Dear ENCATC colleagues,

We are so excited to share with you our new Book Series ENCATC has launched with the international publishing house, P.I.E. Peter Lang!

It is becoming more and more evident that education in cultural management and cultural policy cannot and should not be separated from research being conducted in the field. Since its creation, ENCATC has recognised this need and has always been very active in pursuing, publishing, presenting, and disseminating research in arts and cultural management and cultural policy to strengthen the understanding and knowledge of cultural management and cultural policy issues.

ENCATC is a partner in many European research projects in fields like leadership, spillover of the creative industries, and heritage. In line with this objective, ENCATC’s own research activities already include over the past years the publication of the scientific Journal of Cultural Management and Policy, the organisation of a Research Session during our Annual Conference, the organisation of the Forum for Young Researchers, and the organisation of the ENCATC Research Award. To continue pursuing this objective and creating even stronger synergy between education and research, in 2014 ENCATC decided to start the publication of its first Book Series.

The aim of this new ambitious project is to foster critical debate and to publish academic research in the field of cultural management and cultural policy. It intends also open up a forum for discussions and debate on the topics of cultural management and cultural policy among scholars, educators, policy makers, and cultural managers. The Book Series is also intended to provide

reference tools for education and lifelong learning on cultural management and cultural policies.

To start this new collection of books, we have decided to publish the PhD thesis of the first winner of the ENCATC Research Award: Elodie Bordat-Chauvin. The publication, “When Cultural Policies Change: Comparing Mexico and Argentina”, is a comparative and historical analysis which sheds new light on the emergence, institutionalization and transformation of the cultural policies of two major Latin American countries: Mexico and Argentina. The investigation is based on the material gathered in the ethnographic fieldwork conducted between 2008 and 2010. The work challenges the common assumptions that Mexican cultural policy is characterized by inertia and Argentinean cultural policy by instability. It analyses factors of change and their consequences including reductions in cultural budgets, transformations in cultural industries, and modifications in the balance of power between national, subnational, public and private actors.

ENCATC is convinced this publication is an important contribution for the academic and scientific community and will certainly provide academics, researchers, policy makers and practitioners with a unique useful reference tool for the development of cultural policies and practices in Mexico and Argentina. Sapir College, Israel The undergraduate program of Culture, Creation and Production Department at Sapir College allows its students to pursue profound academic background in the field of cultural studies together with gaining practical knowledge and hands-on experience in the professional field of "Cultural Management". Established in 2008, the program is the first of its kind in the field of culture in Israel due to its unique combination of theoretical and practical studies. The Culture, Creation and Production Department conducts various activities in collaboration with the local community living in the campus surroundings, as well as with the major culture and social institutions in Israel. Eventually, the program graduates get integrated in the local and international culture industries, in organizations such as arts institutions, theatres, community cultural centres, local authorities, publishing, printed and online press, private enterprises and more.

Art Academy of Latvia The Art Academy of Latvia was founded in 1919 by one of the first Latvian professional painters and

the first rector of the Academy, Vilhelms Purvitis (1872-1945). He favored the development of Latvian art as well as a modernized tradition of academic education, an openness to topical art processes and activities, contributing to pedagogues in preparing young artists, and a high level performance of the students. All of these elements have ensured and preserved the Academy’s authority till today. The main task of the Department is to prepare specialists working in the fields of art history, art theory, and criticism. During studies much attention is paid to the art and culture of Latvia and its nearest regions. The Department offers a great range of theoretical disciplines – from antiquity to contemporary art, focusing on history, politics, aesthetics, philosophy, art theories and critics. Committed to supporting lifelong learning, ENCATC is engaged in a new associate partnership with the European Association for the Education of Adults (EAEA), a leader of non-formal adult education in Europe.

In this framework, ENCATC will be sharing news and updates from EAEA as it “works towards creating a Learning Europe: a Europe that is able to tackle the future positively and with all necessary skills, knowledge and competences.” ENCATC will use its wide dissemination tools to promote the outcomes of this work done by EAEA in order to increase the visibility that lifelong education can “bring to develop a knowledge society that is capable to deal with the challenges of our time.”

As a tool for change, EAEA has published its Manifesto for Adult Learning in the 21

9 November 2015 // Brussels, Belgium ENCATC Secretary General, GiannaLia Cogliandro Beyens, met with ENCATC member DIK from Sweden. A member for 20 years, the meeting was with long-time DIK representative, Bo Westasto, Karin Linder, chair of the Swedish DIK Association and Helen Hellströmer, the new director of their head office in Stockholm. They discussed the future of DIK and current issues on the EU agenda.

