Discovering Puerto Rico

and its Attractions

One of the most spectacular Bioluminescent Bays or Phosphorescent Bays in the world. The mysterious blue-green light is created by micro-organisms (dinoflagellates) which thrive in an environment uniquely suited to their needs. A trip into the bay is a magical experience. Fish flash by in dark water, and swimming is like floating through a glow in the dark picture. The phosphorescence is actually bioluminescence generated by micro-scopic organisms in the water. It is believed to be part of a natural de-fense system triggered by the movement of predators. Many scientists believe the tiny organisms light up so their predators can see more desirable prey – and thus leave them alone.Once you reach the bay, enjoy its serene, neon beauty. But note that you’re not allowed to swim in Laguna Grande. To help keep the bay healthy, swimming is no longer allowed.Located on the northeast tip of the Island, the Fajardo Biobay is easily accesible from the mainland. Tour companies launch from Las Croabas in Fajardo, and the kayak trip takes you through mangrove forests into the lagoon. Outdoor Recreation is offering a trip to the Biobay in September, see page 2 for more details and reservations.

Mr. Luis A. Andino first came to DFMWR/CYSS on March 2009. His position was to be driver/maintenance worker.During his interview he said he was an excel-lent driver, with years of experience and that he had done a little bit of everything in what could be considered maintenance. He said he was a hard worker, that he could be flexible with his schedule and that he really wanted to have an opportunity to work for our organiza-tion.He never said he could do almost anything and everything in the building maintenance field or that he had a degree in electronics and that he could hook up all kinds of electronic systems: speakers, radios, PA systems and such. Mr. Andino never said either that he was a wiz in “light” construction, landscaping or providing moving services. Mr. Andino never said that when needed, he would be available, no mat-ter what time or if he had to “volunteer” time. Least of all, he never expressed a willingness to become part of our team or to get to know our youth, and participate with them in events and games.Yet, Mr. Luis Andino has done all that and more. During the few years (and we hope there will be many more to come) that he has been with our Program (MST) he has made himself indispensable. He was instrumental in the Teen Center renovation after the CAPECO blast. He later worked on the renovation of Bldgs. 1142 and 1143 (MSP). Both programs were in dire need of a new look and he assisted not only in the hard work but also in the ideas to decorate the buildings and make them appealing to the

youth receiving services. He is the best driver, ever. He is safe, conscientious, and well man-nered even while driving. And of course, he can be fun. He listens to the teen’s music, has built a wonderful relationship with them, whenever they are interested, he takes the time to teach them skills and he plays ping pong with them (almost always winning). His latest accomplishment has been the total renovation of Building 1145, where the offices of CYSS Parent Central Services are located. Luis painted the building inside and out, renovated closet space, installed new bath-room fixtures. He also installed tiles, ceiling fans, louvers and air conditioners. The new of-fices look wonderful and this is due to Mr. An-dino’s hard work. Make sure you stop by the new location and see for yourself the great job Mr. Andino has done and while there also take some time to find out about our programs and the services we can offer your children.

Fort Buchanan recently had its Safety Stand Down Day. During that day the Fort Buchanan Fitness Center presented the opportunity to employees and to customers on exercise safety and Fitness Center etiquette. This was presented by CPT Rober-to Fernández, Fitness Center Manager, with the pur-pose to educate employees as well as customers to be aware of safety factors while doing exercise. The points discussed were as follows:

Exercise Safety• Consult a physician (especially if you have two or more risk factors)• Consult a Personal Trainer or exercise related professional • Warm up before each exercise session• Start with an easy set or weight• Do not go heavy too soon while strength training• Be in control, avoid jerky motions or too much momentum • Don’t hold your breath (exhale during the concentric phase, inhale during the eccentric)• Hydrate constantly (especially in warmer climates or doing aerobic exercises)• Use proper form• Cool down properly after exercise (static stretching)

Weight Machine Safety• Adjust each machine (seat, length)• Watch your fingers (keep them away from plate areas)• Use seat belt if provided• Use equipment for its intended use

