OBJECTIVES

- Connectivity to all State Capitals .

- Strengthening International Borders – Improving trade and connectivity with neighbouring countries.

- Augmentation of network capacity for handling growth of traffic in future.

- Uni-gauge Broad gauge network.

- Expansion of network to unconnected areas of the region.

SCENARIO IN THE NORTH EAST REGION - 1990

- Broad Gauge Line Upto Guwahati. All lines beyond Guwahati were MG lines.

- Only One route between New Jalpaiguri to Guwahati. No alternative in case of disruption due to floods, accidents, bandhs, strikes etc.

- Mostly Single BG Line beyond Katihar and Malda.

- Most Express Trains Take 40 to 48 hrs upto Guwahati from Delhi.

- Time taken to reach Dibrugarh/Tinsukia – upto 65 hours.from Delhi.

- Only One Railway Bridge across River Brahmaputra – Rail-cum-Road Bridge at Saraighat (Guwahati)

- Along North Bank of Brahmaputra – MG Line from Rangiya to Murkongselek.

- No Connectivity to Capital city of any State except Assam.

SCENARIO IN THE NORTH EAST REGION - 2010

- Broad Gauge Line Upto Dibrugarh and Tinsukia – Gauge Conversion of Guwahati – Tinsukia – Dibrugarh completed including Furkating – Jorhat – Mariani and Simaluguri – Sibsagar – Moranhat Branch Lines.

- A Complete alternative BG route from New Jalpaiguri to Guwahati commissioned by Gauge Conversion of Siliguri-New Jalpaiguri-New Bongaigaon MG Line and Jogighopa – Guwahati New Line.

- Rajdhani Express introduced which Takes 28 hrs upto Guwahati from Delhi.

- Time taken to reach Dibrugarh/Tinsukia – 40 hours from Delhi.

- Second Railway Bridge across River Brahmaputra – Rail-cum-Road Bridge at Jogighopa opened.

- Capital of Tripura (Agartala) connected by MG line. 4

SCENARIO IN THE NORTH EAST REGION - 2020

- All the State Capitals will be on Broad Gauge.

- A third alternative BG route from New Maynaguri to Jogighopa will be commissioned.

- Doubling of New Jalpaiguri – Samuktala will be completed.

- The Entire Barak Valley will be on BG network.

- Third Railway Bridge across River Brahmaputra – Rail-cum-Road Bridge at Bogibeel will be completed.

- Entire North Bank of Brahmaputra will be on BG network and get connected to South Bank at Dibrugarh through Bogibeel.

As per the policy of the government, 10% of net budgetary support is to be spent in the region.

Non-lapsable rail development fund for national projects of NE Region has been approved by CCI. Contribution to this Fund is 25% through railway gross budgetary support and 75% as additionality by ministry of finance.

Present Status Area of Concern• Extension of line upto Kohima found feasible. Tentative alignment approved by State Govt. total length 123 km. •Final Location Survey completed for entire length. •State Government had requested for change of alignment for 1st 18 km. Proposal for modified alignment was found feasible. Now State Govt. has advised on 17.8.10 that original alignment should be retained.

• Land rates given by State Government were very high. Reduced rates received recently.•State Government to communicate approval for alignment passing through zoological park.
