Message from the DirectorThroughout North America, if not the world, interest in international development has reached a level not seen since the 1960s. From high school students (and sometimes elementary school students as well!) to retirees, more and more people want to venture out to help make the world a better place. Yet there are important differences compared to the 1960s. Mired in the idealism of the early Cold War, engagement in international development 50 years ago often entailed a very romanticized perspective on both the goals of “development” and the ability of well-meaning Westerners to contribute to its achievement. Today’s idealism is far more pragmatic, if not realistic, recognizing that what can be achieved and the role that Westerners can play in achieving it are often limited by realities we cannot control and the legitimate desire of people in developing countries to shape their own destinies. This same down-to-earth approach has similarly changed the nature of the opportunities to participate. Whereas half a century ago state development agencies enjoyed a near monopoly over such opportunities, it is easy for people to be overwhelmed by today’s plethora of opportunities that have opened up with the growth of multilateral international agencies,

non-governmental organizations, foundations and within the private sector. And if that weren’t enough, like-minded people increasingly create their own opportunities by creating organizations such the Nobel Prize winning Doctors Without Borders.

This unique combination of genuine interest and unprecedented opportunities is both promising at the same time that it can be overwhelming. Where does one start? How does one start? Or, perhaps even more importantly, is this really the right choice for everyone? Our Executive Education Certificate, International Development: Bridging the Worlds of Theory, Policy and Practice, was designed to provide people contemplating a career in international development with the foundation they will need to begin to answer these questions. Completing the program will provide you with the tools to navigate an increasingly complex set of opportunities, and at the same time help you to decide what the best path is for you.

These are exciting times and we want to help you make the most of them!

DAY 2

Robert Sauder is the Director of Development Research in the Canadian Department of Foreign Affairs, Trade and Development. He has served in the Canadian Government primarily in the areas of International and Learning policy. He has a particular interest in Africa. His Doctoral studies were focused on educational reform in Africa.

James P. Muldoon Jr. (MA, Miami) is an independent schol-ar of international affairs and Vice-Chair of the Mosaic In-stitute, a Canadian “think & do” tank headquartered in Toronto. His research and writing fo cus on multilateral diplomacy, international organizations, and global gov-ernance. Mr. Muldoon’s publications include The New Dynamics of Multi lateralism: Diplomacy, International Organizations, and Global Governance (Westview Press, 2010), Multilateral Diplomacy and the United Nations To-day, second edition (Westview Press, 2005) and The Ar-chitecture of Glob al Governance: An Introduction to the Study of International Organizations (Westview Press, 2004). He has been a guest lecturer on diplomacy and international affairs at universities and research centers around the world and has contributed to major newspa-pers and academic journals on con temporary interna-tional relations and global issues. He is Vice Chair of the Board of Directors of Oolagen Youth Mental Health. He lives in Toron to, Canada, with his wife, Reeta Roy, who is the President and CEO of the MasterCard Foundation.

DAY 1

Philp Oxhorn (PhD, Harvard) is a McGill professor of Political Science and Founding Director of the Institute for the Study of International Development (ISID). His areas of expertise include democratic development, civil society, anti-corruption, international indigenous issues, human rights and governance. Dr. Oxhorn works extensively on research relating to international development issues in Latin America and Africa.

Sonia Laszlo (PhD, U of T) is one of Canadis Associate Professor of Economics at McGill University. Her main research areas include rural development, access to markets, and the relationship between income, health and education in economic development. In addition to using traditional analytic tools to understand some of the microeconomic dimensions of economic development at the individual and household level, she has been increasingly using experimental and behavioral methods to shed light on important questions about economic decision making. Laszlo has focused most of her research on Latin America and the Caribbean. She is a member the Centre Interuniversitaire de Recherche en Organizations (CIRANO) and the Grupo de Analysis para el Desarrollo. In 2005 she co founded and has since been an executive member of the Canadian Development Economics Study Group, which groups academic and policy development economists in Canada.