25 November 2015 // Brussels, Belgium Members of the international jury of the ENCATC Research Award on Cultural Management and Cultural Policy met in Brussels. Attending the meeting were: ENCATC President Annick Schramme and jury members: Lluís Bonet, University of Barcelona (Spain); Jacques Bonniel, University of Lyon II (France), and Jaime Alberto Ruíz Gutiérrez, University of Los Andes (Colombia).

26 November 2015 // Brussels, Belgium Members of ENCATC’s Strategic Task Force met with ENCATC Secretary General, GiannaLia Cogliandro Beyens to discuss the implementation of the network’s current strategy, to evaluate its continued progress, and design future strategic lines to ensure the sustainability of the network.

27 November 2015 // Brussels, Belgium GiannaLia Cogliandro Beyens, ENCATC Secretary General met with ENCATC member, Sarah de Heusch Ribassin from SMartBe to discuss upcoming projects and new opportunities for the thousands of artists at SMartBe to benefit from ENCATC events of interest to artists.

1 December 2015 // Brussels, Belgium To exploring synergies with ENCATC for ERASMUS+ projects, ENCATC welcomed a visit from Lucie Saban Diallo, Executive Director of Arrimage Good 'îles in Guadeloupe. ENCATC Secretary General, GiannaLia Cogliandro Beyens presented the network and discussed how the two organisations could have closer ties and for ENCATC to reach new audiences in the Caribbean.

ENCATC is delighted to welcome two new team members who are helping the ENCATC Secretariat in Brussels to implement exciting projects and benefits ENCATC members enjoy.

Gwennaëlle Joret has joined the ENCATC to help the communication team for three months for a special project for the network. At 31 years old, Gwennaëlle is a communication and event expert. She studied Communication and Journalism

in Science-Po Toulouse while working for a community radio to promote the city’s cultural activities. She is passionate about the media (both traditional and digital) and the Arts (especially music). For seven years she has been working in the organization of many kinds of events such as conferences, symposiums, theater festivals, music festivals, social forums, and workshops in Europe and beyond. Creative, curious and solution oriented, Gwennaëlle currently based in Brussels and exploring contemporary approaches to strategic communications within a digital context and their applications to their current or future professional aspirations. “Communication, in essence, is sharing... That is not different for any business, as after all, be it b2b or b2c, it's all about people and communities of people communicating, talking, deciding, sharing, buying. And that's why I love it so much!” said Gwennaëlle.

Angelika Winkowska from Poland has a Bachelor's degree in International Relations, a Master's degree in International Economic Relations and Postgraduate studies in the field of EU structural funds (Acquisition, Implementation

and Settlement of European Projects). During her studies she was an active member of student organisation ESN (Erasmus Student Network).

So far Angelika has done internships in such institutions as the Commission representation office in Warsaw and Pomerania Development Agency Co. in Gdansk. She loves to travel, learn about new cultures and take on new challenges which is why one semester of senior year at university she did an exchange under the Erasmus+ Programme in Zagreb in Croatia. “I feel very good in an international environment and I like working with people from different countries. This is why I came to Brussels to gain new experience in an international organisation and I hope to continue to work in this field at the international level,” said Angelika.

We would like to thank all of our members, loyal followers, partners, our funder the European Commission through the Creative Europe programme. Your commitment and participation was an integral component of another successful year of activities and events carried out in Europe and beyond. We will have more for you about all of our events and activities carried out over the course of this year in a detailed 2015 Activity Report to be published in 2016. For the holidays, the ENCATC secretariat in Brussels will be closed from 23 December 2015 until 11 January 2016. Interview with Mary Blackstone New ENCATC member from the University of Regina in Canada

Mary Blackstone is Director of the Saskatchewan Partnership for Arts Research and Professor Emerita of Theatre at the University of Regina. She is also Director of the Centre for the Study of Script Development and a practicing dramaturg who works with award winning dramatic writers in the development of new Canadian work for stage, screen and new media. Formerly the first Dean of Fine Arts at the University of Regina and board member for numerous arts organizations as well as the Social Sciences and Humanities Research Council of Canada, she has published in the fields of cultural policy as well as early modern cultural history and ethics in creative research.

Why did you want to join ENCATC?

Because the Saskatchewan Partnership for Arts Research (SPAR) has been undertaking an in-depth ecological study of the arts ecosystem in this Canadian province since 2012, the Cultural Ecology focus of ENCATC's October Congress initially attracted us to the organization, and as we became more familiar with what else it had to offer as well as the network of academics, cultural policy makers and arts administrators involved, it became clear that being a member of ENCATC could be more broadly beneficial for the University of Regina and our Faculty of Fine Arts. Because SPAR is composed of the 3 major provincial arts organizations plus the University of Regina (which has historically taken the provincial lead in the training of artists and arts educators across all arts disciplines) our connection with ENCATC allows SPAR to function as a hub of communications connecting European developments in educational programming as well as cultural policy with folks involved in our arts ecosystem.

