CCTA DEFINITION

Complex coordinated terrorist attacks are acts of terrorism that:

Involve synchronized and independent team(s) at multiple locations

sequentially or in close succession

Are initiated with little or no warning

Employ one or more weapon systems: firearms, explosives, fire as

a weapon, and other non-traditional attack methodologies which

are intended to result in large numbers of casualties.

Sampling of strengths identified• Rescue Task Force (RTF) and rapid deployment are being

implemented in several jurisdictions throughout the region.

• Law enforcement is conducting a “Stop the Killing, Stop the Dying” campaign. Through this training, officers are provided training versions of the actual equipment they have been assigned.

• Advanced Law Enforcement Rapid Response Training (ALERRT) Active Attack Integrated Response (AAIR) training is conducted throughout the region.

Key Activities and Deliverables

• Develop a single-location CCTA Preparedness Toolkit including

references, templates, and guides supporting whole community CCTA

preparedness that are tailorable to regional and local needs

• The Toolkit will be posted to www.preparingtexas.org in order to make it

widely available to stakeholders and planners throughout the state

• Validate the CCTA Toolkit materials by assisting two jurisdictions with

CCTA preparedness efforts using the Toolkit, culminating with tabletop

exercises in each jurisdiction

Phase 3: Validate Toolkit Materials (April 16, 2019 – April 15, 2020)

• TEEX helps two local jurisdictions assess their current CCTA

preparedness levels and needs, and establish specific planning

objectives.

• TEEX conducts two facilitated workshops with each jurisdiction, using

the Toolkit to help them develop CCTA plans, checklists, SOPs, training

plans, and exercise plans.

• TEEX assists each jurisdiction as they plan, conduct, and evaluate a

tabletop exercise addressing a CCTA scenario

• TEEX solicits comments on Toolkit materials to gain additional feedback

and recommendations

• TEEX develops and/or updates existing Toolkit materials, as needed

Highlighting particularly challenging coordination requirements

• Successful completion of this phase and grant closeout reports
