At the SLF event Disrupt or Decline – Public service leadership in a Digital World on 5 October, I spoke about the importance of seizing the opportunities and addressing the challenges that digital transformation offers. The Scottish Government will publish a refreshed digital strategy early 2017, which will set out our vision for realising Scotland’s potential in a digital world. Against this backdrop, public sector leaders have a key role to play in driving the pace of change, and the Digital Champions programme aims to build awareness among public sector leaders of the transformative power of digital technology, empowering you to champion the digital agenda within your organisations with increased knowledge and confidence. There are now 120 public sector leaders who have completed the Digital Champions programme, and feedback has been very positive. Leaders have cited the opportunity to network, share good practice and develop an improved understanding of digital opportunities and challenges as benefits of completing the programme. Participants must commit to the whole 5 day programme which is spread over six months. Each session will offer the opportunity to hear from key speakers, ranging across topics such as leadership; transformation; the art of the possible in terms of technology and the use of data; and innovation. Further details of the programme including the key dates are provided in Annex A. There is no fee associated with the programme; attendees will be expected to meet the costs of travel to the venues. There will also be the opportunity for interactive discussions, where public sector leaders will have the opportunity to share concerns and knowledge. Previous cohorts noted the value in having honest discussions about the challenges they face and discussing solutions with their peers.

The programme has been prepared in partnership with Leading Edge Forum and Scotland IS, and is facilitated by Paul Foley of Kynesis, who has facilitated the Digital Champions Programme from the outset and has experience managing change and developing leaders across a variety of sectors. In the spirit of growing the leadership collective we are engaging with inspirational speakers to stimulate and deepen the Digital connection.

The programme is aimed at and designed for Chief Executive and Director level. Bearing this in mind, I invite you to make a nomination of someone who will benefit from the knowledge, inspiration and peer group support that the Digital champions programme provides. I particularly hope that those who have already expressed an interest in participation will come forward at this point.

Digital Champions ProgrammeMarch – Sept 2017

Day One: Leadership and Transformation - March Objectives

You will understand how as leaders you can direct transformation and reform with confidence

You will have started to share with and learn from colleagues across a diverse range of organisations and sectors.

You will have a better understanding of the national digital agenda, how that is driving change across the Scottish public sector and how your organisation’s digital approach fits into that.

You will have identified priority transformational areas for your organisation and what you can try to encourage different thinking.

You will have explored how digital can transform the relationships between your organisation and citizens/customers to the customers benefit.

You will have a better understanding of the need to ensure that digital public services are designed using standards that focus on user needs and tackle digital exclusion

Overview of digital transformation in Scotland and our learning from UK and Europe Working together – The group setting the direction on how they want the programme help

or direct change which will involve speed dating. Service design – designing services with users not for users Digital Participation – A session on how to get those who want to do digital engaged and

those who don’t want to in some cases and understanding the rights of citizens

Day Two: Transformation and new ways of working - MayObjectives

You will have an understanding of the outcome areas where digital can have the biggest impact.

You will identify how you can deploy leadership and organisational capability to maximise the impact of and delivery of digital solutions.

You will have an understanding of how to ensure you are making good use of existing solutions and focusing your innovative effort where it will be most effective.