How was your first experience at an ENCATC Annual Conference this year in Lecce?

I very much enjoyed the 23rd

ENCATC Annual Conference in Lecce on “The Ecology of Culture: Community Engagement, Co-creation, Cross Fertilization”. It introduced me to a culturally rich European community that isn't that familiar to many folks from North America, and it gave me the opportunity to meet and talk with people whose publications I had been reading and using without the benefit of actually knowing them. Given that the thematic focus of the conference was so closely associated with the orientation of SPAR's current research, I was anxious to share some of our research findings in the conference proceedings and the short presentation, to hear what others were doing in the application of ecological approaches to arts and culture, and to find colleagues who might be interested in sharing data and collaborating. Hearing John Holden's keynote and the follow up panel and question and answer period was the most beneficial component of the conference for me, in part because I learned that the work that SPAR has been doing since 2012 and the data we have derived directly relate to the kind of research that Holden is calling for--and the kind of data participants in that afternoon session were asking for. As a direct follow up to meeting John at the conference, he will be coming to Saskatchewan to speak at our Arts Congress in May of 2016.

What are your personal expectations concerning the ENCATC network?

I'm looking forward to more exchanges with people that I met at the conference, and I'm hoping to use this network to attract potential graduate students and postdoctoral fellows to come to Canada to work with us as the focus of our research expands beyond Saskatchewan in the next few years. As well, I brought back ideas for a new program in Cultural Entrepreneurship that our Faculty may be introducing, and I'm hoping the network of ENCATC educators already involved in such programs may be helpful to us in that process--possibly even in the exchange of interns.

How would you like to see ENCATC develop in future?

The direction towards more international contacts--establishing connections with the US and Asia--seemed like a good initiative that could lead to the cross-fertilization of ideas and research as well as more international opportunities for student training and experience. Especially given the organization's concern with culture and society's currently heightened awareness of the importance of cross-cultural

understanding, it would make sense for ENCATC to pursue connections with other countries and regions. I certainly think there would be others in Canada interested in such connections. Do you have any news about the “Understanding the Arts Ecology of Saskatchewan" SPAR project

and where do you expect this project to go in 2016?

When SPAR began its study of the arts ecosystem in Saskatchewan no one had reliable information as to how many artists lived in the province, what arts disciplines they were engaged in, where they lived, what their income was from their art practice as well as other sources, and what networks they formed inside and outside the arts. We also lacked a good understanding of the public's level of engagement in the arts and the importance they placed on arts and culture. Thanks to a grant from the Social Sciences and Humanities Research Council of Canada, in 2014 SPAR was able to address these questions by conducting the first comprehensive survey of provincial artists simultaneously with a survey of the general public. Despite the length and detail requested in the artist survey, in particular, there was an excellent response and completion rate which has enabled us to produce numerous reports and maps (see our website www2.uregina.ca/spar) and provided us with the basis for selected qualitative consultations and case studies to further pursue issues arising from the surveys. In 2016 this research will culminate in a series of policy papers and academic publications painting a clearer picture of the arts ecosystem, its strengths and weaknesses, as well as recommendations for steps that can be taken to enhance the potential contribution of the arts sector to the province's wider social and economic ecosystems. Also in 2016, SPAR will be initiating a similar prairie-wide partnership to extend its ecological research further, develop comparable data and test a template or model for such research elsewhere in Canada and beyond. With more than a $3 million budget and a seven-year timeline that will allow for longitudinal studies, the research will incorporate consultations intended to result in mutually agreed upon indicators for measuring the economic, social and cultural impacts of artists and the arts as well as an index for measuring the vitality of prairie arts ecosystems. Given the important work done by researchers connected with ENCATC members in some of the areas we are working on, SPAR is actively seeking individuals and organizations who might be interested in collaborating on this line of research. After Paris in 2014, ENCATC’s Cultural Happy Hour went abroad again, this time to Barcelona! On 23 November 2015, ENCATC organised a special Cultural Happy Hour for 21 guests from ten countries to discover the Espronceda Art and Culture Center.

This new innovative and contemporary space is a platform and multi-disciplinary environment for artists, curators, and everybody else who believes in the importance of art, culture and education. Furthermore, it fosters established and aspiring international artists to develop their work and creativity, and to spread their inspiration beyond their physical stay in the space.

The evening began with an introduction to the Espronceda Center for Art and Culture and to the Arte Laguna Prize by Henrik Sprengel, Holger Sprengel and Elia Sabato, Co-founders, Espronceda. The three founders explained the momentum behind this project, why it was erected in Barcelona, and what’s new about the Centre’s business model.

