Introduction: National Security/Emergency Preparedness (NS/EP) users rely heavily on public telecommunications networks to facilitate recovery operations for natural and/or man-made disasters events. They need to make authorized calls anywhere, anytime in times of network congestion. As commercial telecommunications infrastructures have evolved to IP-based technology (e.g., IMS, POC, etc.), end-to-end priority services (e.g., voice, video, email, and data.) are needed to support NS/EP community.
Problem Spaces:- End-to-end priority (i.e., distinguishing flows)
- single domain (“own” resources), across domains- Security to ensure authorized ETS
- Authentication, authorization, possibly confidentiality
Standards Efforts in Support of NS/EP Community:-IP Protocol Mechanisms: Internet Engineering Task Force (IETF)
- WG’s that appear complimentary to NCS goals- IEPREP (informational)- TSVWG- SIP- NSIS
- Regional Aspect: Alliance for Technical Industry Solutions (ATIS) - International Aspect: International Telecommunication Union – Telecommunication Sector (ITU-T)- Wireless Aspects: 3rd Generation Partnership Project / 3rd Generation Partnership Project 2
Potential Common Issues of Interests with DoD & NATO:
- Interaction - Interconnectivity- Security
