Why the Change?Why the Change?

Additionally, the state has adopted a new salary schedule.

State law [T.C.A § 49-3-306(h)], adopted by the General Assembly in 2007, already requires school districts to adopt and implement differentiated pay plans to aid in staffing hard to staff subject areas and schools and attracting and retaining highly qualified teachers.

Mt. Juliet Middle School,

Southside Elementary, Mt. Juliet Elementary, Lebanon High School, Watertown High School

and Wilson Central High School

Goals: Increase Student Achievement Through…Goals: Increase Student Achievement Through…

• Teacher Retention – especially years 3 – 10– Reduce number of teachers who leave the district for more

pay to zero within three years by increasing base pay and opportunities for increases

• Teacher Recruitment– Increase the number of applicants with TEAM/TVAAS

scores of 4 or 5 by 50% within three years by increasing base pay and adding performance based increase to base

• Teacher Improvement – through coaching– Reduce the number of TEAM/TVAAS level 1 and 2

teachers by 80%– Move 25% of TEAM/TVAAS level 1, 2, and 3 teachers to

level 4 and 5

The Facts for TennesseeThe Facts for Tennessee

Planning ProcessPlanning Process

Our finance team developed a spreadsheet that allowed experimentation with scenarios and calculated the projected cost. This allowed for good conversations with stakeholders when suggesting changes in base pay and/or performance increases.

Additionally, sharing of research regarding the impact of experience and degrees on performance assisted in the conversation

with the stakeholder group. Source: Goldhaber and Brewer, 1997; Harris and Sass, 2007; Betts, Zau, and Rice, 2003

Fixed amounts rather than percentages to provide fastest incremental growth during early years

Stipends for teacher coaches/mentors

ElementsElements

Any salary calculations will start with an existing teacher’s current salary. (It will NEVER be less than the 2013-14 salary per state law)

Although step increases are gone, an annual increase similar to a step will be awarded for teachers whose TEAM score is a 3, 4, or 5 and their Individual Growth Score is not a 1 or 2

No Individual Growth Score

Level of Effectiveness

Three Year Average for Individual Growth Score

Individual Growth Score

Level of Effectiveness

ElementsElements

• Any time our base pay rises above an existing teacher’s pay, the teacher pay will increase the base amount unless the teacher’s TEAM/TVAAS score is a 1 or a 2.

• Teachers will NOT top out at 20 years experience. If you have 20 years, you can begin to earn a performance increase again.

• How a Performance increase will be calculated– 2014-15 Salary will be based on the 2012-13 school

year TEAM and TVASS scores