An international panel discussion followed gathering leading experts, academics and cultural directors from Europe and North America for a lively exchange on “Managing Independent Art Centres: Towards new management, business and leadership models”. Moderated by ENCATC member, Lluís Bonet, Professor at the University of Barcelona, the panel included: Fabio Mongelli, Director of the Rufa Visual Arts University in Rome; Caterina Tomeo, Professor at the Visual Arts University in Rome; Ayal Brenner, CEO of MutualArt and Director of the Artist Pension Trust in the United States, Alejandro Martin, Director of the Alejandro Gallery in Barcelona; Aurélien Le Genissel, Art Manager at the Blueproject Foundation in Barcelona; and Eva Martinez Olalla, Ambassador of Rebirth Project of Michelangelo Pistoletto e Cittadellarte in Italy.

Following Barcelona, the ENCATC Cultural Happy Hour returned to Brussels for a holiday edition to celebrate a successful year of gatherings. On 3 December, 25 guests from European Institutions, national Institutes of Culture, cultural organisations and universities, five countries joined ENCATC for a special behind-the-scenes visit to the headquarters of the Europalia Arts Festival who in 2015 is celebrating its 45

th anniversary and its 25

th

festival.

Guests were welcomed by Pablo Fernandez, Director of International Affairs and Communications at Europalia with a presentation and introduction to the Europalia Arts Festival and this year’s festival focus on Turkey. Since 1969,

this biennial art festival uses art to connect people by inviting a guest country to put on a four-month programme with hundreds of artistic events aimed at encouraging an open dialogue between cultures and lasting collaborations between artistic partners.

The presentation was followed by a guided visit to the exhibition “Anatolia. Home of Eternity” at the BOZAR for a discovery of one of the greatest cradles of cultures in the world with an extraordinarily rich heritage thanks to an uninterrupted and twelve millennia-long succession of civilisations

ABOUT THE ENCATC CULTURAL HAPPY HOURS ENCATC launched the first Cultural Happy Hour in early 2013, in partnership with the Creative Europe Desks Wallonie-Bruxelles and Vlaanderen. This ENCATC initiative aims to catalyse international partnerships, cross sectorial exchanges, collaborations and knowledge transfers among networks and organisations acting in the field of

arts and culture based in Brussels and other cities in Europe; strengthen the artistic and cultural scene and its European projects by enlarging their audience; connect with a variety of stakeholders through culture; and create innovative partnerships among cultural, business and education sectors.

To date, ENCATC has organized 26 Cultural Happy Hour evenings gathering more than 650 participants from more than 20 countries. Participants have included artists, cultural workers, leading researchers and academics, representatives from the European Commission and European Parliament, as well as professionals from business sectors such as banking and finance, energy, ICT, and real estate.

On 4 December in Brussels, ENCATC organised a Masterclass on “Digital Tools for Cultural Managers” for 30 participants working for cultural, educational, and European institutions.

The design of this Masterclass drew on the information gathered through the 2014-2015 ENCATC research publication “Use of Digital Tools in the Arts and Cultural Sector”. The results of this research showed that cultural professionals use digital technologies mainly for information and communication, rather than as a way of learning and developing new knowledge, or as a means for empowerment and participation. Thus, this Masterclass aimed to bring participants closer to these other uses allowed by digital technologies.

The Masterclass began with a welcome from ENCATC President, Annick Schramme, followed by a presentation of ENCATC’s research on the use of digital tools by GiannaLia Cogliandro Beyens, ENCATC Secretary General who also coordinated the research.

Next, to explain what is means to “go digital”, Christopher Hogg, social media researcher at Goldsmiths, University of London, United Kingdom gave a theoretical introduction that covered topics such as: digital cultural values, uses of digital technologies; ICT: Information and Communication Technologies; LKT: Learning and Knowledge Technologies; EPT: Empowerment and Participation Technologies; digital behaviour: from “hanging out” to “messing around” and “geeking out” (using Mizuko Ito’s terminology), social media identities, and how artists can improve their visibility with digital tools.

To discuss practical digital tools for cultural managers, Julie Meiresonne, Marketing Manager, CultuurNet Vlaanderen VZW, Belgium presented how this organisation is using digital tools in innovative ways to connect audiences in Belgium with cultural offers at the local, regional, and national levels.

The programme ended with examples and demonstrations of digital tools such as Slack, Canva, Trello, Cloze, and Periscope as well as useful social media tools to analyse audiences beyond conventional built-in tools. The examples provided covered a wide range of interests of the participants who gained fresh ideas and tools they could immediately use for time and project management, sharing, communication, and design.

