low income earners.
- Geography plays a critical role - the Index reveals significant differences between rural and
urban areas (a Capital - Country gap)
- Certain states (Tasmania, WA, SA) consistently rank lower than the national average while
Capital Cities and the ACT rank higher
Cultivating Digital CapacitiesThe Digital Capacities Index is unique in four respects:
• Extends existing measures beyond the individual
• Recognizes that rapid changes in technological innovation create a dynamic environment highlighting the importance of resilience as a strength that promotes safe, sustainable and positive uses of the internet.
• Targets relational interactions and dynamics, or social connectedness, as critical to understanding the importance values and attitudes play in cultivating digital capacities.
• Highlights how digital engagement promotes intergenerational relationships in valuable and meaningful ways.
