Nuclear Legislation System

• From the very beginning of nuclear industry, Chinese

government has been attaching high importance to

nuclear safety for nuclear facilities and nuclear

activities:

– Principle: Safety first, Quality first

– Establishment of safety regulatory system including

regulatory organizations, legislation and quality

assurance management system

• Safety goal after Fukushima Accident – 2010, NNSA published “Technical Policy of

Application of PSA in Nuclear Safety Field”. – 2012, “12th Five Years Scheme of Nuclear Safety

and Radiation Pollute Preventive Treatment and the Long-range Perspective Goal to 2020” is approved by the State Council.

For new NPP during 12th 5-years: CDF: 10-5/y; LERF: 10-6/y

For new NPP later: Practicalelimination of the possibility

of large release of radiation

• Aimed to the 2nd generation NPP plus – Enhance the capability of prevention and mitigation

of severe accident. • Core injection • containment discharge filtrated system • Analysis of Available and accessibility of equipment • Preparation of SAMG with all scene

– Improvement of cold source design – Improvement of electrical design – Improvement of ability to extreme external event,

such as earthquake, flooding

Technical Meeting on Development of a TECDOC on Development and Application of a Safety Safety Goals Framework for Nuclear Installations, Vienna, Austria, from 8 to 12 July, 2013

Summary • The framework of nuclear safety goals could be

constructed as a four-level Hierarchy.

• The safety goal for NPP is strict after Fukushima

Accident.

• Licensing requirements apply to all stages of nuclear

facilities.

• Nuclear Safety Inspection without blindness.

• Effective national nuclear emergency management

system

NPPs should be in safety status.

Questions

Technical Meeting on Development of a TECDOC on Development and Application of a Safety Safety Goals Framework for Nuclear Installations, Vienna, Austria, from 8 to 12 July, 2013

1. If the safety goal is higher and the safety

character is better such as AP1000 and EPR,

are emergence device able decrease a litter?

For example the size of emergence zone?

2. How to use the probability safety goal to

research reactor?