The ENCATC Masterclass programme also included an ENCATC Cultural Happy Hour with a private visit of the EUROPALIA Arts Festival on 3 December. To further enhance the experience of participants, the ENCATC Masterclass was organised in the framework of the Lifelong Learning Week 2015 which meant more opportunities for increasing digital learning and expanding professional contacts.

ENCATC’s 3rd

International Study was held from 23-25 November 2015 in Barcelona. This edition in Spain built on the previous successful editions in New York City, USA (2013) and Shanghai, China (2014).

The 3rd

ENCATC International Study Tour brought together more than 30 academics, researchers, cultural managers, and artists. Participants travelled from Belgium, Germany, Italy, Latvia, Lithuania, Portugal, Romania, and Spain for the 3-day programme which was an exceptional occasion to meet leading culture managers and visit the most interesting arts and heritage institutions in Barcelona. As one participant remarked: “It is the opportunity to meet highest-level inspiring people in first-class frameworks. It’s a real unique enriching full immersion in the world of culture and cultural management!” said Federico Rinaldi, project manager at Ghislierimusica in Italy.

Successfully combining cultural, educational, and social components, the programme offered a well-rounded experience. To discover Barcelona in a way never before, behind-the-scene visits were organised to flagship cultural institutions such as: L’Auditori, the largest contemporary music space; Mercat de les Flors, a driving force and hub for the promotion of movement arts; the Museu Nacional d’Art de Catalunya; the Blueproject Foundation, a multidisciplinary arts centre; and La Central del Circ, a creative space dedicated to circus professionals. The visits were complimented by lectures from leading academics and researchers, directors of cultural institutions, and cultural managers who shared their expertise and knowledge in the field of cultural policy and management. Finally, there were many networking moments for expanding professional contacts among participants and with local operators in Barcelona.

Committed to creating strong synergies with players in the cultural field, participants joining the 3

had the unique opportunity to attend the Catalan Festival Conference on “ Professional Intersectorial Day Festival: Balance, Shared Challenges and Strategies”. This programme included presentations on topics such as profiles and demands of audiences, challenges for artistic programming, marketing strategies and other types

of communication for festivals, and the role of partner associations and collaborative networks.

To further the professionalization of the sector, ENCATC offered two mobility grants to through the ENCATC European Education Exchange (EEEE). “ENCATC offers mobility grants for its members and followers when possible because we are deeply committed to fostering exchanges and synergies between academics, researchers, educators, trainers, cultural professionals, policy makers and artists. These mobility grant recipients then share the knowledge and practices they gained with their colleagues in their home institutions thus creating a multiplier effect,” said ENCATC Secretary General, GiannaLia Cogliandro Beyens.

For the first time, the ENCATC Academy on the topic of culture in external relations was organised in Asia! Organised in cooperation with the Taiwan Association of Cultural Policy Studies (TACPS) for this 5

Academy on “International Cultural Relations: New Initiatives in Taiwan, East Asia, US and Europe” was held from 14-15 November 2015 in Taipei, Taiwan. Built into the 2015 International Symposium “Cultural Trajectories: Cultural Governance, What’s Next?”, the Academy was an intensive learning programme that focused on culture in external relations in East Asian countries and their relationships with European countries, the European Union, and the United States.

66 academics, researchers, cultural professionals, policy makers and artists gathered from Belgium, Cambodia, China, Japan, Singapore, South Korea, Taiwan, and the United Kingdom to discuss different uses and understandings of culture in external relations, including the fostering of transcontinental cooperation, mutual understanding and engagement. This peer-to-peer programme developed for the Academy reinforced international professional networks and established a strong foundation for future collaborations, projects and partnerships between operators in Asia, US and Europe.

The event was opened jointly by Annick Schramme, President of ENCATC; Jerry C.Y. Liu, President of TACPS; Hung Meng-chi, Minister of Culture, Taiwan; Gerald Lidstone, Director of ICCE, Goldsmiths; Hsin-Tien Liao, Dean of College of Humanities, NTUA, Taiwan; Madeleine Majorenko, Head of Office, European Economic and Trade Office; and Audrey Wong, ANCER Co-coordinator, Singapore. The Academy was a result of synergies of cultural networks between ENCATC, TACPS, AAAE, NTUA, ANCER, KCTI and 2016 ICCPR. With the

involvement and representation of many networks, the Academy also explored new initiatives and the potential of a network among networks, or even a global network of cultural policy in the future.

Hosting the ENCATC Academy in Asia comes after years of good relations and partnerships with key actors in cultural policy and cultural management in Asia. “In 2015 by having the ENCATC Academy in Asia and bringing many major cultural networks together for this event, it is proof of ENCATC’s key role as a nexus for international cooperation and its ability to foster sustainable partnerships for the benefit of its members and the sector,” said ENCATC Secretary General, GiannaLia Cogliandro Beyens.