DAY 4

Carol Devine (MSc, University of London) is a humanitarian professional, researcher, writer and access to medicines activist. She is strategic Advisor to The Museum of AIDS in Africa and currently researches the links between global, circumpolar and earth health. She was Program Manager for Médecins Sans Frontières (MSF) Canada and did humanitarian affairs for MSF in Rwanda, Congo, Southern Sudan and East Timor. She has consulted for The Stephen Lewis Foundation and AIDS-Free World and is a founding board member of Dignitas International. She recently published a cultural history book The Antarctic Book of Cooking and Cleaning about a civilian clean up project she led to Antarctica with The Russian Antarctic Expedition in 1995/1996.

Wanda Bedard (MBA, HEC Montréal) Bedard is the founder and owner, since 1991, of a business based in Montréal in the sheet metal manufacturing sector. In 2006, Wanda and eight other women established the 60 million girls Foundation to focus on providing access to a quality basic education for the most vulnerable and marginalized girls in the developing world. Since 2006, 60 million girls has raised $1.9 million which has been invested in 16 projects in 13 countries, directly enabling over 10,000 children, most of whom are girls, to have access to primary and secondary schooling. A completely volunteer-run organization, 60 million girls has grown to 40 members on the executive and, in 2010, a chapter in BC was also added.

DAY 3

Larry Cooley (MA, Columbia ; MPA, Princeton) is Founder and Pres ident of Management Systems International, an 800-person international con sulting firm he founded in 1981. A specialist in the fields of strategic man agement and organizational development, he has served as advisor to cabinet and sub-cabinet officials in 11 US Federal Agencies and more than a dozen foreign countries. For 11 years, Larry directed the Implementing Policy Change program that assisted governments in 40 countries to manage various as pects of policy change. More recent assignments include directing a 7 year effort to help rebuild public administration in Iraq, and a ten-year program funded by the MacArthur and Packard Foundations to develop and test new tools for scaling up innovative pilot projects.He served for 15 years as Chairperson of the Development Man agement Network, and received that organization’s National Award for Train ing Excellence.

Shawn A-In-Chut Atleo is a Hereditary Chief from the Ahousaht First Nation. A-in-chut was first elected in 2009 as National Chief of the Assem bly of First Nations. He was re- elected receiving an overwhelming major ity of support from First Nations across Canada in 2012 for a second con secutive term. Advancing a vision of supporting and enabling the success of every First Nation on the basis of their rights and responsibilities, Na tional Chief Atleo took forward a bold plan of action and engagement with all sectors of Canadian society. First Nations from across Canada sup ported A-in-chut in confirming education as a top priority for the Assem bly. A-in-chut has been a tireless advocate for First Nations in every re gion of the country, with federal, provincial and territorial leaders, corporations and civil society, nationally and internationally.

GETTING TO AND AROUND MONTRÉALFor detailed information on traveling to Montréal, please visit McGill’s Travel Services site.

Travel by Air:From the Trudeau International Airport (also known as Dorval Airport), it is easiest to take a taxi or bus service downtown. Buses, limousines, and taxis provide quick, efficient shuttle service between the airport, major hotels and the City Centre Bus Terminal.

A taxi from Trudeau Airport to downtown Montréal costs approx. $40 CDN (plus tip) for a 20-minute to 40-minute trip (depending on traffic).

The 747 Express Bus links the airport to downtown Montréal. The 747 service is provided 24 hours a day, 365 days a year between Montréal’s central bus terminal (Berri-UQAM metro station) and Montréal-Trudeau airport. The $9 fare is payable in cash aboard the bus - coins only, bills are not accepted. It also provides travelers with a transit pass valid on the STM bus and metro network for the next 24 hours!