Free Weight Safety• Lift dumbbells or weight plates correctly (from their respective racks)• Look at your surroundings, be aware of the equipment and people around you• Use safety collars• Don’t drop or throw weights (they will probably bounce)• Do not place barbells or dumbbells on benches• Return weights to rack (watch fingers)• Use a Spotter when using heavier weights• Use a buddy system

Strength Training Etiquette• Share equipment• Unload weight bars (not everyone can lift certain weights amounts)• Return weights to their racks• Bring a towel• Wipe down equipment after use• No happy hour around equipment • Water fountain (be courteous, no spitting, no gum)• Keep grunting to a minimum (It could be very annoying)• No gym bags (others can trip & also for security)• Ask for advice to gym staff• Be careful when offering advice (everyone has some special situation & the wrong advise could cause injury)• Treat the locker room like your own• Do not place bags on locker benches (benches are for sitting, bags go in lockers)

Before Supreme Court Justice Sonia Sotomayor took her seat in our Nation’s highest court, she was just a little girl in the South Bronx. Justice Sotomayor didn’t have a lot growing up, but she had what she needed – her mother’s love, a will to learn, and her own determination. With bravery she became the person she wanted to be. With hard work she succeeded. With little sunlight and only a modest plot from which to grow, Justice Sotomayor bloomed for the whole world to see.

Actions every dual military couple should take If you and your spouse understand the challenges of dual military careers, accept the demands on your marriage and family, and plan to stay in the military together, there are steps you can take to increase your chances of achieving personal and professional goals. Here are a few suggestions: • Take a proactive role in finding joint assign-ments. Each branch of service has a program for assigning married couples to the same duty loca-tion or within 100 miles of each other. Programs such as the Air Force Joint Spouse Program and the Married Army Couples Program do their best to ensure joint assignments, but there are never guarantees. Joint spouse programs also coordinate assign-ments of service members married to active-duty members of another branch or to members of the Reserve and Guard, but these situations tend to be more difficult to accommodate. Experienced couples usually recommend taking a personal and active role working with military personnel managers to identify assignments that meet both family and career goals. • Seek agreement on dual career expectations. Married service members rarely pursue their in-dividual careers with equal drive or expectations for career advancement. When both spouses are on ambitious career paths, they have made a choice to accept more separation and hardship in their marriage, and they usually don’t try to raise children at the same time. But if you’re like most dual military couples, one of your careers takes the lead and the other follows. Or perhaps you’ve agreed that neither career is more important than staying together as a family, and you make career decisions accordingly.

To avoid marital conflict resulting from dif-ferent expectations for joint careers, it’s impor-tant to come to an understanding as a couple about your career aspirations. Having a shared vision for your future and a commitment to joint decision making when choices have to be made

will help you keep career goals from getting in the way of relationship goals. • Meet all military requirements for deployment planning and keep plans current. As a dual mili-tary couple, you are required to have a Family Care Plan if you have children or certain other categories of people who depend on you. Wills and powers of attorney are also essential legal documents for military personnel. Your com-mand, installation Family Support Center, Legal Assistance Office, and Military OneSource can provide you with information and help with creating a Family Care Plan and obtaining legal directives if you don’t already have them. • Have realistic contingency plans with options for different scenarios. After completing the re-quired planning documents, you may discover a need to develop contingency plans for different situations that go beyond the military’s require-ments. For example, you will need a plan for making sure your bills are paid and your finances are in order when you, or your spouse, or both of you are deployed. You may also need to have different plans depending on the time of year or length of your deployment. For example, if a grandparent is caring for your children during a joint absence, the children may go to her home in the summer, but if you’ll be absent during the school year, she might come to stay in your home until summer recess. • Give your best to every military assignment. It may seem obvious, but service members in dual military marriages improve their chances of favorable consideration on dual career issues when they work hard and do an outstanding job. Your chain of command will be more invested in keeping you in the service and together with your spouse when you are a proven performer. It’s also likely that commanding officers will take a greater interest in both of your careers when they know you both, so participating in each other’s command activities may have benefits beyond simply being there for each other.