“Hosting the first Academy in Asia, and setting the agenda jointly with ENCATC is important for TACPS, as it shows that Taiwan and Asian cultural policy scholars and practitioners are fully capable of taking initiatives, in the field of international cultural policy and diplomacy. The success of the Academy manifests that both ENCATC and TACPS are contributing actively to Euro-Asian cultural dialogue and are fostering positive engagement and collaboration of researchers, policymakers, cultural managers and operators in Asia, Europe and beyond. It also showcases that ENCATC’s impact has reached East Asia through its strategic partners,” said Jerry C.Y. Liu, President of TACPS.

ENCATC publishes 5th

Volume of its Journal on Cultural Management and Policy

Connecting theory and practice in the realm of the cultural sector.

ENCATC has released the 5th

Volume, Issue 1 of the ENCATC Journal of Cultural Management and

Policy.

With this latest issue, ENCATC continues in its commitment to stimulate the debate on the topics of cultural management and cultural policy among researchers, academics, scholars, professionals, policy makers, artists, and students.

Having now published the journal’s fifth volume, ENCATC is very proud to see the Journal continue to flourish since it was first published in 2011. The increasing interest in the publication demonstrates the need to align education in cultural management and cultural policy with research being conducted in the field. Moreover, for the long-term sustainability of the sector, this publication is a crucial tool for better anticipating the future and better understanding the past by promoting access to cutting-edge research. This important achievement is made possible thanks to the authors, editors, advisory board, and guest reviewers who are renowned experts in their fields and who contributed to the success of this current volume.

The latest issue includes seven articles covering cultural management and policy topics by authors from Italy, the Philippines, Poland, Romania, and the United Kingdom. The Journal’s opening debate article “Spillover Effects in Europe – a new research front” was written Jonathan Vickery Centre for Cultural Policy Studies, University of Warwick, United Kingdom.

The other articles published in the ENCATC Journal focus on topics such as: Bilateral cultural diplomacy: 50 years of Philippine experience (1959-2009); Fostering the creation of cross-sectorial networks: key drivers for culture-related collaborations in Italy’s Po Delta Region; Conservation of cultural heritage: from participation to collaboration; Changing the image of elderly people in Poland: the senior citizen as an important audience member and creator of culture; and finally Intangible cultural heritage projects – National policies and strategies and the creation of intangible cultural heritage inventories.

“We believe the important research presented in in the ENCATC Journal of Cultural Management and Policy covering many areas of cultural policy and management in Europe and beyond is crucial for

Use of Digital Tools in the Arts and Cultural Sector

ENCATC research provides insight into the digital technology competences and know-how of people in the arts and cultural sector

ENCATC has published its research on the “Use of Digital Tools in the Arts and Cultural Sector”. This research gives information about how digital technology know-how is used by three core target groups: researchers, academics, and cultural managers. In September 2014, ENCATC launched a survey that ran for nine months on “Digital Technology and Know-How”. To widely reach those working in the broad field of arts and culture, the survey was sent to ENCATC members, stakeholders and organisations such as IFACCA, the European Festivals Association, Europa Nostra, IETM, On the Move, UNESCO Forum University network, and the Association of Arts Administration Educators. The survey was answered by more than 450 people in Europe and across the globe. With the data collected, ENCATC’s research team was able to analyse and better understand the use of digital technology by professional profile, geographical area and age group. The in depth research also presents the use of interconnectivity, popular products used among different devices, use of applications and resources, use of social media, how digital technology is integrated in professional life, and training demands of the different professional profiles. The research also includes useful conclusions and recommendations. It is clear that training for professionals in the field of arts and culture should be fully adapted to the digital age and designed from a comprehensive understanding of digital technologies as more than mere information and communication technologies. These professionals should know and put into practice the values of a digital culture in which we are immersed, the values of collaborative, participatory and networked culture. Therefore, they must be competent and have digital abilities and digital literacy and skills, in order to be able to fully enjoy the potential of digital technologies. This way, professionals could on their turn contribute to generate proactive, critical and participatory audiences. “ENCATC would like to thank everyone who participated in our survey and to our fantastic ENCATC research team. This research is extremely valuable to the work of ENCATC, but also for the arts and cultural sector to understand how its professionals are implementing their work in a

digital age and what ENCATC can do to support them to reach even greater ease of use and interconnectivity,” said ENCATC Secretary General, GiannaLia Cogliandro Beyens, upon the release of the research publication. ENCATC Research Award on Cultural Policy & Cultural Management Ceremony

Celebrate a new generation of talented researchers the evening before the European Culture Forum 2015.

On the evening of 25 November in Brussels, Alessia Usai from Italy and Annika Hampel from Germany were announced as the winners of the 2015 ENCATC Research Award on Cultural

Policy and Cultural Management.