Travel by Train:Montréal’s main train station, Gare Centrale, is located below the Queen Elizabeth Hotel on the corner of. René-Lévesque and Mansfield; it also has an entrance at 895 de la Gauchetière ouest. The station is the major terminus for Canada’s VIA Rail trains from Halifax, Toronto, Ottawa, Québec and the Gaspé, as well as U.S. Amtrak trains from Washington and New York. It also provides easy access to the city’s subway (the Metro), as it is situated at the “Bonaventure” station (the Orange Line).

From the train station, a 5-minute taxi ride approximately $8-9 CDN (plus tip) will take you to McGill University. To walk to the campus, head north through the underground shopping concourse of Place Ville Marie, exit at Cathcart and McGill College Avenue; follow McGill College Avenue north three blocks to Sherbrooke Street, where you will see the Roddick Gates of McGill University.

Travel by Bus:The terminal for major bus lines is the Station Centrale d’Autobus Montréal, located at 505 de Maisonneuve Est, corner of Berri.

From Station Centrale you can take a taxi to the University (approximately $10-12 CDN, plus tip) or take the Metro (subway), as the “Berri-UQAM” station is connected to the bus terminal; McGill University is at the “McGill” metro station.

Montréal‘s Metro:Montréal has a wonderful subway system, called the “Metro”. To reach McGill University’s downtown campus, take the “Green Line” to the “McGill” station. Metro maps, fares, and further information can be found on the STM Web site.

Getting to Venue:Web-map tools (such as Google Maps or Yahoo Maps) will help you plan your drive to McGill University. Using “1001 Sherbrooke Street Ouest” as the destination address will lead you directly to our campus gates, located on the corner of McGill College Avenue and Sherbrooke Street Ouest.

Parking:Parking is available on campus at the Desautel Management Building for $19 per day. There are metered parking spaces available along Sherbrooke Street, as well as a limited number available along University Street. You are restricted to paying for two hours of parking at a time. Please be advised that time does not accumulate on these meters - the pay station treats each transaction as if it were dealing with a new customer.

If you will be spending a good portion of your day on campus, you may prefer to park in one of the commercial parking lots close by. Daily parking rates are relatively standard from one commercial lot to the next. Alternatively, as our campus is centrally located in downtown Montréal, you may favor leaving your car at your hotel and walking over.

About Executive DirectorIn August 2014, Patrick Brennan joined McGill’s Institute for the Study of International Development. Mr. Brennan came to McGill from the Department of Aboriginal Affairs and Northern Development Canada, where he served as the Manager of Multilateral Relations in the Intergovernmental and International Relations Directorate. During his time at the Department, Mr. Brennan assisted with Canada’s endorsement of the United Nations Declaration on the Rights of Indigenous Peoples, initiated research for the examination of programming and policy approaches taken by other countries in the area of Aboriginal affairs, supported Canada’s work in the area of the Post 2015 Development Agenda, and contributed to Canada’s Strategy for Engagement in the Americas.

Patrick Brennan has also worked at the Department of Canadian Heritage on initiatives ranging from multiculturalism and citizen engagement to public service renewal and the establishment of a forum for the promotion and advancement of policy development within the department.

Prior to joining the Department of Canadian Heritage, Mr. Brennan worked for six years at the Department of Foreign Affairs in support of international indigenous

issues. In this role, he assisted with the negotiation of the United Nations Declaration on the Rights of Indigenous peoples, co-led trade missions for indigenous entrepreneurs to the World Bank and Inter-American Development Bank, established bilateral and multilateral networks for the promotion of indigenous rights, and was a lead member of the team responsible for the first Indigenous Summit of the Americas. Patrick Brennan was also the Deputy Director of the Haiti Program at Foreign Affairs and assisted in writing Canada’s bilateral strategy for engagement in the country.

Finally, Patrick Brennan worked at both the United Nations World Food Programme and at the Canadian International Development Agency. As a program officer with the World Food Programme, Mr. Brennan was responsible for the implementation of nutrition projects at both schools and maternal health care centres. During his time at the Canadian International Development Agency, Mr. Brennan worked as a consultant on policy and programming issues in the Americas Branch, the Africa Branch and the Policy Branch.