This prestigious Award was bestowed upon these two young PhD researchers for their outstanding PhD research on the topics of: “ Fair Cooperation. Partnership based cooperation in Foreign Culture Policy” by Annika Hampel, from the University of Hildesheim in Germany; and “The Creative City. Cultural policies and urban regeneration between conservation and development” by Alessia Usai, from the University of Cagliari in Italy.

The Award winners were revealed at the ENCATC Research Award Ceremony held at the Mexican Embassy in Brussels in the presence of members of the Award's international jury, leading academics and researchers, representatives of the European Commission, cultural professionals, and artists.

The 2015 competition was the first time two PhD researchers were awarded ex aequo: “The work of Annika Hampel because she analysed the process, the involved stakeholders and the outputs of Cultural Relations between Germany and India. Her focus on the relation between developed and development countries from an equal perspective and on the basis of reciprocity is very original and relevant. Her conclusions and recommendations contribute very concretely to the improvement of foreign cultural policy in general. The one of Alessia Usai because she uses a different and innovative perspective: her research is related to cultural heritage, landscape and urban planning. She

analyses the relationships between cultural heritage and urban planning in order to identify best practices for the development of innovative cultural policies and new urban regeneration tools. From this perspective, she developed an interesting holistic model that takes into account the local cultural ecosystem and that can be relevant for local cultural policy makers,” said Annick Schramme, ENCATC President, to the ceremony participants.

The Award was given by Catherine Magnant, Deputy Head of Unit Cultural Diversity and Innovation at the European Commission. Speaking of the Commission’s commitment to supporting excellence in cultural policy and cultural management research, Ms. Magnant said: “Now more than ever, the European Commission needs solid evidence and independent analysis to inform its thinking, and evaluate the impact of its policies. ENCATC’s Research Award supports young researchers who will help us do just that. It is a most valuable investment into the quality of our joint thinking on the role of culture in driving Europe forward.”

The winners were extremely honoured and appreciative of this prestigious recognition: “The ENCATC Research Award represents to me a great occasion to widely disseminate my PhD research outcomes at the global level. Moreover, it is an opportunity to prove their scientific value thanks to the rigorous selection process managed by the Award’ scientific committee and jury members. In this regard, I thank all of them for their professional and careful work and for all their suggestions as I advance in future research. I am sure the award ceremony is only the first step towards my work with

The ENCATC Award exists to stimulate academic research in the field of cultural policy and management to explore, through comparative and cross-cultural research, contemporary issues at stake and possibly anticipate new cultural policy orientations. Moreover, it contributes to the process of creating an "infrastructure", a network of scholars who are competent in doing comparative research projects in cultural policy and management issues. “It is extremely important to listen and to anticipate the needs of the cultural sectors and thus to be able to analyse and understand them with solid research methods. This research will allow academics to update their curricula and to properly educate the future generation of cultural managers and operators. Alongside the 2015 ENCATC Award winners were two shortlisted finalists: Fiona Hutchison of the United Kingdom for her PhD thesis “Socio-cultural Impacts of Museums for their Local Communities: The Case of the Royal Albert Memorial Museum, Exeter” and Ann Overbergh from Belgium for her PhD thesis “Extended cinema in Kenya and Tanzania. Technological innovation and Related Trends in Local Audiovisual Storytelling”.

The ENCATC Research Award on Cultural Policy and Cultural Management was launched in 2014 by the ENCATC, the European network on cultural policy and management, to reward the best recently published PhD thesis presented by a young researcher.

This prestigious Award aims not only to recognise excellence in the research field of cultural policy and cultural management, but also to celebrate a new generation of talented young researchers. The call for applications to the 3

Management School and the Louvre Museum

New Economic Models for Museums in an Age of Crisis

On 30 November in Antwerp, Belgium the University of Antwerp / Antwerp Management School organised a lecture on New Economic Models for Museums in an Age of Crisis.

In an environment of decreasing central and local government subsidies, museums face not only financial challenges, but also human resources and organizational ones. This study, conducted by the Universities of Paris-Sorbonne & Paris-Descartes and the Louvre Museum on behalf of the French Ministry of Culture and Communication, highlights these many challenges, whatever their size and location.

The lecture was moderated by Annick Schramme, ENCATC President and Professor at the University of Antwerp / Antwerp Management School. ENCATC member, Anne Krebs from the Research and Collections department at the Musée du Louvre in Paris was invited to present the study along with Xavier Greffe, Professor at the Science Economique Université de Paris 1 - Panthéon Sorbonne.

Research results presented show the new perspectives for museums: enlarging and outreaching their audiences; increasing their own resources; adapting their staff management and profiles; adopting new legal designs, etc. This lecture also highlighted the new economic and legal models capable to ensure efficient and sustainable development for contemporary museums, and reflected on the issue whether museums created two centuries ago can still have the same function.

This successful event is just one example of ENCATC members cooperating across boarders to share knowledge and expertise in the field of cultural policy and cultural management!

Cultural and creative spillovers in Europe: Report on a preliminary

evidence review

This report sheds light on cultural and creative spillovers in Europe and will contribute to scientific, cultural and political debate around evidencing the value of culture and public investment into the arts, culture and creative industries. The report sets out research and methodological recommendations that the research partnership will act on over the course of 2015/2016.

The report concludes with recommendations primarily to the European Union, paying tribute to its policy focus on spillover effects as laid down in the EU communication (COM(2012) 537):

Dedicating a proportion of all Creative Europe and Horizon 2020 funded projects in the cultural and creative sectors for holistic evaluation that balances qualitative and quantitative evidence capture.

Creating a new programme for the development and progression of qualitative methods and indicators in the cultural and creative industries, to be led by the Joint Research Centre of the European Union.

Calling for the co-ordination of national research agendas in the cultural and creative sectors by an Open Method of Coordination (OMC) group.

European Culture Forum 2015 postponed to 2016

Due to extraordinary circumstances following the attacks in Paris and the threat level in Brussels, the 2015 European Culture Forum had to be postponed until 2016.

The future dates are to be announced. This flagship event organized in Brussels by the European Commission, aims to raise the profile of European cultural cooperation, uniting the sector's key players, taking stock the European Agenda for Culture's implementation, and sparking debate on EU culture policy and initiatives.

The event, also a major networking opportunity, highlights culture's role in breeding talent and creativity. The Forum will reflect on culture's contribution to the new Commission's priorities such as innovation, growth and jobs; the digital single market; social cohesion and intercultural dialogue; and Europe's position on the global scene.

In January 2016, the European Cultural Foundation will launch a brand new publication, "Another Europe", presenting an exploration of the wealth of experience accumulated through ECF’s partners’ insights and participants’ experiences working in the European Neighbourhood for the past 15 years.

ECF’s European Neighbourhood programme has stimulated civil society working in culture to influence policy reform and societal development in the Balkans, Kaliningrad, Moldova, Turkey, the Ukraine and Arab-Mediterranean countries.

Call for Donations: The newly established Resource Center

in Arts Management in Tajikistan

The Open Society Institute Assistance Foundation in Tajikistan is about to launch a new MA program in Arts Management in Dushanbe in 2016, in partnership with four local universities. This will be the first program of its kind in the region of Central Asia. Working towards this goal, we finalized successfully the first phase: series of training of trainers seminars in 2015 for the local academia and cultural activists in order to improve professionalism and management capacities of cultural operators of NGOs, publicly funded institutions in the cultural sector, as well as cultural businesses, leading to a sustainable strengthening of the overall cultural sector in Tajikistan.

The new MA Program needs a solid backup by methodological materials on diverse subject matters. Therefore as a next phase in the program’s development, we plan to open a Resource Centre for Arts Management (both online and offline), to be managed by the renowned nonprofit organization Dushanbe Art Ground.

We would like to kindly ask all of you to donate materials to the new Center – publications, books, documents and so on. It could be in any field related to arts management, for example cultural policy and legislation, entrepreneurship and innovations in the arts, creative industries, marketing the arts, human resource management, fundraising and financing the arts, international cultural cooperation, cultural diplomacy, economics of culture, cultural tourism, performing arts management, gallery management, and so on. The NECS 2016 Conference in/between: cultures of connectivity

The 2016 NECS conference will be held in Potsdam, Germany, home of Europe’s largest film studios in Babelsberg.

Connecting people has always been one of the most important functions of media, but arguably, the pervasiveness of media since the digital revolution has increased the awareness of the fact that interrelatedness is the basis of culture, and that media therefore play a crucial role in the formation of human relations. Originally used in technological discourses to describe and advertise the potential of media devices to link up with other devices, connectivity has recently emerged in media studies as a new concept with a much broader meaning, i.e. the potential of media to link objects, agents, and processes. Such links exist and operate on various levels, from the material to the symbolic. From this perspective, mediation involves much more than what is traditionally defined as communication, and this in turn presents a challenge to media studies, both in theoretical as well as methodological terms.

The 2016 NECS conference aims to reflect on our current culture of connectivity from a variety of perspectives. In 2016 and with this conference, we will celebrate the 10

th anniversary of the European

Network for Cinema and Media Studies (NECS), in itself a success of the principle of connectivity between scholars. Thus it is in every way a timely undertaking to investigate how different forms and aspects of connectivity have influenced our work as scholars in Cinema and Media Studies.
